Four people are dead, 83 are arrested and 50 DC Police officers were injured amid pro-Trump riots and demonstrations near and at the U.S. Capitol Wednesday, DC police say. Metropolitan Police Department Chief Robert Contee called the rioting by pro-Trump demonstrators "shameful" during a news conference alongside Mayor Muriel Bowser.

Demonstrators stormed the Capitol on Wednesday afternoon, forcing both chambers to evacuate as they prepared to certify President-elect Joe Biden's Electoral College win. The situation escalated quickly, with officers scrambling to prevent swarms of people from entering the Capitol building before eventually being overrun by scores of people entering the complex.

One woman was shot and killed by Capitol Police during the rioting. Police said three other people — a woman and two men — died after apparently suffering "separate medical emergencies" near the Capitol grounds.

Contee said at least 50 officers sustained injuries during the rioting, with one officer "pulled into the crowd and assaulted," resulting in "serious injuries" that required hospitalization. Another officer was also hospitalized.

Police also recovered two pipe bombs near the headquarters of the Democratic National Committee and Republican National Committee. Members of the D.C. National Guard had been called in earlier Wednesday as authorities attempted to gain control of the situation and secure the Capitol building.

In response to the civil unrest on Capitol Hill, Bowser issued a curfew for the District beginning at 6 p.m. on Wednesday. She also extended an emergency declaration in the city until Jan. 21, allowing the city to access additional resources to quell any further civil disturbances.

Police began "securing the perimeter around the Capitol Building" around 7:15 p.m., Conte said, issuing verbal warnings to many of the hundreds that remained in the area after the curfew had gone into effect.

Of the 83 people arrested by DC Police, 26 of them were arrested at the US Capitol Building. At least 4 individuals were arrested with gun charges, and 47 were arrested for disobeying the city's curfew. wusa9.com thehill.com

D.C. Malls, Retailers Shutter as Protesters Storm Capitol
After pro-Trump supporters stormed the Capitol and one woman was reported shot and later died, area retailers and businesses took precautions in the event of further unrest.

In advance of Wednesday’s protests at the U.S. Capitol, many area retailers took it upon themselves to take precautions. Pretty much all of the retailers and businesses in the CityCenterDC remained closed Tuesday afternoon. The upscale shopping center is located in the heart of the district and features 39 stores and restaurants. Tiffany & Co., Gucci, Bulgaria, Brunello Cucinelli, CH Carolina Herrera, Hermès, Louis Vuitton, Kate Spade New York and Salvatore Ferragamo are among the fashion companies that have outposts there.

Two other shopping centers in the District, DC USA and Gallery Place, closed early Wednesday. Located less than 7 miles from D.C., the Chevy Chase Pavilion planned to close and “go under lockdown,” as of 6 p.m.. With retailers like J. Crew and CVS, the relatively compact shopping center expected to resume normal business hours Thursday, “barring any special events,” the spokesman said.

Executives at Target and CVS Health, two companies that faced significant property damage and theft during last year’s protests in various U.S. cities, said their stores in the D.C. area have temporary closed. Capitol Police Weren’t Prepared for Rioters, Authorities Say
Federal authorities had planned to deal with protests this week with a relatively small, minimally visible presence, according to law-enforcement officials, hoping to avoid inflaming tensions as a show of force had done during unrest last year in Portland, Ore., and other cities. That approach seemed to have backfired on Wednesday, when thousands of pro-Trump rioters surrounded the U.S. Capitol and some easily breached the barricades and stormed the building.

Some rioters fired “chemical irritants” at officers who were guarding the complex to gain access to the building. The small group of Capitol Police officers guarding the building as lawmakers began a joint session of Congress to count the 2020 electoral votes was quickly outnumbered as rioters approached the building. Once inside, they broke into lawmakers’ offices and roamed freely.

Officials said they had expected a repeat of relatively minor scuffles between far-right and far-left factions that broke out after dark at similar protests in November.

“The Capitol Police were unprepared for the sheer size of the protest,” said David Gomez, a retired FBI executive. Once the rioters barged into the Capitol, other federal law enforcement agencies were slow to respond, either out of deference to President Trump or because of a lack of experience with dealing with riots, which isn’t their primary mission, Mr. Gomez said. “Up until they breached the Capitol, the possibility existed that it was going to be a large protest that didn’t cross those barricades. Once they did that [law enforcement personnel] were overwhelmed and couldn’t respond quickly enough,” he said.

Defense Department officials had previously said they anticipated around 350 members of the D.C. national guard would be enough to support Washington, D.C., police during the protests this week, mainly to assist with traffic control. They wanted to avoid the optics of having any U.S. military personnel on the steps of the U.S. Capitol, and ordered the officers to avoid straying east of 9th Street in downtown Washington, blocks from the Capitol grounds, officials said.

After the building was breached, the Defense Department announced it would activate another 1,100 D.C. National Guard troops, but it was unclear if they would be deployed to the Capitol or elsewhere in the district.

Thus far, the vast majority of U.S. employers have not required COVID-19 testing for their employees. However, during the first half of 2021—and possibly beyond—employers with reopened worksites should consider providing access to routine virus testing for returning employees, according to health policy experts, despite the rollout of a long-awaited vaccine as 2021 begins.

Even as the first vaccines become available, evaluating whether to provide virus testing will need to be a part of an overall employer strategy for both employee safety and business continuity reasons, said Mara Aspinall, professor of practice in the Arizona State University's (ASU) College of Health Solutions.

'The vaccine will not eliminate the need for testing.'

Aspinall advised, because "we don't know if we will need a new vaccine every year, like the flu, or if you get one shot and it lasts a lifetime, like polio." At least 29 people in the U.S. have developed severe allergic reactions to Covid-19 vaccines, federal health authorities said Wednesday.

The rate is far higher than for the seasonal flu vaccine, U.S. Centers for Disease Control and Prevention officials said. But the severe reactions were rare and didn’t result in any deaths, and they encouraged use of the shots. The 29 cases are as of Jan. 5 and are out of more than 5.3 million doses that have been administered given to date, the CDC said.

The rate of 5.5 cases of anaphylaxis, a life-threatening allergic reaction, for every one million Covid-19 vaccine doses administered to date compares with the rate of 1.3 cases for every one million doses of flu vaccine, according to the CDC.

Still, the cases of anaphylaxis are “exceedingly rare,” said Nancy Messonnier, director of the CDC’s National Center for Immunization and Respiratory Diseases, who is leading the agency’s Covid-19 vaccination efforts.

“It’s a very safe vaccine, and we’re in the setting of 2,000 Covid deaths per day,” she said. “I continue to believe that the risk of Covid and the risk of poor outcomes, especially in senior citizens, makes it imperative that people go ahead and get vaccinated as soon as it’s available to them.” wsj.com

The COVID-19 pandemic spawned more than 1,000 workplace-related lawsuits last year and drove a record number of class-action cases as employees sued over disputes over workplace safety, how they’re paid while working from home, and family and medical leave.

The lawsuits represent just the leading edge of an even bigger wave that’s expected this year. “COVID is now a driver of filings and is significantly impacting workplace class-actions,” Maatman says.

Workplace Safety
Nearly 200 were related to workplace safety. Workers claimed businesses didn’t provide adequate personal protective equipment or hygiene products, didn’t comply with cleaning and sanitation protocols, or didn’t enforce temperature checks or mask-wearing by customers or visitors, among other accusations.

Last year, OSHA issued COVID-19-related citations triggered by 295 inspections, and it proposed penalties totaling $3.8 million. National Employment Law Project, a worker advocacy group, noted the agency has received more than 9,000 complaints.

Meanwhile, 113 of the workplace suits were so-called wage-and-hour claims, in which staffers contended they were forced to work off the clock, for instance.

Fast-food workers may sue because they weren’t paid for the time they spent putting on and taking off protective gear. And call-center and clerical employees working from home may claim they weren’t compensated for all the hours they logged, or for their purchases of computers or printers.

● Leave. Many suits say employees grappling with COVID-19 themselves or caring for a relative have been illegally denied sick leave or family and medical leave.

Canadian prosecutor Scott Farlinger also cited what he called Nygard’s history of contempt for the judicial process for his opposition to letting the retail magnate out of jail. Nygard is wanted in the Bahamas in a separate case, after failing to attend a court hearing there.

Farlinger sought a delay for the bail hearing, saying prosecutors need to question two former executives at Nygard’s companies who said they’d be willing to put up C$1.2 million ($946,000) in assets to ensure Nygard’s appearance in court. The judge granted the request, over objections from Nygard’s lawyer, and scheduled the hearing for Jan. 19 and Jan. 20.

Nygard was arrested in Winnipeg, Manitoba, last month on request from the U.S., which is seeking his extradition from Canada on racketeering, sex-trafficking and related charges in a New York indictment that alleges criminal conduct over 25 years. While 2020 didn’t live up to expectations and 2021 Industry Forecast respondents reported a topsy-turvy year, the majority remain hopeful for a strong 2021, with the COVID-19 vaccine in sight and pent-up demand for security products and services.

To say 2020 was a bit of a roller coaster ride is perhaps an understatement. At this time last year, most security integrators anticipated a strong 2020, only to be thrown into turmoil late in the first quarter by the emergence of the COVID-19 pandemic. Can the Government Regulate Deepfakes?
New technology makes it possible to create videos that show a person doing or saying anything the creator wants—and it’s not clear what U.S. law can do about it.

Can deepfakes, as such, be prohibited under American law? Almost certainly not. In U.S. v. Alvarez, decided in 2012, a badly divided Supreme Court held that the First Amendment prohibits the government from regulating speech simply because it is a lie.

The plurality opinion declared that “permitting the government to decree this speech to be a criminal offense…would endorse government authority to compile a list of subjects about which false statements are punishable. That governmental power has no clear limiting principle…. Were this law to be sustained, there could be an endless list of subjects the National Government or the States could single out.”

Under existing law, a key question is whether deepfakes cause sufficient harm. If they are libelous, they could be regulated under current legal standards, which allow plaintiffs to recover damages when, for example, a speaker hurts their reputation by spreading what the speaker knows to be a lie.

But deepfakes need not be libelous. They might be positive, making people look impressive or wonderful.

“The remedy for speech that is false is speech that is true. This is the ordinary course in a free society.” By this standard, the best response to many deepfakes is a smile and a laugh—or counter-speech and disclosure—rather than censorship. Social media platforms are not bound by the First Amendment, but in cases in which people could be misled, such platforms might want to label deepfakes as such, but not take them down, certainly as a matter of course. wsj.com

How state marijuana legalization became a boon for corruption

By making local officials the gatekeepers for million-dollar businesses, states created a breeding ground for bribery and favoritism.

In the past decade, 15 states have legalized a regulated marijuana market for adults over 21, and another 17 have legalized medical marijuana. But in their rush to limit the numbers of licensed vendors and give local municipalities control of where to locate dispensaries, they created something else: A market for local corruption.

Almost all the states that legalized pot either require the approval of local officials — as in Massachusetts — or impose a statewide limit on the number of licenses, chosen by a politically appointed oversight board, or both.

These practices effectively put million-dollar decisions in the hands of relatively small-time political figures — the mayors and councilors of small towns and cities, along with the friends and supporters of politicians who appoint them to boards. And these strictures have given rise to the exact type of corruption that got Correia in trouble with federal prosecutors. New York Gov. Andrew Cuomo is calling for the legalization and regulation of marijuana for recreational use by adults, his third attempt in as many years to get the drug fully legalized in the state.

Cuomo, a Democrat, planned to announce his proposal Wednesday as part of his upcoming State of the State agenda for the year. The proposal calls for the creation of a new Office of Cannabis Management that would oversee recreational use as well as existing medical use.

It also would offer licensing opportunities for those in communities that have been disproportionately impacted by law enforcement efforts against marijuana to become entrepreneurs in the new recreational market.

From being targeted for robbery to confrontational customers, 4 Amazon delivery drivers talk about what scares them during peak season
The delivery drivers we spoke to mentioned heightened safety concerns like fear of being targeted for robberies or even robbed at gunpoint.

One driver Business Insider spoke to said he experienced two incidents where he was being followed, which led him to call the police. Another added, "There's nothing in that van that's worth your life."

In a statement to Business Insider, an Amazon spokesperson said, "The safety of our drivers is our top priority."

As the days get shorter and the nights get longer (and darker), Amazon delivery drivers have to deal with a brand new set of dangers and safety concerns.

In recent months, several delivery drivers across the country have been kidnapped and held at gunpoint for the contents of their vehicles. Many drivers are scared and concerned about these new dangers they're facing when out delivering packages during the winter months.

"For me, there have been times on routes where I see the same car a couple of blocks behind me or parked in front of me. My thought is this could be either porch pirates that are following along my route and stealing packages behind me, or somebody who may have worse intent."

Many Amazon vans have a back-up camera that is active even if the van is not in reverse, and Smith uses that screen to keep an eye on his vehicle's surroundings.

Amazon has a strict policy against delivery drivers carrying weapons while working, even if a driver has a concealed carry license, Rajal explained to Business Insider. Amazon delivery drivers are considered independent contractors, not employees, but if they are found to be in possession of a weapon, they can lose their jobs.

Amazon buys planes for the first time to expand its cargo air fleet

Until this week, the company had leased aircraft to build out Amazon Air.

Amazon is buying seven used aircraft from Delta and four from Canada’s WestJet. After they’re retrofitted to carry cargo, the latter four will start flying for the company later this year. Meanwhile, the Delta jets will join Amazon Air in 2022. As with all of its existing planes, Amazon says these new planes will be operated by contractors.

Over the next few years, it’s estimated Amazon’s air fleet could grow to include more than 200 aircraft, putting it in the same size as the one operated by UPS. As Bloomberg points out, Amazon has always been quick to call out its continued reliance on companies like UPS and FedEx, even as it has added additional planes and delivery vans to its cargo operation. engadget.com

New Hampshire Man Sentenced for Financial Fraud Scheme Using Stolen Identities
Jonathan Nguyen, 23, of Windham, N.H., was sentenced by U.S. District Court Judge Allison D. Burroughs to a year and a day in prison, two years of supervised release and ordered to pay $250,000 in forfeiture.

Nguyen and others involved in the scheme used Bitcoin to purchase names, addresses, dates of birth, Social Security numbers, email addresses and passwords as well as credit card account numbers, expiration dates, card verification values and other forms of PII. Nguyen and others then used this information to purchase tickets to sporting events and gift cards that Nguyen sold for profit. Nguyen also created e-commerce websites for sham companies and obtained payment-card processing capabilities for these sham companies in order to cash out the stolen credit cards. He used various technological means to thwart the fraud-detection mechanisms deployed by the internet merchants where he made purchases with the stolen PII. justice.gov

Fort Worth, TX: Police looking for men who stole clothes from Distribution Center
Police in Fort Worth need your help in finding two men who pulled off a brazen burglary on Christmas Day. At around 3:30 p.m., a man entered a distribution center on Blue Mound Road just south of State Highway 114. "This person went into the building through a small window," says Fort Worth Police Ofc. Daniel Segura. "He did some damage inside the business and left the location a short time after he made entry." Segura says that same man returned at around 5:00 p.m. with another man. This time, they arrived in a U-Haul truck. "They stole multiple pallets with clothes, with boots and different items, and they put all these items in the U-Haul truck," says Ofc. Segura. A Brampton teenager has been arrested after more than $20,000 dollars in merchandise was stolen from a Niagara-On-The-Lake store and listed for sale on Kijiji. The break-in at the Moose Knuckles store at the Outlet Mall happened during the overnight hours of December 24th. Along with the stolen merchandise, the store sustained $8,000 in damage. As detectives conducted an investigation some of the stolen goods appeared for sale online, leading investigators to a home in the Sandmere Avenue and Glenmanor Drive area of Brampton. Officers arrested a 15 year old boy on Tuesday and charged him with break, enter, and commit theft, possession of stolen property under $5,000, and trafficking property obtained by crime. Sacramento, CA: Armed Robbery Suspects detained outside CVS
Multiple suspects were detained after a robbery at a CVS in Sacramento on Wednesday night, according to police. The Sacramento Police Department said multiple suspects entered and robbed the CVS on Club Center Drive around 8:45 p.m. When officers arrived, they found some of the suspects running out of the store, and multiple suspects were detained at the scene. Initially, police said the incident was an armed robbery, but no gun was found during the investigation. kcra.com

Omaha, NE: 19-year-old Omaha man sentenced for C-Store robbery spree
Darrell L. Manley, 19, of Omaha, Nebraska, was sentenced on Wednesday in federal court in Omaha for his involvement in numerous robberies, some involving firearms, occurring between July and September 2019. Manley was sentenced to 18 years in the Bureau of Prisons and was order to pay $1,690.45 in restitution. After his release, Manley will begin a 5-year term of supervised release. According to United States Attorney General Joe Kelly, on July 22, 2019, Manley entered the KwikShop at 3222 Q Street in Omaha with a long gun and forced everyone to the ground. He took money from the register and a pack of cigarettes. During the robbery, he threatened the clerk. The effects of COVID-19 took center stage in the Annual Intellectual Property Report that U.S. Intellectual Property Enforcement Coordinator (“IPEC”) Vishal Amin issued on Monday. Detailing “the actions and activities taken over the past year by the U.S. to promote, protect, and prioritize our … innovative economy,” the lengthy report states that in 2020, “We saw opportunistic criminals taking advantage of the coronavirus health crisis, which led to an influx of counterfeit personal protection equipment and medicines, as well as the proliferation of online scams,” noting that the U.S. government “remain[s] vigilant in detecting, investigating, and prosecuting wrongdoing related to the crisis.”

As for the 2019 fiscal year, U.S. Customs and Border Protection “processed $2.7 trillion in imports, including approximately 1.8 million small packages per day sent via international mail and express carriers,” among them were seized counterfeit goods with a total manufacturer’s suggested retail price of up to $1.5 billion had the goods been authentic.
