FBI: Active Shooter Incidents in the United States in 2016 and 2017
50 Shootings - 221 Killed - 722 Wounded - '17 Highest Year On Record
50 active shooter incidents occurred in 21 states

Law Enforcement/Security Personnel Engagement and Casualties
Law enforcement officers exchanged gunfire with the shooter at the scene of 14
incidents. They sustained casualties in eight of those incidents. A total of 33
law enforcement officers were killed or wounded in 12 incidents. Of note, 14 of
the 33 casualties occurred in a single incident (five law enforcement officers
were killed and nine were wounded as a protest in Dallas, Texas, was winding
down).

Thirteen law enforcement officers were killed in six incidents.

Security personnel confronted the shooter at the scene of two incidents. One
security guard was
wounded:
-Two armed, non-sworn security personnel in one
incident exchanged gunfire with the shooter
causing the shooter to flee the scene.15 He was
arrested a short time later at another location.
-One unarmed security guard was wounded as he
struggled with the shooter.16 The security guard was
able to flee and alert an off-duty law
enforcement officer working nearby. The shooter committed
suicide at the scene as additional law
enforcement officers arrived.
The Shooters
The 50 shooters were all male. Each acted alone.

The shooters ranged in age from 14 years to 66 years. Seven shooters were in
their teens, 18
were in their 20s, nine were in their 30s, nine were in their 40s, three were in
their 50s, and four
were in their 60s.

Three shooters wore body armor.24
●Thirteen shooters committed suicide (eight at the scene before law enforcement
arrived, three at the
scene after law enforcement arrived, and two at another location).

Eleven shooters were killed by law enforcement. Ten were killed at the scene
(two of the 10 were
wounded at the scene and died a few hours later, and one of the 10 was killed at
the scene by a
bomb-carrying robot). One shooter was killed by law enforcement at another
location.

Eight shooters were stopped by citizens.
●
Eighteen shooters were apprehended by police.

More active shooter situations in 2017 than any other year: FBI
FBI has designated 50 shootings in 2016 and 2017
A
new report released by the FBI says there were 30 active shooter situations
in 2017, which is more than any year previously recorded. The bureau defines
an active shooter situation as one or more individuals "actively engaged in
killing or attempting to kill people in a populated area" with the use of one or
more firearms.
The report said there were 50 active shooter incidents in 2016 and 2017.
They left 221 people killed and 722 people wounded. All of the shooters were
male and each incident was a "single-shooter event." Three events made those
numbers skyrocket: the
2017 Las Vegas strip shooting (58 killed, 489 wounded), the
2016 Orlando
nightclub shooting (49 killed, 53 wounded), and the 2017 church shooting in
Sutherland, Texas (26 killed, 20 wounded).
The FBI said the report was undertaken "to provide clarity" to federal, state
and campus law enforcement, educators and the general public as they "seek to
neutralize threats" and save lives during active shooter incidents.
The report said officers exchanged gunfire with shooters in 14 incidents.
Thirteen officers were killed in six incidents and 20 were injured in eight
events. It said the most came from the
2016
shooting at a protest in Dallas, Texas, in which five officers were killed
and nine were injured.
There were 10 incidents where citizens confronted the shooter. In eight of those
incidents, one or more citizens successfully ended the shooting. In four of the
incidents, citizens possessed valid firearms permits and successfully ended the
incident.

the IC3 is releasing its latest annual publication-the 2017 Internet Crime
Report-which reveals that the center received more than 300,000 complaints
last year with reported losses of more than $1.4 billion.

6. Target employs its own forensic investigators
Did you know Target invests heavily in shoplifter forensics? That's right, it
seems CSI: Target is a real thing. The chain runs

through "video and image analysis, latent fingerprint, and computer forensics."
Not only do the secret labs in Minneapolis and Las Vegas investigate in-store
fraud and theft, but they've also
been known to lend technology to law enforcement agencies for high-profile
cases. The labs have historically assisted with kidnapping, armed robbery, and
homicide cases for nothing in return according to Minnesota Public Radio.
7. They take camera surveillance seriously
One of the biggest retailers in the world is not immune to data hacking and
theft. That we know. So, it should come as no surprise that many Target stores
are equipped with state-of-the-art camera surveillance to watch your every move.
They operate one of the largest and most advanced
camera networks - including a system that automatically sends alerts when
shoppers dilly dally in front of merchandise for too long or loiter outside
stores after closing time.
Former employees on
Reddit claim "the resolution on those things was insane." Another said
Target was so serious about surveillance, "I wouldn't be surprised if they weigh
me as I enter and as I leave to determine if I'm shoplifting."
11. Employees can't chase you if you steal something
Sure, Target's security policy may be one that rivals The Pentagon, but that
doesn't mean employees have a lot of power when it comes to thwarting theft.
According to a
Reddit thread, Target workers are not allowed to chase you if they catch you
stealing from the store. Could this be why the U.S. has one of the
highest rates of shoplifting in the world? Possibly.
On the flip side, should you get caught stealing from Target, know that it is
not uncommon to be handcuffed then paraded through the store during a
shoplifting "walk of shame."

Water Tower Place officials privately apologize to black teens booted from mall
On Saturday afternoon, officials at Water Tower Place personally apologized to
the teens for
wrongfully kicking them out of the trendy mall.
Kevin
Berry, executive vice president of human resources and communications for
General Growth Properties (GGP) - which owns the popular mall - appeared on
Episode #9 of the Zebra Sisters podcast, vowing to publicly apologize to the
teens if they could be located.
"I'm here on behalf of the company to say we are very sorry for what happened.
We want you to come back. Please forgive us," Berry told the gathering that
included two of the teens kicked out on March 3rd, and a member of the Kenwood
Academy basketball team that was
put out of the mall in 2017 because security officers said they hadn't
bought anything.
Emilio Pledger, 14, called his ejection from the Mag Mile "messed up," but said
he was used to it.
"That is the way the world is today. That is just the way some people are," Pledger told me.
"I pretty much come here every weekend and most of the time I do buy something."
"They look at us and they assume certain things. We are well cared for and look
good. I can't imagine how other teens are treated who don't look so good,"
Moffett said.
"I feel we get kicked out just because of stereotyping," he said.
Stanley Parton, vice president of the retail division for Andy Frain Services,
said a "no loitering" policy put in place after Michigan Avenue was hit with a
string of retail flash mobs in 2009, was reassessed after Hightower's
intervention.
"We
are now addressing what we should have addressed all along, and that is
behavior," Parton said.
Under the previous policy, security guards asked teens to leave the mall if they
hadn't made a purchase within one hour.
An apology is nice, but parents are concerned that the racial profiling will
continue.
"To help make progress, we recommend that your company provide the boys and
girls with scholarships ... and internship opportunities," Hightower said in an
earlier email to GGP officials.

Major cities loosening rules to deal with a new threat:
Terrorists in trucks mowing down and killing pedestrians
Police in Washington, New York City, Chicago and Las Vegas have begun allowing
officers to fire at moving vehicles to stop such ramming attacks. While concern
about the tactic remains, authorities say that, in extreme instances, trying to
shoot the driver might be the only way to save lives.
"We have to balance the threat to the community with the idea we don't want to
use fatal force unless we absolutely have to," said D.C. Police Chief Peter Newsham.
Even with the practice of shooting at moving vehicles largely banned, it has
proved a difficult tactic to stop. Between January 2015 and May 2017, The Post
found that police across the country fatally shot at least 193 people who were
inside vehicles. In 76 of those cases, the person killed was not armed and only
the vehicle was considered the weapon. Police acknowledged that in 17 of
those cases, the person shot was fleeing.

eBay openly selling magnet tools shoplifters use to remove security tags from
clothes for as little as £3 ($4 US)
Devices
used by shoplifters to remove security tags from stolen goods can be bought on
eBay for as little as £3, The Sun can reveal. The tools - known as magnetic
bullets - are disguised to look like miniature torches and can be attached to
key-rings. They feature powerful magnets, which sellers claim can disable
stores' security measures in seconds. They range in price from £2.72 to more
than £14.
In a listing on the auction website, one seller boasts: "The variety of security
tags is so large I cannot possibly list every variety."
When approached by The Sun, eBay removed the items from sale.
A spokesperson said: "We work closely with law enforcement authorities and
sellers to make sure we have the right restrictions in place and we have banned
the sale of these types of item on our platform. Listings that don't comply with
our policies will be removed."
It comes as The Sun revealed this week how video-sharing giant
YouTube was found to be hosting shoplifting tutorials. One shoplifting
video, viewed 202,125 times, showed how to line a bag with foil and clingfilm so
that security tags did not trigger alarms.

Companies Need to Look Deeper at Supply Chains
Many organizations continue to struggle to fully understand their supply chains,
with 53% saying they don't have enough information about their fourth- and
fifth-party partners, a survey found.
A Deloitte survey on extended enterprise risk management, or EERM, found one in
five respondents among 975 senior leaders in 15 countries said their
organizations don't identify, review or monitor fourth or fifth parties.
Deloitte sponsors the WSJ Risk & Compliance Journal. Just 2% said they regularly
monitor subcontractors at the fourth or fifth levels of their chain, while 10%
do so for subcontractors they classify as critical. The rest rely on their
third-party partners to provide oversight.
"Third parties are closer to the core of businesses than ever before," said
Chuck Saia, chief executive of Deloitte Risk and Financial Advisory, in a
statement. "Organizations that step up to the challenge of developing programs
to better manage third-party risk can elevate their position in the market by
unleashing with confidence the reach, expertise and relationships that third
parties can bring."
Nearly half the respondents (48%) cited the desire to reduce costs as a main
reason for investing in EERM. Twenty-six percent cited greater flexibility to
navigate market uncertainty and 21% looked at EERM spending as a way to boost
revenue. Forty-nine percent said they were somewhat confident they would gain
tangible results from EERM investments.

Excess Chargebacks Put 25% Of Retailers At High Risk For Fraud
One in four merchants have chargeback rates of greater than 1%, which puts them
in the "high-risk" category as defined by card-based payment companies. That's
despite the fact that 80% of merchants dispute at least some illegitimate
chargebacks, according to the
State Of Chargebacks Survey 2018 report. Unfortunately for the retailers
(or fortunately for the fraudsters), only 18% of surveyed merchants reported an
average win rate above 60% when they dispute friendly fraud. Registration

3 States Most Likely to Legalize Marijuana This Year
Thirty states plus the District of Columbia now allow legal use of medical
marijuana. Eight of those states, along with D.C., also have legalized
recreational use of marijuana. The numbers in both categories could be higher in
the not-too-distant future.
Michigan already allows patients to use medical marijuana. The prospects
of the Wolverine State also legalizing recreational marijuana now look better
than ever.
It was clear
nearly a year ago that New Jersey could be headed down the path to
legalize recreational marijuana.
Oklahoma currently has no laws broadly allowing legal use of marijuana
for either medical or recreational purposes. However, that could change on June
26. Oklahomans will vote that day on State Question 788, which proposes
legalization of medical marijuana.

FedEx hit with 'serious' safety violation following worker's 2017 death
A months-long investigation into a death at the FedEx Hub in Memphis revealed
FedEx failed to create procedures protecting some employees from situations
"likely to cause death or serious physical harm." Tennessee Occupational Safety
and Health Administration (TOSHA) conducted the investigation and released a
230-page report citing FedEx for a "serious" violation. According to the report,
the violation played a role in the
death of Ellen Gladney, a grandmother and FedEx employee who died on the
job.

Tennessee - ORC Legislation
Legislation that increases the recommended sentence for participation, financing
and/or supervision of organized retail crime, as defined in current law, passed
both chambers and heads to the governor for an expected signature. The bill also
requires pawn shops and other second-hand stores to report the resale of gift
cards (via the established gift card database) to law enforcement within 24
hours.

Key Recent Legislative Takeaways
The decriminalization and broader use of marijuana, both medicinal and
recreational, in a number of states is causing some employers to relax testing
standards. Maine has banned employers from testing for marijuana and prevents
employers from taking adverse action against employees for after-hours use.
Other states are likely to consider following Maine's path. Employers should be
cognizant that this conversation is likely to escalate quickly and should be
planning accordingly.

a North Dallas Home Depot. A shoplifter opened fire on the police officers and

Nigeria's Internet Fraudsters Zero In on Corporate Email Accounts
From the "Yahoo Boys" to the "Black Axe" Gang
West Africa's infamous internet scammers have evolved, dropping their
impersonations of online love interests, princes and U.S. soldiers in favor of
hijacking corporate emails, costing businesses hundreds of millions of dollars a
year.
It is a much more lucrative venture that works by gaining access to corporate
email login details or passing off almost-identical addresses as the real deal,
a scam known as Business Email Compromise (BEC), according to a report by
cybersecurity firm CrowdStrike issued on Thursday.
These Nigerian rackets now dwarf other types of online criminal theft,
amounting to at least $5.3 billion of losses between October 2013 and the
end of 2016, said CrowdStrike and the U.S. FBI's Internet Crime Complaint Center
(IC3).
"There's a disproportionate amount of criminal gains they get from it," Adam
Meyers, vice president of intelligence at California-based CrowdStrike, told
Reuters. "The lion's share of ill-gotten, fraudulent money is around these
business email compromise attacks. It's a huge problem for our customer set.
"Nigeria has become one of the hubs of BEC. Nigerian online fraudsters, known
as "Yahoo boys", became notorious for trying to pass themselves off as
people in financial need or Nigerian princes offering an outstanding return on
an investment.
Behind the fraudsters is an organized crime network with its hands in human
trafficking, drugs, prostitution, money laundering and email fraud and
cybercrime, the CrowdStrike report said. "The magnitude of this criminal threat
has only recently begun to be understood," it said.
The Black Axe gang sprang from Nigerian universities and now extends from Africa
to North America, Europe and Asia. Its targets have ranged from semiconductor
makers to schools in U.S. states including Connecticut and Minnesota, passing
themselves off as executives and lawyers to trick employees into wiring
sometimes millions of dollars a day into bank accounts.

Tech firms fret over push to legalize 'defensive' hacking
Georgia May Be The 1st to Legalize "Hacking Back"
The debate around whether companies should be able to engage in "active cyber
defense" is heating up.
Legislation awaiting the signature of Gov. Nathan Deal in Georgia would allow
individuals to engage in "active defense measures" in the name of cybersecurity,
potentially clearing the way for companies and private citizens to hack into
other networks for the sake of protecting their own systems.
Google, Microsoft and others in the technology industry have mounted a campaign
against the bill, warning of the potential for grave ramifications. They have
urged Deal to veto it before the May 8 deadline.
The fight in Georgia is being closely watched in Washington, where Reps. Tom
Graves (R-Ga.) and Kyrsten Sinema (D-Ariz.) have introduced legislation that
would allow companies and private citizens to engage in some "active defense
measures" against hackers.
Proponents of the concept of "active cyber defense" say these methods would help
companies protect their networks from attacks and identify hackers who have
breached their systems to steal information or conduct other nefarious activity.
The defensive actions could include techniques like using beaconing technology
to determine the location of a hacker, deploying honeypots to fool adversaries
or leaving one's network to track down stolen data.
In late March, Georgia's State Assembly approved
Senate Bill 315, which would amend state law governing the crime of
"unauthorized computer access" to carve an exemption for those who engage in "cybersecurity active defense measures that are designed to prevent or detect
unauthorized computer access." The bill does not detail what these measures
could include.

Ticketmaster hopes to speed up event access by scanning your face
Ticketmaster envisions a future wherein you no longer need either a physical or
a digital ticket to get into a venue. Its parent company Live Nation, has
announced that the ticket sales giant has teamed up with and invested in a
face recognition company called Blink Identity. In its first quarter
financial report (PDF), Live Nation has explained that Blink has
"cutting-edge facial recognition technology, enabling you to associate your
digital ticket with your image, then just walk into the show."
While some might find value in a ticketing system that relies on facial
recognition, others are understandably concerned about its implications. Facial
recognition is far from perfect and still has issues recognizing PoCs, which
could lead to some event attendees not being able to enter venues they were
supposed to have instant access to.
Facial recognition is a growing technology, though, and we'll probably have to
get used to the idea of non-tech companies like Live Nation and
Delta moving into the space. We'll just have to wait and see how things work
out from a privacy perspective.

Using Machine Learning to Fight Fraud, Redirect Security Strategies and Protect
Users
Machine learning-based technology can analyze far more signals than what
rules-based systems can handle, and look at them all simultaneously to form a
more complete picture. This is a far more effective approach, because fraudsters
can alter text to avoid triggering the rules, but it's harder to alter signals
such as what device they're using, or the speed at which they're posting. For
example, if someone signs up for 15 accounts and starts posting to each of them
within two minutes of signing up, the machine compares that to the behavior of
an average user and flags it as an anomaly.

Amazon is starting to scan customers' bodies in the name of online shopping
Things with Amazon are about to get really intimate. According to a new report
from the Wall Street Journal, the online retailer, which already knows more
than its fair share about you and your shopping preferences, is about to
learn something more - your exact size. Amazon is reportedly inviting customers
into a New York office in order to keep tabs on their body shape and size
over a 20 week time period.
Twice a month, volunteers (chosen from a survey) will visit the office in order
to allow Amazon to better understand "how bodies change shape over time," as per
the survey. In return, participants will receive Amazon gift cards worth up
to $250.
The new endeavor seems to come as part of Amazon's recent acquisition of
computer vision startup Body Labs, and the company's subsequent development of a
3D body scanning team. The idea, it would appear, is for Amazon to be able to
help you find a pair of pants that fits you perfectly, or aid customers in
visualizing exactly how a dress might suit a particular body type. This could
reduce the number of returns that Amazon has to process, which is always a risk
when dealing with online shopping (particularly for clothes).
Amazon is currently building up its body scanning team, which will be
focused on creating "statistical 3-D models of human bodies, which it will then
match to images and videos of people via deep-learning algorithms and other
tactics," the Journal reports. This will ultimately see a "wide range of
commercial applications" for Amazon customers, the retailer says in its job
postings.

Amazon is poised to take an ever bigger share of the overall retail market
The company's investments in new and existing categories, including grocery,
could help it grab nearly 10% of total retail sales within two years, reported
CNBC.

Amazon," Feldman wrote. "The rollout of Prime Now grocery, a service that
delivers products in one-hour and two-hours, should be a game changer."

Fergus, Falls, MN: Six identified in $400,000 multi-state Walmart theft ring
Six people have been identified in connection with a multi-state electronics
theft ring which spanned six states and left Walmart stores in Wisconsin,
Illinois, Iowa, North Dakota, South Dakota and Minnesota with a combined loss of
nearly $400,000. After at least six months of extensive investigations by
countless agencies across the Midwest, the operation appears to have been
brought to an end three months after the suspects made their final heist in
Fergus Falls. Fergus Falls law enforcement are pulling the wraps off of the
story behind the elaborate operation which resulted in $180,000 of stolen
merchandise for Walmart stores in Minnesota and $40,000 taken in Fergus Falls.
Six people in total have been identified in connection with the spree of
incidents. All six are said to be residents of the Twin Cities area.

Greenville, NC: $11,000 worth of cellphones stolen from Walmart
Two Henderson men stole more than $11,000 worth of cellphones from Walmart,
according to Greenville police. Police said the phones were taken early
Thursday. After nabbing the phones, the men fled the scene but were caught a
short time later. An officer responding to the scene saw a vehicle matching the
description of the men's vehicle and initiated a traffic stop. The men threw
some of the stolen merchandise out the window but the officer located additional
phones in the back of the car.

Petaluma, CA: Man arrested for stealing over $4,500 in baby formula from Safeway
stores
30-year-old man was arrested Friday for stealing over a hundred cans of baby
formula from Safeway stores. Police were dispatched to a Safeway on Sonoma
Mountain Parkway at 5:38 p.m. to reports of a "habitual shoplifter" loading an
empty stroller with baby formula, police said. Police contacted the man as he
was about to drive away from the store. He initially provided false
identification to officers, police said, but they later identified him as Jerry
Young.

Bountiful, UT: Pawnshop clerk shoots and kills suspect in attempted Robbery
The two men, one carrying a handgun, came in as the clerk, who had been alone,
opened the store. One of the men reportedly pointed a gun in the clerk's face
and ordered him to get on the ground. The second man walked along the glass
cases with a hammer "as if he was going to break open the display cases," Police
said. When the man looked away briefly to close the shop door, the clerk
retreated to a storage room and pulled out his own weapon. The 40-year-old
followed him into the storage room, where the clerk shot him.

Garland, TX: Man Arrested For Fatal Shooting in parking lot of Cicis Pizza
A 19-year-old man has died after a shooting at a Cicis Pizza in Garland Saturday
afternoon. Police say officers responded to a report of gunshots at the Cicis
shortly after 4 p.m. When officers arrived, they found a Hispanic man had been
shot several times in the parking lot. He was transported to a local hospital
where he was pronounced dead. Police are calling the incident a murder.

Washington, D.C.: Shoplifting Suspect Grabbed Officer's Gun, Got Shot at Safeway
An 18-year-old man suspected of shoplifting from a Southwest D.C. grocery store
tussled with an officer and was shot, police said. Miguel Smith, of Southeast
D.C., tried to leave a Safeway with several grocery items he didn't pay for; the
groceries were worth about $14.96. A special police officer tried to stop Smith.
Smith and the officer then got into a fight. During the fight, police say Smith
tried to grab the officer's weapon. As Smith lifted the gun out of the holder,
the security guard grabbed his hands and a shot was fired. The bullet hit
Smith's leg and he fled the area only later to be arrested by Police.

Police say the male suspect walked inside the store on Sunday and immediately
pulled a mask over his face. When the suspect pulled out his handgun, another
customer pulled out his own handgun. That's when gunfire exchanged between the
suspect and the customer inside the store. Some of the windows of Metro PCS were
shot out during the gunfire. Police say multiple rounds were fired by both
people. The suspect ran away and it is unknown if he was injured by the gunfire.
No one inside the store, including the customer who fired his handgun, were
injured.

theft suspects wanted for pulling a firearm on a Macy's loss prevention agent
during a robbery and then attempting to kidnap him have been arrested by the US
Marshal's Fugitive Apprehension Team. Jaime Larios Miranda, 22, and Kameron Grey
Mullaly, 20, are suspected in an April 24 incident in which a Macy's loss
prevention agent attempted to detain a man for shoplifting. Police say the man
pulled a gun and tried to take the LP Agent hostage before fleeing in a stolen
car driven by a second person. According to the U.S. Marshals Service,
investigators learned the suspects were hiding in the Tri-Cities where they were
arrested at a Pasco business park following several surveillance operations.
Miranda and Mullaly face charges of armed robbery, attempted kidnapping,
assault, threats to kill, eluding, hit and run and possession of a stolen
vehicle, according to the U.S. Marshals Service.

Police swarmed a Walmart in the Galleria area early Friday morning after
learning three suspects were robbing the giant retail store. The suspects robbed

An internal investigation is underway after an off-duty police officer pulled a
gun on a gas station customer who was buying a pack of Mentos mints.
Surveillance video obtained by the Orange County Register shows Jose Arreola
buying the stick of Mentos for $1.19 at a Chevron station in Buena Park. He
hands the cashier a $20 bill and puts the Mentos in his pocket as he waits for
his change. An off-duty police officer who had just walked into the station and
got in line sees Arreola pocket the mints and wrongly suspects him of stealing

to the Giles County Sheriff's Department, an 18-wheeler hauling two pallets of
the drug stopped for fuel just after 8 p.m. Thursday at the Pilot on Interstate
65. When the truck's driver went inside to pay, authorities believe someone
traveling in a red Volvo 18-wheeler gained access to the truck and drove it back
on to the interstate. Deputies later found the stolen rig off I-65 in Frankewing,
but its cargo was missing. Authorities believe those responsible loaded the
medication onto the other 18-wheeler and possibly headed south after destroying
the tracking device for the drugs. The medication, which is temperature
sensitive and could be dangerous if taken without regulation, was being hauled
from Kentucky to an oncology company in Dothan, AL.
