CEC Response to Class Action Suit
Filed Against Leading Retailers

is disappointed by this California law firm and its filing, but
unfortunately, our company is the victim of a lawsuit that is
opportunistic, with no regard for the potential damage they might
cause to good people who benefit from the second chance that a
program like CEC can offer. We see this as a clear intent to
strong-arm our retail partners. It is a sad day when law firms twist
legality to their own benefit.
This lawsuit, while accusing our company of extortion, is extortive
by nature. This firm is actively soliciting former beneficiaries of
our program to engage in a lawsuit for a settlement. The track
record of this firm indicates this is their pattern of operation.
Our retail partners are trying to solve an ever growing problem
without adding to the burdens of an already over worked justice
system, they are trying to make communities safer and help good
people improve their lives. This lawsuit is frivolous and distorts
the facts about CEC and its retail partners' efforts to find a
win-win situation for the difficult problem of retail theft.

Starbucks CEO Calls for Unconscious Bias Training
on Monday
The arrest of two black men for trespassing when they refused to leave a
Starbucks in Philadelphia last week
has sparked national outrage. The chain's CEO has promised to review company
policies and procedures and implement unconscious bias training.
One of the men had asked to use the coffee shop's restroom but was told it
was for paying customers only and the men had not purchased anything. They were
waiting for a friend and remained at the store. Police arrived after employees
called 911. The men were arrested and handcuffed as their friend arrived. They
were released when Starbucks did not press charges.
Mayor Jim Kenney said he asked the city's Commission on Human Relations to
examine Starbucks' policies and procedures, "including the extent of, or need
for, implicit bias training for its employees."

Starbucks to Shut Stores Nationwide for
Racial-Bias Training After Arrests
Starbucks said on Tuesday it would close more than 8,000 of its stores in the
United States on May 29 to conduct racial-bias training for nearly 175,000
employees.
The move comes amid an outcry prompted by the arrests of two African-American
men at a Starbucks location in Philadelphia last week.
"I've spent the last few days in Philadelphia with my leadership team listening
to the community, learning what we did wrong and the steps we need to take to
fix it," Kevin R. Johnson, the company's chief executive, said in a statement
announcing the training.

Scholars who study corporate embarrassments said Starbucks was using corporate
textbook moves from the social-media playbook to limit damage to the chain's
brand and reputation in the wake of police handcuffing and removing two
African American men from a Rittenhouse Square-area store last week.
"In the old days they'd jump out quickly and apologize," even without the facts
- but now the steps are different, says Americus Reed, professor of marketing at
Penn's Wharton School, who advises companies on "brand crises."
To keep loyal users coming back, the first step is to "validate concern" by
"recognizing it's not a good situation, it's a horrible thing that's happened" -
without necessarily apologizing, because "your information is usually
incomplete," Reed said.
"Two, you show action." By telling protesters on Sunday that the chain was
taking responsibility, then on Monday that the manager who reported the men to
the police had agreed with the company she should leave the store, Starbucks
moved fast to show "there are things we are putting in place to make sure it
doesn't happen again." And by responding fast and continuously, Starbucks
was working to "control the narrative. Get out front with your public relations
story before competitors or folks that don't like you."

Sneaker giant began internal probe of misconduct last month
An official at Nike Inc. in charge of overseeing diversity and inclusion efforts
has left the sportswear giant, bringing fresh upheaval to a company already
grappling with misconduct among its executives.
Last month, two top executives
were pushed out, after Nike learned of inappropriate behavior at the
company, including one of the favorites to succeed Chief Executive Officer Mark
Parker.
In response, the company has said it's reviewing how it deals with complaints
and is designing new management training. It will also increase funding for
internal diversity networks and expand anti-bias education.
"We became aware of some behavioral issues that are inconsistent with Nike's
values of inclusivity, respect and empowerment," Parker said during an earnings
call with analysts on March 22. "I'm committed to ensure that we have an
environment where every Nike employee can have a positive experience and reach
their full potential."

Here's how to stay safe should the worst happen
Employers need to adopt flexible emergency plans and policies that empower
employees to trust their intuition, rather than static ones.
 For
example, instead of instructing everyone to evacuate the building and meet up at
a neighboring McDonald's, Barton said to order employees to clear out in the
event of an emergency and keep moving until they feel safe enough to stop.
That's because a static plan can endanger lives, in the event of unforeseen
circumstances like a second perpetrator or an attacker who's aware of an
office's contingency plans. A flexible plan should encourage individuals to take
swift action and do whatever they need to do to make themselves safe.
This sort of instinct-driven action is key to dealing with any kind of workplace
emergency, Barton said. But it's especially hard for people to trust their guts
at work, since people are often lulled into a false sense of security there.
He said people at work need to boost their "situational awareness" in order to
better deal with sudden danger.
In the office, people often experience a sense of disbelief and paralysis when
dangers do arise. Barton said he's interviewed numerous survivors of violent
incidents in the workplace. Many describe freezing up and not taking the
opportunity to flee.

TaskRabbit, IKEA's Handyman-for-Hire Service, Discloses Cybersecurity Incident
TaskRabbit, an online marketplace for freelance labor that is part of Swedish
furniture chain IKEA, disclosed it has been hit by cybercriminals. On Monday,
the San Francisco company took down its website and app and urged customers to
change their passwords, saying it was investigating a "cybersecurity incident."
The company said it was working with a cybersecurity firm but didn't specify
what happened, how many people may have been affected or how it learned of the
security breach.
The company said it had notified clients and "taskers," those who offer their
services and have been vetted by the company, and said it would reschedule any
uncompleted tasks and compensate workers for the tasks that couldn't be
completed Monday because of the disruption.

Facebook Deletes 120 Cybercrime Discussion Groups Totaling 300,000 Members
Hours after being alerted by KrebsOnSecurity, Facebook last week deleted almost
120 private discussion groups totaling more than 300,000 members who flagrantly
promoted a host of illicit activities on the social media network's platform.
The scam groups facilitated a broad spectrum of shady activities, including
spamming, wire fraud, account takeovers, phony tax refunds, 419 scams,
denial-of-service attack-for-hire services and botnet creation tools. The
average age of these groups on Facebook's platform was two years.

Startup DeepCam
launches AI and facial recognition retail LP system
AI company DeepCam has come
out of stealth mode after three years, launching the Retail by DeepCam
plug-and-play system for retail loss prevention and operational cost reduction
at last week's ISC West conference.
 Retail by DeepCam is designed for multi-location stores, including those that
already have a loss prevention system, according to the announcement. It
includes proprietary technology for biometric matching among large populations,
behaviour analytics, and cross-camera event association. DeepCam Advice
identifies shoplifting and suspicious behaviour requiring further attention, and
loss prevention personnel review incidents to tag shoplifters, with the system
notifying employees so the individual can be stopped and banned from the store.
"When you have a small population, such as an office building, facial
recognition is easy," said Don Knasel, DeepCam Founder and CEO. "Where
biometrics fail is with large populations - tens of thousands or hundreds of
thousands of people - and that's what sets our AI technology and recommendation
engine apart. Our systems have been proven to work accurately with large
populations in the millions."
Knasel noted that some stores catch as few as 10 percent of shoplifters. DeepCam's retail offering can improve that number, while also delivering
wide-ranging retail intelligence, the company says, such as identifying shopping
habits by demographic, or the number of customers at a given time.
A recent report from the National Law Review warned retailers to be prepared for
consumer privacy laws to evolve as they consider implementing facial recognition
in stores.

UBA - User Behavior Analytics
User behavior analytics (UBA) is the tracking, collecting and assessing of user
data and activities using monitoring systems.
UBA technologies analyze historical data logs -- including network and
authentication logs collected and stored in log management and
SIEM systems -- to identify patterns of traffic caused by user behaviors,
both normal and malicious. UBA systems are primarily intended to provide
cybersecurity teams with actionable insights. While UBA systems don't take
action based on their findings, they can be configured to automatically adjust
the difficulty of authenticating users who show anomalous behavior.
Today, user behavior analytics tools have more advanced profiling and exception
monitoring capabilities than SIEM systems and are used for two main functions.
First, UBA tools can be used to determine a baseline of normal activities
specific to the organization and its individual users. Second, they can also be
used to identify deviations from normal. UBA uses
big data and
machine learning algorithms to assess these deviations in near-real time.
While applying user behavior analytics to just one user may not be useful for
finding malicious activity, running it on a large scale can give an organization
the ability to detect malware or
other potential cybersecurity threats, such as data exfiltration,
insider threats and compromised
endpoints.

"King of Traffic Distribution" Busted
Huge Malware Distribution Network Crippled
'EITest' Shuffled as Many as 2 Million Users a Day to Malware
From 52,000 Compromised Servers & Websites
Security researchers are claiming at least a temporary victory over an
enormously productive malware distribution scheme that shuffled as many as 2
million users a day from legitimate websites to malware.
The networked, dubbed EITest, leveraged compromised websites to direct users
to ransomware,
tech support schemes and exploit kits. EITest, noticed as far back as 2011,
had been dubbed the "king of traffic distribution."
Malware researcher Kafeine,
who works for Proofpoint, writes that users who encountered a website tampered
with by EITest are now being redirected to a sinkhole set up by researchers. The
sinkhole, which is a non-malicious domain, became active on March 15.
The sinkhole has revealed the scale of EITest. In just under three weeks, the
sinkhole notched 44 million requests from 52,000 compromised servers and
websites.
EITest relied on infecting legitimate websites with code that redirected users
to a constantly changing list of domains leading to booby trapped servers. Of
the 52,000 sites observed since the sinkhole was set up, most appeared to be
running the content management system WordPress.

What's at stake in the e-commerce sales tax debate
In short, South Dakota proposes striking the Quill physical presence precedent
in favor of an economic one that would instead require state sales tax
collection and remittance if an online seller does more than $100,000 worth of
business or processes more than 200 transactions in the state.
South Dakota argues that ultimately the lingering effects of the Quill decision
have become outdated, and because Congress has not acted on the issue in 25
years, it's a crucial matter for the court. In a brief filed to SCOTUS, the
state argues four main points:
● An economic standard would be easier to administer and more likely to promote
economic activity.
● The South Dakota case serves Quill's goals better than the physical presence
rule considering the companies involved in this case differ greatly from catalog
retailers involved in the 1992 case.
● The practical difficulties of collecting taxes state-by-state have disappeared
thanks to technology and solutions providers.
● Repealing the physical presence rule would not raise problems of retroactive
taxation.
On the other side, Wayfair claims South Dakota's argument doesn't meet the
"special justification" required to strip the precedent, and further that
forcing companies to implement software to calculate taxes across some 12,000
nationwide taxing jurisdictions is extremely expensive, burdensome - and
potentially life threatening to some businesses.

hosts successful symposium in Indianapolis
The Indiana Retail Organized
Crime Coalition symposium went very well with a turnout of around 100
attendees. The event was hosted by Goodwill at their Excel Center in downtown
Indianapolis. There were multiple guest speakers, breakout sessions, lunch
provided by Kroger, and a silent charity auction for items contributed by local
retailers. Proceeds were donated to Recycle Force to fund evidence-based,
anti-theft and cognitive therapy programs for at-risk individuals leaving the
jail system.
Eric Schlegel of Goodwill kicked off the event by talking about the Excel center

census data, successes throughout the year, and information on our

Florida: 10 Involved with Multi-State Identity
Theft Ring Indicted for Credit Card Fraud and Money Laundering
The ten Defendants indicted from NJ, NY, and FL used the personal identifying
information of other individuals to open credit card accounts without the
victims' knowledge or consent. The conspirators used the fraudulently obtained
credit cards to purchase electronics, home goods, expensive designer shoes,
travel, spa services, and medical procedures for themselves and others. Some of
the conspirators would also resell some of the fraudulently obtained goods, for
a percentage of their face value.

Wichita Falls, TX: Former electrical supply store
employee charged
in $82,000 embezzling
A former employee of Nunn Electric Supply in Wichita Falls is charged with
embezzling thousands of dollars from that company over a three year period
beginning in November of 2014. The alleged thefts were discovered after a
business audit was done when the company noticed open bids and quotes were not
matching up with inventory. They said they found 125 transactions he had
created, and which Nunn Electric never received payment for.

Galesburg, IL: 16 year old JC Penney Employee
charged with $3,800 Felony Theft
A 16-year-old girl was charged with felony theft Sunday after she allegedly
stole merchandise and money from J.C. Penney over several months. Galesburg
Police were called Sunday to the store, a corporate loss prevention officer told
police the teenage worker, 16, had been under investigation for a month for
reportedly making fraudulent returns. Store records showed the worker allegedly
took about $3,800 in returns and stolen merchandise.

Louis, MO: Police believe recent debit card theft is the work of ring moving
through the region
Another community was hit by what police are calling a multi-state fraud ring.
Police believe the suspects in this ring are using skimming devices clone debit
cards. St. Louis city police released pictures of the suspects using cloned
cards at two Regions Banks on March 24th and March 26th. St. Louis County Police
believe the same suspects are part of the same group that hit banks in south
county in early April. Two banks in Warson Woods were also hit. Warson Woods
Sgt. Gene Tisius said the cards were stolen from O'Falllon MO, St. Peters and
Shrewsbury.

Bellmead, TX: Alert H-E-B store employees contact
Police after finding a note threatening violence on anniversary of Columbine
shooting
Local authorities were on alert this week after finding a handwritten statement
in the Bellmead H-E-B store threatening violence on Friday's 19th anniversary of
the Columbine High School shooting. H-E-B staff alerted police Sunday when they
found a note written on the inside of a door of a family restroom, stating "Columbine 2.0 Coming to a school near you," Bellmead police Lt. Kory Martin
said. No specific schools or dates were mentioned, but police launched an
investigation and notified local school districts. "Bellmead investigators have
been looking into the threat while Chief (Lydia) Alvarado has been in constant
communication with the area chiefs, the LaVega Independent School District, and
the local H-E-B store," Martin said. No motive or specific actions were
mentioned in the threat. Martin said the statement was all that was noted in the
writing.

Columbia, SC: Man arrested in connection with Columbia Place Mall shooting
The Richland County Sheriff's Department Fugitive Task Force and the U.S.
Marshals have arrested a man connected to a shooting that took place at Columbia
Place Mall this past weekend. Authorities took 19-year-old Tony Gilmore into
custody at around 6:30 p.m. Monday evening. After being captured, officials
found a stolen weapon Gilmore was carrying. The shooting, which took place on
Saturday afternoon, left two people wounded. Gilmore has been charged with two
counts of attempted murder and possession of a stolen weapon.

Grandview, WA: Suspect in Valley Mall shooting arrested
18-year-old man accused of fatally shooting a man in Union Gap April 6 was
arrested in Grandview Tuesday morning, Union Gap police said. Luis
Coronado-Vazquez was found at a motel on Wine Country Road in Grandview, said
Union Gap Police Chief Greg Cobb. Coronado-Vazquez ran to a nearby mobile home
park, where he was arrested shortly before 7:30 a.m., Cobb said.

Houston, TX: HPD: Security guard shot 3 suspects
trying to break into the same W. Houston gun store
 For
the second time in 24 hours, a gun store in west Houston has been the target of
an attempted burglary, but this time the suspects were shot in the process.
Police tell ABC13 that three men tried to break open the door at Full Armor
Firearms on the Katy Freeway around 2 a.m. Tuesday.
A security guard inside the store at the time fired at the men. Authorities are
still trying to figure out if the suspects shot at him. The attempted burglars
drove away and crashed about a mile from the store on the Katy Freeway feeder
road. An officer who was driving by saw the wrecked car. All three of the
suspects are wounded. One is in critical condition. No firearms were stolen from
the business.

KY caught after police chase
A woman who investigators said was wanted for multiple armed robberies in
Tennessee and Kentucky was behind bars in Cheatham County Monday, according to
police. Police add that Megan Pires was wanted for multiple Dollar General armed
robberies in Robertson County. Sunday night Cheatham County deputies said they
got a tip where they could find Pires. When they moved in to make the arrest,
police say she fled. Detectives say the gun she used was a pellet gun.

Authorities found $700,000 worth of counterfeit cosmetics laced with bacteria

Alley shopping area. Photos tweeted by LAPD Captain Marc Reina show the makeup

In court on Monday, pursuant to a plea bargain, Jason Jaramillo pleaded no
contest to a single count of misdemeanor Attempted Burglary. He was sentenced to
16 days in jail and was released at around 4:50 p.m. on Monday for the 8 days of
time served. Jaramillo will also be on Summary probation for a period of three
years, was ordered to stay away from the store, and will be responsible to pay
approximately $950 in court fees.
