Law Enforcement Support for CORCA
The National Police Association Supports Senate Passage of the Combating Organized Retail Crime Act
The National Police Association (NPA) endorses the Combating Organized Retail Crime Act (CORCA) (S. 1404 / H.R. 2853), bipartisan legislation led by Sen. Chuck Grassley (IA) and Catherine Cortez Masto (NV) in the Senate, and Rep. David Joyce (OH-14) and Susie Lee (NV-03) in the House. The bill would establish an Organized Retail and Supply Chain Crime Coordination Center, housed within Homeland Security Investigations at the Department of Homeland Security. The purpose is to coordinate investigations and share information among federal, state, and local law enforcement and private-sector partners.

The House passed H.R. 2853 on May 12, 2026, by a vote of 348 to 60. The Senate companion remains before the Judiciary Committee and has been offered by supporters as an amendment to the FY 2027 National Defense Authorization Act (NDAA); text for the Senate bill is here, the House bill text is here.

The bill also provides federal prosecutors with legal tools. It expands money-laundering statutes, treats certain gift cards as monetary instruments, and authorizes forfeitures. It would let prosecutors combine the value of multiple smaller thefts over a 12-month period to meet the minimums required for federal charges.

“This would provide prosecutors with a practical way to build cases against retail theft networks operating across state lines,” said Paula Fitzsimmons, Legislative Director, National Police Association.

Organized retail crime contributes to increased costs and store closures in some communities. It’s also a public safety issue.

“Law enforcement has reported that perpetrators often use aggression. Federal cases have also linked some retail crime networks to broader organized crime,” Fitzsimmons added.

The NPA urges the Senate to pass the Combating Organized Retail Crime Act (CORCA) as a standalone bill or as part of the FY 2027 NDAA. It will provide federal, state, and local law enforcement agencies with a coordination center, and prosecutors with tools against interstate theft.

Business Leaders' Cargo Theft Concerns in the News
Report: Cargo theft intensifies

Business leaders worry about supply chain security as thieves get more sophisticated and organized, survey finds.

Cargo theft is more sophisticated than ever—and as a result, business leaders are increasingly concerned about the security of goods moving through supply chains, according to a recent report from technology provider SmartSense by Digi.

The company surveyed 150 U.S.-based loss and organized retail crime (ORC) prevention leaders for its latest Cargo Theft Report. The results show that cargo theft has become increasingly coordinated and sophisticated: 81% of respondents said it has become more organized in recent years, and 79% said their organization is more concerned about cargo theft today than ever before.

And the researchers say technology is playing a growing role on both sides of the issue.

According to the survey, businesses are facing highly coordinated criminal networks that exploit vulnerabilities across the supply chain using increasingly sophisticated tactics. And they are facing them more frequently. More than 60% of respondents said cargo theft incidents have increased compared to last year, for instance, and 81% said organized retail crime is a growing concern for their organization. Those problems are creating big losses: 80% of respondents said cargo theft incidents have led to lost sales for their organization, 40% reported annual losses of at least $1 million due to cargo theft, and 28% reported annual losses of more than $2 million.

When asked about cargo theft tactics, respondents identified fraudulent pickups and carrier impersonation (78%), GPS jamming and spoofing (71%), trailer theft (66%), and double brokering (64%) as their top concerns. dcvelocity.com

Chicago on Pace for Fewer Homicides Than Last Year’s Historic Low: Police
Through the first three quarters of 2026, Chicago is on pace for fewer homicides than it recorded in 2025, a year that closed with the city’s fewest recorded killings in 60 years.

According to new data from the Chicago Police Department, there have been 321 homicides throughout the city through the end of September, a 3% decline over the same time last year and a 29% decline over that period in 2024.

That comes after Chicago saw 31 homicides during the month of September — 14 fewer than the same month last year. That’s also the fewest homicides in any September dating back to 2010, according to CPD records.

The total number of shootings (136) and shooting victims (165) last month were also down compared to September 2025, police said. Through the end of September, Chicago has recorded a 4% decline in total shootings and a 2% drop in the number of shooting victims compared to 2025, a year that marked a historic low for violence in the city.

According to the CPD, carjackings are down 26% this year, while robberies (down 21%) and burglaries (down 10%) have also seen declines. news.wttw.com

Australia: supermarket loses $20k a day to theft as security guards refuse to act
Former Victorian homicide detective Charlie Bezzina reacts to a Coles supermarket in the northern suburbs of Melbourne that suffers $20,000 worth of retail theft a day.

“Security guards have got the power, like you and I have, for a citizen's arrest; they will not arrest,” Mr Bezzina told News24 host Steve Price.

“A lot of these retailers instruct their security guards to not make arrests, so they’re their own problem.” youtube.com

The Case for the Boring Basics
Why Retail’s Most Effective LP Tools Aren’t Always the Newest

By the D&D Daily staff

Retail loss prevention has never had more technology at its disposal. AI-powered analytics, computer vision, RFID, advanced surveillance systems and increasingly sophisticated data platforms are giving AP teams capabilities that would have been difficult to imagine just a decade ago.

But amid the race toward smarter technology, some of the most effective loss prevention strategies remain remarkably simple.

A camera system can provide powerful intelligence, but only if cameras have clear views and equipment is working properly. Advanced analytics can identify suspicious activity, but employees still need to know what to do with that information. And even the best technology can struggle to compensate for poorly lit parking lots, obstructed sightlines, unsecured doors or inconsistent incident reporting.

These aren't particularly exciting investments. They also rarely generate the same attention as the newest AI-powered security platform. But the fundamentals often determine whether more advanced LP investments ultimately succeed.

The same principle applies to people.

Regular training, visible management, strong communication between stores and consistent adherence to basic security procedures can create layers of deterrence before technology ever enters the equation. Employees who understand when and how to report suspicious activity can provide information that helps AP teams identify patterns that might otherwise go unnoticed.

There is also a customer experience component. A clean, well-staffed and well-maintained store naturally creates more visibility and fewer opportunities for misconduct. Conversely, burned-out lights, unattended entrances and obvious operational disorder can create vulnerabilities that extend beyond shrink into employee and customer safety.

None of this means retailers should slow their investment in emerging LP technology. Quite the opposite. Technology becomes more valuable when it is layered onto a strong operational foundation.

As retail security grows more sophisticated, the temptation will always be to search for the next breakthrough solution. But sometimes the biggest opportunity isn't adding another tool.

It's making sure the basics are actually working.

Retail Impact of New Tariffs
Retail expert Doug Stephens weighs in on new U.S-Canada tariffs

The U.S.-Canada trade dispute is moving from the border into American shopping carts.

New 50% tariffs on Canadian goods are already affecting categories including furniture and mattresses, while import bans that took effect Sept. 29 cover a range of Canadian alcoholic beverages, dairy-related products and other goods.

When shoppers will actually feel the tariffs: Existing inventory will temporarily cushion the impact, but fast-moving products could see price increases within weeks. Furniture, mattresses and other big-ticket goods could take one to three months to reflect the higher costs as retailers work through pre-tariff inventory.

Categories likely to get hit hardest: Furniture and mattresses, of which Canada is a major supplier, will likely see the highest increases in price — upwards of 90% of which will be a pass through to the consumer.

Why some Canadian products could simply disappear: Banned goods such as Canadian whisky, packaged beer, cider, rum, gin, vodka and other spirits will simply disappear. The Sept. 29 import restrictions cover a range of Canadian alcoholic beverages.

What this means for Black Friday and holiday deals: Retailers dependent on Canadian furniture and mattresses will have less room to compete on price, potentially putting pressure on smaller U.S. retailers. Meanwhile, most major retailers have already locked in holiday orders, and much of their seasonal merchandise comes from overseas rather than Canada.

The broader consumer-price picture: The overall effect on the cost of living to be relatively modest, but price increases in specific categories could be sharp — potentially becoming visible to consumers before the November midterms. chainstoreage.com

What Drives Shopping Center Visits?
Placer.ai: Fitness, service tenants drive visits, dwell times at shopping centers
Once the drivers of shopping center visits, apparel retailers are ceding ground to other tenants that are bringing traffic to properties.

That’s one of the takeaways from Placer.ai’s recent report, The New Tenant Mix Playbook. Apparel visits fell nearly 25% between 2019 and 2025, according to foot traffic data, while fitness, wellness, coffee, grocery, and off-price/value retail gained traffic.

Fitness led in visit frequency by a wide margin in 2025, according to the report, with the average gym visitor returning 4.2 times per month. Coffee followed at 2.5 visits per month, with grocery right behind at 2.4. Limited-service dining tenants also helps drive traffic at 1.9 visits per month in 2025. chainstoreage.com
