Retail crime—particularly organized retail theft, fraud, cargo
hijacking, and violent “smash-and-grab” schemes—has surged in recent
years, prompting growing federal attention as these crimes
increasingly span jurisdictions and feed broader criminal networks.
Federal Enforcement and Coordination
Federal agencies such as the FBI, Homeland Security Investigations (HSI),
and the Department of Justice are being urged to enhance coordination
with state and local law enforcement. A major nationwide enforcement
effort coordinated via Illinois’ Cook County task force recently led to
hundreds of arrests across 28 states, underscoring how
multi-jurisdictional collaboration can disrupt organized crime rings.
Legislative Response: Combating Organized
Retail Crime Act
At the center of current federal strategy is the Combating Organized
Retail Crime Act of 2025 (CORCA), now under consideration in both
chambers of Congress. Introduced in April by Senators Grassley (R-IA)
and Cortez Masto (D-NV) and House members including Rep. Dave Joyce
(R-OH), H.R. 2853/S. 1404 proposes creation of an Organized Retail and
Supply Chain Crime Coordination Center within HSI to unify resources,
enhance data sharing, and strengthen prosecutions of interstate theft
networks.
The National Retail Federation (NRF), representing a vast retail
community, strongly supports the legislation. It calls the bill “an
important next step” and is actively advocating for its swift
passage—citing rising violence (73% of retailers report increased
aggression from thieves) and a growing need for federal intervention.
Additionally, a recent Senate Judiciary Committee hearing reinforced
bipartisan support for CORCA, with law enforcement, industry
leaders, and 38 state attorneys general emphasizing the need for federal
coordination to counter threats to supply chain security and public
safety.
Executive Branch Tools
While Congress must pass legislation, the president can drive federal
participation through executive actions. The administration can
direct DOJ and HSI to prioritize retail crime, allocate budgetary
resources for surveillance and prosecution, and foster public-private
partnerships—boosting intelligence networks and training programs.
These actions would complement emerging legislation and enhance
nationwide law enforcement capacity.
By combining targeted enforcement, coordinated legislation, and
executive mobilization, federal authorities are positioning
themselves to meet the mounting challenge of organized retail crime that
affects retailers, consumers, and communities nationwide.

UK: Retailers remain top targets of crime as incidents surge by 50%
Following reports of a 50% surge in retail crime in the last year,
new research has revealed that retail premises are
the number one victim of physical crimes against businesses in
the UK.
Government data reports that over half (54%) of business crime
victims describe the financial hit as ‘moderate’, and around one in 10
(9%) consider it ‘severe’.
The business finance experts at money.co.uk business savings have
analysed the latest government figures on crimes against business
premises to identify the industries where firms face the most
significant challenges.
Retail spaces are designed to be open to the public and packed with
stock, often making them an easy target for theft. According to Home
Office data, over two-fifths (41.3%) of retail and wholesale premises
are victims of crime each year.
In addition to theft, some retail workers also face challenges such
as customer aggression, with 2,000 such incidents being directed at
them. Sector-wide initiatives continue to raise awareness and improve
safety for both staff and business operations.

First Half Cargo Theft Up 10%
Exclusive: Cargo Theft in the First Half Increased 10%
Cargo theft continues to chug along in the U.S. market.
 Data
from Overhaul, shared exclusively with Sourcing Journal, shows instances
of cargo theft increased by 10 percent in the first half of 2025,
as compared with the first half of 2024. The company recorded 525
cargo theft incidents in Q2, up 4 percent from Q1 but up 33 percent from
Q2 last year. That figure only includes reliably reported instances
that include all necessary information for investigation, according to
Overhaul.
While the first half’s rate of change is lower than projected by the
supply chain intelligence firm, Danny Ramon, director of intelligence
and response, said double-digit increases are still troubling.
“10 percent is a lot when you take into [account] that that’s
compounded,
year after year, quarter after quarter of record-breaking cargo
theft volumes,” he said. “To see another double-digit increase on
top of the last half decade that we’ve already had is not the correct
direction that we want it to be going.”
At the outset of the year, Outset projected that cargo theft rates
would be up 22 percent year on year, as compared with 2024. But
it has now adjusted its predictions for the second half of the year
down, projecting a 15 percent increase, as compared with the second half
of 2024.
Ramon said that comes from the fact that many crime rings are
focusing on lower-value targets that seem like a safer bet.

The manager at our neighboring Trader Joe’s was firing up the grill one
Saturday to treat his staff to brats (it’s a Wisconsin thing). I asked
what the occasion was, and he said they had just gone 90 days without an
injury. We don’t think of retailing as being inherently dangerous, but
his statement got me thinking about how important it is to make sure
that none of our employees or customers get hurt.
Here are a few precautions worth taking:

area where stock is unpacked

Encourage safe lifting practices for
heavy boxes

Keep stairs and doorways free of clutter

Keep chemicals and cleaning agents stored

Consumers Hit with $12.2B Tariff 'Tax'

Survey: Tariffs on Chinese goods cost U.S. consumers about $12.2B each
month
U.S. adults now spend an extra $12.2 billion each month, averaging
$47 more per person monthly following new tariffs on Chinese goods,
according to a survey by email and SMS marketing platform Omnisend. (The
$12.2 billion figure is an estimate based on survey responses to the
question "how much has your monthly shopping budget increased since
tariffs on Chinese imports?" For more, see end of article.) One in seven
report monthly increases of $100 or more.
Two-thirds (66%) say they've noticed higher prices following the
tariffs announcement. Shoppers most commonly point to Amazon (39%), Temu
(30%), and Walmart (27%) as places where they noticed a pricing shift.
As for tariff sentiment, 49% of Americans say they oppose tariffs,
28% support and 23% don't have an opinion. This compared to only 42%
who opposed tariffs on Chinese goods in a similar survey conducted in
February 2025. There has also been a slight increase of Americans (43%)
who are willing to pay more for goods from the U.S. compared to 40% in
February.
"You won't see a 'tariff' line at checkout — you feel it in the
grocery total, the back-to-school cart, and the small online orders
that now cost a bit more to bring to your door,” said Marty Bauer,
e-commerce expert at Omnisend. For most families, it just means less
breathing room at the end of the month.

Retail Sales Bounce Back
NRF: Retail sales make strong comeback in July
Retail spending bounced back in July as consumers sought out summer
sales promotions and purchased goods before more tariffs take
effect.
Core retail sales (excluding restaurants, automobile dealers and
gasoline stations) rose 1.55% month over month in July and were up
5.93% year over year, according to the CNBC/NRF Retail Monitor
released Monday by the National Retail Federation. That compared with a
decrease of 0.32% month over month and an increase of 3.36% year over
year in June.
Total retail sales (excluding automobiles and gasoline but including
restaurants) increased 1.45% month over month and rose 5.89% year
over year in July, according to the Retail Monitor. That compared
with a decrease of 0.33% and an increase of 3.19% year over year in
June.
For the first seven months of the year, core sales were up 5.07% and
total sales were up 4.83% year over year.

Mall visits remained steady in July, with indoor centers seeing a
slight increase year over year.
That’s according to the latest Placer.ai Mall Index for July 2025, which
found that indoor mall traffic grew 1.3% compared to last July,
reversing June's visit declines. Placer.ai noted that the visit increase
suggests that enclosed shopping centers continue to attract consumers
seeking climate-controlled comfort during peak summer heat.
Open-air shopping centers and outlet malls narrowed their visit
gaps, with visits to open-air shopping centers almost on par (-0.3%)
with July 2024 levels. Visits to outlet malls in July were just 2.1%
lower than the previous year.

Experts from Zenity Labs demonstrated how attackers could exploit
widely deployed AI technologies for data theft and manipulation.
Some of the most widely used AI agents and assistants from Microsoft,
Google, OpenAI and other major companies are susceptible to being
hijacked with little or no user interaction, according to new research
from Zenity Labs.
During a presentation at the Black Hat USA cybersecurity conference,
Zenity researchers showed how hackers could exfiltrate data, manipulate
critical workflows across targeted organizations and, in some cases,
even impersonate users.
Beyond infiltrating these agents, the researchers said, attackers could
also gain memory persistence, letting them maintain long-term access and
control.
“They can manipulate instructions, poison knowledge sources, and
completely alter the agent’s behavior,” Greg Zemlin, product marketing
manager at Zenity Labs, told Cybersecurity Dive. “This opens the door to
sabotage, operational disruption, and long-term misinformation,
especially in environments where agents are trusted to make or support
critical decisions.”
Researchers demonstrated vulnerabilities in multiple popular AI agents:

BBB warns of Amazon refund scam
You can get just about anything on Amazon these days and sometimes you
might have to return something you've ordered for a refund. FOX23 talked
with the Better Business Bureau about a new Amazon refund scam that's
going around.
The scam text reads " Amazon refund notification for your recent
purchase. We're sorry to inform you that the seller from your recent
order did not meet Amazon's marketplace policies. To ensure your
satisfaction, we've automatically enabled your refund eligibility.
You're entitled to a full refund without needing to return the item. To
request your refund, please follow this link."
The message is signed Amazon Customer Service Team. "I got it. I got
this text," said Amie Mitchell. Mitchell is the CEO of the Better
Business Bureau of Eastern Oklahoma and yes, she gets scam messages too.
She says the first sign that this is a scam is that the message,
supposedly from Amazon, was sent in what appears to be a group text.
"Any kind of vendor or anything is going to be emailing you directly to
your phone number, because you are their client, they won't be group
texting anyone. So if you're getting a text that's a group text that
sounds legitimate from a big company, know that that's probably a scam.
The scammers are using it because it's a big name company," said
Mitchell.
Another sign this is likely a scam, take a good look at the sender's
number. "International text, or anything that's outside the U.S., is
probably a scam. If you're getting a text on it," said Mitchell.
The BBB says the best thing to do when you get any of these messages,
especially random group messages claiming you owe something or money is
owed to you, is to not respond.

Palm Desert, CA: Palm Desert Authorities Investigate Jewelry Store Theft
A Palm Desert jewelry store was robbed by smash-and-grab thieves who wore masks
and carried hammers, authorities said Monday. Deputies responded to a call
regarding a robbery at 2:20 p.m. Saturday in the 72000 block of Highway 111,
according to the Riverside County Sheriff’s Department. The agency told City
News Service that multiple suspects “smashed open display cases, grabbed an
undisclosed amount of merchandise and fled the location in a vehicle.” No
arrests have been reported. A video circulating on social media showed the
suspects smashing cases, stealing merchandise and fleeing with large black trash
bags in hand from a Don Roberto Jewelers at the Shops in Palm Desert.

Alexandria, VA: Four D.C. women linked to organized retail theft ring that hit
Old Town Lululemon
Four women arrested and charged with shoplifting in Maryland have been linked to
the theft of thousands of dollars’ worth of merchandise from a Lululemon store
in Old Town. On Feb. 19, the Gaithersburg Police Department arrested Precious
Spivey, 18, Mone Herndon, 27, Shawn Stewart, 27, and Tanaysia Stewart, 18, all
of Washington, D.C., for stealing more than $10,000 in merchandise from Bath &
Body Works in Germantown and a LensCrafters and Lululemon store in Gaithersburg.
The department said the group was engaged in an “organized retail theft ring.”
Ten days before the arrest, on Feb. 9, the theft of $3,500 in merchandise from
the Lululemon store at 700 King Street was reported to the Alexandria Police
Department. After the suspects were arrested in Maryland, APD reviewed video
surveillance of the incident and checked the seized merchandise. Three pairs of
white “Zeroed In” pants were then found to have been stolen from the Alexandria
shop, according to a recently released search warrant affidavit.

Austin, TX: Suspect arrested after shooting at Texas Target leaves at least
three people dead
A gunman opened fire at a Target store in Austin, Texas, killing at least three
people, and a suspect has been arrested, police said. Austin police chief Lisa
Davis said the suspect stole a car after the attack and fled the scene. But he
wrecked that car and stole another before being captured in south Austin, where
he was taken into custody, she said during a news conference. She said
responding officers found three people who had been fatally shot in the Target
parking lot. Davis said the suspect is a white male who appears to be 32 with “a
mental health history”.

Cleveland, OH: 28-year-old dies after being shot while loading groceries into
vehicle at Maple Heights Giant Eagle
A man died Sunday morning after he was shot Saturday as he loaded groceries into
his car at a local Giant Eagle. According to a release from the Maple Heights
Police Department (MHPD), 28-year-old Timothy Kappenhagen died just before 7
a.m. from his injuries. The Giant Eagle is located at 5321 Warrensville Center
Road in Maple Heights. According to the MHPD, officers were called to the Giant
Eagle around 1:40 p.m. on Saturday after Kappenhagen had been shot. Police said
Kappenhagen was loading groceries into his vehicle when the suspect approached
him. The suspect and Kappenhagen struggled, and the suspect then appeared to
shoot the victim. According to a release, the suspect then took the
Kappenhagen’s vehicle and ran from the scene. Kappenhagen was taken to the
hospital with a gunshot wound to his chest. Police recovered the vehicle, and no
arrests have been made.

Casper, WY: No Arrests In Fatal Casper Gas Station Shooting, Victim’s Name
Withheld
The identity of the 34-year-old man fatally shot Sunday at a convenience store
on the city’s north side has not yet been released by the Natrona County
Coroner’s Office. A spokesperson at the coroner’s office said Monday that
efforts are ongoing to contact next of kin for notification. It’s hoped the
office can release the name Tuesday. Casper Police Department spokesperson
Rebekah Ladd said Monday no arrests have been made in the case and information
will be released should that happen. Police reported Sunday that an adult male
suspect in the case had been detained for questioning. Casper Police responded
to the shooting at Max’s Convenience Store at 706 N. Center St. around 3:30 p.m.
Store clerk Brandon Wilder told Cowboy State Daily that his understanding of the
incident was that the man who did the shooting was chased around a corner of the
station in the parking lot, then turned and fired the weapon, striking one of
his pursuers.

Vacaville, CA: A man shot and killed Sunday at an Arco gas station in Vacaville
has been identified
Jason Robinson, 42, died around 7:40 p.m. along the 800 block of Leisure Town
Road, according to the Solano County Coroner’s Office. Officers found Robinson
inside the convenience store suffering from a gunshot wound after they responded
to multiple reports of a shooting in the parking lot, according to the Vacaville
Police Department. Police said they made life-saving efforts, but Robinson was
pronounced dead on scene. No arrests have been made as of Monday, police said in
a news release.

Fort Worth, TX: Fort Worth bar robbery turns deadly; suspect arrested
A man has been charged with capital murder after a fatal shooting inside a Fort
Worth bar. Police say 40-year-old Dain Graham entered the Yellow Rose Saloon
with a rifle and shot a customer who tried to stop him from robbing the bar.
Graham was arrested and is currently being held on a $750,000 bond.

That shooting happened on March 29 around 11:20 a.m. at the Mini Mart on Whitney
Avenue. The gunfire left a man dead at the scene, according to the Memphis
Police Department (MPD).

Saint Antony, MN: Shoplifting Confrontation Leads to Shooting in Cub Foods Store
A confrontation involving possible shoplifting apparently led to a shooting
inside a Cub Foods store in the Twin Cities late last night. Police in St.
Anthony say officers responded to reports of shots fired in the entryway to the
grocery store shortly after 11:30 p.m. A news release says the officers learned
that a customer had confronted two other customers because he believed they were
going to shoplift. The statement says that led to an argument in the entryway,
during which a man pulled out a handgun and pointed it at the victim before
firing a shot into the ceiling. No injuries were reported. St. Anthony police
say the suspect then fled on foot, prompting an intensive search of the area
using K9 officers. Officers from the nearby Roseville Police Department and
Ramsey County Sheriff’s Office assisted in the search, but the suspect was not
found.

San Antonio, TX: Armed suspect opens fire after C-Store clerk fights back with
pepper spray
A store clerk was shot and pistol-whipped during an attempted robbery late
Sunday night at a Northeast Side convenience store. The incident happened just
before 10 p.m. at a Valero gas station along Interstate 35 near North Weidner
Road. Investigators said the suspect walked into the store wearing dark-colored
clothing, pulling out a handgun and threatening the female clerk. Police said
the man demanded money, holding the employee at gunpoint. In an attempt to
defend herself, the clerk used pepper spray on the suspect. The suspect
responded by firing a single shot, striking her in the arm, and then hitting her
in the head with the gun before driving off in a black sedan.

Greenville police detectives are asking for the public’s help in identifying the
suspect involved in the theft of $11,000 worth of jewelry. Police say the theft
happened July 27 at the Kay Jewelers inside Haywood Mall.
