The U.S. Crime Surge
The Retail Impact
First-of-Its-Kind Nationwide Retail
Crime Crackdown in 28 States
Nationwide coordinated retail crime crackdown results in hundreds of
arrests, authorities say
A nationwide coordinated crackdown
on retail crime — what authorities are calling the first of its kind —
led to hundreds of arrests in 28 states last week.
The blitz involved more than 100 jurisdictions and over 30
retailers including Home Depot, Macy’s, Target, Ulta Beauty, Walgreens,
Kroger and Meijer.
A nationwide coordinated crackdown on retail crime — what authorities
are calling the first of its kind — led to
hundreds of arrests in 28 states last week.
The
blitz, led by Illinois’ Cook County regional organized crime task force,
involved more than 100 jurisdictions and over 30 retailers including
Home Depot, Macy’s, Target, Ulta Beauty, Walgreens, Kroger and Meijer.
“When you give specific focus to a crime, it reverberates,” Cook
County Sheriff Tom Dart told CNBC. “When they see it is being prosecuted
and taken seriously, it deters conduct. They don’t want to get caught.”
Organized retail crime — a type of shoplifting where groups of thieves
work together in targeted operations to turn stolen goods into cash —
has grown in scale and scope in recent years. CNBC previously reported
on the extensive law enforcement efforts to take down retail crime
organizations.
While aggregate numbers for retail theft are difficult to quantify,
retailers reported 93% more shoplifting incidents on average in 2023
compared with 2019, according to a survey conducted by the National
Retail Federation. Those surveyed also reported a 90% increase in the
associated dollar losses over that same time period.
Some critics point to a lack of enforcement and
felony thresholds for allowing criminals to continue committing theft.
It’s something Cook County State’s Attorney Eileen O’Neill Burke has
been focused on since taking office in December.
The goals of the coordinated operation, O’Neill Burke told CNBC, is
“to have one day where we focus and concentrate on [retail theft] and we
share intelligence about it — about what we learned about the
network, so that gives us more tools on how to take this network down.”
It was the coordination between law enforcement and prosecuting
attorneys that got a number of the involved retailers to participate
in the blitz.

The Nationwide ORC Push - Will It
Work?
Will a Nationwide Crackdown on Organized Retail Crime Significantly
Curtail Theft?
Organized retail crime (ORC) has been a hot topic for those who follow
retail news headlines for some time now. The term typically refers to
shoplifting involving numerous thieves who work together in planned
operations, with the eventual goal of fencing stolen goods for liquid
assets, primarily cash.
Now, according to CNBC, authorities across the U.S. appear to be
ramping up efforts to crack down on those involved in organized
retail crime, with hundreds of arrests being made spanning 28 states
last week alone.
While nearly all retailers providing comment to CNBC signaled a
continued commitment to working with law enforcement to combat retail
theft, representatives from Ulta Beauty, Walgreens, and Home Depot
offered up more specific remarks.
“Collaboration is key to making a meaningful
impact,” Ulta Beauty SVP of loss prevention, Dan Petrousek,
told CNBC. “That’s why we were proud to participate in the National ORC
Blitz alongside dedicated law enforcement and prosecutorial partners.”
“Organized retail crime remains one of the most significant
challenges in our industry,” Marty Maloney, Walgreens’ director of
media relations, stated. “In this most recent operation we worked
closely with law enforcement partners across nearly 20 cities and at
over 40 locations to help curb this trend.”
A representative speaking on behalf of Home Depot offered a mixed
report, however. According to internal data, the company reported that a
drop in overall theft was in evidence, but also that incidents of
organized retail crime had ticked upward by double digits in
2025, year-over-year.

Business Owners Applaud New Homeless
Arrest Plan
Business owners, public safety personnel rally in support of San Jose
homeless arrest proposal
The City Council will vote next week whether to move forward with
a proposal to cite or arrest unhoused residents who repeatedly refuse
available shelter
For countless business owners and neighborhood leaders, these
incidents are the consequences of the status quo, which is why they
are rallying support for Mayor Matt Mahan’s controversial proposal to
cite or arrest homeless residents who
repeatedly turn down available shelter.
Next week, the City Council will vote on the Responsibility to Shelter
proposal, which seeks to incorporate the expectation of accepting
shelter into the city’s code of conduct for encampments.
Months ago, when Mahan first unveiled the controversial policy, the idea
was to amend the municipal code to allow the city to arrest or cite
unhoused residents for trespassing if they refused available shelter
three or more times over 18 months.
Without a requirement to accept help, Rast said she fears more people
will languish on the streets. While residents and business owners
acknowledged the hardships faced by people experiencing homelessness,
they said the status quo was not serving anyone.

In Bias Crime Reporting, Accurate Data is Key
The Real Cause of Target's Woes
Is Target Blaming Boycotts For Its Slump?
The country’s seventh largest retailer has been the bullseye for
grassroots consumer boycotts, but the real cause of its woes is in the
c-suite.
For
a moment there, at the onset of the COVID-19 quarantine, Target
seemed to be riding high on a wave of innovation that broke out when
retailers of every stripe and category had to scramble to save their
businesses from a global catastrophe. As we reported here in 2021,
Target managed a rapid roll-out of an experimental
click-and-curbside-collect program while simultaneously building out a
credible e-commerce platform to drive sales.
What went wrong? A series of clear leadership missteps? Among the
explanations was a boycott over an in-store Pride Month promotion in
2023 that backfired spectacularly.
But in the head-to-head competition with rivals, Target has seemed to
be running a me-too campaign.
It was late in developing a robust line of private label merchandise,
far behind Walmart and Costco. And the company ballyhooed a long-term
plan to add 300 mostly full-sized locations just as its rivals were
planning smaller stores in neighborhood shopping centers.
Finally, four days after the new administration took office in November,
Target dismantled its DEI efforts—in which it had invested a lot
of brand capital—which unleashed a fresh wave of scorn.
The latest news is more bleakness for the nation’s seventh-largest
retailer. Since January, foot traffic has been steadily declining.
The company’s management has been mostly silent, according to a recent
report on Forbes, and analysts describe the company’s woes as
self-inflicted” and its leadership as “drifting.”

Retailers to Blame for Return
Explosion?
Are Retailers To Blame for Return Abuse?
A new survey finds consumers believe retailers are at least partly
responsible for fraudulent returns, with
68% believing retailers make it easy to abuse flexible return policies.
The survey of over 4,000 U.S. and U.K. consumers from Forter, which
helps online sellers reduce fraud, found nearly half (49%) admit to
abusing retailers’ policies in the last 12 months. Of the offenders,
29% did so to avoid paying full price.
Approximately 30% of all respondents admitted to wardrobing — using
an item and then returning it as if it were unused — but that figure
jumps to nearly half among those aged 18 to 34. Of the respondents, 21%
also acknowledged that they had deliberately over-purchased to qualify
for free shipping, with the intent to return the extra items.
At the same time, the survey found that nearly half (48%) of U.S. and
U.K. consumers are buying more from retailers with lenient return
policies due to financial concerns, with 16% having stopped shopping
with a retailer altogether because they made their return policy
stricter.
Forter warned that a “one-size-fits-all approach” to combat return
fraud may turn away good customers. Ozge Ozcan, chief customer
officer of Forter, said, “By knowing who they’re doing business with,
retailers can strike the crucial balance between customer-friendly
policies and protection against serial abuse.”

Tariffs No Big Deal for Dollar
General?
Dollar General is benefiting from economic uncertainty
More middle- and higher-income shoppers are turning to Dollar
General, management said, helping the discounter beat Q1 expectations
and boost its full-year outlook.
Dollar
General is one of the vanishingly few retailers to upgrade both its
sales and profit outlook for 2025, signaling confidence in its
ability to
mitigate tariffs and attract customers with its value
proposition.
While Dollar General’s core low-income customer is under serious
pressure, that’s being offset by growing “trade-in” behaviors from
higher-income consumers, who are spending more of their
discretionary dollars at the retailer.
1 in 4 Dollar General consumers report having less income than
the year before, while nearly 60% of its core audience feels they’ll
have to sacrifice necessities in the coming year, according to the
retailer’s internal surveys.
Any reduction in spending from those shoppers has been more than offset
by an influx of new customers with more disposable income, who
are enthusiastically spending beyond the essentials.
Dollar General is poised to benefit as uncertainty and rising prices
drive consumers to prioritize value. While the retailer isn’t ruling out
tariff-related price hikes, it—like Best Buy and Target—sees them as a
last resort, and one that shouldn’t diminish its price gap relative to
competitors.

Tariff Mitigation Strategies Working
at Costco
Costco holds prices on some tariff-impacted items, CFO says
The warehouse club retailer has sought to eliminate the tariff
impact on certain “staple” goods prices but sees flowers as
“discretionary,” CFO Gary Millerchip said.
Costco Wholesale’s tariff mitigation strategies have included pulling
forward purchases of sporting goods and summer-related items ahead of
the levies, rerouting goods sourced from countries with “large tariff
exposure,” and buying more of its store brand Kirkland Signature
product in countries or regions where the items are sold, executives
said on the company’s earnings call Thursday.
CEO Ron Vachris noted the company has undertaken a “strategic movement
of goods” and capitalized on its limited SKU count and global footprint
to deliver strong financial results and competitive prices despite
the challenging macroeconomic backdrop.

Can Costco's New Tech Eliminate Long
Lines?
Costco Tests New 'Scan & Go' Checkout Feature to Eliminate Long Lines
Long checkout lines at Costco may soon become a thing of the past, as
the company is testing new technology designed to get shoppers out the
door faster. During Costco’s fiscal third-quarter earnings call, CEO
Ron Vachris reportedly announced that the retailer is piloting a new
checkout process aimed at speeding up transactions.
The concept allows customers to use their phones to scan items and
pay—bypassing the checkout line entirely. This could significantly
improve the overall shopping experience and reduce wait times.
“We’ve also engaged in some ‘Scan & Go done by Costco’ tests that have
been extremely successful in moving people through lines and expediting
transactions,” Vachris said during the call. “The early results have
been very positive, with great adoption from our members.”
While the idea isn’t entirely new—Sam’s Club has had similar
technology in place for years—it marks a major step forward for
Costco.

Staying Secure in an Evolving Threat
Landscape
How to manage your cyber risk in a modern attack surface
According to research, 62% of organizations said their attack surface
grew over the past year. It’s no coincidence that 76% of
organizations also reported a cyberattack due to an exposed asset in
2024, as expanding digital footprints often outpace security
measures, leaving vulnerabilities unnoticed and unaddressed.
So how exactly can organizations keep up and stay secure in this
evolving landscape? In this article, we’ll cover some major attack
surface risks to be aware of, and explain how tools like External Attack
Surface Management (EASM) and Digital Risk Protection (DRP) can provide
security teams the insight they need to stay ahead of threats.
The evolution of the modern attack surface
As organizations accelerate their digital transformation efforts,
their external digital footprints are expanding faster — and becoming
more fragmented — than ever before. From rapid cloud adoption and
remote work to continuous application deployment and third-party
integrations, today’s IT ecosystems are largely decentralized and
constantly evolving.
While this digital expansion drives agility and innovation, it also
introduced a growing set of blind spots in an organizations attack
surface. IT teams are often unable to keep track of every asset they
have exposed to the internet, with unknown subdomains, unsecured APIs,
forgotten development or deployment environments and abandoned cloud
resources all becoming easy entry points for threat actors to strike.
The growth of open-source components, SaaS platforms, and ephemeral
infrastructure make matters worse, all but eliminating the traditional
network perimeter.

Salesforce Targeted by Voice Phishing
Hackers abuse malicious version of Salesforce tool for data theft,
extortion
A threat group is using voice phishing to trick targeted
organizations into sharing sensitive credentials.
A financially motivated hacker group has been targeting Salesforce
instances for months in a campaign that uses voice phishing to engage
in data theft and follow-on extortion attempts, according to Google
Threat Intelligence Group.
The hackers, whom Google tracks as UNC6040,
impersonated IT workers and tricked employees at often English-speaking
branches of multinational companies into sharing sensitive
credentials that were then used to access the organizations’ Salesforce
data, Google said in a blog post published Wednesday.
As part of the social engineering campaign, the hackers tricked
workers at these companies into visiting the Salesforce-connected app
setup page, at which point the attackers used an unauthorized,
malicious version of the Salesforce Data Loader app to access and steal
sensitive information from the customers’ Salesforce environments.
Beyond the immediate data thefts, the hackers were able to move
laterally within target networks, accessing victims’ other cloud
services and moving into internal corporate networks.

Are Security Pros Falling Behind?
48% of security pros are falling behind compliance requirements
32% of security professionals think they can deliver zero-vulnerability
software despite rising threats and compliance regulations, according to
Lineaje. Meanwhile, 68% are more realistic, noting they feel
uncertain about achieving this near impossible outcome.
Software compliance adoption varies across
organizations
Despite the lack of visibility, the survey found that 48% of security
professionals are falling behind global SBOM compliance regulations,
including the U.S. Office of Management and Budget (OMB) Memo M-22-18,
Executive Order 14028, and the EU Cyber Resilience Act.
Lack of compliance opens organizations up to significant fines,
potential data breaches, and hurts security-minded customer prospects.
47% have not started SBOM integration or are presently evaluating
tools and practices, despite legislation potentially opening their
organizations up to legal and financial penalties.
Security teams lack tools to analyze SBOM
vulnerabilities
In addition, 38% of respondents noted they prioritize the most
vulnerable areas within their applications. While this may sound
positive at first, this means they are leaving the supposedly less
vulnerable areas within the software supply chain open to attack.
With advancements in AI, all vulnerabilities are now exploitable.
For example, GPT4 can write exploits for 87% of known vulnerabilities.
Without full visibility into all of the software supply chains’
dependencies, many organizations are likely underestimating risks.
Unfortunately, 29% of teams still lack the tools and processes needed
to analyze SBOMs for vulnerabilities. Without the ability to
correlate SBOM data with known weaknesses or automate risk
prioritization, organizations face delayed threat times, widening the
window of opportunity for attackers to exploit security weaknesses.

Amazon Becoming Top Destination for
Groceries
How paper towels, avocados, and bananas became some of Amazon’s most
frequently purchased items
With over $100 billion in gross sales of groceries and household
essentials in 2024, Amazon has become a go-to destination for grocery
shopping for over 150 million Americans.
Groceries—from household essentials and pantry staples to fresh produce,
dairy and meat—are among the items most frequently purchased in
Amazon’s online stores.
Amazon offers broad selection of nearly 3 million grocery and
household essentials, from center-of-store selection like household
and beauty items and non-perishable foods, to perimeter-of-store aisles
with fresh produce, dairy, and meat, all with consistently low prices.
In the first quarter of 2025, Amazon’s everyday essentials—comprising
groceries and household essentials—grew more than twice as fast as all
other categories in the U.S., and represented 1 out every 3 units sold.

AI to Build on Best Buy's E-Commerce
Success
Best Buy wants AI to offer customers fewer — but more relevant — search
results
The enhanced search experience will build on the electronics
retailer’s e-commerce success, which was a bright spot in an otherwise
lackluster quarter.
Best Buy will roll out an AI-powered search experience across its
website and app in the coming year for customers and employees,
executives said on a Q1 2026 earnings call Thursday.
The updated search engine uses AI prompts to guide customers to more
specific searches, according to CEO Corie Barry. The experience is
designed to produce fewer but higher-quality results that offer more
information and better reflect customer intent.
The electronics retailer will update the in-store shopping experience
as well. Plans range from special experiences for the Switch 2
console product launch to department-based training for associates.

Developing your verbal skills and focusing on your specific word usage to convey
messages is incredibly important for any successful executive. However,
developing your ability to listen and hear what they're saying is just as
important and in some cases may be even more so. It's great to be able to
articulate in a manner that shows your subject matter expertise, but it's even
better if you can mold it and change it on a dime based on what you're hearing
and seeing. And if your too busy talking, you may just miss the entire
conversation and say something that doesn't even fit. Active listening requires
focus and attention and, as Abraham Lincoln said, "Better to remain silent and
be thought a fool than to speak out and remove all doubt."
Just a Thought, Gus
