Retail environments have become increasingly common sites of violence—from confrontations over theft to full-blown armed attacks. As these incidents rise, loss prevention professionals are asking: Why is retail so vulnerable?

Open, High-Traffic Spaces: Retail spaces are built for accessibility. With multiple entrances, high foot traffic, and minimal barriers, they’re easy for bad actors to enter, act, and flee. “The open nature of retail makes it a soft target,” says a national LP executive.

Valuable Goods in Reach: Electronics, designer goods, and high-demand items are often on open shelves, making theft easy—and confrontations more likely when employees intervene. ORC crews are increasingly armed and aggressive. Over 60% of retailers report a rise in violence tied to these crimes, according to the NRF’s 2024 Security Survey.

Cash and Confrontation: Cash-heavy locations like convenience stores and gas stations are especially at risk. On top of that, retail workers—often young and undertrained—are on the frontlines of customer frustration, sometimes bearing the brunt of disputes that quickly turn hostile.

Fewer Staff, Less Security: Post-pandemic understaffing and cost-cutting have left many stores with minimal employee presence and reduced security. “When you combine that with rising aggression, it’s a dangerous mix,” says a regional LP manager.

Mental Health & Societal Stress: Retail is one of the few public spaces with open access, meaning people in crisis often end up in stores. Some violent incidents aren’t theft-related at all—they’re the result of broader instability spilling into public spaces.

Industry Response: Retailers are turning to layered solutions—AI surveillance, remote monitoring, employee training, and closer coordination with law enforcement. But many in the LP field argue that the focus must shift from just preventing theft to proactively addressing violence and safety at large.

As threats grow more complex, one thing is clear: keeping stores safe is no longer just about stopping shoplifters—it’s about protecting everyone inside.

Walmart asked Wyoming’s lawmakers to strengthen laws to curb organized retail theft - which is generally an orchestrated scheme in which co-conspirators conduct targeted, repeating thefts as a business. Company officials said they are seeing a rise in sophisticated and organized theft rings.

Walmart is asking Wyoming’s lawmakers to bolster the state’s anti-theft laws against sophisticated, multi-person organized theft attacks.

In response, the legislative Joint Judiciary Committee during its Tuesday meeting in Torrington voted to draft bills that would increase the penalty for misdemeanor theft, decrease the monetary threshold for charging felony theft, decrease the number of “strikes” required to charge a repeat shoplifter with a felony and add penalties for people who cross county lines to commit crimes.

The committee has about eight months to fine-tune, change or reject this bill draft ahead of the Feb. 9 lawmaking session.

Organized retail crime involves multiple people, working out a structured plan to commit targeted thefts, often to re-sell the items, witnesses told the committee Tuesday.

“This is something we see happening across all our stores in Wyoming,” Walmart representative Deborah Herron, who appeared via virtual link, told the committee. “It’s certainly something we’ve seen… and would appreciate the opportunity to make things a little better in Wyoming.”

Property Crime Finally Dropping in San Francisco
SF property crimes, drug offenses tell tale of two cities
San Franciscans are reporting markedly fewer reports of property crime in 2025 compared to prior years, while reports of drug offenses are rising, according to 911 incident data through the end of April.

Together, the two categories show a divergence in the reported incidents with which San Francisco has become increasingly associated: Property crimes are lower than at any point in recent memory, while drug offenses are tracking well above recent norms. While the numbers do not explain the causes of these changes, they offer a current view of how reported incidents are shifting across two major crime categories.

San Francisco has long had above-average rates of property crime among major U.S. cities, with viral videos of theft attracting international attention. The City continues to face a pressing opioid crisis as it contends with hundreds of unintentional fatal drug overdoses each year. Mayor Daniel Lurie increasingly sought to crack down on public drug dealing and use during his term.

The San Francisco Police Department recorded fewer than 2,200 property crimes in April, the lowest monthly total in more than five years of available data. That includes reports of theft, burglary, vehicle break-ins and similar offenses. Shaming Shoplifters on Social Media
With retail theft on the rise, Montreal store owner posts thefts online
Retail theft is on the rise across Canada, and a store downtown Montreal is turning to the public to help track down culprits by posting videos of the alleged thefts online. Editorial Boutique co-founder Winnie Wong says her cameras caught a $530 Ralph Lauren sweater being stolen in broad daylight. It’s one example of items a shoplifter stole.

She posts videos of alleged shoplifters on social media as she’s frustrated at this happening repeatedly. “This is clearly becoming an issue where it’s like professionals now because we have alarm systems in place,” said Wong.

Retail theft is on the rise across Canada. Between 2018 and 2024, annual losses from businesses nearly doubled from $5 billion to $9 billion, according to the Retail Council of Canada.

“It’s supply and demand,” said Retail Council of Canada executive advisor Rui Rodrigues. “If people are online looking for a good deal, you have organized criminals who are sending people to shop for those items, steal those items to bring you back to them so they can resell online.” ctvnews.ca


ORC Task Force Funding Remains Intact
Washington: WA still leads nation in retail theft - Organized Retail Theft Task Force here to stay, for now
On Tuesday, May 20, Washington Governor Bob Ferguson signed the State’s $78 billion budget with a slew of cuts to account for the $16 billion shortfall. In that budget, however, funding is still planned to continue supporting Organized Retail Theft fighting efforts.

The budget utilizes a $1 million proviso that will continue to support the program, which was introduced by Ferguson back in 2022 when he was serving as Attorney General, in addition to allocating $39 million for a statewide recovery navigator program to assist with areas of high retail theft (i.e. Snohomish, King, and Pierce counties).

According to FBI data, Washington State experiences the highest retail thefts of any state in the nation with 3,510 cases of commercial theft per 100,000 businesses. Washington State experienced $2.7 billion in retail theft in 2022 alone, according to the Washington Retail Association  lynnwoodtimes.com
