FDA
outlines data from FDA/CDC 2018 National Youth Tobacco Survey showing rise in
under-aged tobacco use and hints at next steps.
On Monday, Feb. 11, FDA Commissioner Scott Gottlieb, M.D. released a statement
on new data demonstrating rising youth use of tobacco products and the agency's
ongoing actions to confront the epidemic of youth e-cigarette use.
Gottlieb's statement is as follows:
Today, the U.S. Centers for Disease Control and Prevention (CDC) released
additional data from
our joint FDA/CDC 2018 National Youth Tobacco Survey. These data are a sobering
reminder of the initial results we shared
last fall indicating a rampant rise of youth e-cigarette use, which has
prompted the FDA to take a series of escalating regulatory actions as part of
our
Youth Tobacco Prevention Plan. We are advancing those actions, and
committing to some new steps.
The epidemic use of e-cigarettes among children is
one of the biggest public health challenges currently facing the FDA.

Walgreens is currently the top violator among pharmacies that sell tobacco
products, with 22% of stores inspected selling to minors.
"I will be writing (to) the corporate management of Walgreens and requesting a
meeting with them to discuss whether there
is a corporate-wide issue
related to their stores' non-compliance," FDA
Commissioner Scott Gottlieb said.
The agency filed complaints seeking to bar a Walgreens store
in Miami, Florida and a Circle K store in Charleston,
South Carolina, owned by Alimentation Couche-Tard Inc, from selling tobacco
products for 30 days.
Thursday’s action against Walgreens follows over
1,550 warning letters and 240 civil money penalty
actions against its stores nationwide for
unlawful tobacco product sales to minors, the agency said.

latest step in national efforts to curb what the Surgeon General has declared an

Using
Intellicheck's "Law ID" app on Investigator's Smartphones
On August 3, 2018, Governor Cuomo announced the launch of a new DMV pilot program
using state-of-the-art technology to crack down on underage drinking and the use
of fake IDs. The new technology, developed by New York-based company Intellicheck Inc., allows law enforcement to scan a license or ID using the
Intellicheck "Law ID" app on the investigator's smartphone and match it
against driving records from all 50 states. Within seconds, investigators know
if an ID is authentic or not. New York's is the first DMV in the nation to pilot
the Law ID app. Later this month, additional DMV investigators will begin using
this technology in the field.
DMV Executive Deputy Commissioner and GTSC Acting Chair Terri Egan said,
"With the help of new technology, our investigators can detect even the most
sophisticated fake IDs."
On May 9, Governor Cuomo announced that during underage drinking sweeps
conducted in April 2018, the State Liquor Authority charged 200 businesses with
selling to a minor, and DMV made 48 arrests of persons under 21 attempting to
use false identification to purchase alcohol.
NY will be conducting statewide sweeps of locations holding liquor
licenses,
including bars, restaurants, liquor stores and grocery stores, looking for fake
IDs and illegal sales to minors.
"Underage drinking can lead to bad decisions that could have lifelong
consequences, or worse, and this administration is committed to taking proactive
measures to prevent young New Yorkers from purchasing and abusing alcohol,"
Governor Cuomo said.
