While traditional and luxury retailers are struggling,
discount retail is flourishing. "They're looking at the success of TJX
and asking: 'Why not carve out a piece of that pie? Why not carve out a division
of my own?' "

Canada, which operates Winners and Marshalls, is the second-largest
apparel retailing organization in the country after Walmart Canada, and has
consistently outperformed the majority of the country's largest apparel
organizations over the past three years, according to industry expert Randy
Harris, publisher of Canadian Apparel Insights.
The other winner in the
Canadian marketplace is Sweden's H&M global powerhouse, which increased
sales by 15 per cent at its 78 Canadian stores in the first six months of 2016,
according to Harris.
There
is little risk of what the industry calls cannibalization due to the scarcity of
stores.
Off-price shoppers
are responsible for 75 per cent of apparel purchases across all channels in the
U.S. The same figures are not available in Canada, said Silva, but consumer
interest in discount shopping is clear. Marshalls and Winners have created a
loyal following among people hooked on hunting for deals.

Study finds dozens of Canadian businesses have paid
ransoms to regain control of data after cyber attacks
A new report has revealed dozens of Canadian organizations were
forced to pay attackers over the past year to regain access to computer files
and IT systems infected with ransomware. The Osterman Research study published
by Malwarebytes found 44 of the 125 Canadian respondents, all of whom were
anonymous, reported having a ransomware attack on their organization in the
previous 12 months.

majority of the victims, 33 of the respondents, said they'd paid ransoms with
costs ranging from $1,000 to $50,000. The study also found 11 of the 44
organizations targeted by ransomware had to shut down their business for a time
to deal with the attack and devote an average of nine person-hours to recover.

lost $28M to poor enforcement, statistics show
Victims of wage theft across Ontario have lost out on $28 million
over the past six years because the Ministry of Labour failed to collect the pay
owed to them by law-breaking bosses, new statistics show.
Just $19 million of the $47.5 million
stolen from out-of-pocket workers since 2009 has ever been recovered - a "disturbingly low success rate," according to a government-commissioned research
project requested by Torstar News Service. Yet it found less than 0.2 per cent
of bosses guilty of monetary violations are ever prosecuted.

Ottawa residents are scratching their heads over the saga of a convenience store
break-in that led to a police pursuit, a foot chase, a single shot from an
officer's gun, the theft of a police car, an arrest - and the suspect's release
without charges.
Ottawa police said in a statement Monday they were still
investigating just what happened after authorities responded to a break-in alarm
Sunday night at a store on Richmond Road near Woodroffe Avenue. After a brief
vehicle chase, then a foot chase through Hintonburg park, police said, "a
scuffle" broke out resulting in a single discharge of the officer's firearm.
Neither the suspect nor the officer were injured. The suspect then managed to
backtrack to the officer's cruiser and flee the scene, police said.
Police said Monday a 37-year-old man apprehended in Aylmer, Que., was facing
multiple charges but later issued another release saying only that he had been
released without charges.

Ontario: 7 arrested in connection to smash-and-grab
spree; 80 break-ins throughout region
A group of seven people are facing nearly 70 charges combined
following a police investigation into 80 break-and-enters throughout southern
Ontario. Waterloo Regional Police allege that the majority of the break-ins
occurred within Waterloo Region. Included in that number is a series of
incidents in which stolen vehicles were used to break into buildings like
Fairview Park Mall, The Aud and the Stampede Corral, after which ATMs were
stolen or attempted to be stolen. In total, police allege, the group is
responsible for stealing $870,000 worth of vehicles, causing $400,000 worth of
damage to businesses, and stealing $70,000 in cash from ATMs.

ATM theft foiled by incompetence
Two would-be thieves met their match in a stubborn bank machine
in a St. Albert gas station this week.
A security video posted on the St. Albert Crime Awareness
Facebook page shows the pair trying twice to pull an ATM through the front
window of a gas station convenience story early Tuesday morning. Twice they
strapped the ATM to their black pickup truck, twice the strap came loose,
fluttering to the pavement. The two eventually abandoned their quarry, but not
before causing extensive damage to the ATM and the store.
