The U.S. Government's Accountability Office report
on ORC (June 2011) found the following, Part 2 of 3
What GAO Found
Emerging regional networks are facilitating
information sharing among ORC stakeholders including
retailers and law enforcement, but limitations were
cited with the existing national database. Officials
from all eight of the local law enforcement entities
GAO interviewed have, with retail partners,
established regional networks in recent years to
facilitate information sharing among stakeholders
and identify linkages between connected retail theft
cases. A national database, which was created by the
retail community with input provided by the FBI
based on a legislative mandate, also exists to share
ORC information. However, all five retailers GAO
interviewed reported concerns related to the
database’s functionality, such as missing analytics
to help retailers or law enforcement identify
trends. In April 2011, the system was acquired by a
company with experience managing large
information-sharing databases in several major
industries. According to the owner, when the new
system becomes operational in the summer of 2011, it
will include a series of enhancements intended to
address the key concerns identified. It is too soon
to tell to what extent retailers will expend
resources to utilize an enhanced national ORC

The $6.4 million San
Diego - "Box Stuffer Crew" Update - Three of the five
suspects plead out. With the ring leader
getting eight years and two other getting 5 to 7 years in
prison. Two other gang members remain scheduled for trial.

Group of possibly 5 young individuals working together hit a
Wal-Mart store in Rochester. A group of at
least three individuals were stopped Wednesday afternoon
after allegedly working together to shoplift from Wal-Mart
in an incident leading to one arrest, so far. With possibly
two more suspects involved, the Police Chief said the
incident is unique among shoplifting incidents due to the
number of people allegedly involved. (Source

Three men hitting Home Depot stores in New York charged with
organized retail theft. Three New York men
face larceny charges in connection to the theft of nearly
$2,000 worth of electrical wire from Home Depot, police
said. The same men may have been involved in a similar theft
at the Home Depot in Norwalk. Both incidents occurred on
Tuesday. (Source

ORC ring apprehended called "serial shoplifters" and travels
from Vermont to Massachusetts hitting stores.
Teri Fowler and Daniel Wainwright have been arrested in
connection with several thefts. Police say the pair
shoplifted from a Bennington Wal-Mart and were about to
steal a cart of groceries from Price Chopper when they were
apprehended and had a list of stores they hit.
