Putting More Barriers Around Stores
San Francisco Mayor London Breed's push for barriers to protect Union Square
businesses from retail crime
A
little more than 24 hours after suspects crashed a car into the Louis Vuitton
store in San Francisco's Union Square in an attempted burglary, Mayor London
Breed is looking to make changes to try and benefit safety in the area.
She is pushing for an easier process that would allow businesses to put more
bollards and planters in front of their locations. If you're not familiar
with bollards, they are the long and round things that surround the Salesforce
Tower in San Francisco. They also surround federal buildings.
Now there is a push to bring those or something similar, along with planters to
Union Square. All this in light of another attempted crash and grab at the Louis
Vuitton store Monday.
She says the city will cut some of the red tape involved in the approval
process. It is still unclear how much the city will give out.
Rob Reiter, co-founder of the Storefront Safety Council, says bollards have
been installed in New York City, Las Vegas, and Chicago. While he applauds
the effort here in San Francisco, he has questions and concerns about businesses
going through this installment process when the city's infrastructure is a
hundred plus years old.
"If the city did it, excuse the expression, 'right,' they would put in the
bollards themselves so they would all be continuous and would all look the same
and it could be done in phases that made sense," said Reiter.
It is yet to be determined how fast bollards could be installed in the
area and how much money they would cost.

An Appeal Is Coming After Rejected
Merger
Should Tapestry and Capri Holdings Be Allowed To Merge?
A
proposed merger between Tapestry, the parent company of Coach,
and Capri Holdings, owner of Michael Kors, has been halted by a
federal judge. The ruling, issued by the U.S. District Court for the
Southern District of New York, follows a brief trial conducted last
month, although detailed reasons for the decision have not been
disclosed.
The merger aimed to unite several luxury brands, including Tapestry’s
Coach, Kate Spade, and Stuart Weitzman with Capri’s Versace, Jimmy Choo,
and Michael Kors. However, the
Federal Trade Commission (FTC) raised concerns that such a
consolidation could harm consumers. Since the $8.5 billion merger
announcement last year, it has faced substantial regulatory challenges,
culminating in the FTC’s lawsuit to block it.
In response to the ruling, both
Tapestry and
Capri Holdings have announced their intention to appeal. Capri,

CISA rolls out international strategic plan to bolster cyber cooperation

The
Cybersecurity and Infrastructure Security Agency on Tuesday unveiled its
first-ever
international strategic plan, which will serve as a road map for how the
federal agency will work with numerous global partners to combat malicious
threat activity.
The plan is designed to advance existing work to boost the resilience of
critical infrastructure, increase the security of global supply chains and
raise intel sharing and coordination with international cyber authorities
and other key partners.
The work at CISA to boost international cooperation is part of a larger
strategy by the Biden administration to enhance international cooperation
toward a more secure global ecosystem. U.S. law enforcement authorities, the
State Department and various intelligence agencies have worked closely with

Ransomware hits web hosting servers via vulnerable CyberPanel instances
A threat actor – or possibly several – has hit approximately 22,000
vulnerable instances of CyberPanel and encrypted files on the servers
running it with the PSAUX and other ransomware.
CyberPanel is a widely
used open-source control panel that’s used for managing
servers used for hosting websites.
Two critical command injection vulnerabilities (CVE-2024-51378 and
CVE-2024-51567) affecting CyberPanel versions 2.3.6 and (unpatched) 2.3.7 have
been publicly documented earlier this week by the security researchers – refr4g
and DreyAnd – who unearthed and reported them.
The posts were made public just a few days after the panel’s maintainers
committed fixes for the two very similar flaws, which allow attackers to
bypass authentication requirements and remotely execute arbitrary commands on
the server.

Improving Cannabis Security While Reducing
Burden on Businesses
Thoughts to Improve Security Regulations Across the Nation
Sapphire works
with clients all over the country to ensure that their security standards apply
best practices and meet compliance requirements. However, several business
owners in the cannabis industry alert us to burdensome requirements from
regulators.
In
this article, we examine common security regulations which may be construed as
"burdensome". Then we explain the ramifications of each. Finally, we offer
solutions which may be aligned with best practices as well as with regulators'
interests.
Excessive Video Retention
In the camera-heavy cannabis industry, we see hundreds of terabytes of
storage required to meet regulations.
Most retail and warehouse businesses store video for between 7-30 days.
90 days is common for cannabis businesses (California, Massachusetts,
Maryland).
Canada still requires one year of retention, while
West Virginia and
Pennsylvania previously did (now both at 180 days). More retention
can double the materials costs for video systems, to say nothing of
increased maintenance costs. States like
Illinois or
Mississippi require off-site cloud storage. Yes, this feature removes
reliance on an on-site NVR and makes remote access easier; however, again the
price tag jumps dramatically, and onsite bandwidth requirements become a
non-negligible calculation.
Our suggestion is to cap video retention at 45 days, which is sufficient
for most investigations. As cloud storage technology develops, it may become
more affordable, but for now, it annihilates security budgets for several years
forward without clear ROI. Perhaps an emphasis on motion-activated recording
instead of continuous recording would increase ROI for cloud storage.
Secondary Alarm Systems
Requiring two alarm systems with two separate monitoring companies creates an
installation expense AND a recurring (monthly) expense. Redundancy can be
achieved within one alarm system, or better yet, one can spend that money on
proactive video monitoring or better door hardware. UL 681-standard alarm
systems are much tougher to beat than those with minimum capabilities.
Generators and battery backups can solve the power-outage problem. Overnight
private security patrol/response teams are ideal too, when available.
Fencing Materials
A solution of 6-foot fencing with screening and possibly barbed/razor wire
will enhance barrier security. Emphasis on CPTED generally produces strong
ROI. Either of these will hopefully assuage those who want above-standard
fencing.

The Fight Continues Over NYC's Illegal Pot
Shops
NYC law used to shutter unlicensed weed bodegas is unconstitutional, judge rules
A Queens judge ruled Tuesday that the local law that
let New York City rapidly shut down more than 1,000 businesses
accused of selling cannabis without licenses is unconstitutional because it
denies shop owners their rights to due process.
The
decision calls the legality of the closures into question and has the
potential to halt the city’s enforcement effort, known as Operation Padlock to
Protect, which Mayor Eric Adams has repeatedly hailed as a success.
Liz Garcia, a spokesperson for the mayor, said Tuesday the city will appeal the
ruling.
“Illegal smoke shops and their dangerous products endanger young New Yorkers
and our quality of life, and we continue to padlock illicit storefronts and
protect communities from the health and safety dangers posed by illegal
operators,” she said.
The city updated its administrative code earlier this year to make it easier to
shut down stores suspected of selling cannabis without licenses. But New York
Supreme Court Justice Kevin Kerrigan has ruled that the portions of the city’s
law that allow the sheriff to unilaterally decide whether to keep a store
closed for up to a year are unconstitutional.
Under the law, the owner of a business that has been padlocked for allegedly
selling cannabis without a license is entitled to a hearing with the Office
of Administrative Trials and Hearings, or OATH. After listening to the facts of
the case, the hearing officer makes a recommendation as to whether the store
should remain closed.

62% Are Worried About Being Targeted
By Online Fraudsters
How online shoppers are targeted by – and respond to – scams
Scammers are increasingly attempting to defraud online customers, and it is
affecting consumer behavior.
According to the "2024 Norton Cyber Security Insights Report: Holiday" study,
62% of surveyed U.S. consumers are worried about being targeted by online
fraudsters during this holiday season, while 53% are specifically concerned
about Black Friday and Cyber Monday shopping scams. Three-in-10 respondents say
they have been targeted by a scam while holiday shopping online.
Out of targeted respondents, more than four-in-10 (43%) fell victim, to an
online shopping scam. Three-in-10 report the scam happened on Black Friday,
another three-in-10 say it occurred on Christmas, and 11% on Cyber Monday.
Other specific concerns respondents have about online holiday shopping include:
• Seven-in-10 (71%)
are concerned about their personal details being compromised, up 8%
year-over-year.
• Six-in-10 (59%) are concerned about being scammed by a
third-party retailer, up 9% year-over-year.
• Six-in-10 (59%) are concerned about AI shopping scams,
up 11% year-over-year.
Discounts
Two-thirds of respondents have taken some action to receive an online discount
code. This likely helped drive 53% year-over-year increase in “malvertising”
attacks – malicious ads often seen by consumers when searching for
something, recorded by Norton during the 2023 holiday season. Adware – malicious
software often distributed via malvertising – increased by 227% over the same
period.
AI chatbots
While 36% of respondents say that AI recommendations are helpful and could
enhance their online shopping experience, 57% say they would abandon their
carts if they could only speak with a chatbot rather than a human customer
service representative.
Only 26% of respondents trust AI to handle their personal information
securely, and 37% who have interacted with an AI chatbot while holiday
shopping online report receiving inaccurate information.
Social media ads
Thirty-seven percent of respondents have purchased a holiday gift from a social
ad, with these buyers mainly purchasing through Facebook (60%), Instagram
(48%) and TikTok (40%). One in five are willing to click on a social media
ad or email claiming to offer a gift, potentially exposing them to malware or
fraudulent offers.

Amazon employees resist CEO Andy Jassy’s 5-day return-to-office mandate — are
now even ‘rage applying’ in droves
Amazon employees aren't too happy with their company's CEO, Andy Jassy,
lately.
In May 2023, Jassy instituted a new policy ordering remote workers to report to
Amazon offices at least three days weekly. While this new requirement was met
with a walk-out, a petition, and a lot of anger, Jassy has doubled down. In a
September letter, he gave workers until January 2025 to return full-time to
the office five days a week.
Many workers aren’t gearing up for their new commute, though. Instead, a
number say they’re either looking for work or rage quitting rather than opting
to return to a full-time in-office arrangement. The big question, though, is
whether they'll end up regretting it if they leave.

Montgomery County, PA: 2 Led Retail Theft Ring That Targeted 1000 Stores
Two Abington Township residents have been charged as leaders of an
organized retail ring that targeted 1,000 stores in nine states with
most of the crimes in southeastern Pennsylvania and the Philadelphia
region, authorities said. Attorney General Michelle Henry, along with
the Pennsylvania State Police, announced charges against the three
alleged leaders of an organized retail theft crew who stole merchandise,
altered receipts, and made returns at TJ Maxx, HomeGoods, and
Marshalls stores, resulting in more than $850,000 in payouts. The
alleged leaders are Davon Whitfield, 40, of Roslyn; Naima Scott, 47, of
Abington; and Zonay Griffin, 26, of Philadelphia. They are charged with
numerous felonies, including corrupt organizations, organized retail
theft, forgery, and conspiracy, authorities said. The organization used
several methods to take advantage of return policies at TJX Companies
stores — which include T.J. Maxx, Marshalls, HomeGoods, HomeSense, and
Sierra. Most of the transactions began with the theft of items, which
were ultimately returned.

Orem, UT: Three arrested, suspected of stealing over $8,000 from Target
and Kohls locations
Three people have been arrested after an investigation allegedly linked
them to over $8,000 in thefts from over a dozen Target and Kohl’s stores
across the Wasatch Front. Michael Gianfranco Canari Ramos, 22, Fernando
Jose Granados Veliz, 24, and Jennifer Quespa, 22, were all arrested on
Monday on the same five charges. According to a bookings affidavit, all
three suspects are foreign nationals and provided addresses from out of
state. Quespe provided an address from New York, Ramos provided one from
Connecticut, and Veliz allegedly hails from New Jersey. The affidavit
also states that the investigation began on Saturday when an Orem police
officer took a report alleging multiple suspects were purchasing items
with counterfeit bills or returning items purchased with counterfeit
bills to get clean money.

Bloomfield Township, MI: 4 Women arrested after theft of $3.2K in
merchandise from local stores
Officers located the vehicle and made a traffic stop, identifying the
driver as Dajuandolyn Ramey, 19. The three passengers were identified;
all four suspects were coming from Toledo, Ohio. Officers observed Ulta
bags and merchandise in the vehicle and placed all four suspects under
arrest. Police impounded the vehicle, obtained a search warrant for it,
and recovered merchandise from Bloomfield Township’s Ulta Beauty, TJ
Maxx, and Bath & Body Works. Detectives also recovered merchandise from
a Dick’s Sporting Goods outside of the township. Stolen merchandise
recovered from the stores totaled over $3,200.

Kings Mountain, NC: Armored truck worker killed during robbery at ATM
One person was killed during an armed robbery of a Loomis Fargo armored truck in
Kings Mountain on Wednesday, police confirmed. The incident occurred a few
minutes before 9 a.m. at a pharmacy along East King Street, also known as U.S.
74 Business Route, in Kings Mountain. Chief Gerald Childress confirmed the
victim was shot multiple times and died at the scene. The case is being
investigated as an armed robbery homicide. "He was attempting to service the ATM
when this incident took place," Childress said. Childress confirmed the victim
was armed and his weapon was recovered at the scene. He said it's too early in
the investigation to determine if any money was taken after the shooting.

Conyers, GA: Man killed in police shooting during confrontation at gas station
A man is dead after officials say he was shot by police officers during a
confrontation at a Conyers gas station on Wednesday morning. The shooting
happened shortly before 7 a.m. at a Chevron gas station on Sigman Road in
Conyers, not far from Highway 138. Authorities tell FOX 5 that officers were
dispatched to the gas station after a caller reported that a man was inside the
nearby convenience store causing a disturbance and refusing to leave the scene.
When officers got to the scene, officials say the man refused to comply with
their orders and tried to leave the area in his truck. At some point, the
officers fired shots, shattering the back window of the truck and hitting the
man. The truck then drove into the front of the store.

San Bernardino County, CA: Update: Man, 51, shot dead inside Victorville
Galleria
A 34-year-old man from San Bernardino County wanted in connection with a deadly
shooting at a local mall earlier this month was taken into custody in Northern
California, officials announced Tuesday. Authorities with the San Bernardino
Sheriff’s Department said in a news release that the violence unfolded on Oct. 6
inside the Victorville Galleria, located at 14560 Palmdale Road. According to
detectives, Victorville resident Harold Phillips Jr. and the victim, 51-year-old
Guy Taylor, also from Victorville, were involved in a physical altercation when
the shooting occurred. Deputies responded to reports of “shots fired inside the
mall” just before 3:30 p.m. and located the 51-year-old who was suffering from
at least one gunshot wound. “Deputies attempted lifesaving measures until
medical personnel arrived, however, Taylor was pronounced dead at the scene,”
the release stated.

Kalamazoo, MI: 60 shots fired outside Kalamazoo strip mall left 2 people injured
More details have been released after two people were injured when at least two
groups exchanged gunfire in the parking lot of a strip mall, police said. The
shootings occurred just before midnight on Saturday, Oct. 26, at a Gull Road
strip mall, in front of Alegant Affairs, the Kalamazoo Department of Public
Safety confirmed. Dispatch received numerous reports of shots fired in the 3400
block of Gull Road. Officers found a large crowd outside and a preliminary
investigation shows at least two groups of people exchanged gunfire in the
parking lot, KDPS Capt. Danielle Guilds said. A witness told police they heard
up to 20 gunshots, though investigators recovered about 60 shell casings, Guilds
said. A shell casing is typically found after a bullet is fired. Alegant
Affairs, which describes itself as an elegant event decorating and rental
source, said its thoughts are with those that were affected by the recent
incident.

Tempe police have announced the arrest of three people connected to a shooting
at the Arizona Mills Mall last month. Around 7:30 p.m. on September 13, police
say an argument broke out between two groups of people in the food court. The
argument led to a shooting in the mall, though nobody was injured. On Tuesday
evening, officials announced the following arrests of three people, ages 22, 19
and 16 years old all facing felony charges. Police say 12 bullet casings were

Chicago, IL: Man shot during argument inside Chicago West Side liquor store
A 40-year-old man was shot during an argument inside a liquor store Wednesday
morning on the city's West Side. It happened just before 8:30 a.m. at Fine Fair
Food and Liquors in the 3300 block of West 16th Street in the Lawndale
neighborhood. Chicago police said the man was arguing inside the store with
another person who then pulled out a gun and fired shots in the victim's
direction. The victim was struck in his right ankle and was taken to Mt. Sinai
Hospital in good condition.

Sometimes when you're moving so fast and dealing with the mistakes of the day,
the frustration levels peak and one can tend to forget that sometimes you've
just got to stop, listen and take a breath and maybe talk to a friend about it
