‘A Total Loss’: Looting Continues For 2nd Night In Philadelphia
Following Fatal Police Shooting Of Walter Wallace Jr.
Looting and demonstrations continued for a second consecutive night Tuesday in
Philadelphia following the fatal police shooting of Walter Wallace Jr. in West
Philadelphia. Police say looting along Aramingo Avenue in Philadelphia’s Port
Richmond neighborhood has “rapidly gone downhill” Tuesday night and is a “total
loss.”
The city is asking residents to stay indoors in West and North Philadelphia,
Port Richmond, Kensington and Fishtown. Protesters continue to face off with
officers in riot gear outside the 18th Police District at 55th and Pine and
along the 52nd Street commercial corridor. Police have made several arrests.
Looters could be seen entering a Foot Locker store.
Widespread looting continued at a nearby Walmart store in Port Richmond.
Philadelphia police tweeted a warning to stay away from the area as a
crowd of
approximately 1,000 people was looting in the area.
A nearby Target, Five Below and a privately-owned beauty supply store
also suffered looting and damages.
Scores of West Philadelphia businesses were looted and a number of
stores across Philadelphia have started boarding up their windows Tuesday in
anticipation of more looting.

Port Richmond Walmart ransacked, flooded during second night of unrest
A Port Richmond Walmart was one of the stores hit hardest by looters during the
second night of unrest in Philadelphia.
SKYFOX was over the scene on Castor Street and Aramingo Avenue on Tuesday night.
People were seen pouring from the storefront with armfuls of merchandise and
large items such as televisions.
Dozens of cars jammed the parking lot and weaved through traffic which added to
the chaotic scene. As police arrived, one car with a stolen television on its
hood fled with such speed that the television slipped off the roof and smashed
on the ground.
FOX 29's Steve Keeley on Wednesday morning saw the wake of destruction left
inside the Walmart. A store security person told Keeley that
some looters broke
through the roof, which caused an overhead water pipe to burst and flood the
store. More waterpipes were broken in the customer restrooms and added to the
water damage.
The
ransacked shelves and pharmacy counter caused wet debris to float throughout
the store and into the parking lot.
Cashboxes from registers were stolen and at
least one ATM was exploded. Vending machines and glass windows and doors were
smashed.

The Pennsylvania National Guard was deployed to Philadelphia Tuesday as the city
braced for a second night of violent riots after tense confrontations between
angry demonstrators and police hours after two officers shot and killed a Black
man. Several hundred guardsmen will assist local agencies in "protecting
life, property and the right to peacefully assemble and protest," Lt. Col. Keith
Hickox said in a
statement Tuesday.

Erupt Over Police Killing of Black Man in Philadelphia
Hundreds of protesters took to the streets in Brooklyn Tuesday night, marching
in response to a police shooting in Philadelphia that left a Black man dead
following a domestic dispute call earlier this week.
Nearly 40 commercial properties and nine NYPD vehicles damaged by vandals over
the course of the night, NYPD officials said. Five department members suffered
minor injuries, mostly while effecting arrests during the protests. About 27
people were arrested and five sumonses issued throughout the evening. The most
serious charges included assaulting a police officer, obstructing governmental
administration, disorderly conduct and graffiti-related activities.

Dodgers World Series Celebrations Turn Violent
A Foot Locker was among several downtown Los Angeles businesses which were
looted or vandalized after the Dodgers clinched their first World Series in 32
years Tuesday night. Several businesses in downtown and east L.A. saw their
windows shattered and their entrances sprayed with graffiti. Cell phone video
showed people pouring into a store at the intersection of 7th Street and South
Broadway. At least eight people were arrested on various charges, Los Angeles
police told CBSLA early Wednesday morning.

Homeland Security agency faulted for election planning around potential violence
The
U.S. Department of Homeland Security’s watchdog body said on Tuesday that
officials at its Cybersecurity and Infrastructure Security Agency had not
adequately planned for potential violence at polling places and vote counting
stations.
The DHS Office of the Inspector General noted that the department’s
Cybersecurity and Infrastructure Security Agency - the
DHS arm generally responsible for protecting U.S. infrastructure from digital
and physical threats - offers an array of cybersecurity support to
state and local governments.
But it said that while CISA’s plans covered potential digital disruptions to
state and local election systems, those plans “do not adequately address other
elements such as physical security risk, threats of terrorism, and targeted
violence” at election-related sites.
CISA’s director, Christopher Krebs, pushed back against the watchdog’s report,
saying it was poorly timed and “leads readers to believe that the election is
not secure.”

Study: 5 states at high risk for election-related armed violence by militia
groups
A new report says five states, including several that are presidential
battlegrounds, are at a high risk for activity by armed groups of civilians
around the Nov. 3 election. The Armed Conflict Location and Event Data Project (ACLED)
and MilitiaWatch warned about such movements leading up to and following the
election in Pennsylvania, Georgia, Michigan, Wisconsin
and Oregon, especially in state capitals and surrounding towns,
medium-sized cities and suburban areas.

Beverly Hills, CA: Concerned about election unrest, city will close Rodeo Drive
Beverly Hills luxury retail mecca Rodeo Drive will be closed to cars and
pedestrian traffic on election day and the day after, a move the city’s police
chief calls a “proactive approach” to possible protests.
Beverly Hills Police Chief Dominick Rivetti said his department would go on
“full alert” and that businesses might choose to close down or limit operations.
The move came as City Hall encouraged some businesses to board up their high-end
stores.
“Beginning on Halloween and through election week,” he said, “the Beverly Hills
Police Department will be on full alert throughout the residential and business
districts.” He said the department would get additional support from other law
enforcement agencies and private security companies.

Hospitals Are Reeling Under a 46 Percent Spike in Covid-19 Patients
The number of people hospitalized with the coronavirus has climbed significantly
from a month ago, straining cities that have fewer resources to weather the
surges.
Hospitals around the United States are reeling from the rampaging spread of the
coronavirus, many of them in parts of the country that initially had been spared
the worst.
The exploding case numbers point to a volatile new phase in the pandemic, coming
after earlier waves hit large cities such as New York, then Sun Belt states like
Florida and Arizona. While some of those places have begun to bring the virus
under control, the surge of hospitalizations is crippling some cities with fewer
resources.
The situation is also becoming critical in states such as Idaho, Missouri, New
Mexico and Utah, with frontline workers exhausted and hospitals struggling to
find replacements for those testing positive each day.
Across the country, case numbers have risen to fearsome new levels in recent
days, with the seven-day average for new cases exceeding 70,000 for the first
time in the pandemic. Twenty-six states are at or near record numbers for new
infections. More than 500,000 cases have been announced in the past week. And
exactly zero states are seeing sustained declines in case numbers.
North Carolina, New Mexico, Pennsylvania, Rhode Island and West Virginia have
recently set seven-day records for new cases. And more big cities are starting
to spiral, with alarming trends emerging in Chicago, Milwaukee and Newark.

U.S. consumers preparing for second wave of stockpiling
57% considering restocking of supplies amassed at
start of pandemic
With the coming of winter, more than half of U.S. consumers are mulling
resupplies of groceries and essential items stockpiled at the outbreak of
COVID-19, new research from Inmar Intelligence finds.
Inmar said Tuesday that 57% of shoppers
surveyed are now deciding whether to replenish their stock
of goods gathered at the start of the coronavirus pandemic. Meanwhile, another
54% of respondents said they aim to be prepared by always having a stockpile of
key items going forward, in case of safety issues and supply outages at stores.

intensified political volatility at work
in 2020; in 2016, 26%
reported increased political volatility compared to prior elections.
Seventy-four percent
of HR respondents said their organization has
prohibited political
attire or accessories.
Additionally, 80% of HR
pros said their organizations have not set guidelines on communicating about
politics at work — "and that's a problem,"
said SHRM's president and CEO, Johnny C. Taylor, Jr., in a statement.
"Organizations need to proactively set clear and consistent guidelines — aligned
with their mission and values — on what is and isn't acceptable behavior at
work." In doing so, "leaders can help reduce tension and discomfort to create a
better workplace," he said.
As early as February,

a Gartner survey found,
revealing a need for HR leaders to help managers minimize the disruptive effects
of politics in the workplace, the organization said.
"It may very well be that it's a losing battle to stop social or political

New Online Platform Coordinates IoT Bug Reports

Reporting for Connected Devices
Can the reporting and delivery of information about software flaws in IoT
devices be improved?
Almost certainly. A big
issue with fixing vulnerabilities in IoT devices is getting the attention of
manufacturers and then distributing advice to organizations running vulnerable
devices.
The
IoT Security
Foundation, based
in the U.K., and
Oxford Information Labs,
an Oxford University-based consultancy, are hoping to close the gap with an
online platform called
VulnerableThings.com.
The platform will collate bug reports, distribute them to vendors and open a
communication channel between researchers and companies.
"It is our intention to
provide a low-cost tool
to help IoT vendors manage vulnerability reports, simplify communication
with IoT researchers and provide access to useful materials and consultants who
can help," according to a statement from the new organization.
The platform is designed to
help vendors comply
with new IoT regulations and standards,
which have been enacted or are under consideration in many regions, including
the U.S., the U.K., Australia and the European Union (see:
Federal IoT Guidelines Move Closer to Becoming Law).
Free Pilot Program
Vulnerable Things has been seed-funded by the U.K. government, which has been
working to improve IoT security by developing a
code of practice for consumer IoT manufacturers.
The U.S. and U.K. will likely require vulnerability disclosure programs for IoT

In August, Gunnebo said it had
successfully thwarted a ransomware attack, but this week it emerged that the intruders stole and
published online tens of thousands of sensitive documents — including schematics
of client bank vaults and surveillance systems.
The Gunnebo Group is a Swedish multinational company that provides physical
security to a variety of customers globally, including banks, government
agencies, airports, casinos, jewelry stores,
tax agencies and even nuclear power plants. The company has operations in
25 countries, more than 4,000 employees,
and billions in revenue annually.
Acting on a tip from Milwaukee, Wis.-based cyber intelligence firm Hold
Security, KrebsOnSecurity in March told Gunnebo about a financial transaction
between a malicious hacker and a cybercriminal group which specializes in
deploying ransomware. That transaction included
credentials to a Remote Desktop
Protocol (RDP) account apparently set up by a Gunnebo Group employee who wished
to access the company’s internal network remotely.

Angus Reid Institute found that nearly
two-in-five Canadians
believe there is a “serious problem” with the way police interact with Black,
Indigenous and other non-white people
across the country.
Although the responses vary by the respondents’ different racial backgrounds, as
well as generational and political differences,
nearly two-thirds (63
per cent) agreed that systemic racism exists
within the RCMP.
Despite the resounding sentiment, respondents were less likely to believe there
is a problem with how police treat people of colour in their own community.
Only 27 per cent say it
is a serious problem where they live.

Vancouver crime rate steady in 2020 compared to 2019, according to new stats
Comparing the same time period, from January to September, there were 4,396
reported crimes in 2020 versus 4,397 incidents in 2019. The VPD says certain
types of crime have increased — for example, serious assaults have increased by
14 per cent over the previous year — and others, like
robberies, have decreased by
six per cent.
Crime fell in these categories compared to 2019:

Theft from vehicles has decreased by 37 per cent.

Stopping Fraud In Its Tracks
Pharmacy employee goes above and beyond to prevent fraud
According
to police, on Oct. 6, the employee heard a customer talking to a fraudster on
the phone. The fraudster was
telling the victim to purchase gift cards, which is part of a common scam.
The employee, aware of the scam, not only declined the purchase but also took
note of the victim's license plate and called the OPP. Const. Amanda Allen of
Essex County OPP says it's that extra step the employee took that makes this a
notable case of
fraud prevention.
"Any time you witness any type of crime, we ask our witnesses to be a great
witness — get as much information as possible," she said. "Obviously we don't
want people to put themselves in danger, but if you can assist us with
identifying features, that helps us to follow up on suspicious circumstances and
helps us to prevent crime."

Loblaw Companies Limited has been granted an injunction
prohibiting striking Dominion employees from picketing
at a Mount Pearl distribution centre but has also lost dozens more.
Striking Dominion employees claimed victory Monday despite being hit with an
injunction that prohibits them from picketing at the Loblaw distribution centre
in Donovans Business Park.
That's because
Loblaw Companies Limited lost dozens more injunctions filed to prevent striking
employees from picketing at about 50 other locations
either owned by or connected to the company.

The latest numbers from
Statistics Canada
show that
total retail sales increased 3.2% year-over-year
for the 3 months ending August 2020 on a not seasonally adjusted basis. That's
not bad, considering that retail sales growth for all of last year was just
1.2%. But while the trend looks good, it
may not last with a second (or third) wave of COVID pandemic,
and if stores and shopping malls have to be shut down again.

in store parking lot
Three suspects have been arrested after a 22-year-old man was fatally shot in
Scarborough Sunday afternoon. Toronto police were called to the
parking lot of an LCBO store
around 5:30 p.m. for reports of shots fired. Insp. Mandeep Mann said officers
located a man suffering from an upper-body gunshot wound. The victim was rushed
to hospital with life-threatening injuries. He was later pronounced dead. The
homicide unit has been called to investigate. A 20-year-old man
has been charged with first-degree murder

Sault, ON: Security guard gets bitten after catching shoplifter in the act
A 29-year-old Sault Ste. Marie man is facing charges after he tried to shoplift
$145 in items from a McNabb Street business. "Security staff approached the
accused asking for the items to be returned," Sault police said in a news
release Monday. "The accused resisted and bit a security staff member. Security
was able to gain control of the accused and held him for police." The
29-year-old has been charged with robbery and is scheduled to appear in court on
Nov. 30.

Boost in e-commerce may lead to more counterfeits: study
A new
survey from Red Points found that
65% of shoppers
anticipate shopping more online on Black Friday
this year than last. Of those surveyed, 26% have previously bought knockoff
items on Black Friday.
More
than half of survey respondents said they would ask for a refund for counterfeit
purchases, and nearly half would also write cautionary reviews about the
merchant who sold the item, per the survey.
The survey also found that
70% of consumers said they will shop on online marketplaces like eBay and Amazon.
Among the common items on their shopping lists are clothing and accessories
(57%), tech and electronics (25%) and toys and games (22%).
"At a time when businesses are looking to recoup
recent losses, ensuring brand protection will be essential to protecting
retailers' bottom line this holiday shopping season," Shapiro said in a
statement.

Miami, FL: Thieves Steal 6 Million Medical Gloves from Florida Supplier
A shipping container holding more than six million medical gloves was stolen
from a supplier in Florida on Sunday (Oct 25) evening in a swift manoeuvre that
left three hospital systems battling the pandemic without some of the crucial
equipment that they were waiting for. The gloves, worth about US$1 million, were
delivered Friday evening to Medgluv, the supplier, at its Coral Springs,
Florida, office, about 40 miles north of Miami. The gloves had been running 12
days late during their delivery from the manufacturer in Malaysia, Medgluv’s
vice president of sales and marketing, Mr Rick Grimes, said Tuesday. On Sunday
around 11.40pm, according to surveillance footage, a semi-truck pulled up to the
container along with a white pickup truck. The people in the trucks hooked the
container to the truck “like it was any other type of day,” Mr Grimes said.
“These guys were in no hurry.”

Update: Moses Lake, WA: Man gets nearly 6 years in prison in 2017 ax-wielding
incident at Home Depot
A
man was sentenced to nearly six years in prison for swinging an ax at Home Depot
employees after being caught shoplifting at the Moses Lake store. Cory Campbell
pleaded guilty to second-degree assault with a deadly weapon, second-degree
theft, second-degree retail theft and possession of a controlled substance in
connection to the December 2017. Employees told police Campbell had filled a
shopping cart with close to $2,000 worth of items, including an ax. Campbell
was carrying the ax when employees told him to stop as he neared the front
doors. Police say Campbell refused to stop and began fighting with employees.
Campbell began swinging the ax at an employee before throwing toward several
employees, causing one employee to duck to avoid being hit. No employees were
injured. Moses Lake police reported Campbell had stolen merchandise twice
from Walmart and once from the Ephrata Rite Aid within a month of the Home Depot
incident.

Urbana, IL: Man pleads guilty to over $500 of Power Tool theft from The Home
Depot; 2 years probation
A Rantoul man who was buying stolen merchandise from known drug users has
been sentenced to two years of second-chance probation. Matthew Fritz, 56,
of the 300 block of East Congress Avenue, pleaded guilty Tuesday to theft,
admitting to Judge Randy Rosenbaum that on May 4, he possessed more than $500
worth of DeWalt tools knowing they had been stolen. Assistant State’s Attorney
Chris McCallum said Champaign police Detective Cully Schweska was investigating
a series of tool thefts from large box stores in town, including Home Depot,
Rural King and Menards, in the spring. Schweska learned that the tools were
being stolen by known drug users, who then sold them to Fritz. A
court-authorized search of Fritz’s Rantoul home was done on May 4, and several
tools, still in the original packaging, were recovered, McCallum said. news-gazette.com

Louisville, KY: C-Store Burglary, double shooting leaves 1 dead, 1 critical
An
apparent burglary in downtown Louisville turned deadly early Tuesday, with two
men shot -- one of them fatally. Louisville Metro Police officers found one man
who had been shot to death outside the 440 Market convenience store at 5th and
Market. The windows and doors of the business were boarded up early Tuesday,
with one door riddled with bullet holes. Someone who works in the building tells
WDRB that two men had tried to rob the store several times just this week alone,
and the store's owner was planning to put bars on the windows. That person says
someone used "personal protection" during Tuesday's break-in, but he did not
give any details of about who shot the men. The owner of a business next door
says he saw the store owner after the shooting, and said he was doing OK.

Update: Hillsboro, TX: Suspect in deadly shooting outside Hillsboro Walmart
arrested in Waco
U.S. Marshals on Tuesday arrested the sole suspect in the fatal shooting of a
woman outside a Walmart while serving an arrest warrant at an apartment in Waco.
The suspect, taken into custody shortly after 6 p.m., is being processed at the
Hill County Jail on a murder charge. Officials said he will be identified once
he is arraigned. Investigators said Rachel Marie Reeder was shot outside of the
Hillsboro Walmart store on Coke Street on October 22. Reeder, a 27-year-old Fort
Worth woman, was shot as she sat in a vehicle in the store’s parking lot, police
said.

guard at Snipes — an athletic apparel store
— around 6 p.m. Sunday. Officials said the stabbing happened after the women
were told to wear masks and use store-provided hand sanitizer. Investigators
said one of the women held the security guard down while the other one stabbed
him repeatedly. The security guard was taken to Mt. Sinai Hospital in critical
condition. The sisters appeared in bond court Tuesday where bond was denied.

during robbery
Three men are facing charges after investigators say they robbed, strangled and
unlawfully restrained a Walmart employee who owed them money. Authorities say

Marie Morrow, 55 and Angelina T. Hamilton, 41, were arrested in January after
the fast food restaurant contacted the Worth County Sheriff’s Office about more

Morrow and Hamilton
stole the money over the course of several moths while employed at the Burger
King station inside the Diamond Jo Casino
and the full restaurant nearby. Morrow was charged with 1st degree theft and
Hamilton with 2nd degree theft. They are scheduled to be sentenced on December
7.

Charleston, WV: "Operation Double Impact" Nearly 100 arrested in federal
operation targeting gang crime
U.S.
marshals in the Southern District of West Virginia said a 30-day operation
targeting violent gang crime resulted in 98 arrests. Of those arrests, marshals
said five were gang members, three are accused of murder and three abducted
children in a custody dispute from California were recovered. "Operation Double
Impact" concluded at the end of September, U.S. Marshal for the Southern
District of West Virginia Michael Baylous said.
In addition to the arrests, law enforcement officers seized 74 firearms, 152
kilograms of narcotics that included marijuana, cocaine, methamphetamine and
heroin and more than $180,000 in currency.
