Bipartisan 'Combatting Organized Retail Crime Act'
Reps. Buck, Titus, Lee, and Budd Introduce Bill to Combat ORC Gangs

This bill is the House companion to S.5046 recently introduced by Senators Chuck Grassley (R-IA) and Catherine Cortez Masto (D-NV).

October 14, 2022 - Today, U.S. Congressman Ken Buck (CO-04), Congresswoman Dina Titus (NV-01), Congresswoman Susie Lee (NV-03), and Congressman Ted Budd (NC-13), introduced the Combatting Organized Retail Crime Act, a bipartisan bill to tackle organized retail crime gangs hurting retailers and threatening public safety.

This bill is the House companion to S.5046 introduced by Senators Chuck Grassley (R-IA) and Catherine Cortez Masto (D-NV).

"The explosion of organized, smash-and-grab looting of retail stores is a symptom of the underlying collapse of law and order in America under the Biden administration," said Congressman Buck. "These stolen goods are then typically resold on the internet by sophisticated interstate criminal networks. This bipartisan, bicameral bill will help law enforcement stop future attacks by improving coordination in the federal bureaucracy and ensuring that crimes of this type are appropriately punished."

"Organized retail theft causes economic harm to businesses and puts consumers at risk while funding transnational criminal organizations worldwide. The Combatting Organized Retail Crime Act will improve our federal response to these crimes and establish new tools to recover goods and illicit proceeds, deterring future attacks on U.S. retailers," said Congresswoman Titus.

The Combatting Organized Retail Crime Act establishes the Organized Retail Crime Coordination Center at Homeland Security Investigations, combining expertise from federal, state, and local law enforcement agencies along with retail industry representatives to create a cohesive national strategy and curb organized retail crime.

Retailers Welcome House Bill to Tackle ORC
Today U.S. Representatives Ken Buck (R-CO), Dina Titus (D-NV), Susie Lee (D-NV), and Ted Budd (R-NC), introduced the Combatting Organized Retail Crime Act, legislation that would create a federal organized retail crime task force. The Retail Industry Leaders Association (RILA) Senior Executive Vice President, Public Affairs Michael Hanson issued the following statement in response.

“Organized retail crime is now impacting communities large and small across the country. Key to curtailing the proliferation of ORC is increasing collaboration, information sharing, and transparency among stakeholders. The legislation introduced in the House today would do just that. By establishing a federal task force to help track and prosecute criminals, we can help curb what has become a $69 billion problem for American businesses, a major safety concern for communities, and in many cases, a marker of larger criminal activity at play such as human trafficking, gun smuggling, narcotics and terrorism.

“Retailers have strongly supported the INFORM Consumers Act, which would bring much needed transparency by requiring online marketplaces like Amazon to verify sellers, making it harder for criminal elements to hide behind screennames and bogus business accounts to peddle stolen goods.

“It is vital that the federal government focus attention on this growing problem. Bolstering online transparency with a task force that aligns the resources of the federal government would be a welcome 1-2 punch to addressing this threat to our stores and communities.

Philadelphia's Retail Theft Explosion - Up 54%
Wawa shuttering two Philadelphia stores amid city's retail crime surge

A regional convenience store operator is closing two sites in the heart of Philadelphia's business district amid an uptick in retail crime.

"Despite reducing hours and investing in additional operational measures, continued safety and security challenges and business factors have made it increasingly difficult to remain open in these two locations," the company said in a statement on Thursday. "All associates from these two stores will be offered continued employment at Wawa."

Wawa, which currently has 40 stores in Philadelphia, did not disclose a timeline for the closures.

The announcement comes amid surging crime in several major U.S. cities. Last month McDonald's CEO Chris Kempczinski argued crime in Chicago has made it difficult for companies to operate or find employees in the Windy City.

Rite Aid's chief retail officer Andre Persaud said it is just about impossible to stop stealing in New York City shops. The drug store chain is considering a plan to place all store items in showcases due to theft in New York City.

In Philadelphia, the police department's latest crime report covering the week ending Oct. 9 shows commercial burglaries and retail theft are up 47.92% and 54.34%, respectively, year to date.

Wawa emphasized the store closures do not diminish the company's ongoing commitment to serve the Philadelphia community. The Pennsylvania-based chain said it would continue to monitor and work with local authorities to address challenges impacting operations at its other stores. foxbusiness.com

A rash of burglaries has Bay Ridge on edge as crime spikes across NYC
A rash of break-ins at small businesses across Bay Ridge has rattled residents in a neighborhood long among the safer corners of the city ― mirroring the profound sense of unease spreading across New York City.

Over the last several weeks, tens of thousands of dollars have been stolen from Bay Ridge businesses. Thieves have hit a pizza place, a bagel shop and a Mexican restaurant, among others. Police suspect one crew may be responsible for at least a half-dozen burglaries.

"It's like a free-for-all out there," said Luciano Devito, 42, who works at a boutique in Bay Ridge. "There's no consequences ... It's like the wild, wild West."

Across the city, almost every category of crime has increased post-pandemic, with higher rates of robberies, felony assault and auto theft. Grand larceny in the 68th Precinct, which includes Bay Ridge, is up 42.8% this year from last year, according to data from the NYPD.

"We want our city, state, and federal leaders to take action to address public safety that is crippling our community, reducing the quality of life and causing small businesses to close and New Yorkers to flee for safer places," Malliotakis said at a press conference in September, where she and local businesses blamed bail reform for this string of break-ins, even though no suspects have been named.

Meet Kastle Systems, the Covid-Era Kings of Back-to-Work Data

The security company’s weekly “back-to-work barometer” has become a staple of the pandemic’s ongoing conversation about office occupancy and in-person work.

Like most that season, the April 2020 meeting between building security company Kastle Systems Inc. and its largest client started on a grim note. Coronavirus cases were rising, and cities were shutting down. As hospitals filled up, office buildings, which account for about 60% of Kastle’s revenue, were emptying out.

The thing was, barely anybody was inside anymore. Kastle knew this because the company was monitoring them: Besides physical security, the company provides building-access swipe cards to employees at over 2,600 office buildings in 138 cities, tracking their movements in and out each day.

Fast-forward to 2022, and the 50-year old company has become, if not exactly a household name, at least the most well-known player in a not-so-sexy industry—and a key participant in the ongoing conversation about when, and whether, remote workers will get back to their desks. If the office as we once knew it is dying, Kastle is determined to track its final days.

The back-to-work barometer has been cited in more than 900 news articles since September 2020, according to Media Cloud, compared to only around 84 times in the two years leading up to the products’ launch.

In the week after Labor Day — the “come back to the office or else” date for many companies — Kastle picked up a spike in office occupancy, and the national average reached 47.5% of pre-pandemic levels. But it has since stalled out, with levels in New York and elsewhere sinking amid religious holidays in recent weeks.

It has also picked up on the regional variations in remote work, showing how workers in San Francisco and Chicago have been markedly slower to return than those in Houston, Austin or Dallas, which have regularly exceeded 50% of pre-pandemic occupancy levels this year. bloomberg.com

OSHA Steps Up Prosecution of Workplace Safety Violations

Manufacturers and industrial employers should be aware of a resurgence in federal criminal prosecutions for workplace safety violations.

A series of recent criminal prosecutions stemming from workplace fatalities in connection with OSHA’s worker safety laws underscore the Justice Department’s willingness to charge OSH Act crimes, even in the absence of other Title 18 offenses or other criminal charges.

Historically, OSHA violations generally have not been charged criminally by federal prosecutors. From an evidentiary standpoint, the primary OSH Act crime requires the government prove that the employer willfully violated a safety standard and the violation caused the death of the employee. Also, because an OSH Act crime is a misdemeanor, and not a felony, the maximum punishment is capped at $500,000 as a Class B misdemeanor (although subject to the Alternative Fines Act). And because the crime applies to “any employer,” frequently companies have been charged and sentenced with a fine, rather than individual imprisonment.

Equally clear, however, is that Justice Department will seek to enhance prosecutions for workplace safety crimes with Title 18 offenses and other charges when it can, particularly environmental crimes:

Whether the current Justice Department continues to place an emphasis on workplace safety crimes is yet to be seen, but the spate of recent press releases certainly indicates that employers and companies should understand and recognize the types of factors that OSHA and EPA will look at in referring cases to the DOJ for criminal enforcement, as well as the underlying conduct that might signal the likelihood for a criminal investigation and prosecution in cases involving worker fatalities and worker endangerment.

The Justice Department appears increasingly willing to charge employers with OSHA crimes for workplace fatalities, based on 2022 press releases from the agency. In fact patterns with aggravating circumstances, DOJ will leverage more counts and criminal charges by combining OSH Act crimes with traditional Title 18 offenses and other environmental crimes. ehstoday.com

Kroger must win over federal regulators, investors and shoppers as it tries to close the deal with Albertsons.

Kroger knows it needs the blessing of investors and federal regulators to pull off its $24.6 billion deal to buy rival grocery company Albertsons.

It started making its case Friday, when the companies announced the deal. Kroger said the combination would lower food prices in a time of high inflation, boost profitability and speed up innovation in an otherwise fragmented industry.

If approved, the grocers would become a more formidable second place in terms of grocery market share behind Walmart. Together, the companies would capture nearly 16% of the U.S. grocery market, according to market researcher Numerator.

Significant hurdles remain: Some investors question whether the merged companies can increase profits since the grocery business, already known for thin margins, is facing higher costs and cost-conscious shoppers.

Since Kroger and Albertsons significantly overlap in several markets, regulators may be concerned that a merged company could price out smaller competitors. The companies employ a combined 710,000 people across about 5,000 stores, so potential job losses are a concern, as well. cnbc.com

Macy's Officially Begins Toys R Us Revival
Toys R Us launches 451-store revival in Macy's locations ahead of holiday season

Toys R Us has found second life as new in-store locations have opened in select Macy’s department stores across the country and celebrating with nine days of free events.

Macy’s started opening new Toys R Us locations in 451 stores ahead of the holiday season to capitalize on the most lucrative time of the year for retail, with a wide reopening on Oct. 15. New locations include the flagship Macy’s location in Herald Square, New York City. So far only Alaska, Arkansas, Iowa, Mississippi, Nebraska and Wyoming have no locations available.

The deal remains virtually exclusive, with the flagship two-story location inside American Dream in East Rutherford, New Jersey.

The nationwide opening of locations on Oct. 15 will also kick-start a nine-day celebration of free events, including Barbie Day, Fisher-Price Day, Geoffrey’s Birthday, Play-Doh Day, Pokémon Day and Lego Day, among others, Axios reported.

Fast Fashion Retailer Data Breach Draws $1.9M Fine

New York AG fines Shein and Romwe parent company for failure to protect customer data and downplaying the 2018 compromise of 46 million shopper records.

In the wake of a June 2018 breach in which more than 46 million shopper records were compromised, the New York Attorney General's Office fined Zoetop Business Company $1.9 million. Zoetop's operation includes fast-fashion brands Shein and Romwe.

Attorney General Letitia James said in a statement that Zoetop not only failed to protect customer data, but also lied about the scope of the breach, which ultimately affected 39 million Shein accounts and 7 million Romwe accounts. Of those victims, James' office estimates 800,000 are New York residents.

“Shein and Romwe's weak digital security measures made it easy for hackers to shoplift consumers’ personal data,” James said about the Zoetop fine. "Shein and Romwe must button up their cybersecurity measures to protect consumers from fraud and identity theft. This agreement should send a clear warning to companies that they must strengthen their digital security measures and be transparent with consumers; anything less will not be tolerated.” darkreading.com

Strengthening Retail’s Resilience Against Ransomware

The significant challenges ransomware present for retail and 5 considerations for ransomware defense strategies.

Organizations of every size and sector are experiencing a rising tide of ransomware attacks, resulting in the collective global loss of billions of dollars and untold brand damage. Leaders are learning first hand the ways ransomware has become a scourge on smooth operations and financial well-being. Nowhere is this more true than in retail, where ransomware represents a unique set of challenges and risks. For retailers, becoming more resilient in the face of ransomware is paramount.

Why Ransomware Presents Significant Challenges for Retail

In contrast to most industries, retail organizations are multi-site and multi-channel in nature, which means there are many more points of entry for ransomware attacks. Retail operation also embodies an extraordinarily diverse set of endpoints, above and beyond traditional computer endpoints, such as item-level RFID-based packages and pallets, vehicle-mounted computers, handheld scan-based computers, smart shelves, IP cameras and more. It’s a massive surface to protect.

Additionally, retailers are challenged by the fact that many employees using technology devices and services are non-technical staff. In fact, that’s often a retailer’s weakest point—its own user base.

But probably the single biggest factor that makes ransomware a challenge in retailing compared to other industries is retailers’ single-minded focus on our consumer. We are well aware of what happens when a ransomware attack compromises consumers’ identity and other personal, private information. Once we retailers lose a customer for any reason, they’re likely to be gone for a long time. Not only that, but we lose that customer to a direct competitor, making it a double hit.

How Retailers Can Become More Resilient Against Ransomware

First, it’s essential that retailers practice their responses to an attack; our company continuously does tabletop learning exercises. What you often discover in those exercises is that members of your executive team or board may need to be educated on cybersecurity technology and best practices.

Beyond educating your leaders on good cyber hygiene, ensure they understand the impact of a ransomware attack on the business. That understanding helps to drive greater investment— figuratively and literally—because they know the true cost of a breach. One thing that all executives and board members understand is the concept of risk, so I like to lean into that bias by helping them understand their responsibility in the event of an incident. cio.com

A Leak in Microsoft 365
Microsoft 365 Message Encryption Can Leak Sensitive Info

The default email encryption used in Microsoft Office's cloud version is leaky, which the company acknowledged but said it wouldn't fix.

Researchers have discovered what they call a vulnerability in Microsoft 365, tied to the use of a broken or risky cryptographic algorithm. It could be exploited to infer some or all the content of encrypted email messages, they warned — but Microsoft has declined to address the issue.

A Flawed Crypto Approach

WithSecure principal security consultant Harry Sintonen wrote in an Oct. 14 posting that if an attacker had access to enough emails using Office 365 Message Encryption, it's possible to access leaked information by analyzing the frequency of repeating patterns in individual messages and then matching those patterns with those in other encrypted emails and files.

Senders, Recipients at Risk?

"Both senders and recipients are at risk — especially with people outside the organization, the desire to use encryption may have been to protect trade or other organizational secrets," Broomhead says.

That said, the need to have a large number of encrypted emails to use this vulnerability narrows the victimology — by definition it would be larger organizations who felt the need to encrypt large numbers of email messages. And, highly sensitive information usually already has additional layers of data protection, Mike Parkin, senior technical engineer at Vulcan Cyber, points out. darkreading.com

Amazon account holders are being warned about a new text message scam.

Customers have reported receiving texts, supposedly from Amazon, asking them to follow a link to secure their accounts after an attempted log in. However once they log in, the scammers are able to steal their personal information.

"Scammers attempting to impersonate Amazon put our customers and our brand at risk. Although these scams take place outside our store, we will continue to invest in protecting customers and educating the public on scam avoidance.

"We encourage customers to report suspected scams to us so that we can protect their accounts and refer bad actors to law enforcement to help keep consumers safe. Please visit our help pages to find additional information on how to identify scams and report them."

According to the consumer rights experts, one of the texts reads: “Amazon: We detected a login into your account from a new device on 27/09/2022 at 15:10:08 UTC. If this wasn’t you, you can terminate that session via: [https://checkup-amazon.com]."

Another text may say: "From Amazon - A new login has been attempted from IP address: 82.966.81.27 (Ipswich).If this was NOT you, secure your account immediately. [amazon-logins.com]."

When experts entered their details, they were taken to another "convincing" fraudulent webpage which asked for a name, date of birth, mobile number, home address and email address. Which? has reported the fake URLs to the National Cyber Security Centre (NCSC). yahoo.com

A brand new business called the House of Vape off of Southeast Powell Boulevard was scheduled for their grand opening Friday, but instead they were burglarized. Sami Hales, who owns the shop, said he lost roughly $100,000 in products and damages. However, it’s nothing new. “I’m getting used to it to be honest with you,” Hales said. “At least once a month I’m getting a phone call.” He has been burglarized a dozen times between his 19 locations, but the thieves are getting more and more sophisticated. Lynnwood, WA: Seven arrests in retail theft sting by Lynnwood Police
On Thursday, October 13, the Lynnwood Police Department conducted an emphasis operation in conjunction with Lowes and Home Depot, in which officers were placed in the store with Asset Protection personnel. This was done to be able to immediately detain and charge subjects for theft and/or other charges associated with shoplifting or other crimes associated with theft. The Lynnwood Police Department arrested all persons who were observed concealing merchandise and walking out of the store without paying for said merchandise. In total there were 7 arrests for theft related crimes, 1 arrest due intoxication, 3 were drug related (stealing merchandise to later sell and use money to purchase drugs). Riverside, CA: Police investigating pair of brazen Robberies at Smart & Final and Nordstrom Rack
Authorities are investigating a pair of robberies that have occurred in separate weeks. According to Riverside Police Department, the first instance occurred on Oct. 1, when a group of suspects loaded up two shopping carts with laundry detergent and diapers. Surveillance footage from the Smart & Final store where the robbery took place show employees attempting to stop the crime, but the suspects pushed past them and left with the stolen merchandise, which was worth up to $500. The second robbery took place at a Nordstrom Rack on Monday, when suspects stole several high-end purses, using a pair of scissors to cut the security tags off. The suspects, described by the police as “young women” were approached by employees but threatened them with the scissors and fled from the scene. Seneca County, OH: Sheriff says arrest of Honduran man may be part of international scam
The Seneca County Sheriff's Office is investigating what they say could be an international scam operation after arresting a Honduran man on Thursday. On that day, the Seneca County Sheriff's Office received a call of alleged fraudulent activity at 510 S. Broadway St. in Republic, Ohio. When deputies arrived they found 33-year-old Jose Perdomo-Interiano, a Honduran national who they say was attempting to conduct a large purchase of merchandise with a stolen credit card. Perdomo-Ineriano was also found to be in possession of a stolen vehicle out of Indiana. Perdomo-Interiano was arrested for receiving stolen property, a fifth degree felony. He is being held on a $50,000 cash bond and placed on an ICE (Immigration Customs Enforcement) holder. Additional charges are pending. Sheriff's Office Detectives are investigating further and believe the arrest could be a part of a scam operation covering multiple states and multiple international suspects. wtol.com

Orlando, FL: Jewelry store owner shoots, kills 2 trying to rob Magic Mall
Two suspects were shot and killed in a jewelry store robbery Friday after the owner of the jewelry store opened fire, according to Orlando police. Orlando police responded to the Magic Mall on West Colonial Drive just before noon Friday. Police said four people were involved in the robbery and at least one of them was armed. One of them was found dead at the scene. "Jewelry was all around him. Some jewelry was out still," customer Jamani Lamb said. "People were already gone and dead by the time the cops had got here." Police said the other person was taken to the hospital and died there. wesh.com

San Leandro CA: Update: Man Arrested in Shooting Death of Armored Truck Driver at San Leandro Kaiser
A man has been arrested in the shooting death of an armored truck driver at the Kaiser Permanente San Leandro Medical Center last month, police said Thursday. According to the San Leandro Police Department, officers arrested Oakland resident Akbar Bey, 27, Tuesday morning. Police said Bey confessed to detectives about his involvement in the case, including shooting the victim, identified as John Mendez, in the back of his head before he stole the messenger bag containing cash. Bey used to be a guard who worked with Mendez on the same route before he was fired for stealing money, San Leandro police said. On Wednesday, Bey was officially charged by the Alameda County District Attorney's office for murder. This investigation is ongoing. nbcbayarea.com

Robeson County, NC: 1 dead, 1 arrested after stabbing at C-Store near Lumberton
A man died early Sunday morning after he was stabbed in the chest Saturday evening at a convenience store near Lumberton, according to police, who said a suspect is in custody. Ryan Chavis, of Lumberton, died after he was treated by EMS and taken to UNC Health Southeastern in critical condition, Lumberton police said. The incident happened at about 7:30 p.m. at the Sun Do Kwik Shop in the 3600 block of S. Martin Luther King Drive. Kenneth Totten, 28, of Lumberton, was arrested without incident at a residence in the Turner Mobile Home park and charged with one count of assault with a deadly weapon with intent to kill inflicting serious injury. Roseville, MI: Police seeking suspect in Macomb Mall shooting incident
Roseville Police confirm there was a shooting Sunday at Macomb Mall in Roseville. Officers were dispatched to Macomb Mall Sunday at approximately 12:55 p.m. for reports of shots fired. Once on the scene, officers were informed that a dispute occurred between two groups of people as they left the mall. Police say, the suspect produced a firearm and fired several shots in the parking lot outside of the mall. "The Roseville Police Department with assistance from other agenices secured the entire mall to ensure the suspect was no longer at that location. The mall was checked and the suspect had indeed left the location," the Roseville Police Department said in a press release Sunday. "This is an ongoing investigation and will take some time to review all the information available. wxyz.com

Miami, FL: Shopper releases pepper spray inside Aventura Mall store, causing panic
A moment of panic at Aventura Mall sent shoppers running. Video posted to social media by Only in Dade showed shoppers running through the food court, Sunday evening. According to a spokesperson for the mall, a shopper released pepper spray inside a store, but it cleared soon after. The Only in Dade video also showed The Apple Store, usually busy on weekends, completely empty during the scare. Some people left items behind. The mall spokesperson said all was cleared shortly afterward, and the shopping center closed for the night. Fortunately, there were no injuries. wsvn.com

St Helens, OR: Knife-wielding Walmart robbery suspect found by K9
A 35-year-old man suspected of stealing a vehicle and robbing a St. Helens Walmart was arrested Saturday with the help of a police dog, according to the St. Helens Police Department. Shortly before 4:30 p.m., police responded to the Walmart at 2295 Gable Road after reports of a theft in progress. Witnesses said the suspect swung a knife at a customer while running away from store employees, then drove away in a stolen vehicle. Police said they found a man who matched the description but he fled on foot, jumping over several fences and escaped. As police continued to search, they found the stolen vehicle abandoned on railroad tracks near Port Avenue. Police said they found evidence inside the vehicle that the suspect’s name was Paul Costello. Later that night around 11:30 p.m., a police officer on patrol spotted a man matching Costello’s description. Police said the man fled again, and they brought in “K-9 Ryder,” a St. Helens police dog to help with the search. After K-9 Ryder found Costello hiding in blackberry bushes, he was arrested and booked into Columbia County Jail. His charges include robbery, resisting arrest and possession of a stolen vehicle. kptv.com

Baltimore, MD: Surveillance video shows brazen theft of ATM in liquor store
In yet another ATM theft in Baltimore City, surveillance video shows the thieves brazenly walk out of a liquor store with the machine. According to investigators, one of the thieves walked to an ATM Thursday night about 20 minutes before closing time at a popular store on Belair Road. Police said they believe the thief only pretended to have trouble with the machine before an accomplice shook it and discovered it was not secure, and they walked out the door with it. The thieves took the machine directly in front of store employee Will Johnson. "I'm kind of shocked about it. But, you know, I've been seeing it on the news. I just thought it would never happen here. This is a little mom-and-pop store. We are not even on the map," Johnson said. "We have everything on video. We have plenty of cameras in here and outside." Johnson said he didn't think anything of the first man who was wearing a face mask because many people still do so because of COVID-19. wbaltv.com

Philadelphia, PA: Man Wanted For Stealing Two Guns From Philadelphia Rite Aid
The Philadelphia Police Department is investigating after a man allegedly stole two firearms left in an unsecured pouch at the checkout counter at Rite Aid on Lehigh Avenue. Last Sunday, at around 6:30 pm, the victim completed his purchase and left a red zippered pouch containing two firearms at the checkout counter and left the store. When he went back in to get the guns, the bag was gone. Police identified a suspect after viewing store security footage. shorenewsnetwork.com

New York, NY: NYPD hunts Armed Robbers who have held up 21 NYC stores in three months
A pair of crooks have held up 21 stores at gunpoint over the past three months in a spree that has spanned three New York City boroughs, police said Sunday. Cops released photos of the suspects, who have targeted mostly smoke shops and bodegas, and are asking the public’s help identifying the robbers and tracking them down. The duo has been hard at work in Manhattan, Queens and Brooklyn, striking typically between 8 and 10 p.m. In all, the crooks hit two stores in Manhattan, five in Brooklyn and 14 in Queens, cops said. They made off with more than $19,100 in cash, $3,800 in store merchandise and a cellphone from a display case. Topeka, KS: Weekend fire at White Lakes Mall found to be intentionally set
A weekend fire at White Lakes Mall has been found to have been set by transients within the building. The Topeka Fire Department says that just before 6:30 p.m. on Sunday, Oct. 16, crews were called to the 3600 block of Topeka Blvd. with reports of smoke coming from the roof of the old White Lakes Mall property. When firefighters arrived, they said suppression crews reported smoke visible from the roof. An investigation of the inside found a small fire in the vacant areas of the old mall. TFD said that a search of the inside found that it was vacant. The fire was quickly extinguished and contained to the building. No injuries were reported in the fire, however, about $500 was lost in damages. wibw.com
