Louisiana State University’s Academy of Counter Terrorism Education Recertifies
Shopping Center Security Terrorism Awareness Program
International Council of
Shopping Centers (ICSC) & LSU Partnership
LSU NCBRT/ACE, in close partnership with the
International Council of Shopping
Centers (ICSC), has offered the Shopping Center Security Terrorism Awareness
Training Program for 10 years.
The
five-hour course funded through LSU NCBRT/ACE’s DHS’s Homeland Security National
Training Program is designed to provide shopping center security professionals
knowledge to help prevent and mitigate potential terrorist attacks at shopping
centers.
According to NCBRT Associate Director Jason Krause, shopping center security
remains a top concern for many in the emergency response community.
“We have really enjoyed the partnership with ICSC and I believe together we have
increased the robustness of the shopping center security community’s capability
in regards to terrorism and other active threats,” Krause said. “This year marks
the third update and DHS recertification for the course. The Shopping Center
Program has had record participation in 2019 with just under 3,000 students
this year. We are excited to celebrate our 20,000th completion
sometime in the next few months.”

Violent Crime in 2018

Security, NY incident leave some unsettled after ‘Joker’
Extra layers of security, intense on-screen action and a frightening incident
inside a New York theater combined to create an unsettling experience for some
moviegoers who went to see “Joker” on its opening weekend. A young man who was
loudly cheering and applauding on-screen murders sent some people heading toward
exits in a crowded theater in Manhattan’s Times Square on Friday night.
Other patrons yelled at the man, who spit on them as they left early.
Social media users posted photos of police, security sweeps and safety notices
at theaters in California and Florida. And in Tennessee, a
drive-in theater banned moviegoers from wearing costumes to a screening of the
R-rated “Joker,” which set an all-time box-office record for an opening weekend
in October with $96 million.

Two OSHA Whistleblowers
OSHA: Four Idaho Dollar Tree Stores Fined $898,682
Exposing Workers to Hazards - Blocked Exits & Unsafe Stacking of Boxes
OSHA inspectors initially responded to a complaint alleging that a Dollar Tree
store in Boise was exposing employees to unstable stacks and piles of boxes in
the store’s stockroom. Soon after, OSHA received another complaint alleging
similarly unsafe conditions at Dollar Tree locations in Caldwell, Nampa and
Meridian.
OSHA cited Dollar Tree for violations related to blocked aisles and exit routes,
unsafe storage and stacking of boxes, blocked electrical panels, improper use of
a ladder, and exposing workers to falls from heights. The citations can be

"Dollar Tree Stores has a history of exposing their employees to safety and
health hazards," said Loren Sweatt, Principal Deputy Assistant Secretary for
Occupational Safety and Health. "Improper storage of merchandise creates
unnecessary risks for employees, while blocked exits pose serious risks to the
safety of employees and customers in an emergency."
The company has 15 business days from receipt of the citations and penalties to
comply, request an informal conference with OSHA's area director, or contest the
findings before the independent
Occupational Safety and Health Review Commission.

The History of the Loss Prevention Furniture Alliance
Founded
by Patrick Burns, Vice President Loss Prevention at Bob’s Discount Furniture,
and Mike Case, Senior Director of Loss Prevention at Art Van Furniture, the
Loss Prevention Furniture Alliance (LPFA) focuses on protecting company assets,
improving profits, driving sales and improving operational efficiencies.
According to Case, “even though we are competitors in the furniture retail
vertical, we have the same issues, concerns and challenges when it comes to
fighting fraud, internal and external theft, workplace violence, safety and even
logistics issues.”
After a few months of networking, the LPFA was officially launched in December
of 2017 with participation from three furniture retailers and, in just two
years, has doubled to six. The group currently represents territories spanning
several hundred retail locations and numerous distribution facilities. In
addition to Bob’s Discount Furniture and Art Van Furniture, other members come
from such companies as American Signature and American Freight & Furniture.
Additional growth is expected as the group continues to gain traction and trust

Embracing Solar
Target and Walmart are trying to out-green each other in proving to customers
they are environmentally responsible businesses.
Target is so serious about being viewed as a friend of the planet that by
November, the company said, it will have erected rooftop solar panels on 500 of
its stores in the United States. That’s more than one-quarter of its total 1,855
stores, and Target expects to reach that goal one year earlier than projected.

Warehouse Giant Blackstone Group Buys Colony Capital's 465 "Last Mile"

They have a total of 60 million square feet and are located in 26 U.S. markets,
with particular concentrations in Dallas, Atlanta, Florida, northern New Jersey
and California.
Blackstone, one of the world’s biggest property investors, became one of the
largest owners of U.S. logistics properties in June when it purchased the U.S.
warehouses of Singapore-based GLP for $18.7 billion.
As
Reuters reports, “companies are spending billions of dollars to snap up
logistics assets as a surge in e-commerce activity spurs demand for delivery and
warehouse services.”
“Last-mile logistics real estate continues to become an increasingly critical
component of the global supply chain,” said Lew Friedland, managing director of
Colony Industrial.

How to make decisions like a U.S. general
Decisiveness is a key quality in a good leader. But effective leadership
requires more than that.
One of the most important jobs of a leader is to make decisions. While this
sounds straightforward, our brains aren’t always willing to cooperate, say Leo
Tilman and General Charles Jacoby, authors of
Agility: How to Navigate the Unknown and Seize Opportunity in a World of
Disruption.
“We know from behavioral science, that human beings are naturally reluctant to
make decisions because of the fear that the downside of change is going
to outweigh the upside,” says Tilman. “There are deep evolutionary forces in
play, and leaders and organizations must devote a concerted effort to overcoming
them—and doing so consistently.”
Decisiveness is the ability to make timely and gradual decisions when challenges
or opportunities arise. It requires taking deliberate action. “A leader’s first
responsibility is to make decisions,” says Jacoby. “It’s the most important task
for a leader. The most difficult series of decisions to make are the ones where
there is an opportunity or a threat that’s been detected that requires a
deliberate action on the part of the leader and the organization.”

What the CFO's are reading:
Is Data Security Risk Crowding Out Other Priorities?
Research into finance executives' concerns consistently finds that they're
prioritizing the safety of data above all other matters.
It may be difficult to judge whether contemporary CFOs’ tight focus on
data privacy and security is a value-add or a strictly defensive posture
that limits their engagement in value-add activities. Either way, study after
study shows that among the multitude of concerns finance chiefs must grapple
with today, it’s become their chief one.
Most recently, management consulting firm Protiviti
surveyed 817 CFOs and other finance leaders worldwide, asking them to
prioritize 40 different aspects of finance. Participants rated each aspect on a
10-point scale. More than 8 in 10 (84%) of them rated data
privacy/security an 8, 9, or 10. Next on the list was enhanced
data analytics (79%).
CFOs’ strong attention to this risk takes into account their awareness that data
breaches are commonplace today as well as a lack of confidence in their ability
to drive adequate defenses, according to Protiviti.
Unlike their handling of other financial-related risks and controls, Protiviti
noted, finance leaders typically rely on others — i.e., IT and security teams —
to articulate and implement specific controls for and protections against
cyber-risk.
That dynamic drives many CFOs to be involved in the process of procuring
cyber insurance to help mitigate this risk.
62% of CFOs and finance vice presidents said their budget for data privacy and
security increased for 2019, compared with 16% who said it decreased.

U.S. Department of Justice Asks Facebook Not to Implement End-to-End Encryption
The Department of Justice published an open letter to Facebook from
international law enforcement partners from the United States, United Kingdom
and Australia in response to the company’s publicly announced plans to implement
end-to-end-encryption across its messaging services.
Addressed to Facebook’s CEO, Mark Zuckerberg, the letter requests that Facebook
not proceed with its end-to-end encryption plan without ensuring there will be
no reduction in the safety of Facebook users and others, and without
providing law enforcement court-authorized access to the content of
communications to protect the public, particularly child users.

Use of end-to-end encryption, which allows messages to be decrypted only by end
users, leaves service providers unable to produce readable content in response
to wiretap orders and search warrants. This barrier allows criminals to avoid
apprehension by law enforcement by limiting access to crucial evidence in the
form of encrypted digital communications. The use of end-to-end encryption and
other highly sophisticated encryption technologies significantly hinders, or
entirely prevents serious criminal and national security investigations.

More than 60% of spam activities originate from US, Russia, Ukraine
First & largest publicly available 10 year dataset of its kind
Spamming activities that originated from the United States, Russia, and Ukraine
collectively contributed to more than 60% of all spam activities between 2007
to 2017, according to new cybersecurity insight developed by researchers
from CSIRO's Data61.
The
FinalBlacklist [PDF], announced at Data61+ Live on Wednesday, has been
created using a total of 51.6 million malicious online activity reports and
662,000 unique IP addresses worldwide.
Researchers at Data61 used machine learning techniques to categorise the
malicious activities examined as part of the report into six classes: malware,
phishing, fraudulent services, potentially unwanted programs, exploits, and
spamming.
The research also identified that the top three networks associated with
what was dubbed as the "highest lifestyle" – or as Kaafar explained the most
difficult threat to remove – had originated from China.
At the same time, Kaafar said the research observed how malware activities were
distributed across IP addresses, and pinpointed that one cloud server hosted
in Amazon was the "most repeated offender with high volumes of exploits".
Other trends that the research uncovered included how malicious activities
have consistently been the dominant class of cyberattacks over the decade
that was examined. It started with a couple of hundred reports a day, to
around a million activities a day," he said.
On phishing, the report showed how it started to emerge in 2009,
which coincided with the increased adoption of smartphones, and according to
Kaafar, phishing grew to a volume that represented almost 30% of all
malicious activity in 2017.
According to Kaafar, the analysis of the retrospective dataset will be made
publicly available to drive not only further research, but be used to
predict future cyberthreats.

Online shopping: 'Easiest way' fraudsters can lure you into costly scams online
According to research by McAfee, 45 per cent of people have either fallen
victim or know someone who has fallen victim to online fraud or hacking,
resulting in money being stolen from their account. Last year, an average of
$893 per person was lost to these criminals in the UK, the findings show.
McAfee said that one respondent reported that over $59,000 was stolen from their
bank account.

Online holiday shopping to overtake in-store for first time, survey finds
In its annual Holiday Outlook, PricewaterhouseCoopers LLP found that 54
percent of respondents will opt for the convenience of their smartphones,
laptops and PCs, and even in-home voice assistants, compared with 50 percent
last year.
Retailers have been beefing up their online capabilities for years by investing
in e-commerce websites, mobile apps and delivery services to boost digital
sales. This year, Americans are spending about 6.3 hours a day using digital
media, up 7 percent from last year, PwC said in the outlook, citing Mary
Meeker's annual Internet Trends report from June.
As e-commerce takes up more of the market, retailers with a brick-and-mortar
focus including Forever 21, Barneys New York and Diesel USA have sought
bankruptcy protection. Others, including Payless ShoeSource and Charlotte Russe,
have shut down completely.

Walnut Creek, CA: Five Arrested in Walnut Creek in Connection with Lululemon
Store Thefts
Five people were arrested in connection to a Sept. 13 "grab-and-run" theft at
the Lululemon store in Broadway Plaza in Walnut Creek, police said Saturday. A
vigilant citizen witness, police said, had given police a description of a
vehicle that fled the scene after that theft, which police said involved $7,600
in merchandise from the Lululemon store. Police said the same vehicle had been
involved in a $4,000 from the same store a week earlier.

Laredo, TX: Man charged with theft of $33,000 worth of Tequila Patron
Manuel Alejandro Martinez, 32, was arrested on Wednesday in the 1000 block of
San Rio Boulevard and served with an arrest warrant that charged him with cargo
theft. The case unfolded at about 12:17 p.m. Sept. 19, when police officers
responded to a theft report. The complainant stated that a pallet of Tequila
Patron had been stolen. Authorities said the pallet contained 1,014 bottles
valued at about $33,000. An investigation revealed that the pallet was left
behind in a trailer that was eventually removed from the yard, according to
police. Investigators identified the suspect as Martinez via surveillance
footage.

Albany, GA: Pilot Travel Center manager complains about reoccurring theft;
totaling over $5,000
Employees
at the Pilot Travel Center on Cordele Road say they're tired of a recurring
thief coming in and stealing. Retail manager Sheralyn Davis says they've made
numerous reports to the Albany Police for several weeks. Yet he still continues
to come back. Employees at the gas station say they've seen this man come in
several times and steal, and its been happening randomly for years. "A couple
years ago he was stealing the truck oil," Davis shared. "But now its more less
he's coming for chargers, power banks just random stuff." Davis says all the
stealing has started to add up. "We have did numerous reports on him and it has
equaled up I think right at $5000 worth of reports added up all together," Davis
said.

Willis broke into the store of a firearms licensee in Loves Park on Dec. 15,
2017, and stole approximately eleven firearms. On Dec. 27, 2017, Willis
and another individual broke into the store of the same firearms licensee again
and stole an additional 13 firearms. Willis and the other individual also
attempted to break into the store of a second firearms licensee in Loves Park on
Dec. 26, 2017.
On Jan. 3, 2018, Willis, co-defendant MARTAEVIEN Q. STEVENSON, 21, also of
Rockford, and a third individual broke into the store of a firearms licensee in
Belvidere, and stole 30 firearms. Stevenson admitted to attempting to
break into the firearms licensee store a second time on Jan. 8, 2019. Willis,
Stevenson and other individuals also attempted to break into the firearms
licensee’s store a third time on Jan. 10, 2018.

Houston, TX: 2 masked gunmen murder Valero store clerk; search underway
Investigators with the Houston Police Department are looking for a pair of
killers early Monday. Police responded to the Valero gas station at 2800 Reed
near Highway 288 after reports of a robbery and shooting. Officers found the
store’s clerk dead at the scene. Police said there were witnesses to the
shooting, but right now the description of the suspects is vague.

Jacksonville, FL: Police Officer kills man who sprayed him with 'unknown
substance' outside Walmart
A man is dead after he was shot by an officer outside of a Walmart in North
Jacksonville late Friday night, the Jacksonville Sheriff's Office said. Police
were dispatched to a disturbance call at the Walmart on City Square Drive at the
River City Marketplace after 10 p.m. JSO said a man inside the store was making
employees feel uncomfortable. The man was asked to leave by employees, but
refused. When the man eventually left the building, an officer approached him.
When that happened, the man crouched down as if he was hiding something, keeping
one hand out of the officer's view, police said. JSO said the man then sprayed
the officer in the face with an unknown substance. The officer then fired three
shots, killing the man.

Kansas City, KS: Bar shooting that left 4 men dead, 5 wounded
The two men walked into the Tequila KC bar around 1:30 a.m. Sunday with handguns
and started shooting, police said. Police haven't named the suspects, but
released security camera images of them. Police said witnesses told
investigators that the shooting may have stemmed from an argument that occurred
inside the bar hours earlier.

Federal Way, WA: C-store owner calls for more Police; man was shot and killed
outside his store
A 36-year-old man was shot and killed early Sunday morning outside a gas station
convenience store in Federal Way. It's the third shooting in Federal Way in just
a matter of days. The shooting on SW Dash Point Road happened in the parking lot
of Sukhjit Singh Minhas' convenience store. He said his employee called him from
inside the store just after 2 a.m.

Santa Maria, CA: Police investigate deadly shooting at taco restaurant
Santa Maria Police is investigating a shooting that left one man dead. It
happened Sunday afternoon, crews were dispatched to 805 Tacos. Police said no
arrests had been made and the investigation is still on going.

Detroit, MI: Grocery store Security Guard involved in double shooting
A security guard at a grocery store was taken into custody Sunday night, accused
of shooting two people outside of the store. The incident happened at about 6
p.m. near the intersection of Joy and Greenfield roads on Detroit's west side.
An argument started between a woman and the security guard. Witnesses said the
woman told the security guard she was going to call her boyfriend. Police said
the woman's boyfriend showed up and the three started arguing inside. When the
couple left the store, the security guard followed them. According to
authorities, the security guard shot the man as he was on a motorcycle. Police
said the woman pulled out her own weapon and was shot by the security guard. The
man and woman were rushed to a hospital, where they are listed in serious
condition.

A Decatur store owner who tackled a shoplifter was left with a large cut to his
head after being repeatedly punched in the face Saturday afternoon, according to
police reports.

Port Charlotte, FL: Woman hides in store’s ceiling to avoid shoplifting arrest
A Florida woman faces multiple charges after authorities say she climbed into
the ceiling of a Big Lots store to avoid a shoplifting arrest. A Charlotte
County Sheriff’s Office news release says 37-year-old Kristina Perkins went into
the store’s restroom on Friday and removed some tiles so she could climb into
the ceiling. Deputies removed tiles from several spots in a five-hour effort to
catch Perkins. The news release says she ignored commands to come down and
instead moved to other sections of the ceiling. A deputy stayed behind when the
search was called off and saw Perkins climbing down from the ceiling. She was
arrested on charges of criminal mischief, petit theft and resisting law
enforcement.

College Station, TX: Three Academy Sports Shoplifters arrested after pulling gun
on Good Samaritan attempting to assist Loss Prevention
Three people have been arrested after being accused of shoplifting and armed
robbery at a sporting goods store in College Station. The man said he saw the
store employee chasing after two people with store merchandise and tried to
block them in with his car. One of the suspects pointed a gun at the man and
threatened him. The man backed off and the suspects fled the parking lot.
College Station Police and Texas DPS made the traffic stop. Merchandise was
recovered from Dillards, Marshalls and Academy Sports.

Getting advice from trusted friends, family members, co-workers and former
bosses is always a great thing to do and, quite frankly, it can help you to see
more clearly. But remember, at the end of the day it's your decision to make and
it's your decision that you have to live with. Your friends, co-workers, and
former bosses won't be living with the consequences, but your family will be. So
you've got to be more sensitive to their advice. Advice is easy to give, hard to
follow and almost impossible to live up to. And everyone has a lot of advice to
give; it's the easiest thing to give. Just remember, at 5 a.m. after all the
advice has been given, the mirror may be where the answer lies.
