Leaders discuss organized retail theft at King County Public Safety Summit
Theft and larceny happen every 3.6 minutes in
Washington, according to a King County Police Chiefs study conducted
in 2023.
The
crime rings escalating Washington’s organized retail theft are so thorough,
that they can end up forcing a store to move locations or even go out of
business.
Washington was ranked as the state most impacted by
organized retail theft, causing billions of dollars in losses. To
reduce the threat of this issue increasing, regional leaders, law enforcement,
mayors, business owners, organizations, and prosecutors gathered to discuss
solutions.
Wednesday was the first ever King County Public Safety Summit on Organized
Retail Crime. The event, held in Redmond, focused on creating a long-term
public-private partnership to prevent, deter, and hold accountable the thieves
involved in organized retail crime in King County. The goal is to expand this
partnership statewide.
To allow accessible collaboration, the new Organized Retail Crime Resource
Hub was also launched. It’s a website for businesses and law enforcement to
offer resources concerning retail theft. The resource hub is designed to help
public and private entities work together more efficiently and effectively
across jurisdictional boundaries. This will help ensure criminal thefts are
detected before thieves strike again.
The Retail Industry Leaders Association estimates Washington experienced
nearly $3 billion in retail theft in 2021, the second highest in the nation
per capita.
Retail theft and commercial burglaries were one of the top two public safety
concerns facing a majority of jurisdictions in King County, according to a
King County Police Chiefs study conducted in 2024.

Theft
Natural Grocers closing Denver store due to “theft & safety issues”
Natural Grocers is permanently closing its store at Colfax Avenue and
Washington Street on Oct. 31.
The grocery chain, which is based in Lakewood, announced on Wednesday that the
downtown Denver store will be closed due to "retail
theft and safety issues impacting the store's performance."
It's one of 46 Natural Grocers stores around Colorado.
"Despite our investment in security and loss prevention strategies over the
years, these factors have continued to challenge our ability to operate our
store safely and sustainably, and we have made the difficult decision to
close our doors at this location," said Kemper Isely, the company's
co-president, in a news release.
The chain is "committed" to its customers at its six other Denver stores,
the release said. If affected workers can't get a transfer to another store,
they'll receive severance pay and transition health benefits. Closing sales
start at the Colfax location on Friday, with 10 percent storewide discounts.

CA's ORC Law Is Now Permanent
Governor Gavin Newsom Signs Five LADA-Sponsored Public Safety Bills Into Law
California’s organized retail theft law is now permanent under LADA-sponsored
bill
Los Angeles County District Attorney George Gascón announced today that
California Governor Gavin Newsom signed five LADA-sponsored bills into law
during the 2024 legislative session. The laws are designed to prevent gun
violence in incidents of domestic violence, stalking, or elder abuse; expressly
criminalize AI revenge porn and AI child pornography; and protect kids and
adults from sexually explicit deepfakes on social media.
In August, the Governor signed into law AB 1802, a LADA-sponsored bill to
combat organized retail theft. AB 1802 eliminates
the sunset clause on California’s Organized Retail Theft statute, ensuring
prosecutors can continue to charge organized crime rings under this law.
Since 2019, LADA has filed more than 1,500 organized retail theft charges. AB
1802 was introduced by Assemblymember Reggie Jones-Sawyer (D-South Los Angeles).

Latest RetailNext report reveals Gen Z's $360 billion power push for fast,
tech-driven, in-store shopping experiences paralleling the digital world.
The big standout was that Gen Z expects the same experience in a physical
store as when they shop online. “Gen Z lives at the intersection of digital
and physical worlds — they’re not abandoning in-store shopping — instead,
they’re demanding it evolve,” RetailNext
said in the report. “Their frustrations with long lines, crowded spaces, and
out-of-stock items reflect a deeper need: they want stores to work for them like
the digital world does — instant, personalized and frictionless.”
“Gen Z has grown up in an age where everything is on demand, and yet, when they
walk into stores, they feel stuck in a system that hasn’t caught up,” the
report’s authors said. “Retailers who can’t adapt risk
losing this generation to the more fluid and responsive e-commerce spaces they
trust. Gen Z isn’t just a consumer group — they’re a force pushing
brick-and-mortar stores to become smarter, faster and more intuitive.”
These preferences may explain another data point revealed in the survey: while
Gen Z loves to shop in physical stores, they often leave empty-handed.
The survey showed that 69 percent of Gen Z shop in brick-and-mortar stores
weekly. “Yet, they’re leaving those stores empty-handed more often than any
other group due to the heightened frustrations that hinder their willingness
to complete purchases,” the report noted, adding that 66 percent of Gen Z “cited
long lines as their biggest pain point, followed closely by crowded aisles (55
percent) and difficulty finding items (47 percent).”

US dock workers agree on deal with port operators to end strike
International Longshoremen’s Association announces agreement for wage hike
and immediate work resumption
The US ports strike that shut down shipping on the east and Gulf coasts for
three days came to an end on Thursday after dock workers struck a tentative
deal with port operators.
The International Longshoremen’s Association (ILA) announced that the union
had reached an agreement with the United States Maritime Alliance (USMX) on
wages, suspending their walkout until January. Work would resume
immediately, the union said.
The strike – which involved 45,000 workers across 36 ports, from Texas to
Maine – was the first to hit the east and Gulf coast ports of the US since
1977.
The tentative agreement is for a wage hike of around 62%, a source
familiar with the matter told Reuters. Both sides said in a statement they would
return to the bargaining table to negotiate all outstanding issues.

is entering the final months of 2024 a very different company than it was
heading into the summer. Its products, underlying business and addressable
market are unchanged, but after it caused one of the largest IT outages in
history, CrowdStrike finds itself operating from a vulnerable position.
“CrowdStrike remains one of the most respected names in cybersecurity, but
this incident has undeniably tarnished its reputation,” said Mauricio
Sanchez, senior director of enterprise security and networking research at
Dell’Oro Group.
The company generated goodwill in the wake of its defective software update by
quickly accepting responsibility and apologizing for the faulty configuration
update. CrowdStrike is taking steps to contain some of the fallout and earn
back trust, but company leaders acknowledge that effort is a long game.

Private US companies targeted by Stonefly APT
Undeterred by the indictment issued against one of its alleged members, North
Korean APT group Stonefly (aka APT45) continues to target companies in the US,
Symantec threat analysts warned.
Also known as Andariel and OnyxFleet, Stonefly has been linked to the linked
to the Reconnaissance General Bureau (RGB), a North Korean military intelligence
agency.

malware exhibits distinct shared characteristics over time, including the re-use
of code, unique custom encoding, and passwords. APT45 leverages a library of
malware tools which are relatively distinct from other North Korean activity

250K Holiday Hires
Amazon wants to hire 250K for the holidays again
For the second consecutive year, the company is planning a major round of
hiring to sustain its operations during retail’s busiest quarter.
Amazon wants to hire 250,000 full-time, part-time and seasonal workers for
customer fulfillment and transportation positions across the U.S., the
company said in a Thursday press release.
All seasonal employees make at least $18 per hour. Full-time employees
are also eligible for first day benefits that include health care coverage and
education tuition assistance. With benefits, the company said its average total
compensation for fulfillment and transportation employees is over $29 per hour.
Amazon said nearly one-third of people who come to work at the company as a
holiday hire return. The company also said applicants can receive a
contingent job offer immediately after applying for an open position.
Amazon’s latest hiring announcement mirrors the company’s position from last
year, when it sought to hire a similar number of people ahead of the
holidays. As of June 30, Amazon said it employed over 1.53 million people,
excluding temporary workers and contractors. That’s up 5% from Q2 of last year.
The company joins many other retailers that have recently made noteworthy
holiday hiring announcements. They include Target, which wants to bring on
100,000 seasonal workers; Macy’s, which said it has jobs for 31,500 people
across its three banners; Burlington, which is seeking 24,000 people; and J.C.
Penney, which is seeking 10,000 seasonal staff. Walmart said it’s been hiring
throughout the year but hasn’t announced a specific number.

UK: Consumers starting to fall out of love with online shopping: new research
New research from Sony has looked into the priorities and preferences of
both retailers and consumers across Europe, revealing the beginning of a shift
in omnichannel balance between in-store and online shopping.
We may be seeing the start of a shift in this story as of those European
retailers surveyed, 50% hadn’t experienced any closures in the last twelve
months (44% in the UK) and, in fact, 3% had even seen new store openings
(only 1% in the UK).
Just over half (57%) of consumers across Europe – and 49% in the UK - stated
that the rising cost of living was stopping them from shopping in-store. And
with over half (57% across Europe; 53% in the UK) also agreeing that the biggest
draw for using online shopping is the attractive pricing with lower premiums,
the story is becoming clearer. Part and parcel of online retail’s aggressively
cheap go-to-market is the ability to follow a customer's wants, desires and
activities through automated online customer journeys that can almost guarantee
a sale by putting the right product and the right price under a customer's nose

Ventura County, CA: 16 arrested in Southern California retail theft bust
Authorities arrested 16 people during a massive retail theft bust in Ventura
County, officials announced Wednesday. The operation focused on retailers in
Newbury Park. Authorities from the Ventura County Organized Retail Theft Task
Force worked alongside loss prevention officers at Home Depot, TJ Maxx and
Target stores to catch retail thieves. During the two-day “blitz,” which took
place from Sept. 20-21, deputies arrested 16 suspects on a variety of charges
including shoplifting, retail theft, child endangerment, possession of drug
paraphernalia, identity theft and more. Nearly $2,000 worth of stolen
merchandise was recovered along with burglary tools and methamphetamine,
authorities said.

Windsor, ON, Canada: Police arrest 15 in retail theft investigation
Windsor police have continued their crackdown on suspected shoplifters. Officers
with the Problem-Oriented Policing (POP) Unit worked with the loss-prevention
staff at two Windsor businesses last week. During a three-day operation, 15
people were arrested for retail theft. Inspector Jennifer Crosby said the idea
that shoplifting is a victimless crime is nothing but a myth. "Thieves can often
become aggressive and even lash out physically at store employees. The financial
costs are also enormous and are ultimately passed on to the customers," said
Crosby. A total of 20 charges were laid, and $725 worth of stolen merchandise
was recovered. A similar collaboration between police and loss prevention staff,
from September 18 to 20, resulted in 19 arrests.

Milwaukee, WI: Accused Serial Shoplifters; 3 women charged, 1 on the run
Three Milwaukee women are accused of being serial shoplifters and stealing
thousands of dollars worth of merchandise from stores over several months. The
accused include 23-year-old Makayla Jones Spencer, 22-year-old Tajla Smith and
19-year-old Martrese Robinson. Robinson remains on the run. The three defendants
face the following charges: Felony retail theft, 9 counts (Jones Spencer),
Felony bail jumping, 18 counts (Jones Spencer) Felony retail theft (Smith,
Robinson), Felony bail jumping, 2 counts (Smith) . According to the criminal
complaint, Makayla Jones Spencer and Tajla Smith "have been well-known and
prolific retail thieves at multiple retail stores in the state of Wisconsin
since the beginning of 2019. Both have been identified by staff as regularly
stealing" from Kohl's, Marshals, Walgreens and Burlington in Milwaukee County.

Philadelphia, PA: 1 killed, 1 hurt after shootout during apparent attempted
robbery in Philadelphia corner store
A 36-year-old man is dead after two people allegedly tried to rob him inside a
candy store in Philadelphia's Mantua section. Police are now searching for the
two suspects who then crashed into a SEPTA bus while fleeing the scene. One of
the attempted robbers was also hurt in an apparent shootout with the victim
during the incident. It happened at around 10 p.m. on Wednesday at 40th and
Brown streets. Investigators said the tables were turned on a 17-year-old who
was shot multiple times while he was allegedly trying to rob a man inside a
corner store. That teenager survived, but the man was shot and killed.

Tallahassee, FL: Hemp store owner says fatal shooting was 'out of self defense'
during robbery
An owner of the Florida Hemp Distribution store, which became the scene of a
homicide investigation Friday, says the fatal shooting was "out of self defense"
during an attempted robbery. In the hours after Hurricane Helene passed through,
the Tallahassee Police Department responded to a shooting at the hemp store
located at 220 West Tennessee Street just before 6 p.m. Co-owner Alex Petrick
said two men entered the store and approached the only employee working at the
time, forcing the employee to pull out his firearm. The employee ordered the men
to leave. "Leave, leave. Don't make me do this," the employee told the would-be
robbers, according to Petrick. Petrick said the suspect continued to advance
toward him until the employee's back was against the wall and he fired.

Beaumont, TX: Update: Two Plead Guilty to killing C-Store Clerk
Two men that killed a Beaumont convenience store clerk during a robbery have
pleaded guilty to federal firearm violations. 27-year old Larry Hagan, of
Houston, and 20-yeear old DeAndre Robinson, of Beaumont pleaded guilty to
possessing and discharging a firearm. On December 29th, 34-year old Sheikh
Abri-Hossin, a clerk at the Kris Food Mart at Delaware and Gulf was shot and
killed during a robbery. Hagan and Robinson both face up to life in prison.
