$1 billion-plus riot damage is most expensive in insurance history

The vandalism and looting following the death of George Floyd at the hands of the Minneapolis police will cost the insurance industry more than any other violent demonstrations in recent history, Axios has learned.

The protests that took place in 140 U.S. cities this spring were mostly peaceful, but the arson, vandalism and looting that did occur will result in at least $1 billion to $2 billion of paid insurance claims — eclipsing the record set in Los Angeles in 1992 after the acquittal of the police officers who brutalized Rodney King.

A company called Property Claim Services (PCS), a unit of Verisk Analytics, has tracked insurance claims related to civil disorder since 1950. It classifies anything over $25 million in insured losses as a "catastrophe," and reports that the unrest this year (from May 26 to June 8) will cost the insurance industry far more than any prior one.

That number could be as much as $2 billion and possibly more, according to the Insurance Information Institute (or Triple-I), which compiles information from PCS as well as other firms that report such statistics.

The protests related to George Floyd's death are also different because they are so widespread. "It's not just happening in one city or state — it's all over the country," Loretta L. Worters of the Triple-I tells Axios. "And this is still happening, so the losses could be significantly more." axios.com

Walgreens murder suspect was recently removed from electronic monitoring

Several families of Chicago violence victims protested Thursday in front of Cook County State's Attorney Kim Foxx's downtown office. The families made several demands that included better funding for the witness protection program to help solve crimes. The group also demanded Foxx do a better job at filing charges in criminal cases investigated by CPD.

Some parents are now asking for the federal authorities to take over their cases instead.

Foxx has recently faced criticism for decisions to release convicted criminals early from their prison sentences.

On Wednesday, the family of Olga Maria Calderon, who was fatally stabbed while working at a Wicker Park Walgreens, held a press conference and said her death could have been prevented. The family has hired attorneys and said they are reviewing their legal options.

Sincere Williams, 18, has been charged with her murder. Police believe his intention was to rob the store but it escalated to murder. Police also believe he is responsible for other crimes in the area and an armed robbery at the same Walgreens days before the attack.

"What we wanna know is, why would the state's attorney allow a person who robbed a gun store be allowed to walk free to commit other crimes?" said attorney Frank Sommario. "If it is because he is schizophrenic, as is reported in the news, then why wasn't he required to be electronically monitored while getting the necessary medical or psychological treatment?" abc7chicago.com

Why wildfire smoke may increase the risk of COVID-19

As wildfires continue to burn in California, researchers say they may be adding fuel to another emergency: the pandemic. Parts of the Golden State have been buried in a blanket of smoke for weeks. Wildfire smoke is a mixture of many pollutants, but the majority consists of tiny particulate matter called PM2.5, which can also be produced by cars and power plants. In April, researchers at Harvard found that just a small increase in this kind of air pollution led to an 8% jump in the death rate from COVID-19.

Studies have shown that air pollution from these tiny particles can increase the risk of death in older adults from other causes, but the Harvard researchers found the increase from COVID-19 was 20 times larger. Nearly 60 percent of COVID-19 business closures are permanent: report
Nearly 60 percent of businesses that closed nationwide during the COVID-19 pandemic are never reopening again, according to a report.

The vast majority of those businesses are restaurants and gift stores, according to Yelp’s Local Economic Impact Report, a monthly survey of business listings.

As of Aug. 31, 163,735 businesses were listed as closed, with 97,966 of them permanent closures — a 23 percent increase from July 10, the report said.

Within the retail sector, permanent closures of bars and nightclubs grew by 10 percent since July, while closures of beauty related shops grew by 23 percent over the same period. Fitness club closures grew by an alarming 23 percent.

Cal/OSHA will create emergency COVID workplace safety rules
After months of discussion, California’s Division of Occupational Safety and Health
will move forward with emergency statewide standards to address what worker advocates have been calling “an occupational health emergency.”

A seven-member board appointed by Gov. Gavin Newsom voted unanimously Thursday to begin creating standards that would require employers to take stricter precautions against COVID-19.

NYC murders and gang violence surged over past year, data reveals
New York City saw a spike in murders over the last year — and a more than
50 percent surge in gang violence, according to data released by City Hall on Thursday evening.

More than 350 New Yorkers lost their lives to
murder in 2020 — an increase of 27 percent from last year, NYPD data included in the Mayor’s Management Report shows.

Overall, the city recorded a slight 1 percent increase in major felonies compared to 2019 — but that uptick included the jump in murders and a
20 percent rise in burglaries, or 2,176 more than last year, the report states. Robbery's up 7%.

Other major felonies were down, including forcible rape, which decreased by 17 percent, and
grand larceny which declined by 8 percent, according to the report.

The report doesn’t provide data on shootings specifically, though the city has been gripped by a gun-violence epidemic, with at least
1,000 cases of gunplay tallied so far since Jan. 1, according to numbers previously released by the NYPD. nypost.com

The All-Party Parliamentary Group on Retail Crime is to keep the ‘pressure on’
to ensure that members of the retail industry are protected from crime.

The group, which met on 15 September, discussed the
Call for Evidence on Violence against Shopworkers, the Sentencing Council Consultation, and Alex Norris’s Assault on Retail Workers Private Members Bill.

APPG chairman, Steve McCabe, said: “Up until now,
there is a clear loss of trust from members of the retail industry because of the lack of justice dished out to perpetrators. However, the APPG is successfully putting the case forward for changes to be made, and we will continue to make this case until retailers feel safe in their shops.”

He added: “We are pleased that the Minister of Policing has now written to PCCs and chief constables setting out that the
theft of goods valued up to £200 from a shop should be prosecuted as a criminal offence and that the government are going to look at the effectiveness of s176, which encapsulates this threshold, of the Anti-Social Behaviour, Crime and Policing 2014 Act as part of the post-legislative scrutiny of the act.”

Central England Co-op trials staff body cameras in two stores
Central England Co-op is trialling staff bodycams in two of its stores in a bid to tackle retail crime. Following in the footsteps of the Co-op and Waitrose, the society has begun the trial in its Erdington and Great Barr stores and expects it to last between six and eight weeks. If successful, the cameras could be rolled out across its other stores to deter threats and acts of violence towards colleagues and security guards.

The retailer said assaults towards staff had jumped by 100% since the start of the year, with threats and intimidation up 25% and verbal abuse up 175%. DOJ Fines Conn's for Charging Servicemembers Excess Interest
Conn’s, a furniture, mattress, electronics, and appliance store chain headquartered in the Woodlands, Texas, has retail stores in over 130 locations in at least 14 states. This is the Justice Department’s first SCRA case against a consumer retail store.

The Justice Department reached an agreement today with Conn Credit I, LP, Conn Appliances, Inc. and Conn’s, Inc. (Conn’s), to resolve allegations that they violated the Servicemembers Civil Relief Act (SCRA) by charging at least 184 servicemembers excess interest on their purchases

The SCRA provides financial and housing protections and benefits to military members as they enter active duty. One of the SCRA’s benefits requires creditors to reduce the interest rate on financial obligations, including retail installment contracts, to six percent if certain conditions are met. Under the agreement, Conn’s must hire an independent consultant, who will determine if any previously unidentified servicemembers were overcharged interest. Conn’s must refund all overcharged interest that it has not already refunded and pay an additional $500 to each affected servicemember. Conn’s must also make a $50,000 payment to the United States. justice.com

An international push continues for the adoption of safe cargo-packing practices to avoid the loss of billions of dollars worth of goods and equipment annually in preventable accidents.

Five international freight transport and cargo-handling organizations collaborated on the newly released CTU Code: A Quick Guide, which condenses their advice on the packing of all types of cargo into 13 pages, and the Container Packing Checklist, which itemizes requirements for the packing of multimodal freight containers in a yes-or-no format.

They said many cases of ship fires and container stack failures, vehicle rollovers and train derailments can be traced to poor packing practices. InstaKey has plenty of long-standing partnerships with clients. Some began as far back as 20 years ago. On any given day at our headquarters, you'll hear InstaKey employees tossing reminiscent client stories back and forth through office walls and down hallways. Remembering these warm and fuzzy moments reminds us why we get up every morning - to support our client's businesses, making them more secure, in the most efficient, cost-effective way possible.

There is one such client story that was being tossed around just a few days ago. It's a 15-year-old story about how InstaKey made a big difference for Sprint (Sprint Nextel, at the time) stores in the New Orleans area, in disaster recovery efforts after Hurricane Katrina. It still comes up from time to time, especially around this time of year. The situation in which this story was based is not as warm and fuzzy as we would like, but the story has a good ending.

U.S. curbs use of WeChat and TikTok, citing national security
The U.S. will ban some transactions over the Chinese-owned WeChat app while prohibiting new downloads and updates of the app as well as TikTok’s app starting Sunday.

Commerce Secretary Wilbur Ross said Friday that the U.S. will prohibit cash transfers within the U.S. related to WeChat and its parent company Tencent Holdings Ltd. Other measures prohibited as of Sunday include distribution, maintenance and updates of WeChat or TikTok through app stores in the U.S.

The order doesn’t apply to operations or cash transfers outside the U.S., which had been a concern of some U.S. tech companies.

The Commerce restrictions place the onus on Apple Inc. and on Alphabet Inc.’s Google to delete both the TikTok and WeChat apps from their U.S. app stores by Sept. 20. While people who already have the app on their phone won’t be impacted, the apps will be degraded over time if users can’t get access to updates. latimes.com

Editors Column: In 2011 e-commerce in Canada was virtually non-existent because of the lack of competition and lack of retail investment. And basically the Canadian consumer just didn't expect it or demand it. But once the Canadian Push started, spurred on by the Great Recession in the States, the U.S. retailers knowing the country was over-stored had to grow top line sales and the easiest way to do that was to quickly open stores north of the border. And the tail on that dog was e-commerce.

As the U.S. retailers woke up the market and injected fresh competition with a large number of them at the beginning stages of building their e-commerce business, the rest is history.

The rise of e-grocery is the big retail story of the pandemic, according to a new report from Toronto-based Solutions Research Group, with nearly half of all online Canadian households saying they have shopped online for groceries at some point during the past six months.'

Not surprisingly to this writer: 'Grocery is the only sector of Canada’s e-commerce industry not dominated by Amazon, study finds.' And that's because Amazon has been viewed as a new comer from the States and that outsider - soft distrust for American's - is also impacted by their strong loyalty to their home town brands where their family members work.

The report said
the online grocery battle is “far from decided” in Canada. While more than a quarter (26%) of online grocery shoppers purchased from grocery banners controlled by Loblaw Companies Limited (including Real Canadian Superstore, Loblaws/Instacart and Maxi), both Walmart (17%) and Amazon (11%) are also in the mix, followed by Empire/Sobeys (10%) and Metro (5%).

Nearly
half of the country’s online households (47%) now have an Amazon Prime membership, up more than 10 percentage points (25%) from 36% in May 2019. canadiangrocer.com

Why Everything Is Sold Out

The pandemic broke online shopping.

Since millions of Americans started spending a lot more time at home, many of them have been making very similar decisions about how to do so comfortably. That has helped create supply issues in all sorts of categories:
food, cleaning products, medication, exercise equipment, outdoor gear, furniture and home decor, renovation supplies, home electronics, office supplies, loungewear, and beyond. At the start of the year, no one could know that standing desks and kiddie pools would become hot commodities. But this far into the pandemic, shortages aren’t persisting only because of what’s suddenly trendy.

To understand why you still can’t find your preferred migraine medication or your usual brand of dog food, you have to start with where those products begin:
manufacturing. Long before most Americans had a hint of the disaster to come, the inventory of many products began to thin behind the scenes. The United States imported more than half a trillion dollars’ worth of products from China in 2018, about 20 percent of the country’s total annual imports. Georgia Retailers Organized Crime Alliance Annual Conference Goes Virtual:
Celebrates 10 Years With International Attendance

Atlanta, GA -- The Georgia Retailers Organized Crime Alliance (GROC) is celebrating the success of its 10th annual ORC conference. The conference was originally planned to be hosted in-person at the Cobb Galleria Centre in Atlanta, but the curveball that has been 2020 forced GROC to pivot- alas PIVOT 2020: A Virtual ORC Summit was born. GROC partnered with TalkLP to host the event that garnered international attendance on August 27.

Over 400 loss prevention professionals, law enforcement officers, and solution providers tuned in from their homes and offices from 2 countries, 24 states, 3 territories and 73 cities. The always entertaining TalkLP duo, Amber Bradley and Dave Thompson, CFI, hosted the conference live from Atlanta. They even kicked with a special session on the importance of the pivot featuring NBA hall of famer and special guest Dominique Wilkins.

The speaker lineup included Lisa Mitchell, CFI founder of Power Body Language, who joined live from Indiana to coach attendees on Winning High Consequence Conversations. Wicklander-Zulawski’s Joe Wolf, CFI, led a session on a non-confrontational approach to conflict resolution and de-escalation, a very relevant topic during a pandemic, and veteran police chief and motivational speaker Paul Butler inspired conference goers with motivation on leadership, teamwork and the power of positivity.

In true TalkLP fashion, Bradley and Thompson were joined by Scott Glenn of The Home Depot for a TalkLP Podcast exclusive- a candid conversation on leading in challenging times, a crowd favorite.

Update: Savannah, GA: Woman sentenced to Federal prison for Bank, Mail and Wire Fraud, totaling nearly $70,000
A Chicago woman will spend the next five years in federal prison for stealing information from Savannah residents and using it to open credit accounts that funded a fraudulent, criminal lifestyle. Ayondela Moore, 46, of Chicago, was sentenced to the statutory maximum 60 months in prison by U.S. District Court Judge William T. Moore Jr. after pleading guilty to Conspiracy to Commit Bank, Mail and Wire Fraud, said Bobby L. Christine, U.S. Attorney for the Southern District of Georgia. She will be required to pay $68,558.91 in restitution to her victims, and to serve three years of supervised release after completion of her prison term. There is no parole in the federal system. justice.gov


Update: Loss prevention Officer punched, more than $43,000 worth of handbags stolen from Chicago-area Neiman Marcus
Handbags valued at more than $43,000 were stolen from a Neiman Marcus store in a suburban Chicago shopping center. At least 10 people wearing hooded sweatshirts and masks walked into the Northbrook store around closing time Wednesday evening, knocked over glass display cases, grabbed 13 handbags and ran out, police said. Celine handbags were taken, according to the Chicago Tribune. Another 11 handbags valued at more than $31,000 were damaged.

Police are asking for the public’s help in identifying the man who stole an estimated $11,000 worth of cell phones and cash in an armed robbery at a Gastonia mobile store Wednesday night.

Platttsburgh, NY: Walmart $2,100 theft of watches and drones leads to drug arrest
A Plattsburgh man is behind bars after he allegedly stole a display case with expensive merchandise and was then found in possession of crack cocaine. New York State Police have been actively investigating the Sept. 8 theft from the Consumer Square Walmart after someone walked out with the contents of the display case, which contained various watches and a high-tech drone. The value of the merchandise totaled $2,118. Authorities later identified the alleged culprit as Jon M. Walecki, 50, and took him into custody Sept. 10 on charges of fourth-degree grand larceny.

Laurinburg, NC: 4 arrested for stealing $1,700 in merchandise from Bath & Body Works
The Laurinburg Police Department made four arrests this week in connection to reports of larceny from Bath & Body Works. According to a press release, the first report was on Sept. 6 where 41 assorted candles valued at $1,004.50 were taken and then on Sept. 11 when $735 of assorted product was taken. The women fled in a grey in color Ford Fusion and Laurinburg Police were able to intercept the vehicle with the stolen items inside.

Antioch, CA: Police Nab J C Penney $1,700 Grab and Run Suspect
On Wednesday at around 2:30 pm, Antioch Police responded to a report of a theft at JC Penney where they took a man into custody. According to police, the male entered the JC Penney on Slatten Ranch Road in the City of Antioch and grabbed merchandise and exited the store. Police say more than $1,700 in merchandise was recovered and returned to the store.

Memphis, TN: Mapco Gas station clerk shot and killed
Memphis police are investigating after one person was shot and killed at a Mapco gas station, according to police. Crime scene tape surrounded the Mapco gas station on Whitten Road early Friday morning. The victim has not been identified, but it was confirmed it was an employee of the store. fox13memphis.com


Update: Mishawaka, IN: Man charged in fatal University Park Mall shooting;
not in custody
Dazhon A. Howard has been charged in connection with the fatal shooting at University Park Mall. Howard, a 21-year-old from South Bend, is not in custody. According to the charging documents, investigators say Howard was at University Park Mall with some friends when he and Crosby got into an argument. The documents explain that a witness who was with shooter, claims the argument was sparked after Crosby allegedly began calling them names and then asked if they wanted to “take it outside.” The two sides continued to argue as they walked through the mall when witnesses say Crosby allegedly flinched at Howard, but never showed a gun. That’s when Howard, who was wearing an orange hooded sweatshirt at the time, can be seen on surveillance pulling out a handgun from a black backpack, and began shooting Crosby several times with his back turned, before running away. Documents say police arrived on scene a short time after and found Crosby shot to death where Howard pulled the trigger.

Police on Wednesday released surveillance photos that allegedly show 16 people wanted for looting a Loop pharmacy in August. They are wanted for stealing from a Walgreens Aug. 10 in the 200 block of South Wacker Drive, according to Chicago police. fox32chicago.com

Albuquerque, NM: Man charged with Armed Robbery under Operation Legend
Jose Armijo, 36, of Albuquerque made an appearance in federal court today facing two counts of robbery by threats and violence. Armijo remains in custody. According to a criminal complaint, on Dec. 30, 2018, Armijo allegedly entered a retail store with several accomplices and began placing high-value items into backpacks and laundry bags.
As Armijo and his accomplices approached the store exit, Armijo allegedly brandished a firearm to threaten the store manager and security guard and left the store with stolen merchandise.

On July 16, according to the complaint, Armijo and two accomplices allegedly entered another retail store and began collecting a large amount of merchandise. Armijo allegedly became verbally aggressive to a store employee at the same time his accomplices were leaving the store with stolen items.
As Armijo attempted to leave the store with several items, including the cellular phone of a second store employee, he allegedly assaulted and threatened to shoot the first employee, who sustained injuries during the incident. If convicted, Armijo faces up to 20 years in prison and a fine of up to $250,000 for each count. A criminal complaint is only an accusation. shorenewsnetwork.com

The president of a Bulls Head business says she is frightened after a worker had a face-to-face encounter with an intruder in the second burglary at the shop this summer. Dana Montana of Grapevine and Florist on Richmond Avenue said she had just left the store at around 7 p.m. on Monday when an unidentified man entered the shop. Montana’s manger was still in the store, however, and saw the man on the security cameras. silive.com
