Cumberland County and Fayetteville, NC Public Safety Answering Points (PSAPs)
Implement Automated Secure Alarm Protocol (ASAP) for Faster, More Accurate
Emergency Dispatches
The
Cumberland County and Fayetteville, North Carolina Public Safety Answering
Points (PSAPs) are the latest agencies to implement Automated Secure Alarm
Protocol (ASAP), technology that automates communication between alarm
monitoring central stations and PSAPs / 911 centers, resulting in faster, more
accurate emergency response for users of monitored alarms.
The Fayetteville PSAP dispatches emergency services for the city, while the
Cumberland PSAP dispatches for all other cities in Cumberland County.
Residential and commercial alarm users in these areas, including nearly 1,200
Vector Security customers, will benefit from reduced call processing times
leading to quicker, more accurate emergency response.

Fl. Supreme Court Orders Palmer Recovery Associates to Close Practice
On August 29th 2019, The Florida Supreme Court signed a 30 day order for the
uncontested petition for disciplinary revocation of James R. Palmer of Palmer
Recovery Attorneys. The court stated disciplinary revocation is tantamount to
disbarment.
The court and Florida Bar have given Palmer 30 days from the date of the order
to close out his practice and protect the interests of existing clients. The
court further ordered that Palmer accept no new business from the date of this
order.

Lowe's Stepping Up the Pace Lending Helping Hand With Hurricane Dorian
Trucks Moving 24 Hours a Day - 300 Associates on Relief Teams Set to Deploy
The company, with its corporate headquarters in Mooresville, has established
that site as a Command Center with distribution facilities in Statesville,
Wilkesboro, Georgia and Florida expediting emergency supplies to stores in
Florida over the weekend to help those preparing for the storm, according to a
media release from the company.
The company has already done the following to help communities prepare,
according to a summary from the company:

Lowe’s has shipped more than
800 truckloads of supplies to coastal markets.

Lowe’s continues to roll in
additional supplies by the hour and is moving trucks 24 hours a day,
with store night crews receiving truckloads around the clock.

Lowe’s has relief supplies
staged at its Statesville distribution center ready to deploy to help
communities recover after the storm. This summer, associates at Lowe’s
Mooresville headquarters filled 20,000 buckets of essential cleanup supplies,
including bleach, gloves and trash bags.

Lowe’s will distribute these
critical supplies in Florida based on community needs.

Lowe’s has about 140 stores
and thousands of associates in the path of Hurricane Dorian.

After hurricanes, specially
trained Lowe’s associates voluntarily leave their stores and homes to serve
on associate relief teams. They provide additional customer support and
give fellow associates a chance to focus on their families. About 300
Lowe’s associates from across the Southeast, including the Carolinas and
beyond, are set to deploy to the impacted region to help.

Lowe’s has already committed
half a million dollars this year to support nationwide disaster relief
and recovery efforts and is working with strategic partners like the
American Red Cross to ensure communities have available shelter and
emergency assistance.

'Waffle House Index' is a real thing during disasters
How does the restaurant chain do it?
Waffle House restaurants are often used to gauge the magnitude of disasters in
the Southeast: If a store is open, your community has been spared. If the store
is open but has a limited menu, you've probably gotten some damage. If the store
is completely closed, you’re in a disaster zone.
State, local and federal governments unofficially
use this so-called Waffle House Index as a barometer for how quickly a community
is going to recover after a disaster. When
Hurricane Michael hit the Florida Panhandle last October, for example, it
affected nearly 500 restaurants throughout Florida and Georgia in one way or
another. All but three of them – located in the Panama City area, which was
among the hardest hit by the storm – were back to full operations within hours
or days of the storm.
Preparations for the storm typically start days before it’s expected to hit. At
the Waffle House headquarters in Norcross, Georgia, a team of executives will

“Waffle House Storm Center”
– a conference room in the building that suddenly turns into a military-level
operations room filled with company engineers, restaurant operators, food safety
experts, meteorologists and more.

Activist loses UK court case on police facial recognition
A British court has ruled that a police force's trial of automated facial
recognition technology is lawful, dealing a blow to an activist concerned
about its implications for privacy. The court said Wednesday that existing
laws adequately cover the trial by the South Wales police force, in what's
believed to be the world's first legal case on how a law enforcement
agency uses the new technology.

DOJ Settles with U.S. Security Associates Immigration-Related Discrimination
Claim
U.S. Security Associates Inc. (USSA), which was recently acquired by Allied
Universal Holdco LLC (Allied Universal) – the largest private security firm in
the United States. Prior to its acquisition, USSA provided security services to
hospitals, schools, financial institutions, government facilities, events, and
other businesses. The settlement resolves a claim that USSA’s Falls Church,
Virginia office violated the anti-discrimination provision of the Immigration
and Nationality Act (INA) by discriminating against work-authorized non-U.S.
citizens when verifying their work authorization. The settlement applies to
USSA and Allied Universal.
Under the settlement, USSA or its successor will pay $194,000 in civil
penalties to the United States and be subject to departmental monitoring and
reporting requirements. Additionally, certain employees will be required to
attend training on the requirements of the INA’s anti-discrimination
provision.

Drones tackle out-of-stock merchandise
Pensa is pushing a system that combines autonomous drones, computer vision and
artificial intelligence for in-store inventory management — employing emerging
technology to do what humans have traditionally done. Pensa Systems platform is
the front-end deployment in retail stores of small, camera-equipped drones that
capture stock conditions on store shelves. The drones are self-guided and
automatic, acting as “a roving pair of eyes for staring at the shelves,”
Schwartz says.
Stock inputs captured by the drones’ cameras are forwarded in real-time and
stored in the cloud, affording stores immediate visibility into their stock
positions. The AI architecture then learns and analyzes information from the
shelves, such as recognizing how products are managed while drawing conclusions
about inventory status.

Police Foil a 3,000-Person Hide-and-Seek Game at an IKEA
The plague of IKEA hide-and-seek surfaced over the weekend at its huge
store in Glasgow, Scotland. Police were called after being alerted that some
3,000 people on Facebook said they planned to mob the store for hide-and-seek.
Five police officers remained at the IKEA store in Glasgow for most of the day
on Saturday.
IKEA
officially banned hide-and-seek in 2015. Months before the ban was
instituted, tens of thousands of people had signed up online to play
hide-and-seek at IKEA stores in Europe, including retail warehouses in
Amsterdam, Utrecht, and Prague. IKEA had to officially ban
hide-and-seek at stores Australia too.

In Business Continuity, Accept the Unexpected
It is one thing to expect the unexpected. It is quite another to accept the
unexpected. Denial is a powerful thing, and even the best of us can be convinced
that our plans are comprehensive and our preparedness complete.
The key ways to overcome this sort of complacency are to link crisis management
and business continuity meaningfully, and to incorporate Adaptive Business
Continuity principles that enable an organization to react quickly to the
unexpected.
Consider that the past few years alone have seen increasingly active Atlantic
hurricane seasons, major cyberattacks against global corporations, and secondary
losses of key infrastructure following major disasters. Organizations in the
public and private sectors are asking their teams to do more with less while
also performing to higher standards. The need to recover quickly from losses is
as important as ever, while in many cases the resources are thinner than they
used to be. These realities require new and innovative approaches.
Security managers are in a key position to influence their organizations if they
adopt practical notions in their BC approach. And, in some cases, it is the
security manager who is tasked with creating a new BC program where none
existed, or worse—with reviving one that has languished.

New Jersey’s ‘Dream’ Mall Oct. 25th Opening: 40M People & a Traffic Nightmare
After 16 years of false starts, the behemoth American Dream retail and amusement
complex is set to open just west of Manhattan. To get there, an expected 40
million visitors must join the traffic-choked roads of northern New Jersey.
The complex’s 3 million square feet (279,000 square meters) are 45% retail and
55% entertainment, including what Triple Five calls the Western Hemisphere’s
biggest indoor theme park, North America’s only indoor snow skiing and a
DreamWorks water park. Among the tenants are Saks Fifth Avenue, Hermes, Century
21, a kosher food market and a 20-restaurant dining terrace.
“The problem is going to be it’s so congested that you can’t get there,” said
Senate President Steve Sweeney, a South Jersey Democrat.

5 Things Every Store Should Consider
The new frontier of omnichannel retail has
proved to be an exciting and challenging time. BOPIS
(Buy-Online-Pickup-In-Store) and BORIS (Buy-Online-Return-In-Store) are two key
factors of omnichannel retail, and they’ve allowed consumers to have more
flexibility in their shopping than ever before.
However, just as it has taken strategy and proper implementation to make other
technological upgrades work in stores, having efficient, risk-aware,
consumer-focused BOPIS and BORIS solutions does not happen overnight.
Whether you already offer BORIS/BOPIS or are just beginning to make plans for
them, there is plenty to take into consideration.
#1: Where Are Your BORIS and BOPIS Services
Taking Place?
Consumers choose to use BORIS and BOPIS due to efficiency and convenience. For
BOPIS consumers in particular, speed is especially important: 71 percent of
consumers stated that quick services make for the ideal in-store pickup.
Depending on your store’s size and the merchandise being sold, there are several
options for how to process BORIS and BOPIS transactions:
In-Store

Having a dedicated location for BOPIS and BORIS
transactions is essential. Take your store’s floorplan into account. Will
the consumer be able to quickly see where to go? Is there enough signage?

Keep fraud in mind: For in-store BOPIS,
consumers may walk out with unpaid items as they also pick up their online
orders. Pay close attention to those picking up and returning items to see
if they have used gift cards, which are becoming very popular with
fraudsters.
Curbside Pickup
This
is a popular option for grocery stores, or for retailers with heavy or bulky
items that consumers may not want to carry to their cars. This option is used
less than in-store pickups (only 22 percent of consumers prefer it). One
downside to curbside pickup is the lost opportunity for any impulse purchases
that typically occur in-store.

Since the items will be placed directly into
vehicles, think about where those designated spots will be. Will they be
directly outside of the storefront with special reserved signs? Or, will
those spots be in the parking lot? This can affect not only your consumers,
but the employees loading the items as well.

Make the pickup easy for your consumer by
considering a special curbside pickup phone number they can call when they
arrive and park, as opposed to them still walking into the store.

If you anticipate curbside pickup to be busy at
certain hours of the day, think about installing cameras near pickup spots
to monitor and review traffic flow and service time with employees.

CISO's Playing the Fear Card to Get the Attention They Need
CISOs play the fear card. About 40% of security chiefs say they have to
present worst-case scenarios to get the attention of their boards about
cybersecurity issues,
SC Magazine reports. In a survey from Forrester Research Inc. of 207
security and risk managers, 63% said they are trying to calculate returns on
cybersecurity tools and techniques, in part because security spending is
increasingly under scrutiny. Companies that measure cybersecurity performance
also tend to keep policies and training current, the survey found.

CISOs think cloud safer, but security fears remain
More than three in five (61%) chief information security officers (CISOs)
believe the security risk of a security breach is the same or lower in cloud
environments than on-premise, a study shows.
This marks a major tipping point in the perception of security of the cloud,
according to Nominet, which commissioned the study based on a poll of nearly 300
senior information security professionals in the UK and US at large
organizations in 10 industry sectors.
The majority of those concerned about cloud security (32%) said they were
“moderately concerned”, while 19% said they were only “slightly concerned”, 20%
said they were “very concerned” and 17% said they were “extremely concerned”.

'Magecart Hits 80 Major eCommerce Sites in Card-Skimming Bonanza'
Using Work from Home Reship Merchandise Mules
Magecart, a
loose affiliation of attack groups responsible for the payment-card
attacks on
Ticketmaster,
Forbes,
British Airways,
Newegg and others, typically insert virtual credit-card skimmers,
also known as formjacking, into a web application (usually the
shopping cart), and proceed to steal credit card information to sell on
the black market.
According to
research released Wednesday from the Aite Group and Arxan Technologies,
a quarter (25 percent) of the sites discovered were “large, reputable brands in
the motorsports industry and luxury apparel.” In all, the compromised
sites were spread out across the United States, Canada, Europe, Latin America
and Asia.
One of the many vulnerabilities many of these sites were vulnerable to is
related to the way Magento handles video content and the retrieval of the
preview image.
In addition to the outdated software, none of the sites had tamper detection or
code obfuscation implemented, either.
The research also uncovered a “reshipping” arm of Magecart’s monetization
activities. To launder these fraudulent transactions, the goods are shipped to
pre-selected merchandise mules, according to the research. To recruit
merchandise mules, the attacker posts jobs that offer people the ability
to work from home and earn large sums of money to receive and reship
merchandise purchased with the stolen credit-card numbers,” the report said.

Reflectacles develops eyewear to bypass facial recognition systems
Chicago company Reflectacles is developing the IRpair and Phantom eyewear that
uses special lenses and optical filters to block facial recognition, tracking
and infrared facial mapping. “Both block 3D infrared facial mapping during both
day and night and block 2D video algorithm-based facial recognition on cameras
with infrared for illumination,” according to

Many ransomware attacks are "spray and pray," with criminals unleashing
crypto-locking malware installers, often via spam or phishing campaigns, to
opportunistically infect as many organizations as possible, regardless of their
size or industry, security experts say.
However some ransomware-wielding criminals, however, choose to target
specific organizations in pursuit of a bigger payday. But some attackers

Security guards, police, LP officers under attack in Halifax
5 incidents over the span of 2 days
The Winnipeg Police Service says that there were several serious incidents to
start off the long weekend in which their own officers, security guards, and
loss prevention officers were assaulted.
Security guard punched
Police say a woman was causing a disturbance near the rear doors of a business
in the 300 block of Portage Avenue when she was asked to leave by a security
guard. The female subsequently punched the security guard in the head and broke
her glasses. A second security guard responded, and the female spat in his face
before kicking him in the chest. The female was taken into custody and turned
over to members of the Winnipeg Police Service.
Shoplifter punches employee
A 32-year-old woman has been charged with assault following an incident Friday
afternoon. Police say that a woman attempted to steal merchandise from a
business in the 300 block of Portage Avenue but was confronted by an employee
along with a security guard. The female returned the property but refused to
leave and punched the employee in the face. She was subsequently taken into
custody and turned over to members of the Winnipeg Police Service.

merchandise and left without paying. A loss prevention officer attempted to stop
the female and was sprayed with a substance believed to be bear spray. The three

British Columbia's malls punch above their size for sales
With just 13% of the population, B.C.
has 30% of Canada’s highest-grossing malls
The sizes of British Columbian malls and shopping centres aren’t in danger of
knocking other provinces’ megamalls out of the Canadian real estate record
books. British Columbia’s largest mall, Metropolis at Metrotown, at 1.7 million
leasable square feet, is only the fifth-largest mall in the country behind the
West Edmonton Mall in our less populated neighbour to the east and three Ontario
malls in the Greater Toronto Area.
Yet B.C.’s malls seem to be more popular than their square footage might
suggest, with Metropolis being hailed as the second-most-visited mall in
the country in 2017 with nearly 28 million visitors, almost a million more
than the West Edmonton Mall. In 2018, Metropolis fell to third behind the West
Edmonton Mall.
CF Pacific Centre, B.C.’s seventh-largest mall, is not on Canada’s top 10
largest mall list. However, it is the seventh most popular mall in the country
with 22.1 million shoppers in 2018. Despite having only 13% of the country’s
population, British Columbia has 30% of the top 20 highest-grossing malls, beat
– only by Ontario with 50%.

Cannabis Canada: Black market down 21% since legalization
Canada’s legal cannabis industry output has doubled since the country legalized
cannabis in October, and has almost surpassed the black market in less than a
year.
Statistics Canada released updated monthly and Q2 GDP figures on Friday,
including details on the cannabis industry’s output in June. The cannabis
industry’s output in June came in at $7.79 billion, up from $6.95 billion back
in October. Meanwhile, Canadian household cannabis consumption spending came in
at $5.44 billion in the second quarter of the year. Perhaps more importantly,
StatsCan data shows the output in Canada’s cannabis black market declined by
21% since recreational pot was legalized in Canada in October.

with assault
Charges have been laid against a man who was shot by police Sunday morning in
southeast Calgary after approaching officers while holding weapons. The Alberta
Serious Incident Response Team seized video from officers' body-worn cameras.
The agency said it showed the man approaching officers while wielding a large
machete in one hand and knife in the other. After the shooting, the man still
refused to drop the weapons, and additional force was necessary to arrest him
and get him medical treatment, police said. cbc.ca

Amazon tests Whole Foods payment system that uses hands as ID

The e-tailing giant’s engineers are quietly testing scanners that can identify
an individual human hand as a way to ring up a store purchase, with the goal of
rolling them out at its Whole Foods supermarket chain in the coming months, The
Post has learned.
Employees at Amazon’s New York offices are serving as guinea pigs for the
biometric technology, using it at a handful of vending machines to buy such
items as sodas, chips, granola bars and phone chargers, according to sources
briefed on the plans.
The high-tech sensors are different from fingerprint scanners found on devices
like the iPhone and don’t require users to physically touch their hands to the
scanning surface. Instead, they use computer vision and depth geometry to
process and identify the shape and size of each hand they scan before charging a
credit card on file.
The system, code-named “Orville,” will allow customers with Amazon Prime
accounts to scan their hands at the store and link them to their credit or debit
card. It’s accurate to within one ten-thousandth of 1%, but Amazon engineers are
scrambling to improve it to a millionth of 1% ahead of its launch, the source
said.

Clifton, NJ: Woman Stole Diamond Ring, Swapped It For $28K Ring At Costco
A 49-year-old Nutley woman faces theft charges after authorities said she swiped
a $28,000 ring from Costco by swapping it out with a less-expensive band.
Izaebela Kolano was arrested Sunday after officers were called on a report that
a woman asked to see a ring at the jewelry counter, looked at it and then
returned "what was thought to be the original ring," Clifton Police Det./Lt.
Robert Bracken said. But, after she left, employees discovered Kolano left
behind a different ring, one that was valued at significantly less - $1,999,
Bracken said. Management at the store also determined the ring was reported
stolen from the Costco in Wayne earlier that day, he said.

Lewis County, WA: Three arrested in $11,000 ORC Theft; hitting 16 stores
About 3:15 p.m. Monday, Centralia Police were dispatched to the 100 block of
West High Street after a report of shoplifting. After the three were taken into
custody, police say they searched their vehicle and found more than $11,000 in
stolen merchandise from 16 stores. Most of the merchandise still had the
security devices attached, according to police.

Madison, WI: 1 of 4 arrested in ‘global cash card’ scam pulled at Bed Bath &
Beyond
Police nabbed one of four retail theft suspects Monday after they used a “global
cash card” to purchase more than $3,000 worth of merchandise and gift cards from
Bed Bath & Beyond on Lien Road. Jamar C. Lewis, 20, Flint, was arrested for
felony retail theft. A clerk said the men told her their “cash card” required
her to push the “cash” button on the register before they swiped the card. In
the end, they had paid nothing. While an officer was taking a report on the
crime, one of the suspects arrived at the Bed Bath & Beyond location on Junction
Rd. He was attempting to return more than $700 worth of items stolen during the
Lien Road scam. That’s where police arrested Lewis. He refused to identify his
co-conspirators but said they had come to Madison for a vacation.

Lodi, CA: Man Randomly Starts Punching Young Boys In Face At Target Store
According
to the Lodi Police Department, officers recently responded to the Target in the
city to investigate after an 11-year-old and 5-year-old were reportedly punched
by a man. The man ran out through the north exit door but was soon found behind
an electrical box behind the store. Officers say the man, 51-year-old Galt
resident Jeff Hardcastle, appears to have been under the influence at the time
of the attack. The attack was completely unprovoked, police say, and it’s
unclear why Hardcastle allegedly punched the children.

Colorado Springs, CO: Sprint Store Burglars ditched their getaway car, leaving
behind a stash of stolen phones
Police say the phones had been taken from a Sprint store on Barnes Road shortly
before 4 a.m. Wednesday. The crooks were seen driving away from the shopping
center, so officers set up a large perimeter in the surrounding neighborhoods to
keep them from escaping. Police said the crooks abandoned the car about 2.5
miles from the store. They left behind all of the phones taken during the
burglary.

York County, PA: Dollar Tree Employee attempts frame other staffers for theft
Jonathan Askew, 28, entered the store during business hours and remained inside
until it closed. While wearing rubber gloves, he then allegedly used a current
employee’s passcode to charge $1,600 onto four Green Dot debit cards — receipts
found in a trashcan were timestamped at 9:13 p.m. and 9:14 p.m. About two and
half hours later, Askew called police and reported that he was watching two
females and a male walking around the store, which was closed. Police arrived on
scene and found no suspects inside. Askew also used a text computer application
to create a false text string between he and another person, in which that
person admitted to committing the burglary. Askew faces charges of burglary,
criminal trespass, theft by unlawful taking, retail theft, false report to law
enforcement.

The
National Intellectual Property Rights Coordination Center (IPR Center) is
reviewing an annual report on the number of IPR seizures which has raised the
total estimated manufacturer's suggested retail price (MSRP) of the seized
goods, had they been genuine, to $1.4 billion. The total is based on data
gathered jointly between the ICE Homeland Security Investigations-led IPR Center
and Customs and Border Protection (CBP) Office of Trade in a 36-page report
titled Fiscal Year 2018 Seizure Statistics. The report also reveals an upward
trend in all categories of HSI enforcement showing 381 individuals arrested, 296
indictments obtained, and 260 convictions related to intellectual property
crimes.

We've all got great ideas and plans. The problem lies in putting them together,
rolling them out and maximizing speed to market. Making it happen quickly and
efficiently - that's the key to success. The first obstacle is always fear of
risk. Making an idea a reality requires risk taking and sometimes you've just
got to make it happen if your inner self, or the bird on your shoulder, tells
you it's the right thing to do. I was writing this e-newsletter for a year
before I walked in and just said hey we're doing it. Yes, I was absolutely
fearful of all the critics and naysayers, but I took the risk and made it
happen. There will always be torpedoes in the water and sometimes they hit. But
to make things happen you've got to jump in the water and swim as fast as you
can.
