According to a report from Statista, 13% of small business owners in the U.S.
said they experienced retail theft every single day in 2023. The data is
unclear on exactly what's driving the trend or why the rate is rising, but
preventing these instances is top of mind for leaders in the retail space.
Facility leaders need to understand the different types of loss prevention
strategies: Visible deterrents and security
make potential theft seem less appealing or achievable;
exterior solutions make it difficult to enter the store after
hours; and interior solutions make it difficult to
obtain product without purchasing it. Here are a few examples of each
type of solution and how they can help combat retail theft in your locations.
Visible Deterrents
Potential thieves are much less likely to try to swipe product if they don't
think they can get away with it. This could be as straightforward as
installing cameras and reminding customers that they are being recorded.
Having an attentive staff goes a long way with customers, but it also

The Battle Over California's New Anti-Theft
Self-Checkout Bill
California bill proposes new rules for self checkout at stores
The Retail Theft Prevention and Safe Staffing Act, also
known as SB 1446, is designed to decrease retail theft by increasing
the number of workers in self-checkout areas, said Sen. Lola Smallwood-Cuevas,
D-Los Angeles, the bill’s author. She also said the improved monitoring will
make stores safer. The Senate passed the bill in May and it’s being
considered by the Assembly.
Under
the legislation, grocery stores and retail drug stores could assign each
worker to watch no more than two self-checkout stations. The bill also would
add requirements on the number of items per checkout, and also what could be
checked out at a self-serve station.
The bill would require stores to notify workers if new technology will
eliminate, automate or electronically monitor their jobs. Each day of
violations would cost stores $100 under the bill.
Labor supports self-checkout bill
The legislation has been endorsed by the United Food and Commercial Workers
Western States Council and the California Federation of Labor Unions, AFL-CIO.
Both organizations say it will protect good jobs, keep stores safe and reduced
organized theft.
Opponents include Chamber of Commerce, grocer and
retailers groups
The legislation has faced opposition from the California Grocers Association,
the California Retailers Association and the California Chamber of Commerce.
They say SB 1446 wouldn't protect employees and customers.
The grocers
association urges consumers to oppose the bill, noting it would limit
the number of items to 15. It said it would actually
increase theft because of its restriction against self-checkout
purchases of locked items such as razors.
The legislation would raise costs for stores by
at least $497.1 million annually, according to the California Chamber of
Commerce. It cited an California Foundation for Commerce and Education analysis
that said the bill would mean hiring more than 10,000 additional cashiers.

These States Have the Highest Retail Theft in the US
Retailers in the U.S. lost an estimated $121.6 billion to retail theft in
2023, and this number is expected to rise, reaching $150 billion by 2026.
But which states have the highest retail theft?
A new study conducted by researchers at
Storeganise analyzed
the latest crime data in the US to determine which states experience the most
retail theft. Looking at incidents like burglaries in places including
convenience stores, department stores, shopping malls, specialty stores, liquor
stores, and gas stations, the data was then calculated per 100,000
businesses to create a final ranking.
Texas took sixth place among all 50 states,
with 1,771.59 retail theft cases per 100,000 businesses.
Washington took the top spot, with 3510.66
retail theft cases per 100,000, while New Mexico,
Nevada, Oregon and Oklahoma rounded out the top five.
On the other end of the spectrum, Florida has the lowest rate of reported
retail theft in the US, followed by New York and New Hampshire.
“Businesses across the country are facing increasing challenges from
burglaries,” said Miles Davison, spokesperson for Storeganise. “It’s crucial to
support business owners and ensure their safety, as well as the safety of their
employees. In Florida, shoplifting incidents have reportedly dropped by 30%
since 2019, which might be reflected on this study. This unexpected trend is
a positive sign for businesses in the state but it doesn’t mean the state is
entirely safe. Despite the decrease in shoplifting, other forms of property
crime, such as burglaries and thefts, may still be on the rise. It’s important
for businesses to remain vigilant and implement effective security measures.”

Portland Police Bureau dissolves Property Crimes Unit, retail theft missions

The Portland Police Bureau is dissolving its Property Crimes Unit while
promising to still investigate property crimes. KOIN 6 New first reported
the decision on Aug. 26. According to the report, Police Chief Bob Day made the
decision for understaffing reasons.
The three detectives who currently make up the unit will be reassigned to the
Special Victims Unit and the Sex Crimes Unit. A sergeant previously with PCU
will be added to patrol, wherever needed.
“This comes as City of Portland data shows a drop in reported robberies and
aggravated assaults in the first half of the year compared to last year.
However, the number of rape cases has remained roughly the same. The Portland
Police Bureau also reported that “person crimes,” like those linked to domestic
violence, have only gone down by about 1%,” KOIN 6 News reported.
The story broke about three weeks after the Oregon Criminal Justice Commission
notified PPB that it will be receiving $474,244 through the Organized Retail
Theft Grant Program. The funds will allow PPB to continue working directly
with retail partners to identify, apprehend and prosecute offenders. After a
retail theft mission, officers conduct a follow-up and work with the Multnomah
County District Attorney’s Office to achieve convictions.

survey.
Integrated risk management (IRM) is becoming a priority across organizations,
according to a new study from Origami Risk. The reason for this is complex
risks such as those arising from extreme weather and climate issues,
indoor air pollution, and infectious disease.
These risks pose daunting challenges which may not be
adequately addressed by traditional approaches. Therefore, EHS
professionals are increasing collaboration with other organizations in their
companies including risk, compliance and other departments. And mobile
technology is aiding this effort.
The study compared EHS professionals to individuals in risk-related domains
including insurable risk, enterprise risk and compliance, and found EHS
professionals less optimistic than risk practitioners about their
preparedness and overall business outlook.
The EHS professionals, who accounted for approximately 25% of the 240
participants in the survey, were 15% less likely to feel “moderately or
highly prepared for the next crisis” and 5% less likely to feel above
average or excellent about their six-month performance outlook.
In terms of technology, EHS respondents were 18% more likely than other risk
professionals surveyed to be using mobile technology, but 78% less likely to be
moving forward with AI programs. The survey traced the EHS reticence to lack
of bandwidth and readiness, for both learning a new technology and processing
all the data it will generate. There was also concern over AI replacing current
safety jobs.

Benefits of Facial Recognition are Real, the
Criticisms are 'Baseless'
Facial recognition demonstrates its worth at the Tampa airport
Transportation Security Administration officers at Tampa International
Airport (TPA) found out firsthand how well facial recognition works.
The
TSA is going full board with facial recognition, despite criticisms of
data misuse, racial bias and other errors that are made by the software.
However, as the recent incident at the Tampa airport demonstrated, if the CAT-2
system cannot confirm a match, a manual examination of the identification can be
used to confirm the person’s identity and their eligibility to travel.
The TPA incident demonstrates several benefits of CAT-2
using facial recognition. It also illustrates that many of the criticisms are
baseless.
If facial recognition is accurate 99% of the time, as some research says, the
time savings for those who pass the software test is significant, while the
delay experienced with those who require manual ID authentication would be
minimal. Most importantly, with so many people quickly passing through the ID
verification process with CAT-2, every person benefits from higher throughput
rates.
For airport security to remain one step ahead of bad actors, it must continue
to evolve. This means exploring new layers of security screening that will keep
the air system secure no matter what bad actors plan to do and throw at it.
Keeping threat items off airplanes has been the strategy used to meet this goal.
What facial recognition does is both deter bad actors from trying to enter the
air system and if they decide to enter, forces them to expose their identity to
the TSA.
Those who oppose facial recognition at airport security checkpoints may
provide loud voices of opposition, but they are not the best informed. If the
TSA is to remake airport security over the next decade, facial recognition must
be a critical component of this makeover. What occurred at TPA is just the first
of many pending demonstrations that the technology works, and that the future is
closer than many realize.

Dick's Activates 'Cybersecurity Response Plan'
Dick’s Sporting Goods hit by cyberattack
Dick’s Sporting Goods says it has contained a recent intrusion into its
IT systems.
In an Aug. 28
filing with the SEC,
Dick’s said that on Aug. 21, 2024 it discovered unauthorized third-party
access to its information systems, exposing unspecified “confidential
information.”
Immediately upon detecting the incident, Dick’s said it
activated its cybersecurity response plan, including having external
cybersecurity experts “investigate, isolate and contain the threat,”
and notified federal law enforcement. The investigation is ongoing.
Dick’s also said in the SEC filing that it has no knowledge of this incident
disrupting business operations and does not believe it is material to
results.
According to Bleeping Computer, a source from Dick’s said that the
company is telling employees not to discuss or write about the breach and that
all employees have been locked out of their corporate email accounts. The
retailer is reportedly verifying employee identities via camera to return
company email access to them.
Bleeping Computer also reported that it had seen an internal Dick’s
company memo informing employees that most of them did not have access to
their email systems due to a "planned activity."

Chinese government hackers penetrate U.S. internet providers to spy
Beijing’s hacking effort has “dramatically stepped up from where it used
to be,” says former top U.S cybersecurity official.
Chinese
government-backed hackers have penetrated deep into U.S. internet service
providers in recent months to spy on their users, according to people
familiar with the ongoing American response and private security researchers.
The unusually aggressive and sophisticated attacks include access to at least
two major U.S. providers with millions of customers as well as to several
smaller providers, people familiar with the separate campaigns said.
“It is business as usual now for China, but that is dramatically stepped up
from where it used to be. It is an order of magnitude worse,” said Brandon
Wales, who until earlier this month was executive director of the Cybersecurity
and Infrastructure Security Agency, CISA.
The hacks raise concern because their targets are believed to include
government and military personnel working undercover and groups of strategic
interest to China.

BlackSuit ransomware stole data of 950,000 from software vendor
Young Consulting is sending data breach notifications to 954,177 people
who had their information exposed in a BlackSuit ransomware attack on April 10,
2024.
Young Consulting (now Connexure) is an Atlanta-based software solutions
provider specializing in the employer stop-loss marketplace, assisting
insurance carriers, brokers, and third-party administrators in managing,
marketing, underwriting, and administering stop-loss insurance policies.
Yesterday, the firm started distributing notices of a data breach to almost
one million people, some of whom are members of the Blue Shield of
California, whose data was stolen in a ransomware attack conducted earlier this
year by BlackSuit.
The network breach occurred on April 10, but the company discovered it
three days later when the attackers triggered the encryption of its systems.

DEA Delays Marijuana Rescheduling Decision Until After The Election
The Drug Enforcement Administration has scheduled a hearing on the Biden
administration’s proposal to reclassify marijuana under federal drug laws,
effectively delaying the decision until after the November election. The
agency scheduled a hearing on the proposed rule change for December 2,
according to a report from cannabis news outlet Marijuana Moment.
The proposed rule is the result of a review of U.S. cannabis policy that was
ordered by President Joseph Biden in October 2022. At the same time, the
president pardoned thousands of individuals with federal convictions for simple
cannabis possession, a move that was expanded a year later to include
thousands more Americans with convictions under federal drug laws.
In January 2024, the Department of Health and Human Services (HHS) determined
after a review of available evidence that marijuana was eligible for a less
strict classification under federal drug laws. In the review, researchers with
the U.S. Food and Drug Administration (FDA) determined that credible evidence
shows that marijuana has legitimate medical uses and fits the criteria for
rescheduling under the CSA. In April 2024, the DEA indicated it would approve
the effort to reschedule marijuana, later issuing a proposed rule to facilitate
the change under federal law.

How online retailers are preparing for the 2024 holiday shopping season
By July, the most prepared retailers are already planning for the holiday
shopping season. To learn more about what retailers are preparing for
leading up to the 2024 holidays, Digital Commerce 360 surveyed a panel of 23
online retailers.
Their annual online revenues vary from a range of $1 million to $2.5 million,
to $15 million to $19.9 million, to over $100 million — and in between. They
also have anywhere from 1 to 100 employees, to more than 500 or 1,000 employees.
More than half of respondents (57.14%) said they were in a good position for
the holidays in terms of inventory. At the same time, half were uncertain
about their inventory position, saying they were dependent on the supply chain.
Moreover, they don’t expect to know how strong their inventory positions will be
until they get closer to the holiday shopping season.

Reno, NV: Three arrested for allegedly fencing stolen goods out of Reno taco
shop
Authorities
arrested three Wednesday on suspicion they fenced stolen property out of a Reno
restaurant and sent it to Mexico. The victims included JCPenney, Home Depot,
TJX Companies (including TJ Maxx and Marshalls), Lowes and Target. The
Regional Crime Suppression Unit announced the arrests of Jose Manuel
Martinez-Aguilar, 52, Epifanio Ortiz-Dimas, 49, and Maria Manuela Dimas-Aguilar,
23. The arrests came after a three-month investigation. The RCSU said people
stole items from businesses and took them to the Roberto’s Taco Shop at 4455 S.
Virginia St. where employees there bought the stolen items at a huge discount.
The stolen goods were taken to a home on North Escondido Court in southeast Reno
and then sent to Mexico. RCSU served search warrants Wednesday at Roberto’s Taco
Shop and at the home, and recovered thousands of dollars worth of stolen
merchandise and evidence, it said in a statement. No one answered the telephone
at that Roberto’s Taco Shop on Wednesday to respond to the allegations. A person
who answered the telephone at the Roberto’s Taco Shop corporate office said he
had no comment. “JC Penney’s, Home Depot and TJX Companies donated nearly
$4,000 worth of merchandise and the assistance of Loss Prevention personnel in
order to assist in the success of this operation,” RCSU said in a statement.

Harrisburg, PA: Five suspects charged in large-scale Organized Retail Theft
Charges were filed against five suspects involved in a significant organized
retail theft operation that targeted store across nine counties. Marlin Polanco,
19, Malik McDonald, 20, Cartier Hardy, 20, Homario Oldacre, 20, and Lorenzo
Walters, 20, were charged in Dauphin County with corrupt organizations,
organized retail theft, and related crimes, according to a release from Attorney
General Michelle Henry's office. Between Feb. 28 and May 30, the group
allegedly stole over-the-counter medications and other health and beauty
products from major retailers including Giant, Weis Markets, and Wegmans in 40
documented incidents across nine counties including Cumberland, Dauphin, York,
Lancaster, Union, Lehigh, Berks, Chester, and Northumberland, according to
the release. The total value of stolen goods is estimated to be worth more
than $71,000.

Chicago, IL: Stolen SUV smashes into Park Ridge sneaker store, suspects rob
goods
A
group of thieves used an SUV as a battering ram to break into a store in
downtown Park Ridge, follow two other recent but unsuccessful attempts to break
in. The store has a security gate, but it was no match for a speeding vehicle.
The thieves made off with shoes and other merchandise from HQ Sneakers and
Streetwear, which is nestled on a retail and residential stretch of Northwest
Highway. "It's a shame, honestly. Coming here, you know, it's always great
vibes, great positive energy," said customer Adam Dabookali. Dabookali is
friends with the owner, who did not want to speak on camera. "It's not something
that happens every day, you know, compared to the city," he said. The break-in
happened just after 4 a.m. After crashing through a security gate with a Jeep
SUV, more thieves arrived in a white Dodge Durango. The offenders were in and
out of the store quickly, swiping goods and targeting the cash register. They
left the Jeep, which was stolen, in the store and made their getaway in the
Durango parked outside.

Theft at Antioch Target store ends with 3 of 4 suspects arrested in Brentwood
Antioch
Officers were dispatched to Target on Lone Tree Way for a reported theft. When a
Target employee tried to intervene, one of the suspects rammed the employee with
a shopping cart and threatened them, turning this simple theft into a robbery.
Three suspects—one male and two females—fled the scene in a vehicle with the
stolen merchandise. Thanks to quick coordination with the Brentwood Police

A Brentwood businessman is still picking up the pieces after two men reportedly
smashed their way into his sports memorabilia store and got away with hundreds
of expensive collectible cards. According to the Brentwood Police Department,
the suspects got away with hundreds of exclusive sports cards and other
memorabilia valued at more than $40,000. Authorities showed News 2 surveillance
footage of the break-in that took place just before 7 p.m. on Tuesday, Aug. 20
at Dad’s Dugout on Church Street.

Miami, FL: Update: Suspect arrested in armed robbery killing of North Miami
Beach smoke shop employee
A suspect has been arrested in connection with the armed robbery murder of a
North Miami Beach smoke shop employee that was caught on camera. William
Robinson, 22, was arrested Tuesday on first-degree murder and armed robbery
charges in the June 11 killing of 35-year-old Salem Albakri, an arrest warrant
said. Albakri had been working at Miami Cloudz at 2063 Northeast 163rd Street
when he was discovered on the floor of the store with a gunshot wound lying in a
pool of blood. He was pronounced dead at the scene. Surveillance cameras
captured the entire incident that led to his killing.

Memphis, TN: Update: Forrest City PD offers $7k reward in deadly C-store robbery
The Forrest City Police Department is now offering a $7,000 reward to find the
person who shot and killed a gas station clerk during a robbery. On May 11,
Malek Wabin, 29, was shot multiple times while working behind the counter at the
Pure Gas Station on South Washington Street. Forrest City Police Chief Ronald
Broussard said when the suspect entered the convenience store, Wabin told him to
remove his mask. Broussard said the shooter pulled down his mask and then went
to the back of the store and waited for the right time to ambush the clerk. “No
remorse whatsoever,” said Broussard. “Matter of fact, after he shot him, he had
to step over him to get to the cash register.”

Joliet, IL: 2 Shot At Cuddy's Western Avenue Grocery Store In Joliet
For the first time this summer, Joliet's Cuddy's Western Avenue Grocery Store
was the site of a shooting. On Wednesday, two people were shot at Cuddy's after
it was dark outside. Their shooter escaped the area before Joliet Fire
Department ambulances and Joliet police officers arrived at the scene of their
crime. Two people were shot. Joliet police spokesman Dwayne English notified
Joliet Patch that the shooting happened at 9:11 p.m. He said two males were shot
near the Cuddy's neighborhood grocery store at the corner of Western and
Hickory. The victims' ages will be available on Thursday. One victim took a
gunshot to his leg and the other person was shot in the buttocks. Both victims
were rushed to St. Joe's hospital and a search of the city's near west side for
the shooter or shooters continued late into Wednesday night. So far, no one is
in custody, English indicated around midnight.

Manhattan Beach, CA: 2 Teens, 5 Adults Convicted Of South Bay Jewelry Store
Robbery
Seven suspects, including two minors, were convicted of robbing a fine jewelry
store in Manhattan Beach, police announced Wednesday. The robbery occurred on
March 22, 2023 at Pashas Fine Jewelry at 217 Manhattan Beach Blvd. That day, the
robbery crew smashed display cases with hammers, grabbed jewelry and fled the
store in awaiting vehicles. According to MBPD, the suspects appeared to be armed
with handguns, but no shots were fired at the store. Less than two hours after
the robbery, officers attempted to conduct a traffic stop on a car that they
believed was involved in the getaway. Officers said the driver refused to stop,
so MBPD gave chase after the car and eventually apprehended five adults.
Additionally, another separate traffic stop led to the arrests of two
17-year-olds, MBPD said. Jewelry and other items believed to be taken from
Pasha's were found in both of the vehicles according to authorities. The five
adults accepted plea deals and pleaded guilty on Friday, Manhattan Beach police
said. Under the bargain, the men will serve time ranging from 3 to 16 years in
state prison and will receive a strike for their part in the robbery. The two
teenagers had their cases previously adjudicated through the Juvenile Court
System, MBPD said.

Polk County, GA: Credit card skimmer found on GA grocery store register, police
say suspects targeted several stores
Police found a credit card skimmer at a Polk County grocery store. Rockmart
police confirmed to Channel 2 Action News that the skimmer was placed on a
register in lane one, near the deli, at the Ingles store at 1100 Nathan Dean
Parkway on Tuesday, August 20. The skimmer remained in place for two days before
it was discovered. Police are working with several law enforcement agencies to
identify the suspects. They say the same suspects targeted stores in Bartow
County, Carroll County, and other locations. No arrest has been made yet, but
police said they are confident that they are all looking for the same suspect.

Chula Vista, CA: Man arraigned after 7-Eleven fire in South Bay
A man suspected of setting fire to a 7-Eleven in Chula Vista last weekend was
arraigned Wednesday. The blaze resulted in the serious injuries of two
employees — one of whom was the suspect’s ex-girlfriend. Carlos Villanueva,
47, of Chula Vista, has been charged on suspicion of premeditated attempted
murder, torture, mayhem, arson, assault by means of force likely to cause great
bodily injury and felon in possession of a firearm, according to Deputy
District Attorney Jared Coleman. He will be held without bail. The fire occurred
Saturday around 8:12 a.m. at a 7-Eleven convenience store in the 800 block of
Broadway. When authorities arrived, they found the inside of the store filled
with smoke and an employee walking out of the building with burn injuries, the
Chula Vista Police Department said.

Healthy debate in any industry spurs growth, understanding, and challenges the
status quo. Without it the normal evolutionary processes which are slow to begin
