categories.

Portland "Ground Zero" for Protests Between
Right, Left Wing
Hundreds of far-right protesters and anti-fascist counter-demonstrators swarmed
downtown Portland, Oregon, on Saturday for a long-hyped rally that attracted
President Donald Trump's attention and resulted in at least 13 arrests.
Police seized metal poles, bear spray and other weapons and closed bridges and
streets to try to keep the rival groups apart. They were largely successful. Six
minor injuries were reported.
"This was a dynamic event with demonstrators frequently moving from one part of
the city to another," Mayor Ted Wheeler said at an evening news conference.
Leaders of the right-wing groups vowed to return to Portland, saying they would
keep coming back to the liberal West Coast city so long as the left-wing
antifascists, known as antifa, groups remained active.
The events began late Saturday morning. Flag-waving members of the Proud Boys,
Three Percenters militia group and others gathered downtown, some wearing body
armor and helmets like the antifa protesters. Police said they had seized the
weapons, including shields, from multiple groups as they assembled along the
Willamette River, which runs through the city.
More than two dozen local, state and federal law enforcement agencies, including
the FBI, were in the city for the right-wing rally. Portland Police said all of
the city's 1,000 officers would be on duty for the gathering that was hyped on
social media and elsewhere for weeks.
But hundreds of people remained downtown and on nearby streets, and there were
skirmishes throughout the day. Police declared a gathering of mostly left-wing
protesters near Pioneer Courthouse Square a "civil disturbance" and told people
to leave.
Police spokeswoman Lt. Tina Jones at one point said there were about 1,200 on
the streets, but that number fell throughout the day. At 6:30 pm police
demobilized.

26,000 Stores At Risk as Natural Disasters Increase
'When levees break: How retailers are preparing for a
riskier natural world'
The march of fearsome weather events has caught the attention of retailers, who
collectively have some 26,000 stores at risk to climate-based calamities.
Hurricane Irma alone, which ravaged the Caribbean before slamming into Florida,
had an estimated
$2.8 billion impact on retail, while Harvey
brought a $1 billion hit to retailers, according to weather intelligence
firm Planalytics. Last year's
Hurricane Florence, as yet another example, was estimated to have cost
retailers around $700 million.
With climate change predicted to increase risks from natural disasters
like floods, hurricanes and wildfires, retailers likely face
more operational disruption in the future. Media coverage and tumultuous
seasons have increased the interest among retailers in planning for disasters,
say those who work in business resilience and risk management. After years of
shrugging off disaster planning, many are now starting to take a closer look at
managing stores through events and protecting their supply chains from
existential threats from the climate.
26,000 Stores at risk
Thousands of stores across the industry lie in the path of hurricanes and flood
zones as well as coastal areas expected to experience sea level rises in the
coming decades.
More specifically, retailers have some 1,900 facilities exposed to hurricanes
and typhoons, another 6,770 exposed to rises in sea level and more than 17,000
exposed to floods, according to data provided to Retail Dive by
Four Twenty Seven, a climate
risk data firm recently acquired by Moody's.

Walmart - perhaps unsurprisingly given that it's the world's largest retailer by
revenue — faces the most risk, with 14% of its global facilities exposed to
hurricanes and 16% to floods, according to Four Twenty Seven.
Off-mall retailers are hit hardest in hurricanes specifically because
lost sales are typically not made up. At the same time, broad-line retailers can
benefit, as can home centers such as Home Depot and Lowe's, which are major
sources for clean-up and rebuilding materials. However, the analysts said that
"severe, land-falling hurricanes can pose longer-term disruption risk to their
store bases and supply chains."
Retailing in disasters
Stores often end up as front lines for both major weather events and the
rebuilding process. Retailers, depending on what they sell, have to balance
customer and employee safety against the store's importance in filling customer
needs for food, daily necessities and clean-up supplies.

emergency operations team that is online 24 hours a day, and handles 22.5
million alarm signals and 365,000 calls a year. retaildive.com

Today’s modern criminals have evolved with the times, adapting to advances in
technology at a far quicker pace than both policy makers and law enforcement
agencies. Organized groups, gangs, and other criminals have applied principles
of risk management to their illicit tradecraft.
The FBI reports that there were 4,251 bank robberies in 2016—a 45 percent
decrease compared to 2004. Criminals realize there is more money to be made with
less risk of violence, arrest, and imprisonment by leveraging technology to
further their criminal enterprises and schemes. Why rob a bank—risking physical
harm and stiff penalties—when you can engage in identity theft or identity
fiction and rob banks, financial institutions, and credit card companies with
little fear of exposure? There is greater potential reward with decreased risk.
Advancement in technology enables progress, accelerates global commerce, and
improves our daily lives. However, it also facilitates faster, more anonymous
criminal activity. Financial crimes have become increasingly sophisticated and
dispersed among transnational criminal organizations (TCOs), which have
reinvented themselves by leveraging ubiquitous technology and exploiting
the gaps inherent in open societies and the global economy. Their influence is
damaging, widespread, and formidable.
TCOs follow different pathways to success, but all share one common theme:
The governments of these organizations’ countries of origin are often
unwilling or unable to deter these criminal enterprises.
According to
Verizon’s 2019 Data Breach Investigations Report, 71 percent of data
breaches were financially motivated, and 39 percent of breaches were conducted
by organized criminal groups.
In fiscal year 2018, financial crime investigations resulted in 970 arrests
worldwide and prevented more than $400 million in potential losses and $312
million in actual losses to the financial system.

Shoplifting is on the rise in the City of Los Angeles. There was a 3%
increase in reported shoplifting incidents for the first six months of 2019,
according to publicly available LAPD data.
Reports of shoplifting in the city have also risen steadily overall for the past
nine years. The largest spikes in the crime came in 2014 and 2015, when reports
of shoplifting increased nearly 21% and 32%, respectively, over the previous
years. The highest total came in 2016, but 2017 saw a dip of 9.3%. The totals
inched back up again last year.

IPR Center reports counterfeit seizures rise to
$1.4 billion
The report also reveals an upward trend in all categories of HSI enforcement
showing 381 individuals arrested, 296 indictments obtained, and 260
convictions related to intellectual property crimes.
IPR Center Director Francis is taking his concerns to private industry with a
request to join him and the Center’s network of 25 domestic and international
partner agencies as part of a campaign designed to heighten public awareness
about the dangers of counterfeit goods. He is asking industry to help raise
awareness about the threat against a wide variety businesses and organizations
around the world that are engaged in the fight against counterfeits.
The report lists the top five product categories as apparel/accessories,
footwear, watches/jewelry, handbags/wallets, and consumer electronics. Watches
and jewelry accounted for 44% of the total $1.4 billion MSRP, while handbags and
wallets represented 16% of the total.

This new frictionless shopping experience is integrated into the 7Rewards
loyalty program. Mobile Checkout works on both Android and iOS devices and is
available for most 7-Eleven merchandise that has a bar code. Some items still
require cashier assistance — financial services and age-verified products such
as alcohol, tobacco and lottery tickets. All payment transactions can be made

U.S. to extend Huawei's partial 90 day reprieve
on supply curbs-sources
The U.S. Commerce Department is expected to extend a reprieve given to Huawei
Technologies that permits the Chinese firm to buy supplies from U.S.
companies so that it can service existing customers. The "temporary general
license" will be extended for Huawei for 90 days.
The
extension renews an agreement set to lapse on August 19, continuing the Chinese
company's ability to maintain existing telecommunications networks and provide
software updates to Huawei handsets.
The world's largest telecommunications equipment maker is still prohibited from
buying American parts and components to manufacture new products without
additional license approvals.
U.S. President Donald Trump and Chinese President Xi Jinping are expected to
discuss Huawei in a call this weekend, one of the sources said.

Sweeping Employer Obligations
In line with recently passed legislation in New York and California, the
Illinois Legislature rallied to create a bill that would help increase employee
protections by combating discrimination and harassment in the workplace.
On June 2, the General Assembly, through bipartisan efforts, passed SB 75, which
created three new laws and amended others that relate to sexual harassment and
discrimination. On Aug. 9, Gov. J.B. Pritzker signed SB 75, Public Act 101-0221,
into law, comprehensively re-shaping the landscape of sexual harassment and
discrimination law in Illinois.
The new law not only prohibits unilateral agreements to arbitrate claims
involving discrimination, harassment, and retaliation for complaining about
discrimination or harassment, but also changes sexual harassment reporting and
training requirements and impacts how union representation is handled during the

In 2018, a total of 340 mass shooting incidents occurred across the U.S.,
which is a slight decrease from 346 incidents in 2017.
The number of 2019 incidents is higher than that of the same time period in
2018, in which 88 incidents occurred through May 7, 2018.
According to the Gun Violence Archive, a mass shooting is described as four or
more individuals being shot or killed in the same general time and location. The
F.B.I. defines a "mass killing" as the killing of three or more people in a
public place, but the federal agency also defines a "mass murderer" as someone
who has killed four or more people in the same location.

Retailers in Europe Not Ready
Payments fraud remains on the table as PSD2 delay takes hold
Increased Security For E-commerce Transactions Delayed in Europe
As the highly anticipated delay in the implementation of PSD2 takes hold in
Europe, experts are warning that retailers, financial industry companies and
consumers remain vulnerable to criminal fraud as the industry struggles to
resolve a myriad of problems that put plans to implement Strong Customer
Authentication on hold.
The U.K. Financial Conduct Authority earlier this week conceded to growing
demands from the industry and recommendations of the European Banking Authority
to provide an additional 18-month delay of the mid-September SCA
deadline, which would have required increased security for e-commerce
transactions throughout the continent.
One of the main drivers behind the delay in SCA implementation has been a
lack of merchant preparedness, according to Nick Maynard, lead analyst at
U.K.-based Juniper Research. Retailers have not yet made the necessary
changes to their payment and authentication systems and banks have had a
difficult time in terms of preparing their merchants for the implementation.

5 Things to Know About Cyber Insurance
More
businesses are recognizing the need for cyber insurance as part of an overall
security strategy. Here are some key points to consider when evaluating,
purchasing, and relying on a policy.
PWC estimates only about 30% of companies have cyber-risk insurance or cyber
liability insurance coverage, the market continues to grow. According
to a recent report by A.M Best, direct premiums written for both standalone
and packaged cyber policies grew about 12% in 2018, from $1.8 billion to $2
billion. While this is a bit slower than the past two years, the $2 billion
figure is more than double what was written in 2015.
In his session, "Integration
of Cyber Insurance Into A Risk Management Program," Risk Based Security
CISO Jake Kouns walked attendees through some of the best practices and caveats
for investing in a policy. Here are some key takeaways for CISOs to consider
when evaluating, purchasing, and relying on cyber insurance.
1. If Your Organization Doesn't Already Have Cyber Insurance, It Will
Organizations are increasingly investing in cyber insurance simply because they
have no choice, Kouns said. Clients are insisting their partners have
insurance for compliance purposes and regulatory requirements. More and
more, having cyber insurance is part of contractual requirements, he said.
2. Insurance Coverage Is Not a Substitution for a Security Program
Just like you wouldn't drive recklessly in a car simply because you have auto
insurance, cyber insurance should not serve as reasoning to tailor back on
investing in security strategy and tools. Under no circumstances should a
business purchase cyber insurance and assume it is covered without putting the
time and investment into a solid security program, Kouns said.
3. Security Should Get Involved Early in the Insurance Process
While the conversation about insurance is often being led in other financial
divisions of a company, such as at the CFO level, the security department should
be involved at the outset to help evaluate policies and coverage levels, Kouns
said.
4. Ensure the Requirements of a Policy Are Fulfilled So Your Coverage Won't
Be Nullified
You've got a policy and now you're covered, right? Think again. You are
obligated to fulfill and have in place a number of requirements in order for
that policy to cover you in the event of a breach or other security incident.
5. Some Elements of Your Incident Response Plan May Need to Change
Kouns stressed that certain steps in an incident response plan may need to be
tweaked once a cyber insurance policy is in place. This will include your breach
reporting timeline because, as Kouns pointed out, almost all policies have

Once Warned - Only 26% Create New Passwords
Google Analyzes Pilfered Password Reuse
Newly published research from Google surrounding its Password Checkup extension
for Chrome found that 1.5%, or 310,000, of 21 million usernames and passwords
were stolen or exposed credentials.
Google
took a sampling of some 670,000 users and their logins from the early adopters
of the extension, which alerts Chrome users when their credentials have been
found exposed or stolen. The company also found that users who were warned their
passwords were stolen created new passwords just 26% of the time.
"Based on anonymous telemetry reported by the Password Checkup extension, we
found that users reused breached, unsafe credentials for some of their most
sensitive financial, government, and email accounts. This risk was even more
prevalent on shopping sites (where users may save credit card details), news,
and entertainment sites," Google wrote in a blog post this week.
In fact, outside the most popular web sites, users are 2.5X more likely to
reuse vulnerable passwords, putting their account at risk of hijacking," the
post said.

Rite Aid has selected Bank of America Merchant Services to be its omnichannel
payment processor and security solutions provider. Bank of America Merchant
Services’ technology will manage payments at Rite Aid’s more than 2,400 stores

In addition to payment processing, Bank of America Merchant Services is

The Authors Guild said that in the last two years, the number of piracy and
counterfeiting issues referred to its legal department has increased
tenfold. Counterfeit editions are a blow against the authority of the book
and accelerate a dangerous trend toward misinformation.
The Association of American Publishers, just filed a heavily researched analysis
with the Federal Trade Commission that is remarkably blunt.

checking the authenticity, much less the quality, of what it sells. It does not
oversee the sellers who have flocked to its site in any organized way.
That has resulted in a kind of lawlessness. Publishers, writers and
groups such as the Authors Guild said counterfeiting of books on Amazon had
surged.
The scope of counterfeiting across Amazon goes far beyond books. E-commerce
has taken counterfeit goods from flea markets to the mainstream, and Amazon
is by far the e-commerce heavyweight. But books offer a way to see the depths of
the issue.
In Amazon’s bookstore, the unruly behavior has been widespread, aided by
print-on-demand technology. Booksellers that seem to have no verifiable
existence outside Amazon offer $10 books for $100 or even $1,000 on the site,
raising suspicions of algorithms run wild or even money-laundering. The problem
of fake reviews is so bad that the F.T.C. has already
gotten involved.
The Authors Guild said it was also seeing “a massive rise” in counterfeit books.
In February, Amazon included counterfeiting in its financial disclosures as a
risk factor
for the first time, saying it might not be able to prevent its merchants
“from selling unlawful, counterfeit, pirated or stolen goods” or “selling goods
in an unlawful or unethical manner.” nytimes.com

Tyler, TX: Police searching for 6 suspects who
stole 'large number' of Apple products from Best Buy
According to Tyler PD, at about 2:32 a.m., officers arrived at the Best Buy
located at 5514 S. Broadway Ave. in reference to a commercial alarm. "When
[officers] arrived on the scene, they observed that the front doors had been
damaged by pry bars and their gate inside the doors was was up. So immediately
that they'd been compromised. They cleared the building, they didn't find anyone
inside," Tyler PD Public Information Officer Don Martin said. According to a
store representative, a "large number" of Apple computers and watches had been
stolen. The video also shows that the burglars were in and out of the building
in about five minutes. Investigators believe this is an organized crime ring
that has struck numerous Best Buy retail stores recently in the state of Texas.

St, Louis, MO: $100,000 worth of rare video games
locked in a safe stolen from store
St. Louis-area video game store owner says he is out at least $100,000 Friday
after he says thieves broke into his store and stole a safe containing rare
video games. Jason Brassard owns Trade-N-Games in Fenton. He said someone broke
through the window of his store around 4:30 Friday morning. He received an alert
from his security company about the break-in and rushed to the store, he says.
“In the safe was about 150 video games, all original in-their-boxes video
games," said Brassard. “First edition Atari games, first edition Nintendo games,
Super Nintendo games." Brassard says just one of those games was worth $20,000.
He planned to sell the rare games soon and use the money to buy a house.

San Diego, CA: Optical Store burglarized for a
2nd time, $40,000 theft of frames
Multiple burglaries in San Diego, Escondido, Chula Vista and La Mesa
Store owner Michael Wang shared surveillance video of the burglary with NBC 7.
In it, at least four men in dark hooded sweatshirts and gloves crawled through a
shattered glass door and began shoving handfuls of glasses into a duffle bag.
Last Thursday, three separate burglaries occurred at optometry stores in
Escondido, San Diego and La Mesa. And, last month, a break-in was reported at an
optometry clinic in Chula Vista.

Semmes, AL: Hibbetts Sporting Goods Manager
attacked by 7 suspects in $500 Theft
The Mobile County Sheriff’s Office is searching for seven people who attacked
the manager of a Hibbett Sports and fled with $500 in merchandise. On August 16,
at about 9:20 p.m., MCSO responded to Hibbett Sports in Semmes. Witnesses stated
four women and three men entered the business and began trying on clothes and
shoes. Employees witnessed one of the suspects taking items that were placed
behind the counter.
The manager, who was suspicious of a potential snatch-and-grab asked the woman
to pay for the item, during which time an argument ensued. The manager then
locked the door to the business with the suspects inside, which escalated the
incident. All of the suspects then pawed and slapped at the manager while trying
to get out of the locked door. The door was unlocked, and the suspects fled with
about $500 dollars worth of shoes, hats, and assorted clothing.

Prevention at Acme Fresh Market
Capt. David Laughlin said Sunday that the grocery store filed a police report
alleging that a “white woman and a younger black male” left the store without
paying for a cart full of goods. A 55-year-old employee followed the man and
woman to a van in the parking lot. “He approached and they let two pit bulls
loose from inside the vehicle,” Laughlin said. “The dogs attacked him and bit
him multiple times. The suspects entered the vehicle and fled the scene.”

Newport News, VA: Officer involved shooting
injures 3 people, including murder suspect
Police stated in a briefing Saturday afternoon that the shooting that left one
woman dead at a local gas station and the officer involved shooting are
connected. Around 3:34 p.m., officers were dispatched in reference to a shooting
that took place at the Circle K.
About two hours after the woman was killed, officers were able to locate the
suspect's car in a nearby apartment complex parking lot. After police surrounded
the area, the murder suspect began shooting at the officers, according to Chief
Drew. The suspect's gunfire struck an officer and an individual who was with the
officer at the time. Officers returned fire and the suspect was struck by the
gunfire. All three have been taken to a local hospital.

store leaves 21-year-old man dead, 2 others hospitalized
The incident occurred at about 1:20 a.m. near Neighborhood Market, a small store
on the corner of Avenue 43 and North Griffin Avenue. According to Los Angeles
Police Department investigators, the victims were standing outside the market
when the shooter opened fire. The number of gunshots was unclear, but more than
a dozen evidence markers were later seen on the sidewalk and in the street.

Suspect fired shots from vehicle
A woman died Friday night after she was shot in the torso outside an east Fort
Worth convenience store, police said. The woman was gunned down outside Eastwood
Food Mart, by an assailant firing from the passenger seat of a white vehicle at
about 5:15 p.m., a witness said. The woman had a bag of chips with her when she
was shot, the witness, a store employee, said. Other people were also outside
the store. “She tried to run,” the employee said.

in back of Shoplifter’s Pick-up Truck to stop theft
A man perused the aisles of Computer Heaven, Inc., for about 15 minutes before
closing time Thursday and, when he attempted to make a purchase, ran out of the
store with the merchandise. The man was recorded running from the store, jumping
into his truck and driving off. As he pulls out of the parking spot, the
employee jumped in the bed of the truck and held on as the man sped out of the
parking lot and onto the street. The store owner told WBRZ, the employee banged
on the roof of the truck until the crook was annoyed enough to hand over the
stolen merchandise and drive off.

Prosecutors say the armed crew robbed stores in Bellflower, Cerritos, South Los

Gainesville man accused of stabbing a CVS employee in the head was sentenced to
25 years behind bars, according to court documents. Brandon Shane Dudley, 34,
took a negotiated plea Aug. 7 on charges of attempted murder and attempted armed
robbery among other charges.

Longmont, CO: Firefighters Tackle Alleged Arsonist While
Putting Out Fire
Firefighters discovered a man trying to ignite more fires as they were dousing
flames he had already started inside a business Saturday night. “This was a
first for us” says Longmont Chief of Fire Jerrod Vanlandingham. “You don’t
typically expect to encounter an arsonist lighting fires at the time you are
trying to extinguish them.” That man now sits in the Boulder County Jail facing
felony arson and burglary charges. The business’s manager, according to the
police report, estimated total damage to the store at more than $500,000.

Stagnation is the key to failing. Every CEO at failing retailers I've ever
spoken to has told me that the number 1 reason for the company's problems was
because the employee population had become stagnate and complacent in their jobs
and performance. So many complain when new CEO's bring in their new teams and
reorganize their companies, but in essence that's the key to reinventing the
organization and rebirthing the company. All teams need to be reinvented from
time to time merely to give them new energy, new focus, new opportunities. The
human condition always forces us to take the easiest path when in reality that
path will ultimately lead us to stagnation. Sometimes it's best to take a new
path, one that appears to be the hardest, and maybe the most difficult. Because
it's always the darkest path where we find the most rewards.
