Zebra Technologies Corporation (NASDAQ: ZBRA), an innovator at the edge of the

LPRC Research Report: Self-Checkout Theft From the Perspective of Offenders
Retailers are often at the crossroads of staying on top of technology
advancements for customer convenience and keeping inventory shrinkage to a
minimum. Currently, many retailers are adopting self-checkout kiosks as they are
well-liked by customers. However, thieves also prefer these kiosks.
The
LPRC conducted an interview study of offenders (the process of which you can
learn more about in this
LPRC CrimeScience podcast) who admitted to shoplifting from a retail chain
at least once in the previous 3 months using the self-checkout kiosks.
The study was done to understand the effectiveness of stand-alone and integrated
Public View Monitors (PVMs), the goal of which is to notify offenders that they
are being monitored and recorded, and deterring shoplifting while using
self-checkout technologies.
The conclusions drawn were not unimaginable: while PVMs do deter some people,
having less attention from employees, among other things, makes shoplifters feel
like it is easier to get away with committing crime.

LPRC Director Dr. Read Hayes Discusses Return Fraud
A Gwinnett County man was left empty-handed after a big-ticket purchase. Brian
Wysocki received brand-new Apple AirPods as a gift from his wife. But he got a
bigger shock when he opened the box. “To my surprise, all I received were
instructions and a charger cord,” Wysocki said.
Employees
at multiple Walmart locations across metro Atlanta told undercover producers
they, too, have seen electronics returned to store locations by thieves with
nothing in the boxes.
Return fraud is a rampant issue that affects both consumers and retailers. WSB-TV
interviewed LPRC Director Dr. Read Hayes to hear his take on a recent occurrence
that left a shopper empty-handed.
“You’re going to see the most desirable merchandise where it’s happening, and so
now, you’re out of stock, which means the store has to eat the cost of that
product and any future lost sales,” Hayes said. “That loss gets added to the
cost of your next purchase or hits the stockholders, and they can’t pass that
cost on to the manufacturer.”

Paso Shooting
Announces Over $5.5 Million in
Immediate State Funding to Assist with Recovery Efforts
Texas Governor Greg Abbott announced that the state of Texas will be providing
more than $5.5 million in immediate financial assistance through the Criminal
Justice Division (CJD) of the Governor's Public Safety Office for law
enforcement agencies and the community of El Paso.
$550,000 in financial grant assistance will be administered to law enforcement
agencies that bravely responded to the shooting on August 3rd, 2019 to aid in
reimbursement for overtime costs.
$5 million in financial grant assistance will be administered through the
following services and initiatives throughout the El Paso community
Psychological First Aid: Through the Local Mental Health Authority
Emergence Health Network, psychological first aid and crisis counseling is
available immediately and will be offered free of charge and long-term to
survivors and those in the community experiencing vicarious trauma.
State Behavioral Health Services: At the request of Governor Abbott,
Texas Health and Human Services Commission (HHSC) has deployed CJD-funded staff
from HHSC’s Disaster Behavioral Health Services section to coordinate behavioral
health assistance to the local community, conduct behavioral needs assessments,
and provide strategic planning and care coordination with local service
providers
County Reimbursements: The state can aid the prosecution of the alleged
suspect through funding streams available at CJD. This includes expert witness
fees, investigation, increased security, juror fees, and more. Indigent defense
or related defense costs are not eligible. Costs associated with overtime for El
Paso County’s Office of the Medical Examiner and Sheriff’s Office for increased
correctional needs are also eligible.
School-Based Mental Health Services: CJD is offering funds to ensure
Independent School Districts have the on-site resources they need to support
students affected directly or indirectly. Referrals for youths with higher
acuity behavioral health and psychological needs will also be available.
Family Resiliency Center (FRC): To support the long-term needs of the
community, CJD will provide funding to establish an FRC in El Paso. As
implemented in Santa Fe, Las Vegas, and other communities that experienced a
mass shooting, the FRC will be a focal point for community services including
mental health needs, legal services, faith-based assistance, and public
information.
Post Critical Incident Seminars (PCIS): PCIS is an intensively focused
therapeutic seminar with an emphasis on peer support to assist first responders
suffering from traumatic stress. These seminars are eligible for CJD funding.

Walmart Examines Role in Confronting Gun Violence
Employees circulate message calling for end to chain’s gun sales; retailer
has no plans to change policies
Walmart Inc.’s chief executive said he was rethinking the company’s role in
confronting gun violence in the wake of two deadly shootings at Walmart stores,
but didn’t offer specific plans or changes to its firearms and ammunition sales.
“We will work to understand the many important issues that arise from El Paso
and Southaven, as well as those that have been raised in the broader national
discussion around gun violence,” Doug McMillon wrote in a Facebook post Tuesday
evening. “We will be thoughtful and deliberate in our responses.”
Mr. McMillon spent Tuesday in El Paso, Texas, meeting with Walmart employees who
worked at the store where 22 people were killed in Saturday’s attack. Last week,
in Southaven, Miss., a Walmart employee who had been suspended the previous
weekend shot and killed two other workers at a company’s store.
His visit and Facebook message come as the retail giant is facing pressure from
some employees and antigun activists to halt its sales of firearms or prohibit
shoppers from carrying guns in stores.

Few Walmart employees heed call for walkout over
gun sales
SAN BRUNO, Calif. - Employees at the corporate Walmart offices in
California and two other states staged a walkout in hopes that the company will
stop selling guns.
About 40 employees walked out Wednesday for 15 minutes from the San
Bruno, Calif., offices in an organized protest that included a moment of silence
for those killed in two recent shooting incidents at Walmart stores, according
to The Washington Post.
Other workers at Walmart’s e-commerce offices in New York City and Portland,
Ore., also took action, The Washington Post reports.
Those who could not call out sick or wear black in solidarity were encouraged to
sign a petition on Change.org that calls for Walmart and its CEO Doug McMillon
to stop selling guns. As of early Thursday, it had more than 43,000 signatures.

were killed in homicides on the job for 6 years in a row
More retail workers than law-enforcement workers were killed in homicides on the
job each year between 2012 and 2017, according to data from the Bureau of Labor
Statistics. The latest year for which this data is available is 2017.
Ninety-four retail employees were killed in homicides while at work in 2017,
compared with 85 law-enforcement officers, firefighters, and others in similar
positions during the same period.
The number of homicides in retail is so high in part because so many people work
in the industry — many more than are employed as police officers or security
guards.
The figure represents a major problem for retailers, especially as the industry
additionally saw 55,480 nonfatal worker injuries in 2017.
For
comparison, 85 people in protective-service jobs — law-enforcement officers,
firefighters, and related careers — were killed in homicides the same year.
Thirty-seven police officers and 30 security guards were among those killed in
homicides.
Part of the reason the total number of retail workers murdered is comparable to
that of more stereotypically dangerous jobs is because many more people work in
the retail industry than as police officers or security guards. When comparing
the proportional number of employees who died by homicide at work,
protective-service workers were about five times more likely to die by homicide.
The fatal-injury rate for law-enforcement officers and firefighters in 2017 was
7.7 — in other words, for every 100,000 full-time employees working in this
sector, 7.7 died on the job because of homicide or other fatal injuries. Out of
100,000 retail workers, 1.6 died because of fatal injuries on the job in 2017.

Companies are now listing active shooters as a
risk factor in securities filings
Some companies are beginning to list active shooters as risk factors in their
annual reports filed with the SEC, according to analysis by the Wall Street
Journal.
In recent years, more people are dying from mass shootings.
Companies like Del Taco Restaurants and Dave & Buster’s have added language that
refers to active-shooter situations in the “risk factor” section of their most
recent annual reports filed with the Securities and Exchange Commission,
according to analysis of regulatory filings
by the Wall Street Journal.
That section of regulatory filings includes potential catastrophes like natural
disasters and terrorism alongside other risks like rising labor costs and strong
competition.
Since 2016, The Cheesecake Factory has warned investors about active shooter
situations as a risk factor in its annual reports.
“Acts of violence at or threatened against our restaurants or the centers in
which they are located, including active shooter situations and terrorism, could
unfavorably impact our restaurant sales, which could materially adversely affect
our financial performance,” the Cheesecake Factory said in its latest annual
report.
The number of people killed by active shooters has been on the rise in recent
years. The Journal reported that active shooter incidents have resulted in
306 fatalities between 2016 and 2018.

A New Risk Factor in Corporate Disclosures:
Active Shooters
Several companies have added language to securities filings warning investors
about the possible financial impact of gun violence.
The disclosures come as
fatalities in mass public shootings have surged in recent years. Between
2016 and 2018, active shooter incidents left 306 people dead and 850 wounded,
according to the Federal Bureau of Investigation. That’s up from the previous
three years, when active shooters killed 136 and wounded 181. The FBI defines an
active shooter incident as one or more shooters attempting to kill people in a
crowded area.
Two incidents in the past week, including one at a Walmart Inc. store in El
Paso, Texas, that left 22 people dead, have drawn more attention to the
security measures companies have instituted in the workplace.
“People are legitimately trying to think through whether it’s responsible to put
a risk factor like this in the document,” said David Martin, senior counsel
focusing on securities law at Covington & Burling LLP.
The language in the disclosures varies by company. Most reference how a shooting
could affect the company’s reputation and customer traffic.
Deciding what to disclose, and which risks count as material, is more art than
science. Figuring out whether a shooting is material may depend on whether a
company operates spaces that are open to the public, among other factors.
In many cases, though, companies decide whether they want to add a risk factor
by looking at what competitors have included, lawyers said.
Walmart didn’t list “active shooters” as potential risks in its most
recent annual report. But the retailer did list “terrorist attacks” as part of a
wide-ranging list of other catastrophic risk factors. wsj.com
How to Gather Documents Overseas in a Global
Investigation
How companies conduct internal investigations has evolved considerably, partly
due to the European Union (EU) General Data Protection Regulation (GDPR). At
multinational organizations, internal investigations are often global, and
investigators inquiring into possible criminal misconduct can't afford to get
caught breaking the law themselves.
While the technological challenges may be significant, investigatory document
gathering within the United States presents few legal challenges so long as the
organization follows recommended practices, such as having previously told staff
that the employer owns all company information and systems and that management
reserves its right to access company data without notice.
This plays out differently abroad, especially under the GDPR and other
countries' data protection laws.
In the EU, data law allows a company to review its own data only for "the
specified, explicit and legitimate purposes" for which that organization
originally collected that data in the first place (GDPR Article 5(1)(b)).
In addition, some EU jurisdictions have other restrictions against company
investigators searching and reviewing employee text messages, e-mails, company
documents, Internet search histories and security camera footage.
As another example, France prohibits managers from accessing employee e-mails
until the company goes to court and brings in a court officer to oversee the
review.

New Federal Law Enforcement Partnership To Address Crime In San Francisco’s
Tenderloin District
The program, called the Federal Initiative for the Tenderloin, brings together
the resources of more than 15 federal law enforcement agencies to combat endemic
drug trafficking, firearms offenses, robberies, and other crime in the
neighborhood. "A wonderful neighborhood being “smothered by lawlessness.” At
today’s press conference, U.S. Attorney Anderson also announced charges against
32 individuals as the first steps in implementing the new program. The
initiative will persist for a minimum of one year.
The Tenderloin neighborhood encompasses about 50 square blocks of downtown San
Francisco.

Bankruptcies pushing up job cuts - especially in retail
Job cuts announced due to bankruptcy have hit the highest level since 2009.
That’s according to a new analysis of monthly job cut announcements from global
outplacement and executive and business coaching firm Challenger, Gray &
Christmas.
Through July, companies have announced 42,937 job cuts due to bankruptcy, which
is 40% higher than the 30,673 job cuts announced for this reason through July
2018 and 19% higher than the 36,016 bankruptcy cuts announced through all of
2018. It is the highest seven-month total since 2009 when 50,258 cuts due to
bankruptcy were announced, the report said. In fact, it is higher than the
annual totals for bankruptcy cuts every year since 2009, when 50,911 were
announced for the entire year.

For months, his officers had wrestled with a stubborn spike in gun violence in

his department’s fault. He took the microphone and aimed a public swipe at
Brooklyn’s district attorney, Eric Gonzalez.
The salvo was a rare public glimpse of a months long spat between the police and
Mr. Gonzalez over the alarming rise in shootings and murders in a small cluster
of neighborhoods in Brooklyn. Shootings are up 10 percent across northern
Brooklyn for the year, and in some neighborhoods — like
East New York and Crown Heights — they have doubled.

Why the CISO Is Getting a C-Suite Promotion
The chief information security officer role has been given an upgrade—and is now
widely seen as an executive-suite role. That’s according to a new report from
the information technology firm Wipro, which found that more than a fifth of
CISOs are now reporting directly to the CEO, rather than the CIO.
(The rate varies significantly by industry. For communications-centric
organizations, the number is 47 percent.)
CISOs are expected to manage a number of security functions, including overall
information security (91 percent), information security policy (84 percent), and
budgets (60 percent). The report adds that while the relationship between CIO
and CISO has worked in the past, it may not be as effective in the future.
It’s a tough gig. In a column for Dark Reading, Carbon Black Head
of Security Strategy Rick McElroy noted that
CISOs often spend less time in their roles than other C-suite positions, and
some of the reason for that is because it’s difficult work that is incredibly
difficult to pull off well.
Leadership skills matter more than technical skills. Last year,
a study from ESG and the Information Systems Security Association found that
success in the CISO role leaned largely on leadership skills, which 54 percent
of CISOs surveyed said was important, far outpacing other aspects, such as
communication skills (49 percent), executive relationships (44 percent).

Retail is Biggest Spender on AI Systems
A cloud-based platform set to roll out this year will test deep-learning
algorithms to better detect unauthorized transactions.
Visa Inc. is rolling out a platform to help its engineers quickly test advanced
artificial-intelligence algorithms aimed at detecting and preventing credit-card
fraud.
The banking industry is expected to be the second biggest spender on AI
systems this year, behind retail, according to market-research firm
International Data Corp.
The new platform is expected to test algorithms that use an advanced form of AI
called deep learning, a technique that has the potential to identify more
complex patterns than traditional machine-learning algorithms.
“It’s a massive breakthrough for us,” Mr. Taneja, EVP Visa, said.
Visa currently uses machine-learning algorithms to sift through data to identify
anomalies, an effort that prevents billions of dollars in fraudulent
transactions annually, Mr. Taneja said. One such Visa fraud-detection system,
Advanced Authorization, prevented about $25 billion in fraud in the year ended
April 30, according to the company.

Enterprises Must Be Wary of Ransomware Targeting
Network File Shares & Cloud Assets
Ransomware attacks against individual endpoints are so passé. According to
reports out this week from two security research teams, financially motivated
cybercriminals are updating their ransomware playbooks in search of bigger
payoffs from their victims. Increasingly, they're making more money by putting
bigger game in the crosshairs, namely networked business assets such as file
shares, servers, network hosts, and infrastructure-as-a-service cloud
infrastructure.
A new study from researchers at Vectra shows that the biggest threat to
enterprises from ransomware today is malicious encryption of shared network
files. Whereas ransomware attacks against isolated endpoints should be no
big deal to recover from with any modicum of backup procedures, ransomware
targeting of file shares is much more likely to trigger "all-hands-on-deck"
emergencies.
The potential risk — and payout for extortionary criminals — increases
tremendously when ransomware attackers can successfully target cloud
provider infrastructure and storage shares.

DOJ: Bribed AT&T Workers Planted Malware on
Carrier's Network
Scheme Involved Unlocking 2 Million Smartphones to
Enable Fraud
Over a five-year period, two men allegedly paid over $1 million in bribes to
AT&T employees who helped plant malware on the company's internal systems
that enabled the unlocking of smartphones to permit use outside the carrier's
network, according to an indictment unsealed this week by the U.S. Department of
Justice.
In addition to planting malware, these AT&T employees allegedly accessed the
carrier's internal systems and installed illegal hardware within the network to
help the suspects gain remote access and unlock millions of smartphones,
according to the indictment.
Between 2012 and 2017, the scheme cost AT&T millions in lost revenue and other
expenses, according to the Justice Department. It does not appear, however, that
the two suspects or the employees involved in the bribery accessed customer
data.
"We have been working closely with law enforcement since this scheme was
uncovered to bring these criminals to justice and are pleased with these
developments," an AT&T spokesperson tells Information Security Media Group.

FBI Issues Relationship Fraud/Confidence Scheme Warning
The FBI has
issued a warning on the growing sophistication of criminals creating false
online personas to launch confidence schemes, commit romance fraud, and recruit
"money mules," or individuals tasked with carrying illegal sums or criminal
money across borders or launder money through bank accounts they open on behalf
of others. According to the FBI, the Internet Crime Complaint Center (IC3) saw
reports of confidence/romance fraud grow from 15,000 to 18,000 from 2017 through
2018, while the amount of money lost to the criminals increased more than 70%,
from roughly $211 million to more than $362 million.

About half of all risky online transactions appear to be coming from a mobile
device, according to iovation. Specifically, in the first half of 2019 49% of
all risky transactions came from mobile devices, up from 30% in 2018, 33% in
2017 and 25% in 2016. iovation came to this conclusion by analyzing the 30
billion online transactions it evaluated for fraud from January 2016 to June 30,
2019.
The top continents for mobile fraud: So far in 2019 it is North America
with 59% of all risky transactions coming from mobile devices. In 2018, it was
Asia at 53%. In 2017, it was North America with 55%. In 2016, it was North
America again with 36%.

Game
Fraud affecting online retailers is on the rise. According to LexisNexis®
Risk Solutions’
2018 True Cost of Fraud for the Retail Sector study, successful retail fraud
attempts rose almost 30 percent between 2017 and 2018. Every $1 of fraud
costs midsize to large retailers an average of $3.29. So how can retailers
protect themselves with an increasing amount of successful fraud attempts
accompanied by more sophisticated fraudulent tactics? The answer is educating
retailers on next-generation security technologies that evolve at a faster rate
than fraudsters.
Next-generation fraud prevention solutions aim to provide security without
introducing friction to the user experience. An example of friction is a
false positive, which is the phrase used to describe the flagging of a

Polk County, FL: 4 members of ORC Gang busted, 67
stores totaling over $87,500
Sheriff Grady Judd will brief the media at 10:00 a.m. on Thursday, August 8,
2019, about a statewide racketeering and money laundering investigation that
resulted in seven (7) arrest warrants. Four of the seven suspects live in Polk
County and have been arrested. Detectives worked with Organized Retail Crime
Managers for a major retail chain to identify the suspects responsible for 568
fraudulent transactions at 67 different stores in 15 Florida counties. There
are 151 confirmed credit card victims in 15 different states. The total
financial loss is $87,500.00. The four Polk suspects are in the Polk County Jail
and will have a first appearance hearing at 1:00 p.m. this afternoon. The three
other suspects out-of-county have Polk County warrants for their arrests.

Baton Rouge, LA: Alcohol theft syndicates cashing
in on stolen liquor, disguising illegal food stamp purchases
Sheriff’s deputies are trying to crack down on businesses operating two-fold
fronts: selling stolen alcohol and disguising purchases so customers can
illegally use food stamps to buy liquor and cigarettes. A store owner was
arrested in a series of ongoing investigations headed by the East Baton Rouge
Parish Sheriff’s Office Wednesday. And, he may not be the only one, sources
said.
Antar Aliwoig, 36, was charged with organized retail theft, government
benefit fraud and wire and credit card fraud. Aliwoig owns the Buffalo Food Mart
on Groom Road where a series of stakeouts showed him running the fraud
syndicate, deputies wrote in an arrest report. Detectives said Aliwoig would buy
stolen alcohol from people and encourage them to keep stealing. A sheriff’s
office informant was encouraged by Aliwoig to “bring… more” stolen alcohol
deputies wrote in notes about a recent surveillance operation, after Aliwoig
paid $40 for four bottles of liquor. Aliwoig presumably would re-sell the stolen
merchandise, authorities said. “[Buffalo Food Mart] was operating as a retail
fence,” detective Chad Jones said in an interview with WBRZ about the case.

Sanford, FL: Two women apprehended at Macy’s
Seminole Town Center with over 70 stolen items
Deyanira Cabrera and Digna Vasquez enter the Macy's around 8:30 p.m. with two
children and a stroller with them. Police said the two women placed multiple
items on the baby stroller then both went into the same fitting room along with
the children and the merchandise. The loss prevention officer watched as the two
women stuffed items in their large purses and in the undercarriage of the
stroller. When he went to confront the suspects, Cabrera placed one of the
children in front of him and said, "Don't touch my baby," before the two women
exited the store without paying, records show. Police said 1 gram of marijuana
and a marijuana grinder were found underneath the infant's car seat.
Approximately 70 stolen items from brands such as Calvin Klein, Nike, Champion
and Adidas were also found in the vehicle, according to the report. The
items were valued at $1,827.27.

Garden Grove, CA: Stabbing Rampage Kills 4,
7-Eleven Security Guard and Subway employee among victims
A man killed four people during a stabbing rampage in Southern California before
officers found his car parked outside a 7-Eleven convenience store and arrested
him, authorities said. In addition to the people killed, the attacker left two
wounded in multiple crime scenes in Garden Grove and Santa Ana, police said. The
victims killed included two people at the suspect's apartment complex, a
7-Eleven security guard and one more person at a Subway restaurant.

Lake Worth Beach, FL: Clothing Store Clerk shot
and killed
A clerk at a store in Lake Worth Beach was shot and killed Wednesday evening in
an apparent homicide, the Palm Beach County Sheriff’s Office reports. The
shooting happened at about 5:40 p.m. on the 1500 block of Lake Avenue, about two
blocks east of Lake Worth High School, sheriff’s spokeswoman Teri Barbera said.
Investigators worked through Wednesday night to identify a suspect and determine
a motive.

Queens, NY: Man stabs wife to death in Jackson
Heights salon where she worked
A woman was fatally stabbed by her husband in the Queens salon where she worked
Wednesday night, police said. Carmen Iris Santiago, 35, was found on the floor
of Tu S'tilo Salon with multiple stab wounds to her torso around 7 p.m. Santiago
was working at the salon, on 37th Avenue in Jackson Heights, when her husband
came in and stabbed her multiple times, then slit his own wrists. When police
arrived, they found the 39-year-old husband on top of his wife's body.

DeKalb County, GA: Police investigating a Fatal
Shooting outside Texaco station
East Point Police are looking for the gunman who shot and killed a man at a gas
station early Wednesday morning. It happened at the Texaco on Delowe Drive just
after midnight. Officers found a man in the street in front of the gas station.
Investigators said the victim is in his early 20s. Police said he wasn't a
customer at the store.

Tempe, AZ: Teen's gun misfires while pointed
at chest of victim during QT robbery
Tempe Police report that on Monday just before midnight, a 16-year-old boy
was on QT property near Priest Drive, and proceeded to point a 9mm handgun
at the chest of a person. Court records show that the teen told the victim
to "give me the keys" as he racked the slide of his gun and pulled the
trigger. Police say the gun misfired, causing the suspect and victim to
fight over the weapon. The victim managed to disarm the teen and hold him
until police arrived.

Fayetteville, AR: Walmart Cashier Admitted to
Helping Plan a Robbery in July
Destine Potts, 19, was arrested on Tuesday, August 6 for felony theft of
property and felony filing a false report with law enforcement. A masked man
approached the Walmart Market customer service desk and pretended to make a
purchase. Potts, who was the cashier, handed the man $2,443.28 from the
register and the man fled the store. During the initial investigation, Potts
was described as “frantic” by responding officers.

Elmwood Park, NJ: Shoplifter drags Police
Officer with car, punches 2 others
Latonya Hendricks faces numerous counts, including assault by auto and three
counts of aggravated assault on a police officer. It’s not known if the
42-year-old Paterson woman has retained an attorney. Elmwood Park police say
the incident began around 2:10 p.m. Wednesday at a grocery store. She
allegedly shoved a store employee and ran through the parking lot, but an
officer saw her and approached her car. When the officer tried to prevent
her from driving off, Hendricks allegedly put the vehicle in reverse and
attempted to flee. The officer was dragged in the parking lot and suffered a
knee injury.

Nogales, AZ: Man pleads Guilty to Fatally
Shooting a Police Officer outside Villa’s Market in 2018, avoiding death
penalty
The 29-year-old man accused of fatally shooting a Nogales Police officer in
2018 pleaded guilty Wednesday to all 39 charges related to the incident,
officials say. David Ernesto Murillo was arrested in connection to the
killing of Officer Jesus Cordova on April 27, 2018, near Villa's Market in
Nogales. The charges against Murillo ranged from first-degree murder to
armed robbery with a deadly weapon to impersonating a peace officer,
according to the Santa Cruz County Attorney's Office.

San Mateo, CA: Man Guilty of Second-Degree
Murder in Pet Store parking lot
A 25-year-old man accused of killing a man in a San Mateo pet store parking
lot in 2016 is facing 43 years to life in prison after a jury found him
guilty of second-degree murder Wednesday. Deleon’s alleged accomplice,
23-year-old Hayward resident Louis Mercado, was found not guilty of murder
and guilty of felony evading a police officer for his role in driving the
vehicle the pair used to flee the scene and led police officers on a
high-speed chase that ended in San Francisco.
