Active Shooter Training at Retailers Is Hindered by Worker Turnover
Everyone should know "Run, Hide, Fight" like
they do "Stop, Drop & Roll"
Most retailers have plans in place to deal with an active shooter, like the one
that terrorized a Walmart Inc. store this past weekend in El Paso, Texas. But a
hot job market has hit worker retention rates, making it harder to ensure that
every employee has had the proper training.
“The majority have a plan, but the turnover in a store with any retailer is
high,” said Pat Murphy, president of LPT Security Consulting in Houston. “The
employee gets bombarded on their first day with a bunch of training material and
how often that’s revisited, who knows?”
While most Americans grow up learning how to react to a fire -- stop, drop and
roll -- active shooter response isn’t as instinctual, said Greg Shaffer, founder
of Shaffer Security Group and a former member of the FBI. Today, active shooters
present a greater threat to retail establishments than fires, and
repetitive
trainings need to be put in practice to encourage preparedness, he said.
Beyond training employees to identify exits and flee in the event of a shooting,
retailers can also invest in active shooter alarms -- distinct from fire alarms
-- to more quickly alert employees and customers to what’s going on. Many
retailers also teach workers to usher as many people as possible out of the
store and run away, especially through the back doors, as 86% of active shooters
come in the front entrance, Shaffer said.
“We need to treat active shooter plans like we treated
fire in the last few decades,”
Shaffer said. “There are very few
fires in America in retail establishments because we’ve been so effective with
sprinkler systems and drills. We need to do the same for active shooter.”

Fast-food chains are facing a looming active-shooter problem,
with at least 3 deadly shootings in the last month alone
This week, the biggest names in fast food are gathering in Nashville, Tennessee,
for the annual Restaurant Loss Prevention and Security Association Conference.
Active shooters are a major topic of discussion this year.
In 2017, 29 food industry workers were murdered while on the job, according to
Bureau of Labor Statistics data. That's an increase from 26 in 2016, 23 in 2015,
and 15 in 2014. A total of 89 restaurant industry workers died from fatal
injuries at work in 2017, with another 72,310 suffering injuries on the job.
Restaurants face a unique threat of "spillover violence," according to Mike
Clumpner, the president of security consulting firm Threat Suppression.
Many
shootings and other incidents that take place in chain restaurants are tied to
gangs, domestic disputes, and other instances in which shooters are targeting
specific individuals, not a specific location.
"I don't fear it, but after seeing how adults literally (and I mean literally)
throw temper tantrums over sandwiches it wouldn't surprise me," a Subway
employee said of the fear of a shooting happening in his store.
Many chains are in the process of creating or revamping their active shooter
training. However, making sure every worker is properly trained can be
challenging. Many chains grant franchisees control over how and when to conduct
trainings. With a high rate of turnover, it is difficult to keep every employee
trained with up-to-date information.

Walmart Employee Who Protested the Retailer’s Gun Sales
Says the Company Retaliated Against Him
Thomas Marshall, a 23-year-old category manager in Walmart’s San Bruno,
Calif.-based e-commerce business, asked employees to call in sick Tuesday, leave
work early on Wednesday, and sign a Change.org petition that urges the company
to stop selling firearms and ammunition in the wake of two shootings at the
company’s stores in recent weeks.
Marshall said Walmart retaliated by blocking his access to both his corporate
Outlook email account and Slack, a workplace collaboration platform where he had
originally publicized the protest. Company spokesman Randy Hargrove confirmed
that Marshall’s access to networks had been temporarily suspended, and said
they’d be reactivated once he returns to work, pending a review.
Walmart has said it has no plans to change its gun-sales policy, and Hargrove
chided Marshall’s tactics, saying “there are many more constructive avenues for
employees to offer feedback.”

requires police record their entire interrogation for serious crimes. But
half the states have no such requirement, leaving the most critical of police
procedures a mystery to prosecutors, judges, juries and the public alike.
Justice requires that all police interrogations — the entire process, not just
the final confession — should be recorded on video.
The two of us who write this article agree on this point, despite coming from
very different professional perspectives. One of us is a partner in a company
that trains law enforcement officers and investigators in how to conduct
interviews and interrogations. The other is a social psychologist who studies
the causes of false confessions, and the role they play in wrongful convictions.
We both know that confessions can be vital to policing and intelligence
gathering. Relative to other forms of evidence, they are considered the gold
standard. But they are also fallible. Today,
28 percent of DNA exonerations involve false confessions. This number could
be drastically reduced if all interrogations were recorded.

Office Depot stores now offering ID and background check services
Office Depot continues to diversify as its expands its lineup of — and emphasis
on — business services. The company has entered into an alliance with
Telos Identity Management Solutions LLC
to offer identification verification and background check services to help

services, which include identity verification, secure fingerprinting, photos and
other identity-based services, will be offered at kiosks in Office Depot stores.

California startup Olaplex LLC says French giant L’Oreal SA stole its trade
secrets for a popular, three-step system that protects hair during bleaching
treatments, getting hold of them in 2015 when the two were in takeover talks. It
wants cash compensation for the alleged theft and damages for L’Oreal’s
established infringement of two of its patents.
“This is a case of corporate theft, of one of the largest beauty companies in
the world seeing something it wanted and taking it for itself,” Diane Doolittle,

The Increasing Overlap Between Loss Prevention & Tech Teams

'On the Same Team: LP and IT Working Together to
Tackle Retail Crime'
As
the retail threat landscape evolves, the role of loss prevention is changing —
but not consistently in every retail organization. Gus
Downing, president and publisher of the D&D Daily, thinks LP
employees in both cyber threat analysis and incident response are not as
involved as they should be — most of the time, they are brought in after the
fact. “The speed of change and the number of new cybercrime risks alone is like
nothing we’ve ever seen before,” he said at NRF PROTECT 2019. Downing went on to
say that in the last 18 months, eight international cases identified 140,000
fraudsters for a total of $750 million in losses. In this environment, it is
paramount that LP teams work in tandem with their company’s technology teams to
stay ahead.
NRF’s 2019
National Retail Security Survey found that 89 percent of LP executives saw
increasing overlap between retail LP teams and cybersecurity teams, but only 30
percent said they were regularly involved in cybersecurity issues. At NRF
PROTECT, Downing and executives from Williams-Sonoma Inc., Dunkin' Brands and
Jack in the Box discussed practical ways retail LP teams can work with
technology teams.
Converging functions
“IT security has always protected the perimeter of our business from outsiders
coming in — whether that’s malware or compromised emails,” said
Gail Morris, Williams-Sonoma’s director of loss
prevention, “and the loss prevention department has always protected
the interior perimeter of the business.” As the two functions converge, Morris
sees companies employing joint incident responses where both teams will be
called upon.
David Johnston, senior director of loss prevention and
corporate security at Dunkin Brands, said IT and LP are already
working together. Johnston has seen transactional fraud incidents evolve from
just credit card fraud to other forms including user authentication fraud,
synthetic accounts, account takeover and credential stuffing both online and in
the Dunkin mobile app. “If you don’t have that connection now [with the IT
team],” Johnston said, “go out and extend the hand.”
Playing to strengths
LP can help IT understand company assets — for example, how store associates and
call center employees use software and hardware — to aid deep dive
investigations and ensure recommended solutions are relevant. Education is key
to making a combined team work effectively: Johnston encourages his LP team to
go through cybersecurity training and certification programs so they are
well-versed in terminology and tactics. The IT teams at Dunkin Brands are also
educated in interview tactics and investigation techniques, training that is
normally designated for LP professionals. “The partnership needs to continue to
grow,” said Jason Painter, enterprise security manager
for Williams-Sonoma.
What’s in the future?
Morris said cybersecurity within an LP career path is still “untapped territory”
for most, but the field is evolving and changing. “As everything goes more and
more digital and online,” she said, “it’s going to be necessary for a lot of LP
professionals to get on board with it.”
With increased access to electronics and more advanced tools that make it easier
to steal or cause harm, “we’re having to ramp up our tools, tactics and
procedures to keep up with the threat,” said Jack in
the Box’s Chief Information Security Officer Terrence Weekes. The
winning solutions will consolidate tools to perform both IT and LP functions at
once.
Ongoing Campaign Spoofs Walmart, Dating, Movie Sites
A new investigation detects more than 540
domain names linked to the Walmart brand and camouflaged as career, dating, and
entertainment websites.
Corin Imai, senior security adviser for DomainTools, was alerted to the activity
about two weeks ago when the term "Walmart" was found spoofed in multiple
domains. The flagged domain walmartcareers[.]us prompted her to research related
terms and other suspicious domains.
Imai's analysis led to the discovery of an email address linked to 184 other
potentially risky domains with an average age of 190 days. Further investigation
into these domains led to the discovery of a much broader campaign spoofing a
range of websites related and unrelated to the Walmart brand. Of the 540-plus
domains identified, only 181 have appeared on blacklists. Others have a high
risk score, which Imai says indicates they'll likely be blacklisted in the
future.

Marriott Takes $126 Million Charge Related to Data Breach
Marriott International Inc. said Monday it booked a $126 million charge in the
latest quarter tied to a massive data breach disclosed last year and lowered
financial projections for the year.
Marriott, the world’s largest hotel company with some 7,100 properties and 1.3
million rooms in its system, late last year
disclosed a security breach in the Starwood reservations database that
exposed some 383 million guest records, including passports and credit-card
information, since 2014.
In the second quarter, Marriott reported $22 million of expenses and recognized
$22 million of insurance recoveries related to the data breach. Marriott faces a
£99.2 million ($120.5 million) fine from the U.K.’s privacy watchdog over the
data breach.

Stores not responsible for protecting customers from sudden, random acts of
violence, B.C. court rules
The July 19 decision, released July 31 came after an assault by one customer
against another at a Vancouver London Drugs store, a situation dating back to
2003. The court heard evidence of London Drugs’ security and safety polices.
Justice Karen Horsman found the company’s steps to ensure the safety of its
stores were reasonable.
“London Drugs was not under a duty to guard against the sudden, random, and
apparently unprecedented act of violence by John Doe No. 1,” Horsman ruled.
“There was no foreseeable risk that London Drugs customers might be the victim
of unprovoked physical assaults by other London Drugs customers.”
Moreover, the judge said, there was nothing Shewchuk could have done to guard
against an attack that, in Tanaka’s words “came out of nowhere.” The action was
brought as a negligence claim under B.C.’s Occupiers Liability Act (OLA).

Thefts at LCBO stores on the rise in Ottawa
Shop Owner Blames LCBO Policy
OPSEU's liquor board employees division chair, Jennifer Van Zetten, said staff
are trained not to intervene when they witness a theft. Karen Nielsen, a former
social worker who owns HighJinx — a second-hand store in Centretown that doubles
as a hub for low-income and homeless people in the area — said that policy makes
LCBO stores easy marks.
Police working with retailers
Hodgins said the force's goal is to reduce retail thefts, but non-violent
offences like thefts don't get the same attention that violent offences do.
Nevertheless, he said police are working with community partners, including
retailers, on the problem. Nielsen said the LCBO, and not police, should be
responsible for deterring thefts.
Increasing security
In a statement to CBC, the LCBO said it's increasing security at select
locations by implementing "industry-leading technology" and providing staff with
mandatory training. The provincial Crown corporation has hired 3 Sixty Risk
Solutions Ltd., based in Almonte, Ont., to provide security at its stores in the
northern, eastern and western regions of the province. The company currently
provides security services in the cannabis sector.

‘It’s time to start making changes’:
Winnipeg store liquor thefts still a major problem
Brazen, daylight thefts have been an ongoing problem at liquor stores around
Manitoba, leaving paying customers to wonder what is being done about it. For
many, it seems like the answer is “nothing.”
After countless public robberies, in March Manitoba Liquor and Lotteries
announced new tactics were being introduced to enhance security at the stores.
The new measures would include a mobile team of trained loss-prevention officers
who would work with existing security teams. MBLL said they would be stationed
at Liquor Marts during peak periods, or at stores that have experienced a spike
in thefts.
However, MBLL could not tell Global News where it is in that process or how many
of these new officers have been hired.
MBLL also previously said in addition to security staff changes, there would be
new protocols for customers. A “no-bag” policy means customers may be asked to
check their bags with security when entering a Liquor Mart. However, again, it
could not answer how many stores these changes have been implemented in.
Economist Robert Warren told Global News it’s all about the cost-benefit
analysis and it may be cheaper for the Crown Corporation to do nothing.

Surrey, BC: Hells Angel shot dead at Starbucks drive-thru
For
the second time in a year, a full-patch member of the Hells Angels Hardside
chapter has been murdered. 43-year-old Suminder (Ali) Grewal, a member of the
notorious biker gang’s newest B.C. chapter, was shot dead Friday morning at the
Southpoint Exchange mall. The shooting occurred around 9:20 a.m. in the
drive-thru shared by Envision Financial and a Starbucks. Surrey RCMP Cpl. Elaine
Sturko said first responders tried unsuccessfully to revive a man with a gunshot
wounds. Grewal was pronounced dead at the scene. Witnesses reported to police
that two people were seen fleeing in a vehicle and later on foot. Police said
officers were able to intercept the suspected vehicle and arrest two men who
remain in custody.

Markham, ON: Man killed, woman injured drive-by shooting at strip mall
One man was killed and a woman is clinging to life after a targeted drive-by
shooting at a Markham strip mall late Thursday. Yellow police evidence markers
and a large pool of blood could be seen on the sidewalk just outside Hey Noodles
restaurant at the west end of the plaza. And a bullet hole could be seen in a

Winnipeg, MB: C-store employee, bystanders escape injury after handgun fails to
fire during robbery
A male suspect had pointed a handgun at an employee’s head and pulled the
trigger several times, however the firearm failed to discharge. The suspect
then re-inserted the ammunition magazine and racked the firearm, before
pointing it at the employee and pulling the trigger again. The handgun did
not fire, and the suspect left the store with stolen product. Outside the
store, the suspect pointed the firearm at two bystanders before fleeing the
scene.

Amazon price alerts are leading sellers to raise
prices on Walmart or risk losing perks
The company’s price alert system may be
found anti-competitive
Amazon is indirectly causing third-party sellers to raise prices on their
products if those products are listed on competing storefronts at lower prices,
according to a report from Bloomberg. This is potentially anti-competitive,
and it may become a central piece of evidence in the federal government’s
ongoing antitrust investigations into US tech companies.
Amazon is not going so far as to openly demand its third-party sellers raise
prices, according to Bloomberg. In some cases, Amazon may want the seller to
lower the prices of its items on Amazon.com to match the prices on Walmart and
elsewhere. Walmart also encourages its sellers to match prices across
platforms. But Walmart isn’t as influential as Amazon’s Marketplace, which is
the dominant online platform in the US for third-party sellers.
Amazon scans a merchant’s prices for listings on its Marketplace platform and
compares them to that same merchant’s listings on other platforms, like Walmart
and eBay. It then notifies the seller of the disparity and informs the business
that it may lose promotional benefits — like a higher placement in search
results, Prime shipping, and access to “buy now” buttons — due to the difference
in price, which would lead to lower sales.
Amazon used to have a policy that required price parity across marketplace
platforms, instead of simply encouraging it. Amazon eliminated that policy in
the EU in 2013 and
removed it for US sellers in May of this year. But the price alerts appear
to be having the adverse effect of keeping prices high across all platforms,
rather than influencing sellers to lower them.
That may give ammunition to regulators at the Federal Trade Commission, which is
currently looking into Amazon as part of a broad antitrust probe. Although the
investigation has not been formally announced,
The Verge reported last week that FTC lawyers and economists have
begun interviewing Amazon Marketplace sellers over a deal the company struck
with Apple last year. The deal, which brought Apple onto Amazon in an official
capacity for the first time, had the effect of
kicking off third-party refurbishers that were selling low-cost Apple products.
The result has been a rise in the average cost of some Apple products sold on
Amazon, which is a potential price-fixing violation that could result in
antitrust action, experts say.
If Amazon has also been indirectly pressuring sellers to raise prices through
its price alerts, which it began sending out to sellers in 2017, the company
could come under even more scrutiny.

Rising consumer spending a catalyst for increased
ecommerce fraud
The Barclays Consumer Spending index highlights a contraction in consumer
spending, with growth hindered by declines in petrol and supermarket
expenditure. This comes after what was a record quarter for the online retailing
sector, signposting changing consumer habits and the rise of ecommerce, with
customers valuing the convenience of transacting on digital devices at the click
of a button.
As consumers continue to value the ease of online shopping, ecommerce fraud
is growing at twice the rate of sales. 2019 has already seen ecommerce
fraud amounting to £393 million, which made up 59 per cent of total card
fraud cases, with nascent ecommerce merchants being cited as primary targets for
this fraud.
However, by investing in fraud detection and prevention solutions that verify a
user’s identity and cross-references it against fraud data at the customer on
boarding stage, merchants can curb significant losses from fraud, according to
Zac Cohen, General Manager at Trulioo.

directed thieves to steal new tools, vacuums, gift cards
In the fall of 2017, security personnel for online and brick-and-mortar
retailers along the Wasatch Front held a meeting with Utah law enforcement. The
merchants were worried about pawnshops. The retailers complained that a lot of
brand-new, still-in-the-box merchandise was being sold at Wasatch Front
pawnshops, according to documents describing the meeting. Representatives from
eBay, documents say, warned especially about one pawnshop — Xtreme Pawn in West
Jordan. Officials with eBay said at the time that 58% percent of that shop’s
online sales with eBay listed the merchandise as new.
The meeting has resulted in a crackdown on a number of pawnshops in Salt Lake
and Utah counties, and criminal charges filed last week. The Utah Attorney
General’s Office charged the manager at Xtreme Pawn, John Michael Jones, 40,
with eight felonies, including counts of receiving stolen property and Utah’s
equivalent of racketeering. Neither Jones nor his attorney returned messages
seeking comment Tuesday. The defendant has not yet entered a plea and has been
issued a summons to appear in state court in West Jordan on Sept. 6.

Palm Beach, FL: Jewelry Store Employee stole
$60,000 worth of rings and charms, sold on eBay and Poshmark.com

West Palm Beach woman faces 10 charges, including felony grand theft, after a
Palm Beach store manager says she stole more than $60,000 worth of jewelry while
working there. Michelle Dawn Chapman, 35, took rings and charm sets from the
Helen Ficalora store the report said. Chapman listed some of the jewelry for
sale on eBay and Poshmark.com, and pawned numerous items at American Pawn in
Royal Palm Beach using her own fingerprints and identification. Chapman received
almost $10,000 in payment from the pawn shop between January and July, the
report said.

Gwinett County, GA: Six wanted for $2,700 theft
at Victoria’s Secret at Mall of Georgia
Described
by police as a “theft crew,” on the afternoon of May 29 five women and one man
successfully stole about $2,700 worth of clothing from the Victoria’s Secret
located within the Mall of Georgia. Entering the store in separate groups of
two, the suspects were in the store for approximately 40 minutes. An employee
noticed that all six suspects, though entering the store in pairs a few minutes
apart, were interacting with each other during the entire 40 minutes they were
in the store. Security footage showed the suspects working together, removing
security devices from items and placing the clothing in each other’s bags. One
suspect is seen removing security devices and stuffing them in her bra, and
later discarding the devices on the floor and onto shelves.

Silver Springs, MD: Man arrested in $6,300
Theft/Refund scheme at The Home Depot

R. Toledo, 51, of Silver Spring, was charged with 10 counts of theft following a
nearly four-month spree allegedly netting him $6,300. From Feb. 15 to May 4,
Toledo repeatedly stole merchandise and returned it for a full cash refund,
police said. Stolen items ranged from boxes of nails and packages of toilet
paper individually valued at less than $20 to major equipment, such as a lawn
mower and pressure washer each worth several hundred dollars, according to
charging documents.

power tool theft from The Home Depot

Sheriff’s Office detectives are releasing surveillance video in the hopes of
identifying the suspect from the North Lauderdale Home Depot. The theft occurred
shortly before 3 p.m. on July 11, 2019. The suspect is seen walking into the
store pushing an empty shopping cart. After loading the cart, he passes all
points of sale and casually slips out through the garden center exit. A loss
prevention officer tries to stop him, but the crook escapes with a paint gun,
two leaf blowers, a trimmer, and batteries.

Napa, CA: Passenger killed in crash fleeing from
Police
Tied to theft at The Home Depot
Napa police have arrested the driver of a car that crashed, killing a passenger
during a police pursuit Monday night. Police said the driver, Jonathan Thomas
McCarthy, 24, and passenger Logan Dale Patrick Bogan, 34, drove in a Honda
reported stolen in Antioch to Napa with the intention of stealing merchandise
from Home Depot to buy drugs. Napa County sheriff’s deputies deployed a spike
strip to stop the Honda but McCarthy swerved to avoid it, lost control of the
car causing it to roll onto its roof. McCarthy admitted he and Bogan switched
the license plate from another uninvolved vehicle to the Honda and drove to Napa
to steal from Home Depot to get money for drugs.

Winston-Salem, NC: Argument leads to 1 dead after
shooting at Hanes Mall
Suspect arrested. A man was shot and killed Tuesday outside BJ’s Restaurant and
Brewhouse at Hanes Mall. The shooting took place in the restaurant’s parking lot
at 3:41 p.m. Julius Randolph Sampson, 32, died at the scene, police said. Robert
Anthony Grenato has been charged with murder and carrying a concealed gun in
connection with Sampson’s death, police said. Police said Sampson and Granato
were involved in a disturbance in the restaurant. The two men went outside where
they continued to argue. At some point, police said, Granato drew a weapon and
fired, striking Sampson.

Soopers, police look for 3 suspects
The victim, described by police as a 25-year-old Hispanic man, was taken to a
local hospital. Further details on injuries were not available. The shooting
happened at 750 N. Ridge Road, according to police. Police said that an
altercation occurred at the King Soopers gas station before the man was shot in
the access road behind the gas station. Police were looking for three suspects
in connection with the shooting.

Henderson, NV: Police shoot suspect after robbery
reported at 7-Eleven
Officers were called to report of a robbery in progress about 8:55 p.m. at 1453
Boulder Highway. When officers arrived they found the man suspected of robbing
the store, and chased him across the street, he said. The man was then shot in
the arm near an O’Reilly Auto Parts Store, Moore said. He was taken to Henderson
Hospital and was expected to survive Tuesday night. It was unclear Tuesday night
if the robbery suspect was armed. Only one officer fired a weapon, and no
officers were injured, Moore said.

Manchester, NH: Man threatened Dunkin' clerk
with syringe; suspect at large
On Monday at 8 p.m., Amherst police responded to the Dunkin’ on Route 101-A
for a robbery that had just occurred. Witnesses said a man entered the
store, placed an order and then showed the clerk a message on his cellphone,
which contained a threat indicating that he had an infected syringe. The man
demanded all the money from the register. He then fled the store, taking
less than $200. The man was identified as Michael Farmer, 27. Farmer is also
a suspect in two robberies that occurred in Milford on Sunday.

Cantonment, FL: Felon with 29 convictions
charged with Felony Battery during Target shoplifting apprehension
John Satterwhite, age 50, was charged with felony battery, second degree
petit theft third or subsequent offense and resisting a merchant in the
recovery of stolen property for the incident at the Target on Nine Mile
Road. Satterwhite allegedly purchased an item in the electronics section of
the store and place numerous other items in the bag as he moved around the
store, including a Timex watch ($42.99), short pants ($19.99) sunglasses
($24.99) and cordless inflator ($67.99). Satterwhite has 13 felony and 16
misdemeanor convictions in Florida for numerous charges, including multiple
grand theft and petit theft charges, according to the Sheriff’s Office.

Sometimes the best reaction is no reaction, as the old expression "Silence is
Golden" is more applicable than most think. Especially in a situation where
