Authorities treating the mass killing as domestic terrorism
A gunman armed with a rifle opened fire in an El Paso shopping area packed with
as many as 3,000 people during the busy back-to-school season,
leaving 21
dead and 25 total injured, police said. Police confirm that no
shots were fired inside Cielo Vista Mall itself, and the crime scene has
been confined to the adjacent Walmart.
U.S. authorities investigating the shooting said Sunday they are treating it
as a case of domestic terrorism. The State of Texas will be seeking Capital
Murder charges against the suspect. Emerson Bowie, the FBI Special Agent in
Charge says the FBI is investigating all evidence to determine if the shooting
will be considered a possible hate crime. El Paso Police Chief Greg Allen
confirms the shooter left a manifesto behind, but is working to validate it.

A Florida man was arrested Sunday for threatening to “shoot up” his
local Walmart
where his mother works — later telling cops he was “intrigued” by the El Paso and
Dayton massacres. Wayne Lee Padgett, 31, is accused of targeting a
Walmart in Gibsonton, just 10 miles south Tampa. He allegedly called the
store and told an employee he was on his way — and armed.
Chronister said cops acted quickly to the “active shooter” threat and
were able to bust Padgett, who lived near the Walmart — where his mom
was employed. It’s unclear if he was actually carrying a weapon.

Growing Threat
After Saturday’s shooting in El Paso, some Walmart workers expressed concerns in
online forums about their safety and how prepared their own store was for such
an attack. Saturday’s rampage was the second shooting at a Walmart in a week.
“I have to be cognizant of it. What’s my game plan if something does go down?”
Alexis Rodriguez, a 21-year-old Walmart cashier at a store in Morristown, Tenn.,
said Sunday morning in an interview.
In high-crime areas, Walmart sometimes hires security contractors or off-duty
police officers to patrol stores. It has its own shoplifting-prevention staff in
all locations. But many are reluctant to add invasive security checks near
building entrances because that could make it more difficult for shoppers to
quickly enter and exit a store, one reason he said many retailers have focused
on training in the event a shooting does happen.
In 2015, Walmart, the world’s biggest retailer by revenue, introduced
computer-based active-shooter training for store employees and, in 2017,
started requiring workers to take the sessions once a quarter. However, much of
Walmart’s visible security efforts, including the staff who greet shoppers at
store entrances, are focused on preventing shoplifting.

Dayton, OH: Gunman who killed 9 people outside of bar was stopped within 30
seconds of opening fire
The
gunman in the deadly rampage in Dayton, Ohio, was wearing a mask, bulletproof
vest, earplugs and was carrying a rifle capable of holding at least 100 rounds
when he opened fire outside a bar, killed nine - including his sister - and
injured more than two dozen, one in critical condition, police said Sunday.
Dayton police Chief Richard Biehl told reporters in a news conference on Sunday
afternoon that the gunman, identified as 24-year-old Connor Betts, showed up to
the city's Oregon District around Fifth Street with his sister and a friend on
Saturday night. The three separated at some point between when they arrived and
when Betts opened fire, saying it is unknown what happened during that time.

FBI Releases Statement about Shootings in El Paso & Dayton
The attack in El Paso, Texas, underscores the continued threat posed by domestic
violent extremists and perpetrators of hate crimes. The FBI is supporting its
state and local partners in Texas through investigative, intelligence, and
technical assistance. The El Paso investigation is also being supported by the
FBI’s Domestic Terrorism-Hate Crimes Fusion Cell, which was established in
spring 2019.
The FBI is also providing assistance to the Dayton (Ohio) Police Department’s
investigation into the shooting in Dayton, through the Bureau’s Cincinnati Field
Office, with support from FBI Headquarters personnel.

'Enough is enough': Cloudfare terminates 8chan, an online meeting place for
'extremist hate' that has been connected to three mass shootings in 2019
The online message board 8chan, which has been linked to three mass shootings in
2019, will be terminated, Cloudfare announced late Sunday night, just hours
after the site's founder called for its end. Cloudfare will cut off services for
8chan at midnight PDT, CEO Matthew Prince said in a statement, though he noted
that another network provider could bring 8chan back online. That's what
happened in 2017, when Cloudfare booted The Daily Stormer, a neo-Nazi message
board. "The rationale is simple: they have proven themselves to be lawless and
that lawlessness has caused multiple tragic deaths," Prince said. "Even if 8chan
may not have violated the letter of the law in refusing to moderate their
hate-filled community, they have created an environment that revels in violating
its spirit."

Whistleblower - Senior Team Cooked the Books to Get Bonuses
Former Brixmor Property Group CFO and CEO Charged with Accounting Fraud

Brixmor Property Group has
agreed pay a $7 million penalty to settle Securities and Exchange
Commission charges against the company and four former senior executives
connected to a scheme to operating metrics used by analysts and investors to
evaluate financial performance, the SEC said.
In a complaint filed in the United States District Court for the Southern
District of New York, authorities alleged that from the third quarter of 2013 to
the third quarter of 2015, Brixmor CEO Michael Carroll,
CFO Michael Pappagallo, chief accounting officer Steven Splain, and senior
vice president of accounting Michael Mortimer manipulated same property net
operating income to meet publicly-issued growth targets.
In February 2016, Brixmor disclosed income statements had been manipulated and
said Carroll, Pappagallo, Splain, and Mortimer
were resigning based on an audit committee investigation of a
whistleblower complaint.
The company settled without admitting or denying the allegations.
Received bonuses: Carroll got $800,000, Pappagallo received $750,000, and
Splain received $210,000 in 2014 after exactly meeting per-share guidance
using manipulated statements.

Calif. Man Gets 2.5 Years Federal Prison For $8M Ross Stores Insider Trading
A Dublin man who made millions in insider trading involving the Ross Dress for
Less store chain has been sentenced to 2 ½ years in federal prison. A judge in
Oakland sentenced Saleem Khan on Friday. He pleaded guilty in January to
conspiracy and securities fraud. In the plea agreement, Khan said that from 2009
to 2012, he
used inside trading information he got from a friend in the Ross Stores finance
department to make money on options contracts involving the California-based discount
clothing retailer. Khan acknowledged making more than $3.5 million but the
government said his gains could have amounted to as much as $8.2 million. In
2016, Khan agreed to pay more than $15 million to settle a civil case filed by
the federal Securities and Exchange Commission.

McDonald’s Franchisee Settles Immigrant Bias Case for $91,000
A Texas-based McDonald’s franchisee will pay more than $91,000 to settle Justice
Department allegations that it discriminated against immigrant workers when
verifying their employment eligibility.
R.E.E. Inc., which operates 30 McDonald’s restaurants in the Rio Grande Valley,
routinely required non-U.S. citizens to provide specific documentation issued by
the Department of Homeland Security to prove their work authorization because of
their citizenship or immigration status, even though some had already presented
other valid proof of their authorization to work. The Department also concluded
that R.E.E. improperly rejected valid documents some non-U.S. citizens tried to
present to prove their work authorization, such as their state IDs and
unrestricted Social Security cards.

Verizon implements 60-day locking policy on new
phones
Combating $190M Handset Fraud in 2018 - 210,000 Devices Lost
Verizon has started implementing its new policy of locking new phones for 60
days after purchase in an effort to combat handset-related fraud.
The Federal Communication Commission gave Verizon the greenlight in
June for a 60-day phone lock period, agreeing that the safety check
period wouldn’t significantly impact legitimate customers. A July postpaid
competition report from Wave7 Research noted Verizon updated its device locking
policy page on July 19, and implemented the policy at national retail on
July 23.
The 60-day device lock aims to reduce the incentive for handset-related theft
and fraud, and means Verizon customers can’t use a new device on a different
carrier’s network for about two months after purchase or activation. After 60
days Verizon will automatically unlock the phone, regardless of whether the
device is fully paid off.
Verizon previously
told the FCC that selling unlocked phones facilitated, and maybe even
encouraged, increasing incidents of device and identity theft, which
negatively impacted both the carrier and its customers. The thinking is that
phones that can only work on single carrier’s network (locked) for a period are
not as valuable on the black market and so not as appealing to fraudsters.
Jeffrey Moore, principal at Wave7 Research, indicated there are real
device-related fraud issues at national retail stores, such as people using fake
IDs at stores like Walmart and Target to buy expensive devices like iPhones on
equipment installment plans (EIP) and then resell them abroad.
According to Verizon, handset fraud cost the company about $190 million in
2018, during which it lost nearly 210,000 devices. In January of this year
alone, Verizon said handset fraud cost the company $34 million, a 93% jump from
January 2018. Identity theft also impacted 7,000 Verizon customers per month on
average in 2018, up 46% from 2017.
Verizon is the only major carrier subject to these rules and before the waiver,
was the only large carrier selling unlocked phones at the time of purchase.

membership fee of $48.
CVS announced on Monday its CarePass program will expand nationwide. The company
tested the membership in Boston, Philadelphia and Tampa. Consumers pay $5 a
month or $48 annually for free delivery on drugstore products and prescription
drugs, discounts on CVS-branded items, a monthly $10 coupon and access to a
pharmacy hotline.

Most cybercriminals operate in highly organized groups based abroad. They
approach their work like any business would except that their revenue streams
are stolen data and extortion.
We may live in a time when companies in the First World rarely have to pay
“protection money” to mafiosos, but hacking is the new organized crime, and
the criminals are similarly ruthless about getting paid.
The Cornerstones of Any Cybercrime Enterprise
Having a proven, predictable business model has enabled cybercriminals to scale

Congress Wants Answers on Amazon and Capital One’s Data Breach
Leaders of House and Senate committees want Capital One and Amazon to explain to
Congress how a hacker accessed personal information from more than 100 million
Capital One credit card customers and applicants.
Ohio Rep. Jim Jordan, the top Republican on the House Oversight and Reform
Committee, asked for a staff-level briefing by Aug 15 on the breach that was
reported last Monday.
The chairman of the Senate Banking, Housing and Urban Affairs Committee also
said the committee will look into the matter. Sen. Mike Crapo, R-Idaho,
plans legislation that would establish new data safeguards for consumers.
"I have concerns about all aspects of this," Crapo told reporters this week. "We
want to understand how this happened, how other breaches happened ... and we
want to know how vulnerabilities (appear) in systems and figure out what we must
do to deal with them at a policy level."

Online sneaker marketplace failed to come clean
about 6.8M record data breach
StockX — a popular online marketplace for sneakerheads and streetwear
aficionados to trade apparel — is the
latest company to fall victim to a massive data breach affecting millions of
its users.
As if that wasn’t bad enough,
TechCrunch reported over the weekend that the incident happened almost
three months ago, in May.
Although StockX has not disclosed the exact number of affected users, the
marketplace said “an unknown third-party was able to gain access to certain
customer data, including customer name, email address, shipping address,
username, hashed passwords, and purchase history.”
TechCrunch’s report, however, puts the number at 6.8 million after an
unnamed data breach seller contacted the publication with the information.
"The seller declined to say how they obtained the data. In a dark web
listing, the seller put the data for sale for $300. One person at the time of
writing already bought the data."
StockX, for its part, has maintained that it found no evidence of customers’
financial or payment information being affected as a result of the breach. But
some users on Twitter are pointing out that
fraudulent purchases have been made through their accounts.

Stolen goods on Amazon? Shoppers won't care,
experts say
News of an alleged Amazon theft ring involving contract delivery drivers is
unlikely to make a dent in the online shopping giant's massive business. But it
may make people more wary of letting deliveries into their house when they
aren't there — a nascent project from both Amazon and Walmart.
WHAT HAPPENED WITH AMAZON?
The theft ring, according to an FBI search warrant affidavit, involved Amazon
contract drivers stealing items that were being shipped to customers or returns.
Then they resold them to pawn shops, which shipped the items to Amazon
warehouses and resold them on Amazon's sites using the sellers "Bestforyouall"
or "Freeshipforyou." No charges have been filed yet.
WILL PEOPLE STOP SHOPPING AT AMAZON?
Regular customers probably won't stop buying from Amazon. People still use
Amazon even after having their packages stolen by "porch pirates," even though
that is a big problem .
"It's almost an inevitability that people will use the site to dispose of
ill-gotten gains," said Neil Saunders, managing director of GlobalData Retail.
"Amazon is the largest marketplace; it's going to have the biggest problem."
But the thefts could alter shoppers' behavior in other ways. Negative press
could tank retailer services that might seem intrusive, such as ones that
deliver packages directly into your house, said Jon Reily, a former Amazon
executive now at the digital consultancy firm Publicis Sapient.

East Meadow, NY: 3 charged in $4M Counterfeit Vaping
Operation Busted On Long Island
Police say a father and two sons have been busted for allegedly operating a
multi-million dollar counterfeit vaping business on Long Island. Ali Asghar, 58,
and his two sons, also named Ali, were arrested for bringing counterfeit vaping
products into the U.S. from China and then selling the items in their local card
shops in Nassau and Suffolk counties and online. Authorities say in the past two
years the operation netted $4 million. The suspects are charged with trademark
counterfeiting.

Altamonte Springs, FL: Publix pharmacist
estimates she stole over 2,800 meds
A pharmacist at an Altamonte Springs Publix gave up her license Friday after,
the Florida Department of Health says, she got caught stealing drugs from the
pharmacy. And the emergency suspension order (ESO) said that while Publix caught
Kara Blankenship in June, she admitted she’s been stealing pills from Publix
pharmacies for eight years. “Ms. Blankenship estimated that, over the prior
eight years, while working at various Publix Pharmacy locations, she had stolen
approximately 2,850 tablets…” the ESO stated. The ESO says a June 7 controlled
substance internal audit at Blankenship’s Publix turned up a shortage of Tylenol
with codeine No. 3, Tylenol with codeine No. 4, alprazolam (brand name: Xanax)
and diazepam (brand name: Valium). The first two are used to treat pain, the
latter two used for anxiety.

Big Rapids, MI: Menards reports $1,000+
Merchandise Theft
Authorities in Mecosta County are trying to track down a thief who made out with
more than $1,000 in merchandise from the Menards in Big Rapids Sunday evening.
Authorities are hoping that by release a photo of the man, the community can
help identifying him.

Owasso, OK: Felon with 3 year old caught
shoplifting over $1000 of merchandise from Target and Kohl’s
Darren Lyn Summar, 42, allegedly stole around $1,000 in merchandise from Kohl’s
and Target with a 3-year-old toddler at his side. Police say Summar has a
history of criminal convictions, including child neglect, domestic assault and
battery, burglary, fraud and other drug charges. Officers found clothing,
multiple electronics and other merchandise from Kohl’s, along with other items
from Target, all with the tags still attached. They also found a homemade
smoking device commonly used for inhaling or snorting illegal substances,
burglary tools and powerful magnets used to deactivate magnetic loss-prevention
devices.

Roseville, CA: Shoplifting Suspect Wanted For
Reported Assault Of Roseville Galleria Footlocker Employer
In total, officials have reported that five black male adults forcefully stole
shoes from the store. No arrests have been made, but police say they are working
with other agencies to see if these suspects are connected to similar crimes in
the region.

Update: St George, UT: Las Vegas woman sentenced
in Target theft, 2 co-defendants’ cases still pending in court
Jade Culwick, 27, of Las Vegas, appeared in 5th District court for sentencing on
one charge of third-degree felony retail theft, as well as three misdemeanors.
Under the terms of the plea agreement, the state agreed to dismiss one
second-degree felony count of theft by receiving stolen property and two
misdemeanor charges. The prison term of up to five years for the third-degree
felony theft charge was suspended, as well as each of the three 365 day jail
sentences for the misdemeanor charges. Instead, the defendant was fined $1,672
and ordered to pay $1,562 in restitution. She was also placed on 36 months
probation and sentenced to 63 days in jail.

Hot Springs, AR: Sisters Shot And Killed After
Confronting Beauty Supply Store Employee With Their Mother
Montieria Myers, 22 and Mernaiya Myers, 19, entered the Simple Unique Beauty
Supply Store with their mother to confront the worker about a personal matter
last Wednesday. Surveillance footage shows the argument turned into a physical
altercation. Moments after, both sisters were shot in the head while their
mother fled the scene. Hot Springs Police said in a report that the fight was
about an ongoing personal dispute.

Houston, TX: C-Store Clerk shot and killed in
Armed Robbery
A clerk was killed Sunday during an apparent robbery at a store in north
Houston, police said. The clerk, who has not been identified, was reportedly
found shot in the store at a Texaco gas station around 5:30 p.m. in the 14900
block of Old Humble Road. Police don't yet know whether anything was stolen
during the incident.

Gibsonton, FL: Walmart worker's son arrested for
threatening to shoot up Hillsborough County store
A Walmart in Hillsborough County was evacuated on Sunday after an employee
received a threatening phone call, according the sheriff's office. A spokeswoman
for the office says no credible threat was found and the evacuation was done out
of an "abundance of caution" in light of recent events.
When the employee answered the phone, an unidentified male voice said he would
be at the store in five minutes and was going to "shoot up your store,"
according to the sheriff's office. The store was immediately evacuated and
authorities were on the scene within just a few minutes. Deputies arrested a
31-year-old man for making the threat and Baker Acted him. The Sheriff's Office
said he was facing a charge of false report of using a firearm in a violent
manner and that he has not been arrested before.

Hudson Valley, NY: Four Suspect Members of Felony
Lane Gang injured following a high-speed chase
A Chevy Tahoe traveling southbound on the New York State Thruway Thursday
morning in Newburgh was flagged by New York State Police as the car of a suspect
wanted for questioning in a felony investigation. Troopers believed the car was
associated with the “Felony Lane Gang," a group who reportedly are responsible
for numerous larcenies and fraudulent ATM withdrawals associated with identity
theft throughout the east coast. The driver and a passenger, both from Florida,
were transported with non-life threatening injuries. Two other passengers, also
from Florida were both taken to Westchester Medical Center with serious
injuries.

Mahwah, NJ: Home Depot Theft-Turned-Robbery
Ex-Con, Drug Offender Captured
An ex-con with a 30-year history of convictions assaulted a Home Depot employee
in Mahwah before he and two alleged accomplices were caught in Ridgewood.
Raymond McCutchen, 58, of Paterson, was accompanied by an Oakland woman with an
extensive history of her own, mostly for drug offenses. The identity of a third
suspect who was arrested with them couldn't immediately be determined. The trio
fled the Home Depot on Route 17 in Mahwah and were nabbed 10 miles down the road
in Ridgewood.

Food Lion
Portsmouth police are investigating an attempted commercial robbery at a Food
Lion early Sunday morning. Officers were called around 12:42 a.m. to the grocery
store in the 5700 block of Churchland Boulevard. Two armed men entered the store
but didn't take anything. Police said they left the store toward an unknown
direction.
