Target's 'New Approach' Cleaned Up Crime-Plagued Store
How Target worked with Sacramento police to address crime-ridden store
Neighbors in Sacramento's Land Park say that in the battle over retail theft statewide, law enforcement officials and retail giant Target have worked to clean up a store location on Riverside Boulevard that had become overwhelmed by crime.

It was so bad that CBS13 has learned Sacramento's city attorney's office even drafted a letter warning about a charge of a nuisance violation against Target. The letter was never sent. Since then, there's been a change.

"It told me that a year ago, Target was really not doing their due diligence to crack down on crime," Land park activist Stephanie Duncan said. "I mean, literally, people were pushing carts full of items out the emergency exit door, and the security guards were just closing the door and walking away."

Now, Duncan said Target has taken a new approach. As first reported by the Sacramento Bee and confirmed by city hall sources, the city attorney's office crafted a draft letter that was not sent, warning about nuisance action against Target.

Corporate management then worked with Sacramento city leaders and police on theft mitigation by adding security, lighting, and locking down merchandise.

"I hope they continue on that trajectory because I've seen what happens when they don't," Duncan said.

Sacramento Councilmember Rick Jennings issued a statement that said, in part: "Target's acknowledgment of the problems and ongoing efforts to enhance both the customer and neighboring community experience are greatly appreciated."

Texas lawmakers briefed on growing problem of organized retail theft

State lawmakers were briefed on Tuesday on efforts to stop what officials call a growing problem in Texas: organized retail theft. The state launched a task force to tackle the issue after the passage of House Bill 1826 by State Rep. Chris Turner (D-Grand Prairie) in 2023.

Associate Deputy Comptroller Korry Castillo testified on Tuesday, saying that the task force has hosted three meetings and five site visits so far, with more planned in the fall, plus conversations with outside speakers to broaden the group’s perspective. Winnipeg retail crime initiative extended thanks to funding from province
The city and province say they will continue to crack down on increased crime in Winnipeg, after the initial success of the Violent Crime and Retail Theft (VCRT) initiative.

The project will be extended through the summer, Manitoba Justice Minister Matt Wiebe said Wednesday, with an additional $1.1 million in provincial funds earmarked for the project.

After four weeks of increased patrols in Osborne Village, the Exchange District, and the West End, police say the program has led to a total of 203 arrests over more than 2,000 engagements, as well as the recovery of approximately $9,000 in stolen items.

The funding comes on the heels of Tuesday’s announcement of $1.5 million in provincial dollars for the downtown community safety action plan.

Winnipeg police Insp. Eric Luke, central district commander, said the initiative has been a positive one not only for the community, but within the police service itself.

The new $1.1 million from the province includes funding for additional general patrol units to focus on areas of repeat crime and targeted retail theft, the province said, as well as engagement with business organizations and leaders with the goal of improving safety.

Store Closures Plummet in 2024
Over 1,300 US Stores Are Set To Close This Year
According to a recent Business Insider compilation of reports from nine retail chains, over 1,330 stores across the U.S. have either closed or are scheduled to close in 2024. This figure represents a significant drop from previous years. For instance, over 2,800 stores closed last year, largely due to the downfall of Bed Bath & Beyond.

Over the next five years, as many as 45,000 retail stores in the U.S. could close, according to UBS analysts. This wave of closures will primarily affect smaller businesses, even as major retailers such as Walmart, Costco, Target, and Home Depot continue to expand.

Leading the list of store closures this year is Family Dollar, owned by Dollar Tree, which plans to shut down at least 600 stores, with additional closures anticipated as leases come to an end.

Numerous companies are struggling financially, with Express and Foxtrot among them. On the flip side, though Walmart and TJX have some closures, they are set to open more locations than they shut down. At the same time, retailers such as Foot Locker and Macy’s are revamping their strategies to keep up with evolving consumer behavior.

Other store closures this year include CVS Health, a staple in the pharmacy and healthcare sector, which is set to close 300 stores as part of its strategic realignment efforts. A proposed merger between Kroger and Albertsons threatens the existence of hundreds of stores nationwide.

Back in April, it was announced that for $2.9 billion, the two businesses intend to sell C&S Wholesale Grocers a total of 579 locations in overlapping markets. The initial plan was to sell 413 outlets for $1.9 billion, but this is an increase.

Now, Kroger has revealed the list of stores affected by the divestiture.

According to NBC San Diego, nearly a dozen stores in the area are threatened by the proposed merger, most of them under the Vons label. In total, 63 locations in California would be affected by the merger.

Alaska’s stores, too, could be negatively impacted by the merger, with more than 18 Carrs-Safeway stores (which are also under the umbrella) divested under the proposed merger between Kroger and Albertsons, according to Alaska’s News Source.

60% of Orgs Can't Track Their Own Info After It Goes Out Via Email
Risk escalates as communication channels proliferate

The chance of losing data to a breach rises in tandem with the number of channels — like email and file sharing — that an organization uses.

Almost 60% of organizations can’t track what happens to their information once it goes out in an email or through another communication channel, a survey by data security company Kiteworks finds.

That’s a risk management problem because data breaches are correlated with how information leaves an organization.

The more communication tools an organization uses — email, file sharing, managed file transfer, secure file transfer protocol, web forms, among others — the higher the risk of information ending up where it wasn’t intended, the survey finds.

Respondents with over seven communication tools experienced 10-plus data breaches — 3.55x higher than the aggregate,” the survey report says.

The risk is particularly high for organizations in North America because they’re the biggest users of multiple types of communication channels.

“An astounding 80% in North America employs four or more tools,” the survey report says.

Legal framework

Anti-counterfeiting enforcement in the United States stems largely from two federal statutes: the Lanham Act (codified at 15 USC Section 1051) and the Trademark Counterfeiting Act 1984 (codified at 18 USC Section 2320). The Lanham Act provides civil remedies for trademark infringement and counterfeiting, while the Trademark Counterfeiting Act criminalises certain violations of the Lanham Act’s anti-counterfeiting provisions, making these offences federal crimes. While there are additional state and federal laws that impose civil and criminal liability for counterfeiting, most anti-counterfeiting enforcement actions are derived from these two statutes.

US Customs and Border Protection

US Customs and Border Protection (CBP) is the primary federal agency responsible for addressing counterfeit goods at the United States border. All persons, baggage and merchandise entering the United States are subject to inspection by the CBP (19 CFR Section 162.6) and the CBP has authority to exclude, detain and seize counterfeit goods at any port of entry into the United States. Over the past several years, the CBP has reported significant increases in the number of seizures performed per year. In 2019 and 2020, it reported the first decreases in the number of seizures since 2014; however, the overall seizure numbers remain high, with 26,503 seizures representing a monetary value of over $1.3 billion in 2020.

International Trade Commission

The CBP also enforces exclusion orders issued by the US International Trade Commission (ITC), a quasi-judicial federal agency staffed by administrative law judges. Margate, NJ: Burglars target luxury store in South Jersey, steal $380,000 worth of merchandise
Burglars made off with approximately $380,000 worth of luxury merchandise during a smash-and-grab at the Jersey Shore. Some of that merchandise included high-end brands such as Gucci, Hermes, Chanel, and others. It happened at Caroline's Fashion Luxuries along Ventnor Avenue in Margate just after 2:30 a.m. Tuesday. After that incident, the store's owner, Karolina Yosef, said she hadn't arrived at a dollar amount to describe the loss but said some of the items cost between $8,000 and $10,000 each. But it's not just Yosef's stores being targeted. She is speaking to a network of luxury consignment store owners in New Jersey and Pennsylvania who have also been robbed.  6abc.com


Las Vegas, NV: Man stole over $140K of goods from Las Vegas sunglass stores
A 22-year-old man is accused of stealing more than $140,000 of merchandise from Las Vegas Sunglass Hut stores over the course of the last few months. Kenneth Alston was booked into the Clark County Detention Center on Thursday on seven counts of theft and one count of participation in an organized retail theft ring. An arrest report lists seven instances of theft throughout June and early July at Sunglass Hut, four of which occurred at Las Vegas Premium Outlets South, and three others at the Miracle Mile Shops at Planet Hollywood Resort on the Strip. In each instance, Alston is alleged to have stolen over $10,000 of merchandise, including $18,632 on July 3. Solano County, CA: Two suspects arrested for stealing ‘substantial amount’ of merchandise across Solano County
Two suspects were arrested Tuesday in connection to a “substantial amount” of merchandise being stolen from multiple stores across Solano County, the Fairfield Police Department (FPD) said. Bags full of merchandise were stolen from retailers, including Target and Walgreens. Around 3:38 p.m., FPD launched an investigation related to a small theft at Walgreens. No arrests were made there, but an officer tracked the involved vehicle, which was later found at the Target on Cadenasso Drive in Fairfield. Officers approached the suspect vehicle, but it was unoccupied as its occupants were inside the Target, police said. Police waited for the occupants to return to the car before conducting a traffic stop. San Mateo, CA: "Prolific" retail theft suspect arrested after multiple Lululemon heists in San Mateo
A man described by police as a "prolific" retail theft suspect was arrested in San Mateo after allegedly stealing thousands of dollars worth of clothing from a shopping mall store. The robbery happened at a Lululemon store in the Hillsdale Shopping Center. San Mateo police said store employees called to report a man entered the store, filled a bag with multiple clothing items, and ran from the store without paying. The merchandise was valued at over $5,600. Employees told police they recognized the suspect because he had stolen from the store seven other times since February. Police identified the suspect as 24-year-old Daly City resident Carlos Palafox. After workers provided a description of Palafox and the direction he fled, officers spotted him about two blocks away from the store. He was detained after initially trying to walk away from officers and the bag containing the stolen items was found. Palafox was arrested for eight counts of second-degree burglary and eight counts of felony organized retail theft and booked into San Mateo County Jail. cbsnews.com


Oak Brook, IL: Update: Two women accused of stealing nearly $6,000 worth of merchandise from Aritzia
A motion was granted Tuesday to detain pre-trial two women accused of stealing nearly $6,000 worth of merchandise from two Oak Brook stores, prosecutors said. Martasia Barney, 26, and Psy’che Hayes, 35, were charged with two counts of burglary, retail theft, criminal damage to government supported property and criminal damage to property as well as one count of aggravated assault, according to a DuPage County State’s Attorney’s Office news release.

Police saw both suspects return to and enter the car. They then exited the car and returned to the mall, again carrying the empty Forever 21 shopping bags, according to the release. When Barney and Hayes again returned to the Volvo, police approached them. The women ran toward their car and got inside. Police parked a squad car in front of the Volvo in an attempt to prevent the suspects from fleeing, according to the release. Barney allegedly drove the Volvo into the squad car in an attempt to flee. When an officer approached the Volvo, Barney backed up causing the officer to make an evasive move to avoid being driven over by the car, authorities said. Barney ultimately crashed into an unoccupied Pontiac G6, pushing it out of a parking stall, according to the release. She also allegedly struck an unoccupied car parked next to the Pontiac. She also crashed into another squad car, authorities said. Police broke the windows of the Volvo and arrested Barney and Hayes.

Following further investigation, authorities learned that Barney and Hayes allegedly entered the Aritzia women’s clothing store and stole about $2,714 worth of clothing and returned to their car. The pair then went to Alo Yoga where they allegedly stole about $3,282 worth of clothing before returning to their car, according to the release.

The allegations that these two defendants stole nearly $6,000 worth of merchandise from two Oakbrook Center stores and then, in an effort to escape, crashed their vehicle into four other vehicles, two of which were police squad cars, nearly striking a police officer, are extremely alarming,” DuPage County State’s Attorney Robert Berlin said in the release. “The denial of pre-trial release for both Ms. Hayes and Ms. Barney sends the strong message that in DuPage County we will not tolerate the complete and utter disregard for public safety and the rule of law allegedly exhibited by Ms. Barney and Ms. Hayes.”   shawlocal.com

Old Orchard Beach, ME: Maine State Trooper shoots, kills armed man at Old Orchard Beach shopping plaza
A Limerick man is dead after a Maine State Police trooper fatally shot him in the parking lot of an Old Orchard Beach shopping plaza Tuesday night Christopher Harriman, 38, was shot near an ATM at Landry's Cascade Plaza off Cascade Road, according to authorities. State police said that shortly after 6:30 p.m., they received a call from a woman who said Harriman was making suicidal threats. The woman also told police Harriman was in a black Cadillac Escalade with an AR-style rifle at the Kennebunk rest area on the Maine Turnpike, and that he was threatening to hurt others. When troopers arrived at the rest stop, Harriman was not there. The female caller then provided more information for law enforcement. Police officers from Saco and Old Orchard Beach responded, along with state troopers. Police said Harriman led officers on a slow-speed pursuit. At one point, Harriman pointed his gun out of his car window towards officers, according to authorities. When Harriman stopped in the Shoop 'n Save parking lot, law enforcement tried to negotiate with him and encouraged Harriman to turn himself in. Officials said Harriman then reached into his car, grabbed his gun and loaded a round into it. That is when MSP Trooper Ryan Phillips shot and killed Harriman.  wmtw.com


Easton, PA: Philadelphia man arrested in 2023 shooting death in Easton convenience store parking lot
A Philadelphia man was apprehended and charged Wednesday in the 2023 shooting death of a man in the parking lot of an Easton convenience store, officials said. Kameron Barnes Nuble was charged with one count of homicide and one count of conspiracy to commit homicide in the Oct. 26, 2023, death of Legious Minder, 46, of Easton, the Northampton County District Attorney's office said in a release. The shooting took place in the parking lot of Chubby's Market, 154 W. St. Joseph’s St. on Easton's South Side, the release said.  lehighvalleynews.com


Louisville, KY: Update: Coroner identifies 25-year-old shot to death at Valley Station game store
The man who died after being shot at the Game X Change store in Valley Station last month has been identified. The coroner said Tuesday that 25-year-old Ronny Walker Jr. died from gunshot wounds on June 29. Walker was one of two people shot at the Game X Change store that morning in the 8800 block of Dixie Highway. Louisville Metro Police say Walker was pronounced dead at the scene. The other man was taken to UofL Hospital with what police said were believed to be non-life-threatening injuries. The manager of Game X Change said they two men tried to rob the store before getting shot. He also said this is the third time in the last year and half that the place had been robbed. LMPD said at the time of the shooting that all parties involved were accounted for, and that their homicide unit was investigating.  wlky.com

An 18-year-old man is accused of shooting a security guard during an attempted robbery outside a sporting goods store in Fife over the weekend. Dayvion Joseph George, 18, was charged with second-degree attempted murder, two counts of first-degree assault and first-degree robbery. A plea of not guilty was entered on George's behalf at his arraignment on Monday. Pierce County Superior Court Commissioner Philip Thornton set his bail at $600,000. Fife police officers were dispatched to "reports of a shooting with victims" at the Sportco store at 4:21 p.m. Sunday. Officers were told a shoplifting had just occurred, and two security guards attempted to detain two men. One of the security guards was shot, according to charging documents. The security guard was shot in his left arm, and fire personnel drove him to the hospital. A search for the suspects began. Officers were told that security attempted to detain the two men after they passed the checkout area with store merchandise that was not paid for. A security guard got on the ground and was fighting with one of the men. The other man, later identified as George, turned around and allegedly produced a gun "in what appeared to be an execution style attempt" and fired one round at the security guard while standing over him, prosecutors wrote. The other security guard pulled out his own firearm and fired back, documents show. The men ran off and allegedly were firing back. Milton police found George and detained him. Stolen magazines and ammunition were recovered during a K-9 search for evidence along the path that George took after allegedly running from the store. Officers also recovered stolen clothing and bullets from on the ground near Sportco. The second man was still on the run Tuesday, documents show.  chronline.com

Three men have been arrested in connection with a Tuesday afternoon fight at Manassas Mall that ended with gunfire and one suspect and an innocent bystander wounded in the parking lot. Police said two groups met at the mall at 8300 Sudley Road near the food court about 2 p.m., where a physical altercation ensued. "During the encounter, multiple firearms were brandished by both groups before the altercation exited into the parking lot," Prince William County police Lt. Jonathan Perok said in a news release. An uninvolved bystander, identified as a 51-year-old man, was located at the scene and treated at an area hospital for a wound to the upper body. Both men are expected to survive. During a search of the area by a police K-9, officers recovered multiple firearms, Perok said, and two men were detained following a traffic stop nearby. After the stop, detectives charged two 18-year-olds -- Daevon Russell and Joshuah Mina Hernandez with two counts of malicious wounding, shooting at an occupied building, willfully discharging a firearm in a public place, carrying a firearm in a public place and using a firearm in the commission of a felony, Perok said. Petersburg, VA: Victims in double shooting at C-store are in stable condition
Police continue to investigate a double-shooting Tuesday at a convenience store in the southwestern part of town that sent two people to the hospital, one with life-threatening wounds. Late Tuesday night, Deputy Chief Emanuel Chambliss confirmed to The Progress-Index that both victims are now in stable condition at the hospital. It happened around 5 p.m. at the Town & Country convenience store at the intersection of Squirrel Level and Boydton Plank roads, according to police reports. Both victims were shot multiple times. Queens, NY: Long Islander faces life in prison for gunpoint robbery of a Junction Boulevard jewelry store
Ildemar Chirinos-Torres, 29, of Freeport, was arraigned Tuesday in Brooklyn federal court on an indictment charging him with robbery of a jewelry store, discharging a firearm during the robbery and interstate transportation of stolen property. According to the indictment and public filings, on the evening of Dec. 12, 2023, Chirinos-Torres and two others robbed a jewelry store at gunpoint at 35-35 Junction Blvd. while a fourth co-conspirator acted as a lookout in front of the shop. During a struggle with the 59-year-old store owner, one of the defendant’s co-conspirators fired a gun multiple times, striking the owner in the leg with one bullet and grazing his face with another. After stealing approximately $120,000 in jewelry, Cirinos-Torres and his co-conspirators fled on two mopeds.
