Why Is Facial Recognition Important? 3 Signs It's Too Big to Ignore Any Longer
The FBI has 640 million photos in its facial recognition database,
according to a recent report by the Government Accountability Office, released
this month ahead of a congressional hearing on law enforcement, facial
recognition, and government transparency. To think of it another way, 640
million is enough for two images for every single person in the United States.

that between the lack of oversight, the inaccuracy of aspects of facial

California could become first to ban facial recognition tech in police body cams
Law enforcement responds: 'It just doesn't make sense'
Some California lawmakers are supporting Assembly Bill 1215, the Body Camera
Accountability Act, which would ban the use of facial recognition software
in police body cams – a national first if it passes a Senate vote this summer
and is signed by Gov. Gavin Newsom.
While acknowledging that the tech is still in its infancy, some police officials
say a wholesale ban is premature. “Facial recognition could be a valuable
tool for us, helping identify felons or even abducted children,” says Detective
Lou Turriaga, director of the Los Angeles Police Protective League, which
represents 10,000 officers.
“I understand trying to seek a balance between civil liberties and law
enforcement, but a wholesale ban doesn’t help us protect anybody,” he says.
“Why remove that tool from law enforcement? It just doesn’t make sense.”

Update: Dallas DA tweaks plan giving some petty thieves a pass — but will he win
over police?
Dallas County District Attorney John Creuzot has tweaked the controversial theft
policy he unveiled two months ago that prompted an uncharacteristically loud and
negative response from local police chiefs. Creuzot told The Dallas Morning News
his office now allows Police Departments to resubmit cases the chiefs believe
were wrongly rejected. He acknowledged that prosecutors initially tossed cases
that should have been accepted. "We've asked the chiefs to send those back," the
DA said.
But the move has done little, if anything, to temper police criticism about a
policy that Creuzot says will decriminalize poverty by not prosecuting petty
thieves who steal baby formula, diapers and food for their families because they
can't pay. Police chiefs say they're concerned about the quality of life in the
communities and that prosecutors will give a pass to offenders who should be
held accountable.

Video Shows Store Owner Harassing, Calling Security on Black Boys for Talking
Loud, Touching Merchandise
When
a South Carolina store owner called security and threatened to notify police on
a group of black men for talking too loud, putting their hands on his
merchandise and—most egregiously—paying him no attention. The group in
question was not a roving band of unruly thugs, but an HBCU professor on
vacation with his scholar/athlete sons.
The group decided to go shopping at Myrtle Beach Mall and were patronizing Fun
Wear Sports when they were approached by the owner of the store, Michael Means.
The video shows the store owner yelling to the group, unprompted: “Nobody touch
anything unless you wanna buy.”
Security allegedly told the group that they had to leave the store. Carraway
said they stood outside and observed white customers entering the store, many of
whom were much louder, but the owner issued no threats or warnings.

Phoenix Mayor Apologizes After Police Draw Guns on Family
Over Report of Stolen Doll
The mayor of Phoenix apologized on Saturday after videos showed that police
officers in the city who had been responding to a report of a shoplifting had
drawn their weapons, shouted expletives, and threatened to shoot a man in the
face in front of his young children.
The mayor, Kate Gallego, said in a
statement that she was “sick” over what she had seen in the videos.
The episode
has drawn widespread attention as police encounters with civilians have
faced heightened scrutiny, which is increasingly augmented by videos captured by
bystanders on cellphones or by officers’ body cameras.
No charges were filed in connection with the episode, which started at a Family
Dollar store. What preceded the events is in dispute. Neither side could even
agree on when it had happened: The notice of claim said it had been May 29, and
the police officers said it had been May 27.
The
Police Department said on Facebook that the episode had begun after a
store manager had alerted an officer to a possible shoplifting occurrence and
had said that those being sought were getting into a car. The department said
officers had found the couple’s car a mile away from the store.
The department said Mr. Ames had admitted he had stolen a package of
underwear that he had thrown out of the car window and had said that he was also
driving with a suspended license.
The notice of claim said the couple had not realized until they were back at
their car that their 4-year-old daughter had walked out of the store with a
doll.
The mayor said she was calling for a community meeting on June 18 in
which the police chief was expected to answer questions from the public.

What a Weekend at Target
Two Technical Glitches Cause POS Nightmares
On Saturday, “an internal technology issue” caused long lines at Target stores
and customers wasted no time going on social media sites to post their
unhappiness with the situation. The outage, which Target said was not the result
of a security issue, took registers down in stores across the country for a
couple of hours before being resolved.
Yesterday, due to a second technical glitch, Target’s stores were unable to
process credit and debit card payments for about 90 minutes. This issue, Target
reported, was set off by a problem at one of vendor NCR’s data centers. The
chain said the issue was, once again, not security related.
A customer at a Target in Phoenix told The New York Times that people
inconvenienced by the outage on Sunday were given $10 off their orders by the

Self-Checkout is Growing
Costco Going Back to Self-Checkout
Six years after announcing plans to get rid of many self-service checkouts,
Costco is again testing them to help combat long waits at manned registers.
On its third-quarter conference call, Richard Galanti, Costco’s EVP and CFO,
said about 125 self-service stations have been installed across Costco’s 536
U.S. stores. The warehouse club operator plans to extend that to 250 over the
next several months.
Warehouse competitors, Sam’s Club and B.J.’s Wholesale Club, as well as
Amazon.com, Kroger, Meijer, Macy’s and others now offer ways for shoppers to
scan items and check out via their smartphones. Most require customers to
checkout via an express lane.

May retail sales rebound
Furniture and home stores rose 0.1%, electronics sales 1.1%, general merchandise
retailers 0.7%, and sporting goods and hobby stores 1.1%, the government said.
But department stores fell 0.7% and apparel sales were flat, according to the
report.
The release formed the basis for the National Retail Federation's own number
crunching. The trade organization said that retail sales rose 0.5% in May
seasonally adjusted from April and 3.2% unadjusted year over year, according to
an emailed release.

The Way We Measure Retail Store Performance Needs To Change
With stores doing less of their historical functions and more of what they’re
not being measured for, it’s important to ask ourselves how to evaluate store
performance in light of the changed environment. There are three things that are
going to be important for retail store metrics in the future:
1. The Catchment Area. Online sales in the immediate geographic area
around a store are usually higher than in other places. The store acts as a
billboard and awareness-builder for consumers. In those cases, the sales don’t
show up as store revenue and that needs to change, sales allocable to a store
should include both the sales inside the store and the online sales in the local
area that the store affects.
2. BOPIS. The phenomenon of Buy-Online-Pickup-Instore is real and here to
stay. It provides a level of convenience that lets consumers have what they want
right away without waiting for shipping times and makes their store visits more
efficient.
3. BORIS. Like BOPIS, Buy-Online-Return-Instore is a key convenience for
consumers and needs to be measured.

‘Catastrophic,’ ‘Cataclysmic’: Trump’s Tariff Threat Has Retailers Sounding
Alarm
Already battered by the e-commerce revolution, traditional retail stores are
bracing for another blow — new tariffs on $300 billion worth of Chinese
imports that the Trump administration is threatening to impose.
Retailers and analysts warn the impact will be disastrous for an industry
already tormented by vacant storefronts and deserted malls. The reason: Unlike
earlier tariffs that mostly targeted industrial and commercial products, the
next round is aimed squarely at consumer goods like footwear, toys and apparel.
The government has
already imposed tariffs on $250 billion worth of Chinese goods.
President Trump has said he will decide on whether to impose duties on the
remaining $300 billion in imports but
hasn’t set a firm deadline.
The National Retail Federation estimates that China supplies 42 percent of all
apparel, 73 percent of household appliances and 88 percent of toys sold in the
United States.
In a
letter last month, over 170 shoemakers and retailers called on Mr. Trump to
halt the trade war with China, which supplies almost 70 percent of shoes sold in
the United States.
Mr. Cohen said. “This is going to cause more stores to close and more people
to lose their jobs,” he added.
By the end of 2019, announced closings could climb to 12,000 stores,

Workers like their routines, and don’t have much faith in their coworkers,
according to a recent survey. If leaders want cross-functional activity, they’ll
have to make the case for it—and nix the useless meetings.
CEOs are encouraged to bust silos so often you’d think half their job is driving
bulldozers over grain farms. Employees must learn to work with different
departments in cross-functional teams! Lack of institutional awareness
throughout the org chart leads to inefficiencies and confusion!
All true, and that’s why the no-silo dream is a compelling one for executives.
But there are a couple of problems with the dream: Your people probably like
their silos, and they’re often not working in an environment where they can
easily get out of them anyhow.

enterprise technology firm Workfront.
The study shows a workplace that’s straining to get its regular tasks done
and doesn’t have much of an appetite for cross-functional anything.
Thirty-eight percent of respondents say, “I never know what my company’s top
priorities are and how my work ties into them.” That’s a lot of people
showing up for work every day but not knowing why, beyond their daily tasks.
If you as an executive aren’t explaining what the strategic purpose of an effort
is, it shouldn’t come as a surprise that workers are loath to step out of their
bubbles.

'Bigger threat than Facebook"
Mobile apps are the new weak link when it comes to user data & privacy abuse
In a recent study that looked at permissions usage among VPN apps on the Android
Play Store, it was observed that more than 60% of these apps require
“dangerous” permissions that are not needed for them to function. These
“dangerous” permissions pose a risk to users’ privacy by allowing access to
sensitive information such as users’ location, mobile phone data, phone status,
and a lot more.
The problem is that a VPN app does not need these permissions, that can
compromise users’ privacy, to function, yet, more than half of the most popular
VPN apps require them. A recent study from researchers from Oxford University
found that a whopping 90% of free apps on the Google Play store share data with
organizations.
According to the researchers, this data sharing and harvesting is simply out of
control, with the average app sharing information that includes a user’s age,
gender, location, and information about other installed apps to up to five
tracker companies; these companies then pass the data to larger firms that
use the data for other purposes.
The transfer of this sensitive data usually took place in the middle of the
night when the owners of these devices are probably wide asleep. Other iPhone
users aren’t exempt, and this is despite the fact that Apple touts the fact that
its devices are designed for people who want “advanced security and privacy at
every level.”
When you consider the fact that Android and Apple’s iOS have a
combined 98% of the mobile operating system market share worldwide, this
becomes very worrisome.

Cellebrite Says It Can Unlock Any iPhone for Cops
On Friday afternoon, the Israeli forensics firm and law enforcement contractor
Cellebrite publicly announced a new version of its product known as a
Universal Forensic Extraction Device or UFED, one that it's calling UFED
Premium. In marketing that update, it says that the tool can now unlock any iOS
device cops can lay their hands on. No other law enforcement contractor has made
such broad claims about a single product, at least not publicly.

enforcement to unlock and extract data from all iOS and high-end Android
devices."

How Some Cyber Metrics Mislead
As corporate boards move to quantify cyber risks, some cybersecurity executives
warn that many common metrics are traps.
Measurements such as the percentage of employees who fail phishing tests can be
manipulated depending on how the exercises are designed, experts say.
Additionally, things that are easy to measure, such as the number of suspect
emails blocked each month, are overemphasized at the expense of factors that are
harder to weigh but are more meaningful, such as the number of malicious emails
that should have been blocked but were never detected.
“Corporate boards are at a stage now where they’re trying to measure the value
of their cybersecurity investments,” “The only problem is we don’t know the
right things to measure.”
Many large firms are trying to shift from what he calls a “shotgun approach” to
cybersecurity spending, in which decisions are made mostly out of fear, to one
that emphasizes return on investment.
What works
Focus on qualitative data to include describing new security initiatives and how
they will address risks. The difference between losses from cybersecurity
incidents and the cost of cybersecurity controls.
Cybersecurity leaders should also measure the ratio of security incidents
detected by internal tools and employees versus those caught by security
vendors, law enforcement and other people outside the company, Mr. Vadala said.
“That’s an indicator of whether the things you’re doing to prevent and detect
issues are working,” he said.

New estimate says Amazon's U.S. online market
share not as big as prior guess
A closely watched researcher has cut its estimate of Amazon.com Inc.'s share of
the U.S. e-commerce
market after incorporating new figures from the company.
EMarketer Inc., among the most widely cited sources for estimates of U.S. online
retail sales, says it now expects Amazon to account for 37.7% of online
commerce this year, down from a prior estimate of 47%. The new market share
numbers were reported earlier Thursday by the Information.
An Amazon spokesman said EMarketer reached out to the company's analyst
relations group after chief executive officer Jeff Bezos disclosed that
independent merchants accounted for 58% of gross merchandise sales on the retail
site -- the first time the company had made that metric public.
EMarketer's revision comes as Amazon, along with Alphabet Inc.'s Google,
Facebook Inc. and Apple Inc., face calls for an examination of their market
power. Regulators in recent weeks divvied up antitrust oversight of the four
companies, a sign to some observers that formal inquiries could be forthcoming.

The Growing Problem of Customer Returns
The cost to online retailers is substantial. According to research firm Statista,
in 2017 total U.S. return deliveries cost merchants (online and
brick-and-mortar) $381 billion and the total is expected to reach $550 billion
by 2020. Since they often incur greater shipping costs related to returns,
merchants could be tempted to implement policies that minimize the expense.
However they risk losing customers if they make their policies stricter.
Narvar, a company that offers a post-purchase customer experience platform,
conducted a survey of 1,300 online shoppers in 2018 and issued a report
entitled, “The State of Returns, What Today’s Shoppers Expect.” Among the
findings are:
● Sixty-nine percent of shoppers do not buy online if they have to pay for
return shipping.
● Sixty-seven percent are deterred from buying if returns are subject to
restocking fees.
● Ninety-six percent would shop with a retailer again based on “easy” or “very
easy” returns.
● Forty percent said returning an item bought online to a physical store is
easier than mailing It.

Eagle Rock, CA: Cellphone Store Owners charged in
$25 Million phone fraud; unlocked and ‘cleaned’ phones reported as lost or
stolen
Former owners of a T-Mobile store in the Eagle Rock Plaza were arrested last
Monday on federal charges that allege a $25 million cellphone unlocking scheme.
Argishti Khudaverdyan, 41, of Burbank, and Alen Gharehbagloo, 40, are being
charged with multiple felonies, including wire fraud, bank fraud and money
laundering, according to the U.S. Attorney’s Office. Federal officials have
seized more than $2.25 million from bank accounts and residential properties
purchased with profits gained from the alleged fraud. In an operation that
spanned August 2014 to January 2019, Khudaverdyan and Gharehbagloo used stolen
T-Mobile employee credentials to infiltrate the phone company’s internal
computer systems and unlock cell phones to be used on any carrier's network,
according to the U.S Attorney.

Lexington, KY: Police and Loss Prevention blitz
making 35 shoplifting arrests in 3 days
Nearly three dozen people were arrested during a “shoplifting blitz” at stores
in Hamburg and along the Richmond Road corridor this week. The Lexington Police
Department said officers made 35 arrests between June 10 and June 12 and
recovered $6,850 in stolen property, including power tools, cookware, clothing,
cosmetics and pet food. Police said they filed 32 charges related to
shoplifting, five related to burglary and five related to drugs. They also
issued citations to five people and served 18 warrants during the blitz. “Loss
prevention employees from 14 businesses worked with officers to target
shoplifting and theft suspects,” police said in a news release Saturday.

Niagara, NY: 'Shoplifting blitz' nets 9 arrests
at Niagara Falls Walmart Supercenter
A weekend "shoplifting blitz" at the Walmart Supercenter, 1540 Military Road,
Town of Niagara, netted nine arrests involving nearly $750 worth of merchandise,
police said. Eight of the nine arrests took place between noon and 8 p.m.
Friday, when police said that alleged shoplifters tried to steal 91 items, and
switched price tags to lower amounts on additional pieces of merchandise.

from Prime Kicks and Cuts
Early Friday morning, crooks stole designer shoes and clothes from Prime Kicks
and Cuts, with the whole incident caught on security video. "I wanted to almost

outlet steals over $8,000 in merchandise
Vacaville Police want you to see video, found on their Facebook page, to help
their investigation and find the thieves. In the video, employees and customers
are in shock as the first thief fills her bag with clothes. Then another walks
by with arms overflowing with hanging clothes. And finally, two people casually
walk out of the store with stolen merchandise while alarms sound.

Denham Springs, LA: Trio's grab-and-run crime
nets $3,500 in merchandise
Three
women did a grab-and-run at a Juban Road business and the Livingston Parish
Sheriff’s Office is trying to identify them. On June 6, three women entered a
retail store off of Juban Road and each picked up a shopping bag. “They all
target the fragrance section. They each fill their bags with product,” Steele
said. “Then, they run out of the store – without paying." Total value of the
merchandise taken was $3,500, said Lori Steele, sheriff’s spokeswoman.

Napa, CA: 4 suspects arrested after stealing from
the Polo Store in the Napa Premium Outlets
Using a vehicle description provide by police, American Canyon Police pulled
over a vehicle and arrested the four occupants a short time later, Napa Police
said. Stolen merchandise was recovered. Police booked three 16-year-olds from
Vallejo into Juvenile Hall, and an 18-year-old from Fairfield.

Corona, CA: Off-duty officer shot, killed man who
hit him at Costco
An off-duty police officer opened fire inside a Costco Wholesale warehouse
store, killing a man who had attacked him and wounding two others, the Corona
Police Department said. Kenneth French, 32, assaulted the Los Angeles Police
Department officer Friday night while he was holding his young child, the
department said in a statement Saturday. The officer fired his gun, hitting
French and two of French's relatives, French was killed. The relatives are in
critical conditions at hospitals.
The officer, was treated and released at a nearby hospital, and the officer's
child was not injured. The officer was the only person who fired shots in the
store. The shooting prompted a stampede of frightened shoppers to flee the store
and seek cover inside. Witnesses said they saw a man with a Mohawk haircut
arguing with someone near a freezer section when shots rang out at least six
times. The man involved in the argument was killed, Corona police Lt. Jeff
Edwards said.

Miami Gardens, FL: Man killed in shooting at
Miami Gardens shopping plaza
Miami Gardens Police and Miami-Dade Fire Rescue units responded to the scene of
the shooting at Northwest Second Avenue, at around 4:40 p.m., Sunday.
Investigators said the subject pulled into the plaza next to the Payday Loan and
opened fire, striking the victim.

Tampa, FL: FDLE investigating rash of Retail
Burglaries
Florida Depart of Law Enforcement is investigating a rash of burglaries at
Starbucks locations around the state, including one last week in Tampa.
Surveillance video captured a suspect entering through the front door after
business hours and dismantling part of the security camera before breaking into
the safe. The method used was similar to burglaries at other Starbucks around
the state, according to the FDLE.

Warren, MI: Meijer’s Pharmacy Employee stole
nearly 2,300 pills
A
pharmacy tech is accused of stealing thousands of pills at an east side Meijer
store. Investigators say Brahndi Miller stole more than 2,200 prescription pills
and is facing several years in prison. County prosecutors along with Warren
police say Miller, the pharmacy tech at the Schoenherr and 10 Mile Meijer,
smuggled bottles of the generic form of Xanax from inside the store.

Ocala, FL: Staples employee busted for $2,100 in
fraudulent refunds
The
officer responded to the Staples, located at 1901 E Silver Springs Blvd., and
spoke with the general manager and the loss prevention officer. They claimed
that 18-year-old Donatella Celi had been stealing cash and issuing herself gift
cards from fraudulent returns at her register from April 12 through Tuesday,
June 11, a police report states. The total loss was estimated at $2177.10 and
the loss prevention officer provided the officer with computer transaction
documents from Celi’s register which allegedly showed the fraudulent returns.

According to reports, 35 people were arrested yesterday in up to 10 cities
spread all over the Spanish geography. 22 others are being investigated.
Criminals were allegedly involved in banking card fraud, and cryptocurrencies
played a key role in their modus operandi, as their activities involving hiding
the origins of their funds have reported them greater benefits than their other
criminal endeavors: according to the police, they had laundered about $1.12M but
they have only been charged with scamming about $673,000.
The arrested network included nationals from Equatorial Guinea, Spain, Nigeria,
Cameroon and Morocco. There are more than 210 victims of their scams in Spain
alone, with further 20 that have reported similar events from Israel, Denmark,
Germany, France and Greece.
