Chinese giant says it respects intellectual property rights, but competitors and
some of its own former employees allege company goes to great lengths to steal
trade secrets.
Along the way, Huawei has been dogged by allegations that its gains came on the
back of copying and theft. A review of 10 cases in U.S. federal courts, and
dozens of interviews with U.S. officials, former employees, competitors, and
collaborators suggest Huawei had a corporate culture that blurred the boundary
between competitive achievement and ethically dubious methods of pursuing it.
Huawei’s accusers describe a wide-ranging, brazen, and opportunistic appetite:
the targets of the alleged thefts range from longtime tech peers, including
Cisco Technology Inc., and T-Mobile US Inc., to a musician in Seattle barely
making minimum wage in his day job. In one case, a relative of Huawei’s founder
Ren Zhengfei who worked at Motorola Inc. is alleged to have brought secret
details of the U.S. company’s technology to a meeting in Beijing. Another suit
alleges complicity by Huawei deputy chairman Eric Xu in secrets theft.
Editor's Note: With emotions running high and Trumps trade war
threatening to impact all of us in every industry, especially in retail, I was
questioning the validity of all of the accusations. But after reading this
article from an author who's been following and working with them directly there
appears to be no doubt that an outright blatant culture of 'get it at any cost'
exists at Huawei, starting at the very top.
The problem is they are the world leader in 5G and this threatens it's roll-out
in the US.

A Tennessee appellate court deemed a policy of prosecuting Walmart
shoplifters as burglars unconstitutional but Knox County District Attorney
General Charme Allen is continuing the effort and at least one judge - Scott
Green - isn't happy about it. Nearly three years after Knox County District
Attorney General Charme Allen launched a controversial policy of charging petty
thieves who shoplift at least twice from Walmart with felony burglary charges,
the Tennessee Supreme Court is stepping in to answer those questions.
In a rare move, the high court also is inviting legal debate in the run-up to
its decision, a nod to the far-reaching effects the outcome could have for
defendants and taxpayers across Tennessee and — if Allen’s initiative passes
legal muster — the nation. Under current law, it's a misdemeanor — punishable up
to a year in jail — to shoplift less than $1,000 in merchandise from a retailer.
Burglary, on the other hand, is a felony with a penalty range of three years in
prison for a first-time offender to 12 years in the case of a defendant with a
prior criminal history. Felons also lose their right to vote and carry weapons.

Facial recognition controversies draw increasing attention
The House Committee on Oversight and Reform held the first of its hearings into
facial recognition, examining the impact the technology has on
civil rights and liberties. The committee heard testimony from Algorithmic
Justice League Founder Joy Buolamwini, Clare Garvie of the Georgetown Law Center
on Privacy and Technology, both of whom have
sparked debate with
recent research. Dr. Cedric Alexander, the former president of the National
Organization of Black Law Enforcement Executives, University of D.C. Law
Professor Andrew G. Ferguson, and ACLU Senior Legislative Counsel Neema Singh
Guliani also testified.
Chairman Elijah Cummings (D-MD) called for recommendations that would
recognize the technology’s potential, while safeguarding against misuse.
Recommendations discussed include disclosure rules and standards for law
enforcement use.

Video Analytics: Mature Solution or Still-Developing
Technology?
The early struggles of video analytics technologies to live up to over-inflated
expectations are well documented. Thankfully, improvements in performance have
gone a long way toward overcoming end users’ and integrators’ disappointment and
frustration with these solutions. That said, no amount of technological
advancement will completely erase the stigma of the “over-promise and
under-deliver” days, which is why many integrators still haven’t completely
embraced video analytics wholeheartedly.
While some technologies have matured to the point where integrators are
comfortable deploying them, for some security providers, customer demand simply
isn’t there yet.

Closing All Stores For Inclusion Training
Beauty retail giant Sephora announced Thursday it will close its stores,
distribution centers and corporate offices the morning of June 5 to hold an
inclusion training workshop. The company said it wants to "begin a dialogue"
with its more than 16,000 U.S. employees on the importance of diversity and
inclusion to the organization, and is planning future training sessions.
The company released the following statement as part of its new diversity and
inclusion marketing initiative: "Sephora believes in championing all beauty,
living with courage, and standing fearlessly together to celebrate our
differences. We will never stop building a community where diversity is
expected, self-expression is honored, all are welcomed, and you are included."
While mass closures won't be an option for all businesses, it's more about
signaling a willingness to take an issue seriously, and putting resources into
finding a solution.

Ebay sting catches health and safety manager selling fake
car service history certificates
A health and safety manager made nearly £10,000 selling hundreds of fake car
service history certificates over eBay. Paul Skidmore, 32, ran an online
stationery business alongside his main job as a health and safety manager for a
local clothing company. However, in a prosecution by Cornwall Council’s Trading
Standards team, Truro Magistrates' Court heard that in the summer of 2017
Skidmore started to produce fake car servicing history records in response to
requests from customers on the auction website.

Is Hikvision Next to be Black Listed?
China and America’s trade war looks more and more like a tech war, and
the United States appears to be widening its focus on to another category of
Chinese technology: surveillance.
The U.S.
may put Chinese surveillance equipment company Hikvision on a blacklist
that would limit its ability to acquire American components — expanding the tech
rivalry between the countries and even bringing attention to the ways China
monitors its own people.
Hikvision is one of the world’s largest makers of video surveillance products.
If Washington goes ahead with the penalties, U.S. firms will be required to
obtain a government license to sell equipment to Hikvision,
the New York Times reported, citing people familiar with the matter. The
Times noted that the Trump administration sees China as an economic and
geopolitical threat, but added that there are concerns about China’s “extensive
surveillance industry.”
A Hikvision spokesperson told CNBC that the company “takes these concerns very
seriously and has engaged with the U.S. government regarding all of this since
last October.” The spokesperson added that it had hired a human rights expert to
advise the company.

“We need a single national standard" - Then a global one
The US wants to copy Europe’s strict data privacy law – but only some of it
Lawmakers, lobbyists and CEOs in the U.S. are looking to trying to pick out the
best parts of GDPR – and ditch what they see as the worst.
“We want to adapt many of the protections under GDPR but we also want to
streamline those compliance requirements that under GDPR are quite burdensome,”
said Denise Zheng, VP of Technology and Innovation Policy at Business
Roundtable, in an interview in Washington last month.
Zheng said requirements like “opt-in” banners on websites can hurt users’ online
experience, while penalties under GDPR are “quite significant” for smaller
businesses.
Companies back many of the individual rights under GDPR such as transparency,
correction, deletion and access to data, Zheng said. She added there is broad
support for a common framework like GDPR that “harmonizes” privacy rules across
different regions.
One big sticking point when it comes to U.S. federal privacy legislation is
whether it would pre-empt California’s state rules. Some Democrats like Sen.
Dianne Feinstein (D.-Calif.)
have said they won’t support a federal bill that “weakens” California’s
standards, while tech companies and some Republicans favor a national law that
would override, and possibly ease, state requirements.
“A global consensus on privacy is probably a few years off. That’s a goal
to grow towards, but that’s where we want to end up,” Espinel said.

It’s not just WhatsApp, most messaging apps likely have
security vulnerabilities
But Facebook owned WhatsApp warned that even after the patch, users should keep
in mind that there will always be vulnerabilities on mobile applications.
“While updates can fix known defects and vulnerabilities, they can insert new
unknown ones,” he said. In software development and testing, engineers can
identify weaknesses, but it is “literally impossible” to prove the absence of a
vulnerability in a “non-trivial application,” he added.
“The unfortunate reality is that most messaging apps have vulnerabilities that
can be exploited by sophisticated cyber spies,” he said. “No messaging
service is bulletproof.”
Security shouldn’t be an ‘afterthought’ The onus is on developers to
create secure apps, said experts, although one added it may not be realistic to
expect a group to identify all vulnerabilities.

Alphabet, Google's Parent - Denies Defrauding Publishers &
Advertisers for $75M in Invalid Clicks
Internal Google emails show that for years the company failed to return
credit or refunds to advertisers when they were billed for fraudulent
advertising activity, according to US federal court documents obtained by
Business Insider.
The emails were introduced or quoted
in litigation between Google and a company called AdTrader, which has in the
past handled online advertising for clients such as Citroen, Allianz, Nestle.
The litigation also revealed that Google now intends to refund $75 million to
advertisers who were defrauded prior to late 2017. Google will call some of the
biggest advertisers by phone to inform them how much they are owed. Clients will
have a July 15 deadline to register for credits. The company's position is that
the refunds are being issued after a historical analysis of traffic activity,
and not because of the lawsuit.

How Luxury Brands Can Beat Counterfeiters
For years, the luxury industry has waged a battle against counterfeiters. It has
invested heavily in ultra-sophisticated tech solutions which use the latest
advances in nanotechnology, internet of things (IoT), and AI to authenticate
products. It lobbies governments to extend enforcement bodies’ powers to seize
and destroy fake goods, to prosecute buyers and dealers, and to block access to
websites that sell counterfeit goods. And then there are the lawyers:
LVMH alone employs
at least 60 lawyers and spends $17 million annually on anti-counterfeiting legal
action.
These efforts are not paying off. The total trade in fakes is
estimated at around $4.5 trillion, and
fake luxury merchandise accounts for 60% to 70% of that amount, ahead of
pharmaceuticals and entertainment products and representing perhaps a quarter of
the
estimated $1.2 trillion total trade in luxury goods. Digital plays a big
role in this and perhaps 40% of the sales in luxury fakes take place online, as
today’s counterfeiters milk the ubiquity and anonymity of the internet space to
the last drop. For every e-commerce platform
like Alibaba that cracks down on fakes, a new one emerges that allows goods
to be shipped directly from manufacturers.
So what should luxury goods companies be doing instead?
To answer that question, we interviewed 32 professionals across four panels:
luxury executives, representatives of luxury industry associations, experts on
anti-counterfeiting from academia and the public sector, and executives from the
music and pharmaceuticals industries, which have been more successful than
luxury goods firms in fighting against counterfeiting.
What we hear suggests that luxury firms’ failure to contain the growth in
counterfeiting is rooted in a hollowing out of their brands. Many luxury brands
have become symbols of status and privilege but not much else. The emphasis
across the industry has been on signaling rather than delivering luxury;
intangible over tangible product attributes; and the logo over all other markers
of quality.

Fillmore, CA: Couple charged with Theft and Violent
Assault on Dollar General employee; search reveals 100 items in the car
 Ventura
County Sheriff's officials said Kayla Gularte, 21, and Kathryn Weaver, 22, are
accused of stealing nearly two dozen containers of laundry detergent and
cleaning items from Dollar General Store in Fillmore Thursday afternoon. An
alert employee saw the crime taking place and confronted Gularte and Weaver in
the parking lot. Sheriff's officials say Gularte sprayed the employee in the
face with pepper spray and assaulted him before taking off running. Deputies say
Weaver was waiting in a getaway car; the two took off but within minutes the
women were stopped, arrested, and taken into custody. Sheriff's officials
searched the car and say they found nearly 100 items that appeared to be stolen
including a number of bras, perfume, razors and other toiletry items.
Investigators said the loot resembled a similar trend of thefts across the
region where the popular laundry detergents are being stolen and traded on the
street for cash and/or drugs.

Fremont, CA: Thieves steal $2 million worth of computer
equipment from Fremont business
The suspects used masks to cover their faces and were familiar with the
building's layout. On Saturday, an employee of the tech company in the Bayside
Business Park reported the theft. Millions of dollars in computer equipment was
stolen and the thought among employees is that is was an inside job. The thieves
knew which window to break and chose the one without sensors that wouldn't set
off the alarm. They also came prepared with paint to distort the camera. An
employee says five people were seen on surveillance video wearing ski masks and
breaking through a window to get inside. Police say the suspects likely used a
stolen cargo van from a nearby business to drive off with the equipment.

Butte, MT: Rent-A-Center
employee charged with theft of $41,000 in gift cards
Prosecutors say an employee at the Rent-A-Center in Butte stole more than
$41,000 in Google and Microsoft gift cards from the store over a five-month
period. Chancelor Dean Cobban, 24, pleaded not guilty Thursday to felony theft
by embezzlement. It carries a maximum 10 years in prison and a fine of up to
$50,000 when the value of the stolen property exceeds $10,000.

shoplifter used minors' help to commit crimes

27-year-old woman accused of shoplifting from the Cabazon premium outlets with
the help of minors on several different occasions was free on bail today. Raven
Danielle Walker was arrested around 2 p.m. Saturday at a home in the 1450 block
of Date Street in San Bernardino on suspicion of a dozen felony counts,
including five for second-degree burglary and seven for conspiracy to commit
crime, according to jail records. The San Bernardino resident was also suspected
of several misdemeanor counts of contributing to the delinquency of a minor.
Riverside County sheriff's deputies believe Walker shoplifted from several
stores at the Desert Hills Premium Outlet since early December 2018, and in some
instances had juveniles aid in the suspected thefts.

after Wawa employee shot, killed during robbery
Two people have been arrested after a Wawa convenience store employee was shot
and killed while sitting in a car on Sunday night. Andre Brinkley, 20, and
Shonquial E. Hamlin, 21, have been charged with second degree murder, robbery,
carjacking, use of a firearm and conspiracy to commit a felony.

gunshot during a fight inside Fashion Mall
A reported gunshot Monday night at the Fashion Show mall on the Strip sent
crowds running and prompted a heavy police response. Nearly 20 months after a
mass shooting about 2.5 miles south on the Strip took 58 lives, the response
Monday was a startling reminder of how quickly a normal day can turn chaotic.
Las Vegas police said the gunshot was reported shortly after 6 p.m. The
preliminary investigation revealed that a fight occurred, but as it broke up,
one shot was fired, police said. No one was injured, but the shooting prompted a
precautionary evacuation, according to police. Authorities did not say whether
anyone had been apprehended in the shooting.

Woodbridge, NJ: Shoplifters
stabbed a Macy’s LP Agent, now 5 are arrested
An attempted shoplifting heist at the Woodbridge Mall turned violent Sunday,
when a Macy’s employee was stabbed twice by men who fled the store and drove
away, police say. The incident happened around 5:25 p.m. and a loss prevention
officer who tried to intervene was stabbed twice in the arm, according to the
Woodbridge Police Department. The unidentified man suffered serious injuries
that were not considered life threatening.

Portland, OR: Would-be robber shows hatchet, clerk pulls
out gun; employee now terminated
A would-be robber of a convenience store brought a hatchet as a weapon. He ran
when the clerk pulled out a gun. The April 28 incident at the Oak Grove Plaid
Pantry was captured on surveillance video and just released by the Clackamas
County Sheriff's Office. As the clerk picked up the phone to call 911, the
robber slid the hatchet across the counter, put his hands up and reportedly
said, "I'm sorry. I'll leave." He then ran out of the store. The president of
Plaid Pantry told KOIN 6 News the stores have a zero tolerance for weapons and
the clerk is no longer employed there. He said employees are trained to
de-escalate robbery situations to avoid injury.

Lyon, France: Lyon ‘nail
bombers’ arrested after three day manhunt for terrorists who injured 13 in
French city
A three-day hunt was sparked after a paper bag filled with "nails and bolts"
exploded during rush hour in the French city last Friday. Interior Minister
Christophe Castaner announced the first arrest of a man on Twitter, but did not
provide further details on the suspect or where he was arrested. French media
have said one of those arrested was an IT student of Algerian nationality.
Security camera footage of the incident showed the partially masked suspect
thought to be in his 30s wheeling a bicycle to the scene, before leaving a bag
outside a bakery in Victor Hugo at 5.30pm local time.
