Retailers Take The Theft Fight Into Their Own Hands
CNN: Retailers use police-like investigation centers to fight surging theft
Increasingly, this is how it goes today for retailers trying to battle theft and fraud by organized crime rings. A CNN review of court records and interviews with more than two dozen retail and law enforcement officials shows that persistent problems with sophisticated organized crime networks have led many private-sector companies to not only assist law enforcement but to often deliver the bulk of the evidence that leads to criminal prosecutions.

Anyone who has shopped at retail stores in recent years has encountered everyday products like laundry detergent, medication and beauty supplies locked up behind metal gates or plexiglass. Retailers say those in-store security measures are emblematic of the ongoing threat of organized retail crime, which typically involves groups of low-level thieves who steal items for middlemen who in turn sell to unsuspecting customers hunting for deals on marketplaces such as Amazon or eBay.

Efforts to counter this crime, however, have come with some costs. Security investments can translate into higher prices for consumers, and civil liberties advocates argue the surveillance technology used by retailers can infringe on individuals’ privacy.

While retailers have long partnered with law enforcement, the industry has bolstered its role in recent years, devoting more staff and financial resources to thwarting theft. Some retailers are researching body-worn cameras for employees. Others, including Home Depot, have invested in police-like investigation centers to sift through data and pinpoint theft-group members.

“A lot of times, local and state resources don’t have the capacity to investigate these crimes at that scale,” said Sean Browne, senior manager of asset protection for Home Depot. Browne said Home Depot, which has nearly tripled its investigative team since 2016, has started using license-plate readers in some store parking lots. “We try to full-service the investigations and ensure we cut off the head of the snake.”

Where law enforcement agencies sometimes face jurisdictional limits to their investigations, retailers can track cases across state and county lines with increasingly sophisticated tools – such as artificial intelligence that identifies patterns – and choose agencies with which to share cases.

Retailers themselves are really taking the ball and running with it and then partnering with law enforcement at all levels,” said David Johnston, vice president of asset protection for the National Retail Federation (NRF), a top lobbying group for the retail industry. NRF surveys of retailers last year found that more than half reported budget increases to combat organized retail crime.

Retail Theft Surge: Sign of Societal Decay -- or an Exaggerated Problem?
Thief mobs and self-checkout shoplifters: Is society in a state of moral decay, or are stores exaggerating the problem?
Daphne Howland of Retail Dive said: Theft is a big problem — just not as big of one, based on her reporting, as retailers have often said.

Howland said she couldn’t say for sure, but “people hate it when stores close, so maybe [retailers] feel like they need a good excuse.” She said store closures have tended to disproportionately impact store formats — like smaller city-center locations — where big-box retailers have struggled more in general compared to their suburban strip-mall strongholds.

Howland said she doesn’t doubt the susceptibility of self-checkout lanes to shoplifting, but total retail shrink as a percentage of all sales hasn’t increased over the years, which leads her to believe theft as a percentage of all sales hasn’t risen significantly either. In other words, different people might be stealing — or the same people might be stealing in different ways — but overall, people probably aren’t stealing significantly more, relative to the size of the industry.

Marie Helweg-Larsen, a social psychology professor at Dickinson College in Carlisle, said she’s similarly skeptical of the idea society is in a state of moral decay, although she does think self-checkout lanes could be encouraging some people to steal even if they wouldn’t otherwise do so.

The reason: People rationalize nearly everything they do wrong, she said, and self-checkout lanes can facilitate that.

Howland, of Retail Dive, said between the shoplifting they seem to be facilitating and the frustration they seem to be causing some honest people, self-checkout lanes will have to change. But she thinks the benefits — labor cost savings, for example, plus convenience for customers who do like them — are so compelling that they won’t disappear.

She said even with all the anti-theft technology stores are deploying at self-checkout lanes and throughout stores, there’s another fundamental reason the kiosks might be facilitating some theft, which isn’t specific to the kiosks themselves.

Kiosks enable stores to get by with fewer employees, and “it’s just always — my sources tell me — more conducive to shoplifting when when there just aren’t as many people working in a store,” Howland said.   abc27.com


New Bills to Fight Theft & Drug Addiction Move Forward in California
CA Senate OK’s Sen. Skinner’s Legislation To Curb Retail Theft And Reduce Fentanyl Addiction
The California state Senate today approved two bills by state Sen. Nancy Skinner, D-Berkeley, that are designed to curtail retail theft and prevent fentanyl addiction. Both pieces of legislation, SB 1144, Shutting Down the Market for Stolen Goods, and SB 950, Healthy Recovery, Successful Reentry, won bipartisan approval and are part of the state Senate’s Safer California Plan.

SB 1144 would strengthen California law regulating online marketplaces by ensuring that these platforms are not facilitating the sale of stolen goods and incentivizing retail theft. And SB 950 is designed to reduce the incidence of fentanyl addiction among those returning home after being incarcerated.

“Online marketplaces are a valuable tool to buy and sell legitimate goods and services, but increasingly they’re also the method organized retail theft operators rely on to unload stolen goods,” Sen. Skinner said. “By requiring high-volume sellers to prove the legitimacy of their business and the goods they’re selling, SB 1144 will make it a lot harder for retail thieves to use online marketplaces as giant fencing operations.”

SB 1144 would strengthen Sen. Skinner’s 2022 law, SB 301, landmark legislation that established the state’s first-ever regulations governing the sale of stolen goods on online marketplaces. According to many brick-and-mortar retailers, the rapid growth of online marketplaces has spurred retail theft, with a significant portion of goods sold on online having been stolen from stores. According to some estimates, $500 billion worth of stolen or counterfeit products change hands via online marketplaces each year.

Sen. Skinner’s SB 301 helped combat the sale of stolen goods online by providing higher standards of accountability and verification and by helping marketplaces identify and take action against sellers of stolen goods. SB 1144 would strengthen SB 301 by also requiring online marketplaces to regulate high-volume sellers that advertise goods online but who complete their sales transaction offline rather than through the marketplace. According to retailers, many of online sellers of stolen goods do not complete their sales using the online marketplace transaction function, thus allowing the seller to avoid the regulations created under SB 301. sd09.senate.ca.gov

Retail Foot Traffic Will Surpass Pre-COVID Levels by Next Year
Foot traffic expected to rebound to pre-pandemic levels: report

Though not yet fully restored, retailers are reporting a corresponding uptick in sales, which have surpassed pre-pandemic levels, according to CBRE.

Foot traffic is expected to fully recover to 2019 levels by Q3 this year, and surpass pre-pandemic levels by 2025, according to a report released May 13 by CBRE. In 2023, average monthly foot traffic in 10 prime retail districts recovered to 81% of pre-pandemic 2019 levels, CBRE found.

Offline sales surged to 78.1% in 2022, while digital growth tapered off at 21.9% compared to 2019 when digital sales saw 53.5% growth. Brick-and-mortar saw 46.5% growth that year, the report said citing Forrester’s 2023 Retail Competition Tracker.

It’s no secret how COVID-19 impacted retail. At the height of the pandemic, shelter in place orders led to an abrupt halt to in-person shopping while digital sales soared. Many retailers shuttered stores and, at the time, it was uncertain if or when full recovery was possible.

Recent reports are putting some of those speculations to rest.

Physical stores remain crucial and data suggests they’re needed to drive digital sales. Per an ICSC report, opening a retail location temporarily increases a brand’s digital sales by 6.9%, whereas closing decreases its online sales by 11.5%.

While 70% of retail sales are digitally influenced, CBRE data found that brick-and-mortar retail became the primary driver of sales growth. By 2022, 78% of growth came from in-store purchases compared to 46% in 2019. retaildive.com

Jon Alferness, chief product officer of Walmart U.S., spoke with Retail Dive about how the big-box retailer is deploying tech to serve customers and frontline workers.

The retailer began deploying generative artificial intelligence late last year to answer customers’ mission-based searches and empower frontline employees with information that enables them to serve customers better and in real time.

Generative AI can make connections and serve results to customers with context and personalization, Jon Alferness, chief product officer for Walmart U.S., told Retail Dive in an interview. The technology can also help customers identify what they want to buy and discover new products. Alferness said the company’s data backs up why advancing the implementation of generative AI-powered search is important.

Alferness said Walmart has also deployed generative AI to empower its associates with more information that can help them better serve customers. The technology serves as a cheat sheet for customer interactions by bringing all the tools an employee might use under a single umbrella to offer contextualized answers to customers’ product questions.

Associates can also use AI to get an answer if a product isn’t on the shelf. Within moments, they can find out if the supplier is out of inventory, if the product is on its way to a store on a truck, or even the approximate time it’ll get moved from the truck to the backroom and then a shelf on the sales floor. TJX, the world’s largest off-price retailer, is poised to get a lot bigger

The company said it could expand its global fleet by 1,300 or more additional stores in coming years, spurred in part by department store closures.

TJX Cos, which runs more than 4,900 stores spanning nine countries, could expand its global fleet by 1,300 or more additional locations, CEO Ernie Herrman told analysts on Wednesday.

This year alone, the off-price retailer plans about 141 net new locations, expanding its footprint to nearly 5,100 and reflecting growth of about 3%, Chief Financial Officer John Klinger said in February. Also, about 480 stores will be remodeled and about 40 will be relocated, he said.

In the U.S. this year, plans are to add 45 net new Marmaxx locations (T.J. Maxx and Marshalls), 40 HomeGoods locations and 26 Sierra locations. Outside the U.S., plans are to add 10 stores in Canada, 15 in Europe and five in Australia, Klinger said. retaildive.com

Zero-day attacks continue to escalate, supply chain mass compromise events are increasing; and we’re still not making adequate use of MFA. There’s no immediate sign of improvement, suggests Rapid7.

Two key takeaways from 2023 are the continuing rise in zero-day exploits, and the growth in mass compromise events – often combined. “For the second time in three years, we saw an increase in mass compromise events,” said Condon. MOVEit (exploited in late May, known in early June 2023), Barracuda ESG (probably first exploited in 2022, but exploding in 2023), and Citrix Bleed (exploited from August 2023) immediately come to mind. This is already known – supply chain attacks have been increasing for many years.

But, added Condon, “We saw more of those events arise from zero-day vulnerabilities than from n-day vulnerabilities. So more than half of new widespread threat CVEs through the beginning of 2024 were exploited before vendors had any chance to implement fixes, and certainly before anybody had any chance to patch them. That trend has been pretty consistent for the past three years.”

Amazon Continues to Shut Down Fake Review Brokers Worldwide
Italian fake review website shut down after Amazon wins first case of its kind

Amazon has achieved a significant victory in its battle against fake reviews in Italy, following a ruling issued by the Court of Milan against a bad actor who attempted to facilitate the posting of 5-star ratings on the Amazon.it store. The ruling, the first decision handed down by a civil court in Italy, led to the immediate closure of the fake review website, Realreviews.it, and prohibited its operator from conducting similar activities in the future.

The court ruled that the website’s owner acted in violation of unfair competition laws, thereby causing harm to both Amazon and our customers.

Thousand Oaks, CA: 3 arrested for thefts targeting Home Depot stores in Southern California
Three people were arrested in connection with a series of thefts targeting Home Depot stores in Southern California. The suspects, all Los Angeles residents, were identified as: Christopher William Guerrero, 27, Carlos Enrique Gonzales-Moreno, 28, David Chala, 29. On May 16, deputies responded to a “theft in progress” at a Home Depot located in the 2700 block of Teller Road in Thousand Oaks. Store security said four suspects had taken electrical components and placed the items into two shopping carts before fleeing the store without paying. Deputies tracked down the thieves shortly after. Only three of the suspects were found. The fourth suspect fled the area and remains at large. During the arrest, several thousand dollars worth of stolen merchandise was found. Authorities believe the group is responsible for stealing nearly $20,000 worth of items from Home Depot stores across Ventura County including in Oxnard, Camarillo and Thousand Oaks yahoo.com


Philadelphia, PA:: King of Prussia Mall robbery suspects stole $8K worth of items in 30 seconds
Police in Upper Merion Township are searching for the suspects who stole $8,000 worth of items from a store at the King of Prussia Mall. It happened on May 16 at the Givenchy store inside the mall. Police say a group of females forced their way into the store around 6:40 p.m. after being stopped by security. The suspects were told only one person was allowed in at a time. But when one female was allowed in, police say the others rushed inside, using pepper spray on the guard and a store associate. The females were in and out of the store within 30 seconds, police say, taking thousands of dollars worth of items. Four suspects were last seen fleeing through the food court before jumping into a waiting vehicle. Police say the females are part of a larger group that has hit other shopping malls in Pennsylvania and New Jersey. The security guard and store associate were treated at the scene after being pepper-sprayed.  6abc.com


Houston, TX: Burglars steal more than 30 guns from west Harris County pawn shop during power outage
ABC13 has learned thieves snatched more than 30 guns from a powerless pawn shop, taking advantage of the business impacted by the storm. According to a source, the suspects are believed to have gone through the ceiling of the shop and mainly stole handguns, which are now on the streets and in the hands of criminals. According to the Harris County Sheriff's Office, two employees went to check on the EZ Pawn shop at 4702 Highway 6 after the storms on Saturday morning and realized they were burglarized. Due to the power outage, the store's surveillance cameras were not working, leaving officials with no description of the thieves.

Officials said police officers responded to a burglary alarm at the business and found it ransacked, with jewelry, watches and coins missing. Philadelphia, PA: ‘Absolute tragedy': 2 dead, 3 hurt in Chester workplace shooting
At least two workers were killed and three others were hurt in a workplace shooting at a family-owned linen business in Chester, Pennsylvania, Wednesday, Delaware County authorities said. Delaware County District Attorney Jack Stollsteimer referred to the shooting as "an absolutely tragedy." "This is a story that plays out too often across the United States of America," Stollsteimer said at a morning news conference. "A disgruntled employee has walked into a linen shop -- the Delaware County Linen shop behind us -- and shot five people, five co-workers." Officers were dispatched to Delaware County Linen on West 4th Street -- near Hayes Street -- around 8:30 a.m., Delaware County dispatchers said. The family-owned company is a linen-rental and laundry services company that has been in business since 1988, according to its website. Chicago, IL: Man stabbed, killed in fight at City Winery in Chicago's West Loop
A man died after he was stabbed multiple times in a fight Wednesday evening at City Winery on Restaurant Row in the West Loop. The victim, a 47-year-old man, was stabbed with a knife by a 41-year-old attacker around 5 p.m. at the entertainment venue and restaurant at 1200 W. Randolph St, Chicago Police said. It was not clear whether the stabbing occurred inside or outside. However, the planned events were canceled, and people were turned away at the door. "It's really sad, you know, that people go through something like that," said concertgoer Mack Miller. "You know, I don't know what it was about, who got stabbed. I don't know any of that. But all I know is it's just useless. You know, it's really sad."  cbsnews.com


Fort Smith, AR: Man arrested on his way to Central Mall to carry out shooting, possessing child porn
Fort Smith police say they arrested a man that was on his way to carry out a shooting at Central Mall and later for having child sex abuse material on his phone. Rodney Sheffield, 41, of Barling is charged with terroristic act, aggravated assault, second-degree criminal mischief, reckless driving and four counts of pandering or possessing visual or print medium depicting sexually explicit conduct involving a child. According to court documents, police received an anoymnous tip on April 26 that Sheffield was driving to Central Mall with the intent to carry out a shooting before killing himself. Patrol officers found Sheffiled’s car swerving in and out of traffic on Rogers Avenue around 5:24 p.m. They stopped him near Rogers Avenue and Meandering Way and found a rifle in the passenger seat of the car. After patting him down, police found two loaded magazines in his pockets. Court documents say Sheffield was asked to turn off his car. While doing so, he rolled back the vehicle and hit an officer’s car. Sheffield was then arrested. Police talked to his mother who said he texted her a picture of the rifle found in his car with the caption “Let’s see what this will do. Here we go.” Sheffield also sent her audio recordings saying his family could not come to his funeral and that they needed to watch the news.  nwahomepage.com


New York, NY: NYC liquor store owner faces 7 years in prison for shooting would-be robber — bodega group rallies to drop charges
A Queens liquor store owner and father of two is facing seven years in prison after shooting a would-be thief who attacked him in a caught-on-camera clash — but some critics want the charges dropped. Francisco Valerio, 53, and his brother Luis allegedly caught two sticky-fingered suspects trying to slip bottles of booze into their jackets inside Franja Wines and Liquors in Ridgewood at about 7:45 p.m. Monday, according to cops and store surveillance footage. The Valerios grabbed Kevin Pullutasi and Edwin Paiquiza – both 20 – then shoved them towards the door as another customer looked on, the video released by a trade group showed. But the fight didn’t end after they pushed the would-be thieves out the door. Instead, the kerfuffle spilled onto the pavement on Wyckoff Avenue, where the brothers appeared to trade insults with the suspects. As the would-be walked away from the store, one of the brothers leaned out the door and seemed to say something that sent Pullutasi into a rage, the video shows. Pullatasi charged the door and traded punches and kicks with the men — just before Valerio stepped outside and took a wild swing with his right hand. Portland, OR: Portland Police quietly evacuate entire Best Buy store, arrest robbery suspect who was left inside
Portland police say they discreetly worked with management at the Best Buy in North Portland Tuesday evening to evacuate customers and employees before confronting a fugitive inside and persuading him to turn himself in. Police said Cory James Jackson — who is the prime suspect in six gunpoint robberies from last year — did just that. Eventually. “Once the store was empty, the suspect became aware of (the) police presence and attempted to run out of the rear exit,” said Sgt. Kevin Allen, a police spokesperson, in an email. “He was immediately met with overwhelming resources and fled back into the empty store. Sometime shortly afterward he seemed to realize that he was surrounded and gave up.” Earlier, Vancouver police had alerted Portland police that Jackson was driving south into Oregon. Officers reported spotting him parking in the retailer’s lot and walking into the store. Jackson appeared in Multnomah County Circuit Court on Wednesday and pleaded not guilty to a long list of charges — ranging from first-degree robbery to first-degree kidnapping — stretching last year from April to September. A judge had issued a warrant for his arrest, but police said they were unable to find and arrest him until Tuesday. Jackson and his girlfriend, Melissa Ann Maxwell, 44, are accused of stealing from five marijuana dispensaries.  oregonlive.com


DOJ: Washington, DC: Update: Man Indicted on Enhanced Second-Degree Theft for Theft from Nordstrom Rack Retail Store in Northwest
Karim Clayton, 46, of Washington, D.C., was indicted by a grand jury in the Superior Court of the District of Columbia on one count of felony second-degree theft stemming from events occurring on April 26, 2024, announced U.S. Attorney Matthew M. Graves and Chief Pamela Smith, of the Metropolitan Police Department (MPD). Clayton was indicted on May 22, 2024, and will be arraigned on May 29, 2024, at a hearing before a Superior Court judge. According to the government’s evidence, on April 26, 2024, Clayton took merchandise without paying from the Nordstrom Rack store located in Northwest, Washington, D.C. Clayton was located and arrested after investigation by the Metropolitan Police Department. Clayton has two or more prior theft convictions, though not from the same occasion, and therefore is subject to enhanced penalties for his alleged theft, including a mandatory minimum sentence of one year in jail for each count of theft for which he is indicted justice.gov


Auburn, AL: Auburn Police say a reported Robbery at restaurant was an inside job
A reported strong-armed robbery at a fast food restaurant in Auburn took an unexpected turn as the investigation progressed, revealing an alleged inside job orchestrated by an employee, her sister, and their male friend. The incident occurred Sunday night at Guthrie’s Chicken Fingers, a popular eatery along South College. Auburn police say 18-year-old Markeeya Reese initially stated she was working as a cashier at Guthrie’s around 11 PM. Reese claimed while assisting her sister, 19-year-old Marnasia Reese, with her order inside the restaurant, a man at the drive-thru window climbed through, seized the cash out of the drawer, and drove off. However detectives say surveillance footage and other evidence began to contradict Markeeya Reese’s account, instead suggesting the robbery might have been staged. Authorities now allege the Reese sisters collaborated with 20-year-old Jack Harrell to ensure the cash drawer was accessible to Harrell. Harrell and Marnasia Reese were arrested on Monday, May 20th. Markeeya Reese was subsequently taken into custody on Wednesday, May 22nd. All three individuals have been booked into the Lee County Detention Facility and face charges of theft of property, a misdemeanor.  wrbl.com


Wheat Ridge, CO: Police looking for man suspected of shoplifting, hitting 3 cars at King Soopers
Wheat Ridge Police on Thursday identified and released photos of a man suspected of shoplifting at a King Soopers and crashing into three vehicles, including a police patrol car, as he fled the scene. Police are looking for Francisco Gonzales, 37, related to the series of incidents Wednesday at the King Soopers on Youngfield St. It started when officers responded to a shoplifting call. When officers arrived on scene, two suspects tried to drive away. The driver clipped a Hyundai SUV, drove over a curb and smashed into a Toyota SUV. A patrol car got behind the suspect vehicle, but the driver reversed, hit the patrol car and drove out of the parking lot, said a police spokesman. No officers were hurt. A person who was in one of the vehicles that was hit was injured and taken to a hospital. That person was treated and released. Officers caught the vehicle at West 42nd Avenue and Youngfield Street, where they arrested a female suspect who was taken to a hospital. Gonzales ran to the Clear Creek trailhead. Police searched the area but didn't find him.  9news.com
