SIA urges USTR to remove 29 product categories from the tariff list

North America is the largest market worldwide for security products. The U.S. is
the largest contributor, where the security industry employs well over 1 million
Americans.
SIA members conduct business globally, supporting constituents across the U.S.
and around the world. Not only is the U.S. one of the largest security markets,
it continues to be an important center for product development, intellectual
property ownership and manufacturing for many of our members, which are
dependent on a global supply chain.
The impact would be amplified for security integrators, which may have little
ability to absorb the cost of increased tariffs, alter supplier arrangements, or
to pass additional costs on to consumers.

Retail Council calls for ‘meaningful retail theft legislation’
after cop shot in ORC case
Recognizing the seriousness of retail theft in the city, IMPD recently
created an Organized Retail Crime detail.
Grant Monahan, President at Indiana Retail Council: I am writing (to the
IndyStar Newspaper) on behalf of the members of the Indiana Retail Council to
express our support for the full recovery of IMPD officer Eric Rosenbaum and to
sincerely thank him and his fellow officers for their never-ending assistance in
fighting the crime of retail theft. Rosenbaum was shot in the line of duty
while apprehending a retail theft suspect on May 4.
While the shooting of Rosenbaum should be the concern of everyone in
Indianapolis, the incident that lead to his injury is just half the story. Not
only does the suspect, William Allen, have a long criminal history, but he is
well-known to retail loss prevention representatives in the area.
The 2019 session of the General Assembly has adjourned, but it is time for
legislative leadership to support meaningful retail theft legislation that
is aimed at thieves who are stealing for the purpose of reselling merchandise on
the Internet or through local means in the community.
Law enforcement and retail loss professionals know that retail theft and sale of
stolen merchandise, drug abuse, and increased levels of violence are linked.
Retailers, the police, and prosecutors need an additional tool to fight these
dangerous criminals and bring them to justice.

Chicago, IL: Federal Judge rules use of GPS Data
in Jewelry Robbery case Unconstitutional
A federal judge has ruled that suburban Chicago police violated constitutional
protections against unreasonable searches by accessing weeks of GPS data
indicating a suspect’s car had been outside a jewelry store when it was robbed.
The Chicago Daily Law Bulletin reported Wednesday that U.S. District Judge Gary
Feinerman granted a motion by defendant Tobias Diggs to bar the location data
compiled by Hinsdale police from his upcoming trial. Prosecutors had cited a
Supreme Court ruling that people don’t have a legitimate expectation of privacy
when they voluntarily provide data to a third party. But Feinerman said that
doesn’t apply to weeks of minute-by-minute location information kept by wireless
carriers. Diggs’ lawyer, Douglas E. Whitney, said he was grateful for what he
called Feinerman’s “meticulous legal analysis.”

Walmart, Target exploring CBD product lines
Big-box retailers aren’t selling CBD yet, but they’re busy getting ready for the
day when they can. Top executives at major chains such as Walmart, Target,
Kroger and Safeway have been quietly meeting with makers of drinks, gummy
bears, topical creams and oils that are infused with cannabidiol, or CBD.
That’s despite the fact that the Food and Drug Administration said in December
that it’s illegal to
spike food and beverages with CBD or THC — the pot ingredient that does get
you high — or to transport them over state lines.
Up to now, the lion’s share of the CBD bonanza has been going to mom-and-pop
shops. But a few bigger chains, including Walgreens, CVS and GNC, have begun
selling CBD-infused topical creams that treat wrinkles and pain in states
where they’re allowed, including New York.
“The major retailers are [designing] shelves, laying out space where CBD
products will sit in their stores, but they aren’t buying any product yet."
Bigger retailers are waiting on a permanent FDA ruling on marijuana-based
products, which is not expected until the end of this year at the earliest.
“We know there is consumer interest in CBD products, and the conversation is
evolving quickly,” a Target spokesperson said.

GozNym Cyber-Criminal Network Targeting American Entities Dismantled in
International Op.
Network Formed by Individuals Who Advertised their Specialized Technical
Skills and Services on Underground Russian-Language Online Criminal Forums
A complex transnational organized cybercrime network that used GozNym malware in
an attempt to steal an estimated $100 million from unsuspecting victims
in the United States and around the world has been dismantled as part of an
international law enforcement operation. GozNym infected tens of thousands of
victim computers worldwide, primarily in the United States and Europe. The
operation was highlighted by the unprecedented initiation of criminal
prosecutions against members of the network in four different countries as a
result of cooperation between the United States, Georgia, Ukraine, Moldova,
Germany, Bulgaria, Europol and Eurojust.
The victims of these crimes were primarily U.S. businesses and their
financial institutions, including a number of victims located in the Western
District of Pennsylvania.
According to the Indictment, the defendants conspired to:
● infect victims’ computers with GozNym malware designed to capture victims’
online banking login credentials;
● use the captured login credentials to fraudulently gain unauthorized access to
victims’ online bank accounts; and,
● steal money from victims’ bank accounts and launder those funds using U.S. and
foreign beneficiary bank accounts controlled by the defendants.
The defendants reside in Russia, Georgia, Ukraine, Moldova and Bulgaria.
The operation was an unprecedented international effort to share evidence and
initiate criminal prosecutions against members of the same criminal network in
multiple countries.
Alexander Konovolov, aka “NoNe,” and “none_1,” age 35, of Tbilisi, Georgia, was
the primary organizer and leader of the GozNym network who controlled more than
41,000 victim computers infected with GozNym malware. Konovolov assembled
the team of cybercriminals charged in the Indictment, in part by recruiting
them through the underground online criminal forums.

Washington State Enacts Comprehensive Noncompete Reform
Some types of restrictions are not affected by the new law, including
nonsolicitation agreements and sale-of-business noncompetes.
The law makes Washington the first state to set minimum compensation thresholds
for noncompetition covenants with employees and independent contractors. Once
the law becomes effective, noncompetition covenants will be per se "void and
unenforceable" against employees earning less than $100,000 annually from the
party seeking to enforce them.
Noncompetition agreements with a restrictive period extending beyond 18 months
after the termination of employment are unreasonable and unenforceable.
If an employer wishes to enforce a noncompetition covenant against an employee
terminated as a result of a layoff, the employer must provide compensation
equivalent to the employee's base salary at the time of termination. shrm.org

Businesses Boost Hiring, Spending to Keep Up With
Changing Privacy Rules
Companies are hiring lawyers and cybersecurity staff and spending more on
privacy tools to keep up with shifting or expanding data-privacy regulations
around the world.
States including Hawaii, Maryland, Massachusetts, Nevada and New York are
considering their own privacy legislation, prompting some companies to create
new teams and positions to help manage the changing regulatory landscape.
The growth in privacy regulation is the biggest emerging risk for companies,
according to a Gartner Inc. survey of 98 executives at major banking,
energy, retail, technology and other firms conducted in February and March.
Sixty-three respondents said new privacy regulations were a top risk, more than
any other category including talent shortages and global conflicts.
Some companies, wary of the expanding maze of privacy rules, are setting one
strict set of security and privacy standards for all customer data, regardless
of the region or laws at play.

U.S. Congress to pass the Clarifying Lawful Overseas Use of Data Act – the CLOUD
Act. The CLOUD Act is an important step in our efforts to minimize the
challenges we all face in obtaining access to electronic evidence stored outside
our borders.
Law enforcement investigations could be thwarted merely by domestic companies
renting server space abroad or using cloud-based services that store data
outside the country. Other countries freely admit that they reach out well
beyond their borders to seek access to data in the cloud, even when they could
obtain the same information through the MLA process.
The global technology companies that hold electronic evidence are frequently
subject to more than one country’s laws. All too often, one country may order
them to disclose data needed for an investigation, while another country’s laws
may “block” disclosure of that same data. It is a constant push and pull.
The CLOUD Act offers privacy-protective nations that respect the rule of law a
path out of this predicament. The U.S. Congress enacted the CLOUD Act as a way
that we can reduce conflicts of law. Rather than a race to raise barriers, we
can agree with trusted partners to lower our respective barriers that might
otherwise stand in the way of providers complying with lawful orders from the
other country.

3rd Parties Paying Your Ransomware Hackers
Two Ransomware Recovery Firms Typically Pay Hackers
Companies promising the safe return of data sans ransom payment secretly pass
Bitcoin to attackers and charge clients added fees.
A new report sheds light on the practices of two US data recovery firms,
Proven Data Recovery and MonsterCloud, both of which paid ransomware attackers
and charged victims extra fees.
ProPublica researchers were able to trace four payments from a Bitcoin wallet
controlled by Proven Data to a wallet controlled by the operators of SamSam
ransomware, which
caused millions of dollars in damages to cities and businesses across the
US. Payments to this wallet, and another connected to the attackers, were banned
by the US Treasury Department due to sanctions on Iran, explained former Proven
Data employee Jonathan Storfer to researchers.
Proven Data claims to unlock ransomware victims' data using its own technology.
Storfer and an FBI affidavit say otherwise: The company instead paid ransom to
obtain decryption tools. MonsterCloud, another data recovery firm that claims to
employ its own recovery practices, also pays ransoms — without telling the
victims, some of which are law enforcement offices.
Proven Data chief executive Victor Congionti did tell ProPublica paying
ransom "is standard procedure" at the company, and oftentimes it pays
attackers at the request of clients. But Storfer explains how the company
developed a relationship with the attackers and, as a result, was able to
receive extensions on payment dates and even get discounts on ransoms.
SamSam operators would advise their victims to contact Proven Data for help with
submitting payment.
The report draws attention to a dilemma that businesses face when hit with
ransomware: It's easy to frown on paying the ransom in theory; it's different
when your data is held hostage.
It's neither illegal to hide strategies for decrypting data nor illegal to pay
attackers, the report points out. But paying ransom while pretending
otherwise to a client could fall under deceptive business practices banned
by the Federal Trade Commission Act, former FTC acting chairman Maureen
Ohlhausen said. The FTC has not cited MonsterCloud or Proven Data, they note.

Welcome to the Age of the Investigations Platform
These days we believe that "it's not a matter of if, but when and how" we'll be
attacked. So, we've shifted our focus to include detection and response, and
some people talk about using Security Orchestration, Automation and Response
(SOAR) tools, specifically playbooks, to accelerate response and mitigate risk.
Playbooks are good for automating known processes when you have high confidence
in the data being used and the decisions that need to be made. However, the
reality is that the confidence level for full automation is not there most of
the time. Why? Data, especially with the increasingly large data sets we use,
can be extremely noisy. There is only one way to raise the confidence level so
you know you're automating the right actions and your response is effective. You
first need to investigate.
Like
any good detective, you need to gather facts and evidence. This starts with a
platform that aggregates and normalizes data from disparate sources - the
multiple internal systems (for example from your security information and event
management (SIEM) system, log management repository, case management systems and
security infrastructure) and their events and associated indicators, along with
the many external threat feeds you subscribe to. Combining your internal and
external data provides the context to understand the who, what, where, when, why
and how of an attack. However, you still have a lot of data to sift through. You
need the ability to prioritize data based on relevance to your environment,
customizing risk scores based on parameters you set instead of relying on the
global risk scores some vendors provide.
With a platform that can act as a virtual cybersecurity situation room,
teams and team members can share the same pool of threat data and evidence to
conduct investigations collaboratively. Rather than working in parallel, they
can automatically see how the work of others impacts and further benefits their
own work.

Amazon considers AI-powered doorbell cameras to
stop package theft
Amazon appears increasingly serious about stopping crime in your neighborhood.
An Amazon
patent application published online Thursday details how doorbell cameras
might be used to identify when packages are stolen from doorsteps, and quickly
alert neighbors and the police.
The application is the latest example of interest from Amazon, and its home
security brand Ring, to
thwart neighborhood crime, especially "porch pirates," who steal ecommerce
packages from doorsteps. It also highlights Amazon's
controversial interest in facial recognition, as the application describes
potentially identifying thieves with the technology.
For customers concerned about theft, Amazon already offers several alternatives
to having packages left on your doorstep. It
delivers to car trunks, plus secure lockers at grocery and convenience
stores. And with
Amazon Key, delivery persons can be let inside your home. But it hasn't
given up on trying to protect packages sitting on your porch.

Amazon tightens quality control standards for its
merchants
Amazon.com Inc., No. 1 in the Internet Retailer 2019 Top 1000, has agreed to
tighten quality control standards on its marketplace following an investigation
that determined dozens of children’s school supplies sold on the site had
illegal levels of toxic metals, lead and cadmium.
As part of the agreement hammered out with Washington State Attorney General Bob
Ferguson, the company also agreed to pay $700,000, which will be used to fund
environmental protection efforts. The agreement underscores the difficulty the
world’s largest online retailer has ensuring that the
independent merchants who generate more than half of its sales adhere to
official safety standards.

Amazon offers to help its employees quit their jobs to
launch delivery companies
Amazon.com Inc. late last month mapped out an aggressive plan to speed up its
shipping program by rolling out one-day delivery for members of its Prime
loyalty program to consumers in much of the country.
But meeting that objective won’t come cheaply or easily given the tight
labor market. That’s why the retail giant on Monday rolled out an
incentive to assist its current employees if they want to quit their jobs to
launch a business delivering Amazon packages. The move is part of Amazon’s push

UK: Manchester, England: Armed police carry out
morning raids on Organized Crime gang linked to 120 offences
Early this morning a team of officers from Greater Manchester Police executed
warrants across seven addresses in Oldham. The action was part of Operation
Hansford – set up by Greater Manchester Police officers to target an organized
group believed to be involved in crimes committed across England, spanning
several force areas - including Greater Manchester, West Yorkshire, South
Yorkshire, Derbyshire and Lancashire. As part of operation, detectives have
investigated 120 offences including aggravated burglary, robbery, car theft,
assault, violent disorder and criminal damage – all believed to be carried out
by the same organized crime group.

Eleven-state fraud spree that targeted Kmart stores sends woman to prison
HELENA— A woman who stole approximately $219,980 from Kmart stores in 11
states, including Montana, was sentenced to 45 months prison & 3 years
supervision and ordered to pay restitution. (no parole in Fed prison)
Mahone stole $219,980 in 56 fraudulent transactions using what she claimed were
checks from the federal food voucher program, Women, Infants and Children
(WIC), a special supplemental nutrition program. After entering the stores,
Mahone used the WIC checks at the teller stations because Kmart does not run
them through the check verification process when an individual presents them
to the store.
Law enforcement arrested Mahone after she was at a Kmart in Tolleson, AZ. Mahone
possessed various fake driver’s licenses in her purse. The investigation also
uncovered video surveillance images showing Mahone at Kmart stores
throughout the country.

Suspects Sought In Sears Theft Of $50K In Jewelry
The Pembroke Pines Police Department is seeking the public's help in identifying
a couple they say shoplifted nearly $50,000 worth of merchandise from a Sears
store. Items of clothing placed on a jewelry display case provided enough cover
to allow two thieves to pry the case open and get away with 10 rings worth more
than $46,000. In the hopes of generating leads in the case, investigators
Thursday released surveillance video of the theft that happened in the early
evening of March 9 at the Sears store in the Pembroke Lakes Mall.

shoplifting
Two women from the Bronx were charged with stealing $1,300 worth of merchandise
from Target on Tuesday afternoon. Sgt. Robert Shawinsky said police were called
by Target workers, who said were detaining two suspects who had taken $1,329
worth of merchandise. Store security said they watched the two enter the store
and fill their shopping carts up with items from the Dollar Spot.

Orlando, FL: Police Officer charged with
manslaughter in shooting of shoplifting suspect at Colonial Plaza
An Orlando police officer has been charged with manslaughter stemming from an
on-duty shooting last year at a busy shopping center. Officer Anthony Wongshue
was booked Wednesday and then released hours later after posting bond. Wongshue
and Officer Juan Abreu fatally shot 32-year-old Juan Alberto Silva as he was
driving away following a shoplifting incident at the Colonial Plaza shopping
center.
Officials said at the time the officers were conducting a crash investigation in
the shopping plaza parking lot when a loss prevention officer informed them of a
crime in progress. Wongshue and Abreu confronted the people involved and at some
point opened fire on the driver of a car. Abreu was cleared for his involvement
in the incident by the State Attorney’s Office. Silva drove away from the
shopping plaza and crashed near Celia Lane and Washington Street, where he was
found dead.

Monroeville, PA: Investigators File Charges In
Monroeville Mall Shooting
Authorities say charges have been filed in connection with a shooting outside
the Monroeville Mall last month that prompted an evacuation. Allegheny County
District Attorney Stephen Zappala Jr. and Monroeville police discussed the
charges during a news conference at 11 a.m. Authorities have said two groups of
four to five males began fighting at the Monroeville Mall on April 12, and the
brawl spilled outside, where one person pulled a gun and fired about 10 shots.
No injuries were reported. Bullet holes were found in a Macy’s department store
entrance door and shell casings were outside.

Gilbert, AZ: Police arrest robbery suspect
accused of shooting Pizza Hut employee
Officers responded to the shooting at a strip mall on Tuesday, May 7. Police say
the employee was forced to his knees and then the suspect accidentally shot him
when he hit the employee with his handgun. The victim was taken to a hospital
with a serious, but non-life-threatening injury.

Salisbury, NC: Man charged with armed robbery,
threatening workers at Marshalls

man was jailed after police say he threatened workers at Marshall’s on Monday
night. Gregory Allen Ogara, 32, walked into the store with a woman just before
8:00 pm. The two walked over to the shoe section, took off the shoes they were
wearing, put on new shoes, grabbed more new shoes, and tried to leave the store.
A loss prevention worker stopped the couple at the door and demanded the leave
the shoes. Ogara kept putting his hands in his pockets, causing the loss
prevention worker to question what he was doing. Ogara then said “you need to be
more concerned about the 9mm I have behind my back.” Ogara and the woman then
left the store. Ogara was identified later through use of the store surveillance
video.

Police in Port Arthur are looking for the public’s help in identifying two men
who burglarized the Target store early Saturday morning. The two were caught on
video prying open the inner doors of the Port Arthur store according to Port
Arthur Police. The burglary happened at about 1:15 a.m. Saturday morning.

Authorities say three suspects have been arrested in the investigation of at
least seven drugstore armed robberies this month in the Houston area. The Harris

A London-based gang of thieves and criminals who relied on stolen mopeds and
scooters as their getaway vehicles has been apprehended and given a combined
sentencing of sixty-seven years. The gang has been robbing shops throughout
London and using scooters as getaway vehicles. London police say that
apprehension of the twelve scooter gang members has helped to reduce
“scooter-related crime” in the city by more than half.

Heroic Phil Weirs tackled and helped detain Sean Monger as he brandished the
deactivated assault rifle outside Tesco Express in Exeter, before armed officers
swiftly arrived. Monger, 51, of Maple Road, Exeter, admitted seven offences,
including possessing an imitation firearm with intent, and was jailed for
four-and-a-half years at Exeter Crown Court today (Wednesday 15 May). Mr Weirs,
who had no idea the gun was a fake when he wrestled it from the offender’s
grasp, was awarded a judge’s commendation. Devon and Cornwall Police has also
nominated him for a national award. Monger, who was dressed in black and wearing
a mask, threatened to shoot people outside the store on November 14 last year.

Marion man indicted for lighting fire in Kenton
Walmart; caused $3.5M damage
An explosion and fire were reported on April 6 at the Walmart on East Columbus
Street in Kenton. Police and fire responded and, after controlling the fire,
determined the fire originated within a shopping cart that contained two
thermoses, toilet paper, a lighter and remnants of an aerosol spray can.
A review of Walmart security videos show a man determined to be Poole using a
credit card to buy two thermoses. He exited the store and walked to the gas
station across the street, where he filled the thermoses with gasoline. Poole
then reentered the store and was observed picking up toilet paper and hairspray,
then walking with the items to the origin area of the fire. Video surveillance
shows the fire starting in the area with flames rising as high as 20 feet,
according to court documents.

Use a 5-Point Agenda and 60-Second Sell to effectively market your skills
The 5-Point Agenda is a method to focus your interview on your strengths and the
needs of the employer. After conducting some self-analysis, as Oakley did, you
select your five most marketable attributes and repeatedly discuss them
throughout the interview process. Be sure to create work examples that outline
these strengths.
The 60-Second Sell is a tool that helps you target your skills to meet the
employer's needs. It helps you summarize your most marketable strengths in a
brief and concise manner. This technique is very easy to use and the most
effective way to open, and close, an interview.
For each interview, you'll create a 60-second statement that summarizes and
links together your 5-Point Agenda. Put the points of your 5-Point Agenda into
an order that allows you to present them in the most logical and effective
manner. When you link the ideas into sentences, they should be spoken in 60
seconds or less. Memorize this statement so that it is easy for you to recall
and use during the interview.
