California crime reform gets 'unheard of' support from DAs, small businesses,
progressive mayors
A measure to reform California’s crime referendum that downgrades penalties for
petty theft and drug possession will be on the ballot in November after
garnering an "unheard of" number of signatures.
The
2014 law in question, Proposition 47, reclassified several felonies, including
retail and property theft, as misdemeanors. But a ballot initiative to amend
Prop 47, called the Homelessness, Drug Addiction, and Theft Reduction Act,
secured over 900,000 citizen signatures required to put the measure to an
official vote in November, far surpassing the roughly 500,000 required
signatures.
Sacramento County District Attorney Thien Ho, who supported the effort, said in
an interview with Fox News Digital that some Golden State residents waited
hours in line to sign the petition.
The DA said that while he is in favor of the "spirit" behind Prop 47, the law
needs to be changed to stem its "unintended consequences," which he identified
as a "fentanyl crisis," a "retail theft crisis"
and a "homeless crisis."
Ho noted a big-box retailer in Sacramento told him that the region ranks No.
1 in theft for the company, and that one of their stores in the area saw a
253% increase in theft between 2022 and 2023.
He also said one mom-and-pop convenience store in the area reported that 6
out of 10 of their customers were committing theft.
Two Democratic progressive mayors in two of California’s biggest cities — San
Francisco Mayor London Breed and San Jose Mayor Matt Mahan — endorsed the reform
campaign earlier this year. Breed, who initially supported Prop 47, said she’s
now seeing unintended consequences of the measure as she tries to crack down
on illegal drugs and theft in her city, the San Francisco Chronicle reported
in February.
"Our goal is not to keep people locked up," she said. "But when there are no
real consequences for crimes that are committed in this city, that’s a real
problem."

Theft #1 Concern for 70% of Retailers
New Report Reveals How Deeply Retailers are Affected by Theft
Theft was the top concern for 70 percent of brick-and-mortar retailers.
The National Retail Federation
reported last December that 85 percent of small businesses said they
experienced retail theft at least once a year and that nearly 80 percent
of retailers reported that organized retail theft was a higher concern in 2023
than in 2022. Now, a
new report by marketing agency NP Digital reveals how deeply retailers
across the board are affected by retail theft.
The report found that 70 percent of retailers surveyed
said retail theft is a major concern for them in 2024 and have a plan
against it; of those retailers, 20 percent were clothing stores and 19 percent
were superstores. Only 10 percent of retailers expressed no concern at all.
Identity fraud is on the rise as well, affecting customers so much that they
turn away from certain retail brands.
A recent survey found that consumers tend to avoid certain retailers and
close accounts with those retailers after experiencing identity theft. In
addition, a
study by Michigan State University found that 70 percent of consumers
have been deceived by counterfeit items.

Officials look to biometrics as a way to curb out-of-control violence
Transit officials in Los Angeles have declared a public safety emergency
over the stabbing of a 66-year-old woman in the city’s Metro transit system, and
are planning to deploy facial recognition tools to help
identify repeat offenders and deter violent crime, according to
reports from the Los Angeles Times and Los Angeles Daily News.
Beatings, stabbings and other violent incidents have been rising on
L.A.’s public buses and trains, including four attacks in April. The perpetrator
of the stabbing attack that killed Mirna Soza Arauz had a prior ban from the
transit system for violent altercations. But Metro says its officers had no way
of knowing that a dangerous individual was riding the train.
Had facial recognition systems been in place, they
might have made the match.
Calling Soza Arauz’s death “a shot across the bow,” the Metro board has given
unanimous support to a motion asking the CEO to report back in two months on the
feasibility of facial recognition deployments on buses and trains.
Facial recognition and other biometric systems have been trialed or installed in
transit systems around the world, most often for payments. Deployments in
Moscow, Mumbai, Shanghai and Indonesia have differed in scale, modality and
approach. For security purposes, Bogota deployed facial recognition software …
for real-time surveillance of the city’s TransMilenio system, which resulted
in six arrests. And Sao Paolooutfitted its 3-Red subway line with face
biometrics and object detection systems that trigger alerts for security
operators.

Putting your hands on a

In Governor Kathy Hochul's 2024-2025 Fiscal Year Executive Budget, there is a
new provision to
protect retail workers,
who are often the targets of violent crimes. The new law is designed to crack
down on organized retail thefts and crimes against those people working in
retail. New York State Governor Kathy Hochul said,
Gov. Hochul announced a five-point plan to combat retail crimes:
- Assaulting a
retail employee will result in a felony charge.
- Prosecutors can combine the value of stolen goods when filing felony charges
against criminals
- Making it illegal to foster the sale of stolen goods. Prosecutors can go after
third-party sellers.
- $40.2M for law enforcement and District Attorneys’ offices to go after retail
theft criminals.
- $5M in tax credits to help small businesses invest in security measures to
fight retail theft.
New York State Police Superintendent Steven G. James said, “We will continue to
leverage our law enforcement partnerships to further ongoing efforts to prevent
thieves from targeting the hard-working citizens of New York.
The State Police is
fully engaged on this issue and will not tolerate individuals responsible for
stealing millions of dollars in merchandise, victimizing both retailers and the
public.”

Cop Surge Pays Off for the NYC Subway System
NYC subway crime down 6%, led by drops in robberies and assaults: NYPD
Major felonies on the subway system are down 6.4% in the first four
months of 2024 after a winter of high-profile subterranean crimes, according to
NYPD stats released Monday. The bulk of that reduction is due to a 25% drop
in robberies and a 5% decrease in felony assaults from the same Jan. 1 to
April 28 period last year.
Murders are up, with four so far this year compared with two homicides committed
on subways by this time last year. Misdemeanor petty larcenies, defined
as theft of less than $1,000 in value, are up 38% in the subway system.
Grandstaff attributed the results to the city’s decision to put more than

E-commerce penetration is expected to rise, helped in part by third-party
players like Temu and Shein, according to a new report.
About 45,000 retail stores may close in the coming years as retail’s
physical footprint increasingly shifts to serve as fulfillment and
distribution centers, UBS analysts led by Michael Lasser said in an April 22
report. That forecast is based on the premise that online retail penetration
rises to 26% from 21% with retail sales growth of 4% by 2028.
Banks’ reluctance to lend, higher operational costs and consumers’ sustained
inclination to spend on services instead of goods also drive store closing
forecasts.
The U.S. still has too much retail square footage, the UBS analysts said,
as third-party players like Temu and Shein are positioned to drive further
e-commerce penetration without the overhead of managing and maintaining a
physical footprint. The analysts said apparel and accessories, consumer
electronics and home furnishing retailers need to shrink their footprints the
most.
Several major retailers with noteworthy physical footprints recently announced
store closures or have gone out of business altogether. They include Foot
Locker, Sally Beauty,

Shoe City, and furniture retailers Z Gallerie and

made in the United States.

accusations of falsely labeling products manufactured in foreign countries as
"Made in USA."
The Federal Trade Commission and the US Department of Justice announced the home
essentials company's civil penalty in press releases shared on Friday. According
to the FTC and DOJ, Williams-Sonoma violated a 2020 order requiring retailers to
be transparent about whether products they sell are made in the US. A July 2021
FTC press release notes that the order was implemented to discourage fraud.
The DOJ filed a complaint against Williams-Sonoma on April 24 following a
referral from the FTC.

Offensive AI Fueling 'New Generation of
Cyberattacks'
AI is creating a new generation of cyberattacks
Most businesses see offensive AI fast becoming a standard tool for
cybercriminals, with 93% of security leaders expecting to face daily
AI-driven attacks, according to Netacea.
Offensive AI in cyberattacks
The research, “Cyber security in the age of offensive AI”, surveyed security
leaders in the UK and US about their experience with
AI as a tool in cybersecurity. It reveals that not only do most security
leaders expect daily AI-driven attacks, 65% expect that offensive AI will be
the norm for cybercriminals, used in most cyberattacks.
The results suggest that security leaders understand the significance of
offensive AI and expect the next six months to issue the
dawn of a new generation of cyberattacks.
AI transforms cyber defense and offense
AI will not only be used as a tool to enhance cyberattacks, but in cyber defence,
too. While a report from the Office of National Statistics reported that 83%
of businesses had no plans to adopt AI, this is not borne out when looking at
cybersecurity.
All respondents to Netacea’s survey had incorporated AI into their security
stack in some way, and all said that it had improved their security posture,
with 27% reporting this improvement was significant. The use of AI is
also proving to be efficient, with 61% of security leaders agreeing that AI has
significantly decreased their operational overheads.
However, the use of AI-enhanced protection was mostly used to defend against
high-impact low-frequency attacks such as
DDoS (62%), rather than bot attacks (33%). This suggests that while AI
is a welcome defence against cyber threats, it is not yet being applied
universally and against the most damaging attacks.
The gaps remain. While 90% of respondents are confident in the defensive AI
capabilities of their Web Application Firewall, DDoS protection, and API
security, only 60% of security leaders could say the same about their bot
management tools.

CISA director pushes for vendor accountability and less emphasis on victims’
errors
Stakeholders need to address why vendors are delivering products with
common vulnerabilities, which account for the majority of attacks, Jen Easterly
said.
The U.S. government and its partners have slowed the swell of ransomware over
the last three years, Jen Easterly, director of the Cybersecurity and
Infrastructure Security Agency, said Wednesday at an event.
But the cyclical and persistent threat ransomware poses requires new ways of
thinking, Easterly said, speaking at the Institute for Security and
Technology’s annual ransomware task force event. Defenders and stakeholders have
to turn the lens to software and hardware vendors, according to Easterly.
“There’s a lot about the villains. There’s a lot about victims. We do not
talk enough about vendors,” she said.
“The way we are going to actually drive down the number of attacks, and the
number of successful attacks, is if we go upstream and ensure that technology
that is deployed and delivered is in fact prioritized to be secure,”
Easterly said. “Not features, not speed to market, not driving down costs, but
secure. That’s why we’re in this issue.”
Secure by design, a collective push to shift the responsibility for security
in technology products and services to manufacturers and vendors, remains a
principles-based work in progress. For now, there are no
enforcement mechanisms tied to these guidelines.
Officials know they still have work to do downstream, and positive outcomes
could take years to materialize.
While efforts such as stopransomware.gov, the Joint Ransomware Task Force,
the
pre-ransomware notification initiative,
the ransomware vulnerability warning pilot and the known exploited
vulnerabilities catalog are not magic solutions, the number of attacks would
be much higher without them, Easterly said.

each new tech advancement, according to Pluralsight. But for many organizations,
budgets and staff continue to shrink.

The results were unanimous across markets and career levels: cybersecurity,
cloud, and software development, which are considered the most imperative
tech skills to learn, are the top areas where skills gaps persist.
Cybersecurity and cloud have been named the two largest skill gaps since 2021.
This sends a clear message: before prioritizing skills for tech trends, an
organization needs solid foundational skills in security, cloud, and software
development.
65% of respondents said
cybersecurity skills were lacking most within their organizations,
followed by cloud (52%) and software development (40%). Cybersecurity skills
were cited as the most important to learn in the next year (63%), followed by
cloud (47%), and software development (45%).
Despite the hype in your news feed, Pluralsight’s report found that AI/ML skills
gaps are the lowest priority to address, but demand is growing. Compared to last
year, 11% more technologists are interested in building AI/ML skills.
When a skills gap is identified, organizations have two options: hire new talent
or
upskill current employees. Hiring is often regarded as a quick way to find
top talent with the right skills, but the findings say otherwise. 66% of
organizations say hiring takes longer or the same amount of time as upskilling
existing talent.

Amazon Delivery Driver Raped & Kidnapped
Amazon delivery driver raped in apartment mailroom and kidnapped, Tennessee
police say
An Amazon driver doing early morning deliveries was raped in an apartment
mailroom and kidnapped, Tennessee authorities said.
The 25-year-old woman was delivering
packages at a building in Nashville at around 4 a.m. April 26, the
Metropolitan Nashville Police Department said in a news release. Then
34-year-old Carl Hamilton “pushed her further into the mailroom” and closed the
door, police said.
He told her to take off her clothes and then sexually assaulted her, with the
attack caught on surveillance footage, according to police.
Hamilton is accused of forcing the woman to go to an ATM with him and
withdraw $100 from her account, police said.
“He then drove her around for about an hour before eventually leaving her and
her car,” police said.
Officers responded to the apartment building and reviewed the surveillance
footage of the attack. As they were leaving, they said they saw the man
outside and arrested him.
The building manager and police said Hamilton was arrested at the apartment
in January and March on criminal trespassing accusations. Davidson County
records show the trespassing charges were dropped the day before the attack
on the delivery driver.
“We’re deeply troubled by this terrible incident,” Amazon spokesperson
Branden Baribeau said in an emailed statement to McClatchy News. “We’ve been in
touch with the driver to assist her during this difficult time and the Metro
Nashville Police Department to lend support as they continue to investigate.”

'Widespread' Union Cancellation Efforts by
Amazon
Is Amazon selling its workers down the river?
A UK trade union has issued legal proceedings against the world’s largest
retailer, alleging aggressive tactics to induce workers to cancel their union
membership.
The GMB trade union, one of the largest in the UK with more than half a
million members, has today (26 April) confirmed that it has
filed legal proceedings against retail giant Amazon, accusing the company of
engaging in “widespread attempts to coerce staff to cancel their trade union
membership”. Just a few days ago GMB secured formal recognition at an Amazon
fulfilment centre in Coventry, a landmark decision that could pave the way for
the first unionised Amazon workforce outside the US.
The lawsuit, known as an inducement claim, alleges that Amazon has been
employing aggressive anti-union tactics to undermine GMB’s organising efforts,
including pressuring staff to leave the union. The union claims Amazon has
erected QR codes in fulfilment centres that, when scanned, generate an email
requesting membership cancellation.
The company also stands accused of mandating hour-long anti-union seminars
led by senior managers. Moreover, the GMB hass alleged that Amazon liberally
displayed anti-union propaganda in the workplace.
Amanda Gearing, a GMB senior organiser, said in a statement: “This is a
company out of control. Amazon is a multi-billion-pound corporation, doing
everything in its power to stop minimum wage workers from forming a union.”
Gearing went on to condemn Amazon’s alleged use of “American anti-union
tactics”, and that its behaviour is a demonstration of the company’s “blatant
disregard for British labour laws”.
Rosa Curling of Foxglove Legal, representing the GMB, echoed these concerns,
commenting: “In Britain, everyone has the right to join a union and organise for
better working conditions. Amazon has driven a truck through that basic right.”
Similarly, Article 11 of the European Convention on Human Rights – the right to
freedom of association and assembly – encompasses the right to form and join
trade unions.

The owner of an Arden comic book store wants to add more security measures after
his store was burglarized over the weekend. The break-in happened at World's
Best Comics and Toys on Watt Avenue near El Camino Avenue early Sunday morning.
Surveillance video showed someone throwing a rock through the store's front
window before they grabbed armloads of collectibles. The owner said the thieves
stole as much as $3,000 worth of goods.

Chevy Chase, MD: Thief has stolen from Amazon Fresh market 36 times since
October 2023
Police are asking for the public's help identifying someone they said has stolen
thousands of dollars worth of merchandise from an Amazon Fresh market in Chevy
Chase. According to the Montgomery County Department of Police, the suspect has
stolen items 36 times from the Amazon Fresh on Wisconsin Avenue between October
2023 and April 18, 2024. Between the nearly 40 thefts, detectives said the thief
has taken around $7,000 worth of merchandise. Police released photos of the
suspect captured by surveillance photos. He is described as a 5-foot-11 tall man
who weighs around 180 pounds.

Toledo, OH: Man shot in head at corner store, suffers non-life threatening
injury
Toledo Police detectives are investigating an April 30 shooting on the 700 block
of Bush St. A man suffered non-life threatening injuries after he was shot in
the head. Police believe a disagreement broke out in the store, but there are no
suspects at this time.

Bridgeport, CT: Person accused of stabbing customer inside Bridgeport store
A person has been arrested after allegedly stabbing a customer in the back at a
store in Bridgeport on Monday afternoon. The police department said they were
called to the area of State Street and Iranistan Avenue just after 3:45 p.m.
Authorities said a person was stabbed in the back while inside a store in the
area. The extent of injuries is unknown. Police didn't say what led up to the
stabbing. The person was taken into custody.

Rocklin, CA: Hammer-wielding suspects try to rob Rocklin Walmart
A robbery at a Rocklin Walmart on Monday morning triggered a large police
presence in the area, according to the Rocklin Police Department. Police say
that at 10:25 a.m., two suspects wearing masks and wielding hammers entered the
store demanding money from the registers. No injuries have been reported and it
is unclear if the robbers’ demands were met before fleeing. The robbers were
seen entering a black sedan without a license plate and fled towards the
freeway, according to police.
