Organized Retail Theft Crime
Minnesota Senate approves $200 million public safety bill
The measure would boost spending to law
enforcement agencies to help them recruit more officers and stiffen penalties
for violent and repeat criminal offenders.
The
Minnesota Senate on Monday, April 25, voted 48-19 to advance a public safety
plan that would put up
more money for
recruiting police officers and stiffen penalties for violent offenders in the
state.
The roughly $200 million plan would boost funding to local law enforcement
agencies to help them recruit and retain more officers and bring on additional
equipment,
set new criminal penalties for carjacking,
organized retail theft and fleeing a police officer,
and put in place tougher penalties for those who commit repeat offenses,
especially for violent crimes.
It would also make public prosecutors' charging decisions and judges' sentencing
decisions in an effort that GOP lawmakers said would
help to make sentences
for violent offenders more uniform around the state.
They said Twin Cities area county attorneys had recently made sentencing
decisions that they felt broke with the Legislature's intent and they sought to
make more specific what lawmakers expected of them.
“This is not a time to build bigger bureaucracies, this is a time to react to
the criminal threat that is endangering our citizens,” the bill’s author, Sen.
Warren Limmer, R-Maple Grove, said. “It’s time to let the people know what’s
really going on. I keep hearing from citizens almost every day, ‘Why
aren’t they prosecuting?’”
During the more than four-hour debate, DFL lawmakers said the proposal didn't do enough to
prevent causes of crime
and disagreed that harsher penalties would deter violent crime in Minnesota.

A
federal investigation has determined that Professional Security Consultants Inc.
– a Los Angeles-based security company that
provides officers for shopping
malls, schools, hotels, hospitals, office buildings and gated communities
–
repeatedly exposed its
employees at the Boise Towne Square mall to workplace violence hazards and
failed to follow its own procedures for interacting with
armed individuals to enforce the mall’s code of conduct.
The U.S. Department of Labor’s Occupational Safety and Health Administration
initiated an inspection following the fatal shooting of an unarmed security
officer on Oct. 25, 2021. OSHA cited the company for
not instituting controls to
protect security workers from hazards likely to cause death or serious
physical harm. the agency proposed penalties totaling $14,502.
“Professional Security Consultants’ policies and procedures
did not effectively address
the risk of gun violence, a recognized hazard in the security services industry,”
said OSHA Area Director David Kearns in Boise. “Every worker has the right to a
safe and healthful workplace. This employer must provide enhanced safeguards and
training to ensure workers have the knowledge and tools to better protect
themselves against assault.”
In its citation, OSHA provided Professional Security Consultants Inc. with
recommendations for developing a workplace violence prevention program. They
included
training for security
personnel; increased high-visibility signage; and procedures for identifying,
tracking and communicating information on high-risk people, persons of
interest and habitual offenders of the mall’s firearms prohibition.
Headquartered in Los Angeles, Professional Security Consultants also provides
security consulting, executive protection and event planning services. It
employs about 2,900 workers.

Cracking Down on NYC Shoplifters
NYC Mayor Eric Adams on his approach to crime: '60 Minutes' Interview
Mayor Adams has been trying to help the city make a turn since he took over 114
days ago. Tens of thousands of small businesses here have disappeared since the
pandemic, unemployment is nearly twice the national average, and
major crime is up 43%
from this time last year.
Adams
got to city hall by winning a hotly contested Democratic primary in which he
promised to restore
"law and order." He's
described himself as "the face of the new Democratic party," and people all over
the country will be watching to see how he addresses rising crime, new COVID
outbreaks, and the serious economic damage caused by the pandemic.
Adams supports social and educational programs designed to steer young people
away from crime. But he's also called for a
police crackdown on low-level offenses like public drinking and shoplifting
and taken steps to clear homeless encampments and stop people from sleeping in
the subway. He's deployed new uniformed police units that he says have been
specially trained to confiscate illegal guns in high-crime neighborhoods without
repeating the abuses of "stop and frisk" policies under Mayors Rudy Giuliani and
Michael Bloomberg. New York's last mayor, Bill de Blasio, disbanded the
plainclothes units that did a lot of this work.
Adams said, "We've
moved 1,800 guns off the streets of our city since I've been elected.
1,800. And so we're putting in place the foundation of dealing with the
immediate needs of violence, but we're also stopping the pipeline that causes
children to get involved in violence."

Crime Spike
Police officers are targets of violence as crime spikes across U.S., FBI chief
says
A police officer was
killed almost every five days in 2021,
FBI Director Christopher Wray said in a recent interview. “Violence
against law enforcement
in this country is one of the biggest phenomena that I think doesn’t get enough
attention,” Wray told CBS News in an interview that aired Sunday night.
“Some of it is
tied to the violent
crime problem as a whole,”
Wray said, adding that he was alarmed at how many officers who died while on
duty last year “were killed through things like being ambushed or shot while out
on patrol.
Nationwide, 142 officers died in the line of duty in 2021,
not including those whose deaths were attributed to medical conditions,
according to data compiled by Officers Down. That was
up from 103
the previous year.
"The spike in violence against law enforcement, both nationwide and locally,
should be alarming to all,” Parrish said in a social media post. “Our men and
women put on their uniform each with the idea of serving to make our community a
safer and better place. I pray for our officers daily.
This is just an example
where a regular workday can turn tragic for those wearing the badge.”

'Violent Crime Impact Team'
DC unveils partnership targeting violent crime
After a weekend that saw several people injured in
separate shootings
across D.C., including a “sniper-type setup”
that sent the
Van Ness area to shelter in place Friday, the mayor and the police chief
unveiled a partnership with local and federal law enforcement called the
Violent Crime Impact
Team.
The partners include the Bureau of Alcohol, Tobacco, Firearms and Explosives;
the Drug Enforcement Agency; the U.S. Marshals Service; and the Secret Service.
The aim is to “reduce
violent crime by using more intelligence-driven operations and enhance our
investigative abilities
through federal agency partnerships,” a news release from the mayor’s office
said.
During a Monday news conference, Mayor Muriel Bowser said that the partnership
was put together based on what is being experienced by the community and comes
at a time when
D.C. police resources
are more scarce than ever before.
“We cannot allow people to terrorize our communities with guns,” Bowser said.
“Our message is clear — we will continue to offer people in our city a better
path forward, but if people choose to engage in violence, then
they will be held
accountable.”

The United States is
out of the Covid-19 pandemic
phase, said Dr. Anthony Fauci, President Joe Biden's chief medical
adviser and the director of the National Institute of Allergy and Infectious
Diseases.
"We are certainly, right now, in this country, out of the pandemic phase," Fauci
said on PBS NewsHour Tuesday. "Namely, we don't have 900,000 new infections a
day and tens and tens and tens of thousands of hospitalizations and thousands of
deaths.

Nearly 60% of the U.S. Has Had COVID
More than half of Americans have been infected with the virus at least once, the
C.D.C. says
But officials caution that people should not presume they have protection
against the virus going forward
The common perception that nearly everyone in America seemed to have acquired
the Omicron variant last winter may not have been far from the truth. By
February 2022, nearly
60 percent of the
population had been infected with the coronavirus,
almost double the proportion seen in December 2021, according to data released
on Tuesday by the Centers for Disease Control and Prevention.
“By February 2022, evidence of previous Covid-19
infections
substantially increased among every age group,”
Dr. Kristie Clarke, the agency researcher who led the study, said at a news
briefing.
While some studies suggest that prior infection offers a weaker shield against
the virus than vaccines do, the resulting antibodies should provide a reasonable
degree of protection against severe illness, at least in the short term. The
gains in population-wide immunity may explain
why the new surge that
is roaring through China and many countries in Europe has been muted in the
United States so far.

Post-COVID Retail Recovery?
Does Increased Leasing Activity Signal Recovery for Retail Sector?
Retail
properties of all types, from grocery-anchored centers to enclosed super
regional malls, have experienced a burst of leasing activity
over the past 12 to 18 months. And even the most pessimistic real estate experts
contend that the deal flow reflects the retail industry’s recovery.
Preliminary data for the first quarter indicates that retail tenants absorbed 91
million sq. ft. nationally during the prior year-long period, according to
Marcus & Millichap. The real estate firm says March 2021 to March 2022 was the strongest 12-month
span in terms of absorption in nearly five years.
“The leasing activity that our team is seeing
signals a larger retail recovery,”
says Paul Chase, executive vice president of retail agency leasing for JLL.
“Retailers have gotten smarter throughout the pandemic.”
The firm’s fourth quarter
2021 United States Retail Outlook reports an increase in occupied retail
space totaling 76.1 million sq. ft.,
a meaningful reversal from the negative 28 million sq. ft. posted in 2020.
“Retail leasing activity is incredibly strong at our properties,” says Daniel
Goldware, senior vice president of leasing for Trademark Property Company, which
owns 17 mixed-use properties totaling about 10.7 million sq. ft. across the
country including the high-profile Galleria Dallas and First Street Napa. “The

230K Preventable Deaths?
More than 230,000 U.S. COVID deaths were preventable, analysis finds
Roughly 234,000 COVID deaths since last June could have been prevented with a
primary series vaccination, according to a newly updated
Kaiser Family Foundation analysis. The deaths account for 60% of total adult
COVID deaths since June and a quarter of the nearly 1 million fatalities since
the pandemic began.
The big picture: The researchers say
COVID-19 vaccines remain highly effective in preventing hospitalization and
death — even in the face of new, highly contagious variants like Omicron. CDC
estimates that in February and March, unvaccinated people were 10 times more
likely to die from COVID-19 than people were vaccinated with at least the
primary series.

Retail Financing Providers
Six Co-Conspirators Plead Guilty to Hacking and Retail Financing Fraud
Six individuals in Illinois, conspired to defraud at least five retail financing
providers of at least $1.6 million between April 2017 and January 2022.
During that period, the defendants opened and maintained several retail
furniture stores in and around the Chicago area, and established merchant
relationships with financing providers. Submitted financing applications in the
names of identity theft victims then used the approved accounts to charge the
financing providers for fake purchases. They also used social engineering to
gain access to merchant accounts belonging to other businesses and change the
bank accounts designated to receive payments from one retail financing provider.
The defendants then submitted the affected businesses’ customer accounts for
funding, causing the financing provider to deposit money into defendants
accounts. The defendants pled guilty on April 13th to the various fraud
related offenses.
When sentenced, each defendant faces a maximum penalty of 30 years in prison.

The
new Netflix documentary “White Hot: The Rise & Fall of Abercrombie & Fitch”
dissects both the aspirational nature of the brand and pulls back the curtain on
the lawsuits and public relations disasters that tarnished its otherwise
pristine image. According to the employees, journalists and activists who
appear in the film, the overwhelming theme is that discrimination was
actually a feature rather than a bug.
On top of all the scandals (which includes a close relationship between
Wexner and accused pedophile Jeffrey Epstein), the clothes themselves just
seemed to stop being cool.
“At some point those kids that learned that it wasn’t cool to be bullied grew up
and decided that they didn’t want to spend money at a place that made them feel
bad. Exclusion was the root of their success. And exclusion itself stopped
being quite so cool,” said former A&F merchandiser Kjerstin Gruys.
Today, neither Wexner or Jeffries are involved with the company, and
Abercrombie’s current leadership has made efforts to shed the label’s
discriminatory past, hiring more diverse employees and emphasizing body
positivity. However, despite a fresh PR blitz, some sources in “White Hot”
question whether the strides the company have made are enough.

A new survey reveals what is keeping supply
chain executives up at night.
Sixty-eight
percent of 244 surveyed supply chain officers see supplier operational issues
as a major risk (24%) or moderate risk (44%), according to the PWC Digital
Trends in Supply Chain Survey 2022.
Other leading risk areas included securing raw materials from suppliers
(64%: 27% major, 37% moderate) and insufficient diversification of
supplier base for critical supplies (62%: 43% major, 19% moderate).
Respondents also report internal supply chain issues. The survey reveals that
80% of digital supply chain investments are falling short of expectations.
In addition, almost six in 10 (58%) respondents are seeing higher than normal
supply chain employee turnover, while 23% say they struggle to develop and
retain the “digital native” talent needed to transform supply chains. Another
23% say they struggle to respond to the rapidly evolving environmental social
governance (ESG) legislative and regulatory frameworks in relevant
jurisdictions.

Viewpoint: Leave the Door Open for Employees to Return to Your Organization
Good companies are always on the lookout for good talent. They also recognize
that every former employee is a potential future customer, business partner,
referral source — and even a potential future employee. Returning employees,
also known as "boomerang employees," are an important part of the talent
pipeline. This is particularly true in times when there are talent shortages, as
well as in sectors experiencing a surge in demand driving a shortfall in
available talent, such as health care.
Destigmatize and normalize leaving the organization.
There are organizations that regard an employee's departure as a betrayal, which
can lead those who remain to view them negatively. This attitude is neither
supportive nor inviting to an individual who might otherwise consider returning
one day and can breed ill will with a departing employee. Destigmatizing
departures and viewing them as a normal part of employees' career progressions
is the first step in leaving the door open for them to return someday.
Provide a great employee experience.
Another part of creating a pathway for former employees to return is to ensure
that they have a positive employee experience so that they would want to come
back. Good talent managers view employees as consumers: If they don't have a
positive experience, they likely won't even consider returning as an option.
Create a good off-boarding experience.
According to Gallup, employees who have a positive exit experience are 2.9 times
more likely to recommend that organization to others. At Bain, where they focus
specifically on measuring how supported individuals feel at departure, that
number is even higher.

Ransomware Risk is Growing for U.S. Companies
Geopolitical tensions drive ransomware risks for business
While the cyber risks for organizations
continue to increase, U.S. companies have taken a more proactive approach to
cyber risk management
The conflict between Russia and Ukraine, and its geopolitical fallout, make this
a critical time for businesses to assess their exposure to ransomware attacks
and other technological interference. In our recently released
2022 Sanctions Report we noted that the impact, frequency, and intensity of
ransomware has increased significantly, presenting continued financial,
regulatory, operational and reputational challenges for companies. The war in
Ukraine and the resulting sanctions placed on Russia have only served to
increase and evolve that threat.
Companies need to enhance their security and compliance controls to
prepare for a shift in the way attackers are adapting their tactics to this new
reality.
Digitalization Creates Risks
The pandemic supercharged digital transformation trends with significant but
often hastily implemented and insufficiently secured technology adoption, usage
of the cloud and other remote working and emerging technologies. Seamless
global connectivity has made organizations more agile; however, it has also made
them more vulnerable to attacks. The attack surface has expanded with
cyber-attacks affecting organizations across all industries ranging from
infrastructure operators to food producers to healthcare and education
facilities. As the capabilities of cybercriminal groups increased in the past
years, so have their breadth of targets and attacks now increasingly focus on a
combination of disruptive attacks and data theft.
Ransomware’s Multiple Impacts
Though many companies have taken steps to improve their security and resilience,
no system is impenetrable. Ransomware groups have demonstrated this truth,
improving their tactics and tools to maximize the impact and returns of their
operations. For instance, new tactics such as double or sometimes triple
extortion, where criminals encrypt, exfiltrate and threaten to publish
sensitive data have increased hugely over the past two years.
Preparing for a Potential Cyber Attack
With increased risks and regulatory concerns, organizations need to prepare
for when a cyberattack will happen, not if it will happen. In the past,
cyberattacks could be handled internally and largely by the IT organization, but
the sophistication and severity of today’s attacks now make this impossible.
Organizations need to have an integrated plan that takes into account the many
lines of responsibility and stakeholders involved in the event of an attack.

Feds Target Ransomware Group
FBI Alert: Have You Been Bitten by BlackCat Ransomware?
Feds Seek Intelligence to Disrupt the
Ransomware Group Also Known as Alphv
Has
your organization been bitten by BlackCat ransomware, aka Alphv? If so, the FBI
wants to hear details about how attackers broke in, the cryptocurrency wallet
addresses used to receive ransoms and other information that could help law
enforcement authorities better track and block future attacks.
The FBI flash alert also includes known indicators of compromise tied to Alphv/BlackCat,
as well as tactics, techniques and procedures associated with the group's
attacks, not least so organizations can better protect themselves and watch
for attacks by this ransomware-as-a-service operation.
The FBI says it knows of at least 60 organizations worldwide that fell victim
to Alphv/BlackCat by March. The criminal group posts names and leaks data
for a subset of its victims, as part of a double-extortion tactic designed to
increase the pressure on a victim to meet its ransom demand.
"BlackCat-affiliated threat actors typically request ransom payments of
several million dollars in Bitcoin and Monero but have accepted ransom payments
below the initial ransom demand amount," the FBI says. "Many of the
developers and money launderers for BlackCat/Alphv are linked to DarkSide/BlackMatter,
indicating they have extensive networks and experience with ransomware
operations."
Since March 30, the Alphv/BlackCat data leak site has listed 16 fresh victims,
according to Israeli threat intelligence firm
Kela.
Multiple security experts have suggested that DarkSide, which went dark
last summer after its politically disastrous attack against Colonial Pipeline in
the U.S., later rebooted as BlackMatter and then by last November as Alphv/BlackCat

Cybercriminals Suffering from Russia's War in
Ukraine
Russia's war on Ukraine making life difficult for Russian cybercriminals
Russia’s Feb. 24 invasion of Ukraine has put a serious crimp in
cybercriminals’ ability to move and cash out their ill-gotten profits,
forcing complicated workarounds and an unsure future, according to an analysis
from threat intelligence firm Flashpoint.
The international sanctions targeting large chunks of Russia’s banking system
— along with the Russian government’s efforts to counteract them, recent
international law enforcement actions against cybercrime forums
Hydra Marketplace and
RaidForums and measures taken by the Russian government to more tightly
control its internet infrastructure — “has challenged the status quo between
Russian cybercriminals and the country that turns a blind eye to, or supports,
their illicit activities,” Flashpoint researchers
wrote in a blog post Thursday.
“It has also prompted threat actors to pursue workarounds to transfer funds
between Russia and other countries, either through novel means or by
re-calibrating existing cash-out methods — as well as scramble for safety,” the
researchers wrote.

NY State New bill targets crypto 'rug pulls,' theft
The bill would amend the state penal code to include definitions of some common
types of cryptocurrency scams.
That includes "rug pulls," the term for when a cryptocurrency developer
launches a project, attracts investors and disappears with the money. Rug
pulls have been a particular problem in the fast-growing sector of decentralized
finance or DeFi. DeFi protocols allow people to exchange virtual currencies
peer-to-peer on public blockchains. Almost 97% of all cryptocurrency stolen in
the first three months of this year was taken from DeFi protocols,
Chainalysis found.
If passed, the bill would define private key fraud in the penal code as the
theft of a person's private keys to a cryptocurrency wallet. It would
penalize cryptocurrency developers if they fail to publicly disclose personal
crypto holdings. A general term of virtual token fraud would apply to people
who engage in any other form of deceptive or fraudulent acts in the purchase or
sale of virtual tokens.

facilitate remote work two days a week and we just pivoted because when the
lockdown happened we closed our office.
“But the vast majority of our employees are basically on site when they want
to be here or when their leaders deem it’s an advantage to come together,”
she said.
“This differs a little from what you hear about hybrid. In the hybrid model,
companies say you have to be on site two to three days a week. We’re
basically saying we’re not requiring you to come on site any number of days a
week. It’s your choice. You can be flexible. And when leaders say you know
what we want to have a town hall, we want to do some team building, then people
will come. Really flexible.”

Canadian Retailers Bounce Back After Most Covid Curbs Lift
Canadian retailers posted a strong sales comeback in March after authorities
lifted the bulk of Covid restrictions. Receipts rose 1.4% last month,
according to
preliminary estimates released by Statistics Canada on Friday. That’s up
from a 0.1% increase in February, the agency said.
The numbers add to evidence that Canada’s economy was surprisingly resilient
at the start of 2022 in the face of Covid-19 restrictions meant to contain
the spread of the omicron variant. That’s one of the reasons the Bank of Canada
has begun one of its most aggressive
tightening cycles ever to curb three-decade high inflation.
Even the small February gain was stronger than economists were expecting.
Analysts surveyed by Bloomberg News predicted a 0.5% decline on the month.
Yet, accelerating inflation adds a potential headwind to consumer spending
as households pull back on some purchases. Statistics Canada didn’t say how much
of the March retail sales was driven by higher prices. Sales volumes actually
fell in February.

Businesses across Canada are struggling to cope with an apparent sixth wave
of COVID-19, as staffing shortages hamper sectors from health care to
hospitality and manufacturing — though the interruption remains more manageable
than last winter's Omicron variant surge.
In Montreal, parka maker Quartz Co. saw about 10 of its roughly 100 employees
stay home with COVID-19 symptoms recently, though co-founder François-Xavier
Robert says the absences were shorter than in January.
Retailers, gyms and event spaces are taking yet another hit as workers fall
ill or steer clear of those sectors altogether, fearing further lockdowns,
said Ryan Mallough, a senior director with the Canadian Federation of
Independent Business.
"The impact is being felt across the board, in terms of absences," he said. "Some
of that nervousness is starting to creep back into the mindset a little
bit."

Canadian retailers expect competition for workers to heat up over the next 12
months as the country's jobless rate hits record lows.
A new survey by Deloitte Canada found the fight for talent is expected to emerge
as one of the greatest hurdles over the coming year, with 77% of retailers
polled saying they believe it will be tough to hold on to their best employees.
Labour shortages are expected to be most acute in store operations, customer
service and IT departments, Deloitte's 2022 Canadian retail outlook found.
Canada's unemployment rate dropped to 5.3% in March, the lowest jobless rate
since comparable data became available in 1976, Statistics Canada said last
week.
Meanwhile, supply chain difficulties remain top of mind for retailers, with
87% saying worsening supply chains are the biggest risk for 2022. The vast
majority of retailers said they expected customers to prioritize stock
availability over brand or store loyalty, making the avoidance of so-called
stock-outs—when inventory or products are out of stock—a top priority.
Almost two-thirds of retailers polled said they planned to diversify their
overseas supplier network, while 10% said they would reduce their reliance
on overseas vendors altogether.

Two charged following series of 'takeover-style' robberies in Toronto & Peel
Two people, including a teenager, have been charged following four retail
store robberies in Toronto and Peel Region last week. The incidents took
place on April 13, April 14 and April 16, police said. According to
police, two suspects would enter a store and execute a “takeover-style robbery.”
The suspects, investigators said, would make verbal threats and use physical
violence while demanding cash and narcotics. They both fled the area in a
stolen car, police said. In a news release issued Wednesday, police said
officers found the pair fleeing in a vehicle near the area of the last robbery.
Both were taken into custody.

Kits shop owner says thieves shot her window during break-in attempt
A business owner in Vancouver’s Kitsilano neighbourhood says someone
tried to shoot through her shop window during a
break-in attempt this month. The neighbourhood, she said, has been
plagued with a string of broken windows, and assumed it was another random
incident of vandalism.
“It wasn’t until a few days later when the glass guy came out, and he looked at
the window and said, ‘You know that’s a bullet hole, right?’ that I immediately
went to the video cameras, played it back, and was able to catch the people
doing it standing there,” she said.
“They actually came twice, they came at 5 a.m. and attempted to break in through
the window, and when that didn’t work they left, came back again at 7 in the
morning. It was a guy and his girlfriend trying to break in, broad daylight,
cars going by behind him, and when that didn’t work I literally watched him turn
around, reach into his girlfriend’s purse, turn back around, aim a gun at the
window and shoot it.”

Mastercard partners with Microsoft to tackle digital fraud
Mastercard is enhancing its ability to authenticate digital consumers at
the moment of purchase.
Global payments technology company Mastercard is launching an enhanced
identity solution designed to improve the online shopping experience and prevent
digital fraud, in a new collaboration with Microsoft Corp. Mastercard is
integrating next-generation authentication and real-time decisioning
intelligence capabilities into its existing digital transaction insights
solution.
The solution pairs Mastercard’s network insights with a retailer’s own data
to confirm a digital consumer is who they claim to be. This authentication
provides financial institutions with additional intelligence to optimize their
authorization decisions and approve more genuine transactions.
The Mastercard digital transaction insights solution is used across a range
of online checkout instances, including click-to-pay functionality,
wearables, digital wallets, and in-app purchases.
As part of the new collaboration, the Microsoft’s Dynamics 365 Fraud
Protection platform’s proprietary risk assessment capability, which
leverages adaptive AI to assist in real-time fraud detection by identifying
risky behaviors across purchase, account and in-store activities, has been
integrated with Mastercard digital transaction insights.
As a result, the companies intend to enable issuers to enhance their
decision-making processes for authorizations, chargebacks and refunds.
Online shopping fraud is on the rise
Mastercard and Microsoft are releasing this new digital authentication
functionality as fraudulent online transactions rapidly increase. Reports of
online shopping fraud
more than doubled in 2020, and for the first half of 2021 fraud numbers
continued to be far higher than pre-pandemic levels, according to a recent study
by fraud management platform Riskified. The study cited latest the report to
Congress by the Federal Trade Commission.
The late 2021 study analyzed changes in fraud levels for different categories as
observed by Riskified during the 2020 holiday season, benchmarked against
January of that year. Cosmetics ranked highest in fraud levels, with a 47%
increase in fraud attempts. The sneakers category saw an 8% increase in
fraud attempts, and digital services and children’s items rounded out the list,
with a 12% and 15% increase in fraud attempts from 2020, respectively.

Voting opens for Amazon's second union election in New York City
Amazon.com Inc workers on Monday are set to vote on whether to unionize a
second warehouse in the New York City borough of Staten Island as organizing
efforts at the retailer gain steam.
Employees at the LDJ5 sortation center are weighing whether to join the Amazon
Labor Union (ALU), a group led by current and former warehouse workers.
Associates at a larger facility known as JFK8 recently voted to join the ALU and
create Amazon's first organized workplace in the United States.
A second election win would underscore the ALU's potential to organize more
facilities at Amazon, the second largest U.S. private employer and could
help spur more organizing efforts at other companies across the country.
Amazon workers from more than 100 other U.S. worksites have expressed
interest in unionizing, according to the labor group. A loss would point to
the tough road ahead. Amazon is contesting the JFK8 vote before the U.S.
National Labor Relations Board, and the company has told workers that unions
cannot guarantee better pay or benefits.
The company has said it wants workers' voices to be heard and claims that its
opponents depressed turnout at JFK8. The ALU has dismissed the allegations.

Pa. lawmakers look to curb online sales of stolen goods by imposing disclosure
rules
Often, the stolen goods end up for sale on online platforms such as Amazon, Etsy,
eBay and Facebook Marketplace by criminals using screen names and fake business
accounts. Unsuspecting consumers who see products being sold online at much
lower prices than in brick-and-mortar stores or see them labeled as “new,” “new
in box” or “new with tags” are potentially buying stolen products and funding an
illegal operation that drives up the cost to retailers. Nationally, this problem
is estimated to result in losses to retailers in excess of $30 billion annually
as well as billions in lost tax revenue for states.
According to a recent study by the Retail Industry Leaders Association,
Pennsylvania alone loses nearly $1.2 billion in tax revenue annually from these
organized retail crime operations. Federal lawmakers are working on passing
legislation to combat this nationwide problem. But in the meantime, some states
and retailers are tired of waiting for a bill to reach the president’s desk.
That includes here in Pennsylvania. Sen. Mike Regan, R-Cumberland/York counties,
and Rep. Kathleen Tomlinson, R-Bucks County, have legislation making its way
through the General Assembly to crack down on this problem.
Tomlinson’s bill unanimously passed the state House and the Senate Consumer
Protection & Professional Licensure Committee. The committee last week also
passed Regan’s companion bill by a 14-0 vote. Their legislation would force
third-party high-volume sellers – defined as those who sell at least $5,000 and
had at least 200 product sales in a year’s time – to disclose basic information
such contact information and a bank account to an online marketplace selling
their products.

Three Sentenced in Nationwide Card Fraud, Money Laundering Conspiracy
U.S. courts sent three men behind bars for installing skimming devices on ATMs
and gas pump pay machines to steal financial information from the credit and
debit cards of unsuspecting victims. Davit Simonyan, 30, his brother Vahram
Simonyan, 34, and Arsen Galstyan, 34, along with four others orchestrated the
nation-wide credit card fraud scheme. After stealing the data, they completed a
host of unauthorized transactions including money order purchases and large cash
withdrawals from victims’ bank accounts, according to the Southern District of
California Attorney’s Office. Skimming devices are illegal scanners installed on
ATMs, point of sale terminals, or gas pumps to capture data and record the
Personal Identification Numbers (PINs) of cardholders. According to the Federal
Bureau of Investigation (FBI), the use of skimming devices creates an economic
loss of over US$1 billion annually. “This was a huge criminal enterprise,
nationwide,” said U.S. District Judge Michael M. Anello. The investigation
found that the men generated an estimated $1 million in ill-gotten gains from
the scam. Its victims were located across the country, from New York, to
Oklahoma, Illinois, Missouri, and across Southern California.

Update: Columbus, OH: 19-year-old man sentenced to 14 to 19 years for stealing
$30,000 worth of iPhones from Verizon store
Last month, Dajae May was found guilty of numerous violent offenses, including
aggravated robbery and kidnapping, according to the Delaware County Prosecutor's
Office. In January 2021, May and two others robbed a Verizon Wireless store. May
and the other suspects possessed firearms and the victims were held at gunpoint.
The victims were told to crawl into the inventory room as the trio collected the
iPhones. “Justice prevailed again in Delaware County. Another violent criminal
will now go to prison because of the efforts of law enforcement and our office,"
Prosecutor Melissa Schiffel said. May was sentenced to 14 to 19.5 years in
prison.

Update: Mobile, AL: Man pleads guilty to Motorcycle smash-and-grab burglary
A Louisiana man Tuesday pleaded guilty to participating in a smash-and-grab at
Hall’s Motorsports back in 2018. Tim Jackson pleaded guilty to conspiracy and
interstate transportation of stolen vehicles. The daring, wee-hours burglary was
the subject of a FOX10 News “Caught in the Act.” The video shows several people
with face coverings at about 3 a.m. on May 1, 2018, loading eight
high-performance dirt bikes into a U-Haul truck. Police later found two of the
motorcycles, which apparently had fallen out of the truck, in the area of the
business. Earlier, the group had stolen a pair of Ford E-450 box trucks from the
U-Haul Store. Jackson’s co-defendant, Jerrell Maxon, pleaded guilty last month.

Three suspects were arrested Monday night in connection with a burglary at a
local retail store in Mission Viejo, the Orange County Sheriff's Department said

Somerset County, MD: 1 dead following deputy involved shooting outside C-Store
47ABC has just confirmed a fatal shooting involving deputies from the Somerset
County Sheriff’s Office in the area of Route 13 and Perry Road in Westover, Md.
Just before noon, deputies responded to a 911 call from a convenience store in
Westover. According to the caller, a man had pointed a handgun at him and
demanded money before taking off. Shortly after, a deputy identified a man who
matched the description provided by the 911 caller. The deputy approached the
individual, where gunfire was exchanged. The man took off heading to a nearby
field, near the intersection of US 13 and Perry Road.

Philadelphia, PA: Man Dies After Security Knocked Him Out Unconscious
Tabu Bar and Lounge in Center City Philadelphia is now at the center of an
investigation after one of its patrons was assaulted outside the bar and later
died. "When you see the punch and the guy just hit the ground... it's
devastating. And to know the man already passed, that made it worse," said a
neighbor. Neighbors say they heard and saw some of the commotions after the
bar's bouncer allegedly punched a man so hard his head hit the ground and he
went unconscious back on Saturday, April 16. The victim, 41-year-old Eric Pope,
died over the weekend from his injuries.

Columbus, OH: Employee killed in shooting inside a barbershop
One person is dead after a shooting inside a north Columbus barbershop on
Tuesday afternoon. According to the Columbus Division of Police, officers were
called to North Meadows Boulevard just around 12:04 p.m. The victim was
pronounced dead at the scene. The suspect walked into Executive Barber Salon and
shot a 51-year-old male employee, according to police. Family members identified
the victim as Lawrence Jefferson. They say he had only been working at this shop
for a month.

Decatur. A man was found shot and killed at the Valero on Candler Road on

Brooklyn man has been charged with attempted murder, stemming from a shooting at
American Dream earlier this month, State Police announced Tuesday evening. On
Monday, 20-year-old Anwar Stuart was arrested at his New York home. He has been
accused of shooting and seriously wounding a man during an attempted robbery at
the retail and entertainment complex in East Rutherford on April 7. The incident
sent shoppers and mega-mall workers scrambling for safety. Stuart was being held
at Rikers Island, pending extradition to New Jersey. He also has been charged
with attempted robbery, conspiracy, unlawful possession of a weapon and
possession of a weapon for an unlawful purpose. The case is being handled by the
Bergen County Prosecutor's Office.

The
Family Dollar on Beatties Ford Road Charlotte, NC was the victim of a violent
robbery on April 14, 2022. A male suspect entered the Family Dollar with a
bucket and began putting items in it. Family Dollar employees are seen stopping
the man from leaving the store, the suspect is seen punching one of the
employees. The suspect over powers the employees and exits the store with his
free stolen merchandise, all while the Family Dollar anti-theft devices are

Indianapolis, IN: More than 1,000 Walmart employees may lose job after massive
fire damages site near Indianapolis
The Walmart Distribution Center that was the site of a massive fire northwest of
Indianapolis in March is closing for good, CBS 4 in Indianapolis reported. In a
notice to the Department of Workforce Development, Walmart representatives said
the entire facility will close, impacting a number of Walmart associates. The
notice says 1,132 associates may be separated from the company by July 15. The
notice comes shortly after one month since the distribution center caught on
fire. The fire sent a large plume of smoke into the air and lasted 76 hours
until firefighters were able to get it under control. The notice says the
property damage was too significant to reopen the facility for the foreseeable
future.
