Retailers Support White House Focus on Counterfeit Goods, Urge Similar Effort
on Stolen Merchandise and Organized Retail Crime
The
Retail Industry Leaders Association (RILA), the trade association for America's
leading retailers, today sent a letter to the White House expressing support for
the President's commitment to curbing the sale of counterfeit products online,
and urged the White House to include combatting the sale of stolen goods as an
Administration priority.
"Counterfeit goods undermine intellectual property, pose a serious safety
risk for consumers and employees, and help perpetuate organized retail crime,"
said Jennifer Safavian, RILA executive vice president of government affairs.
"Similarly, sophisticated criminal networks are increasingly using online
platforms to quickly and discreetly fence stolen goods. For these reasons, we
welcome the Administration's crack down on the sale of counterfeit goods online
and urge a parallel effort to combat the theft and sale of stolen goods."

"Preserving American brands and protecting our customers are of paramount
importance to the entire retail industry, and we wholeheartedly support your
directive to coordinate the efforts of the federal government to crack down on
the sale of counterfeit and pirated goods."
"Retailers collectively invest billions each year in preventative security
measures, but the vacuum of law enforcement and relative ease of selling stolen
goods online has led to increasingly brazen and organized attempts to steal,
tragically putting some retail employees in danger when confronted thieves turn
violent.
"We ask that any strategic effort to hold online sellers accountable for the
sale of counterfeit goods also include a crackdown on criminal networks using
online marketplaces to sell stolen property. Both are a threat to the retail
community and the future growth of the economy."

eBay Renews Commitment to Education, Continues Support of LPF
The Loss Prevention Foundation is excited to announce that eBay has once again

Police: Three shot, two fatally, in 'random'
shooting at Tanger Outlets in Sevierville
A man with a gun walked up to a Sevierville shopping center on Tuesday afternoon
and opened fire outside a Coach store, killing a woman and wounding a man before
turning the gun on himself in what police described as an apparently random
shooting.
Officers descended on Tanger Outlets, an outlet mall on the Parkway, after
several people called 911 to report a shooting outside the Coach store at 3:49
p.m. By the time police arrived, the shooter and the female victim were dead,
according to Sevierville Police Department spokesman Bob Stahlke.
Authorities identified the gunman as 21-year-old Leon Steven Jones of Newport
and Sevierville, and the woman as 24-year-old Olivia Katelyn Cunningham of York,
Pennsylvania. Investigators believe Jones confronted Cunningham and Marr outside
the Coach store, shot both with a semi-automatic handgun and then shot himself

Op/Ed: A.I. that halts thieves -- before they steal
The customer is always right - except when artificial intelligence says the
customer isn’t. That’s sort of the message being sent by new technology aimed at
catching crooks before they commit their crooked acts, anyway.
The Japanese company Vaak recently
released software that detects when store shoppers are about to shoplift —
or so goes the theory. It’s behavioral assessing A.I., pure and simple. The
system takes security camera footage in real-time and analyzes it for strange
body language. Suspicious shoppers get red-lighted, and alerts are then sent to
the store’s security personnel, who can review the feed and quickly determine if
additional scrutiny — or even intercession — is necessary.
At least this is only a preventive A.I. program. The movie “Minority Report”
showcased similar, albeit then-fictional, technology that led, in that
storyline, to the arrest of shoppers deemed too suspicious. Let’s hope this
technology never turns that curve. And truly, there are benefits for all for
better store surveillance.

UK: Government considers funding retail security measures
Minister for Crime Determined to Tackle Retail
Crime
MPs from across the political spectrum called on the government to take action
against retail crime, in a debate in parliament on Thursday (11 April).
Steve McCabe, MP for Birmingham Selly Oak, said: “The fact that the police
will not investigate shop thefts with a value of less than £200 is virtually
an incentive to offend.”
He called for the introduction of “proper banning orders” to ensure people
who commit repeat offences are banned from specific shops or retail areas.
He also urged the government to look at additional ways of helping to fund new
and better security equipment for smaller retailers
Responding to the MPs, minister for crime Victoria Atkins said she was
“absolutely determined” to tackle the problem of retail crime. “Every day, we
ask shop workers to enforce the law, whether by refusing to sell age-restricted
products to those whom they believe are below the legal age, or by confronting
criminals who are trying to steal from their business. Shop workers, like all
employees, have the right to feel safe at work, without fear of violence or
intimidation. That is why, on April 5, I launched a call for evidence to enable
us to learn more about the scale and extent of the issue and inform our
response,” she added.
According to the ACS 2019 Crime Report, crime against convenience retailers cost
the sector an estimated £246m over the last year - the equivalent of over £5,300
for every c-store in the UK or a 7p tax on every transaction, while over 10,000
incidents of violence were reported.

Looking for Industry Support & Input
San Francisco police rally opposition to proposed law mostly banning public
facial biometrics
A committee of San Francisco’s board of supervisors heard a proposal to ban
facial recognition technology from the city this week in a meeting attended by
various supporters and critics of the ban,
Gizmodo reports.
The San Francisco Police Officers Association (SFPOA) did not participate in the
hearing, but has emailed supporters a draft letter to be completed and sent to
local lawmakers expressing concern with the proposal and supporting amendments
suggested by local crime-prevention group Stop Crime SF. Supervisor Aaron Peskin,
who filed the
Stop Secret Surveillance Ordinance in January, says he has received numerous
identical emails from the SFPOA campaign.
The form letter warns of excessive bureaucracy hindering the police and other
agencies, and criticizes a perceived lack of input from the security
community in the ordinance. The amendments suggested by Stop Crime SF
include a one-year sunset clause and exemptions for large facilities such as the
city’s airport, port, and baseball stadium Oracle Park.
Peskin says opposition from police defeated a proposal in California’s State
Senate similar to the San Francisco ordinance, according to Gizmodo.
The Stop Secret Surveillance Ordinance does not apply to home or private
business security systems, though the SFPOA email mentions that both groups
need to be consulted.

Going 100% Mobile
Emeryville, CA: New Global Sporting Goods Brand Decathlon Store No Checkouts
Decathlon’s new retail concept, located in Emeryville, CA, features RFID-enabled
mobile checkout stations instead of traditional checkout lines or cash wraps,
according to a press release. When a customer wants to pay, s/he approaches an
associate who places the physical contents of the shopper’s basket in the
checkout station, which takes stock of the items and generates a QR code. The
associate then scans the code with an iPhone, adding the products to a mobile
cart. The customer can then pay with Apple Pay, credit card, gift card or via a
proprietary QR code-based checkout system tied to the store’s payment platform.
The payment system runs exclusively on iPhones.
Decathlon’s U.S. presence currently consists of the full-sized store and one
“Lab Store” it opened last year, also in California, to gather data on local
customer needs and interests.

New Survey Making the News Across Media Outlets
Consumers around the world are spending less on almost everything. Even booze.
Consumers around the world are likely to spend more cautiously in the coming
months amid political and economic uncertainty, according to a new report that
surveyed shoppers in 64 countries.
Shoppers said they have cut back on clothing and entertainment costs in the past
year, and have taken measures to save on gas and electricity, according to the
Conference Board Global Consumer Confidence Survey, conducted in collaboration
with Nielsen.
“There’s a wait-and-see attitude," said Denise Dahlhoff, senior researcher for
consumer research at The Conference Board, which surveyed 32,000 online shoppers
worldwide.
“Despite the high levels of confidence globally, consumers in different markets
have different views about where the economy is heading in 2019,” said Bart van
Ark, global chief executive of The Conference Board. “The majority of global
consumers do not expect conditions to become more favorable over the next twelve

Hackers used credentials of a Microsoft Support worker to access users’ webmail
On Friday, an unknown number of customers of Microsoft’s webmail services (Outlook.com,
Hotmail, MSN Mail) received a notice from the company telling them that
attackers had access to their email account for three months.
“We have identified that a Microsoft support agent’s credentials were
compromised, enabling individuals outside Microsoft to access information within
your Microsoft email account,” Microsoft told the victims.

Decoding a 'New' Elite Cyber Espionage Team
Stealthy and well-heeled hacking group went undetected for five years and
wields a massive attack framework of some 80 different modules.
It's an expansive cyber espionage operation that canvasses a victim's network
with backdoors, loaders, keyloggers, screen and webcam grabbers, and audio
recorders, and it even siphons data from printer queues, burned CDs, and Apple
iOS smartphone backups.
The so-called TajMahal attack framework operated invisibly for five years until
it was uncloaked last fall by researchers at Kaspersky Lab who found it embedded
deep in the network of a diplomatic organization in Central Asia, where it had
been spying and stealing documents since 2014. TajMahal comes with a whopping 80
different attack modules, including an unusual and rare one that lets the
attacker steal specific files from a USB stick when the device is inserted into
a computer.

Security staff honored for quick actions during Yorkdale mall shooting
Five security staff people at Yorkdale Shopping Centre were honoured on Sunday
for acting quickly in the face of danger during a shooting at the mall last
summer. The Toronto Police Service Board and Toronto Police Service gave
community member awards to four security guards, Nigel Penny, Shane Palmer, Luca
Aiello and Jordell Wolseley, and to one security officer, Marco Rotondo.
The
guards were recognized for their bravery, while the officer was recognized for
his initiative while operating the mall's video surveillance system. The five
are among 38 people given to community member awards on Sunday at a presentation
at police headquarters.
"For their teamwork and courage, the unarmed guards ran towards the gunfire as
everyone else was fleeing from it," the board and police service said in their
presentation notes.
On August 30, 2018, a Toronto police officer on paid duty at the upscale mall
noticed shoppers panicking, running out of the large building and shouting about
gunfire inside the sprawling mall.
"Not being familiar with the internal layout of the mall, the officer requested
assistance of security guards. Within a few minutes security guards had a
male in their custody."

Canadian Retailers Fear Reusable Bags Can Be a New Tool for Shoplifters
'It's easy enough to walk out the door with
your bag being full of product and purchases being unpaid for'
Crowds of people milling through a store with reusable shopping bags and
bookbags in tow is simultaneously a dream and a nightmare for some Canadian
retailers. They're happy to have the customers, but are worried about the small
percentage of people who see their reusable bag as a tool for shoplifting.
"At one time they [retailers] might have had two or three suspicious looking
people in the building," said Stephen O'Keefe, a consultant who helps companies
with loss prevention. "Now, with reusable bags, they look around and maybe
30, 40 per cent of their customers appear to be suspicious."
O'Keefe spent years with Hudson's Bay, Sears and was the vice-president of loss
prevention and risk management with Walmart Canada.
Jennings said some people decide not to use the store's carts or baskets while
they shop. Instead, they put the items they want to buy directly into their
reusable bags.
"I'm sure that 99.9 per cent of folks with reusable bags aren't thinking about
that at all, but it is another method for those, that small minority of folks
that are looking to take advantage of you, to get one over on you for
sure."
O'Keefe said good ways to deter people from shoplifting include aggressive
hospitality, using a security system that has visible cameras, doors that
require motion to open and having a store layout that forces customers to walk
by cashiers when they leave.

Worried about staff safety, some West Broadway, Manitoba businesses are locking
doors during the day
It's just after 10 a.m. on a weekday. People are working inside of Parsons
Plumbing on Sherbrook Street, just south of Portage Avenue, but the doors are
locked. A sign says "Please knock for assistance," and when you do, someone
gets up and opens the doors. "We've placed it up for the safety of our staff,"
said Jennifer Stefanec, one of the business's accountants.
John Lee and his wife lock the doors to their store, Eben Convenience, and
use a buzzer to let people in. Lee also has eight security cameras, metal
shutters over his front door and windows, and a button he wears around his neck
that, if pushed, will alert his security company.
Other businesses in the area have signs on their front doors indicating you need
to knock or buzz to be admitted. Other signs say there are no public washrooms
in the building. CBC News spoke with a business owner who had recently been
attacked and robbed, while another is investing in major renovations and
security upgrades.

Ontario to launch redesigned driver's license to prevent fraud, identity theft
Yurek said the look of the card won't be dramatically different, but the change
has more to do with enhanced security features that aren't readily apparent.
"We don't want counterfeiters and identity thieves to know what we've changed in
the product," he said. "It should have been updated five or six years ago but
the previous government felt it wasn't necessary for the safety of Ontarians to
do so."
The cards were unveiled Monday as part of an announcement which also included
more details about Ontario's redesigned license plates and the government's
trillium logo.

More police officers will patrol Toronto's Chinatown to focus on crime
prevention
Police say that they plan to deploy additional officers to Chinatown over the
coming weeks as part of an annual crime prevention campaign. The 10-week
campaign, dubbed Operation Blue Hog, will begin on April 22 and focus on a range
of crime prevention issues, such as theft from autos, shoplifting,
panhandling, public intoxication and drug use.

RCMP ask Parksville Qualicum Beach businesses for help battling thieves
Kamloops, BC: Knife-wielding man caught after four armed robberies in 30
hours
Kamloops Mounties have arrested a suspect believed to have
robbed four convenience stores during a 30-hour knife-wielding crime
blitz on Sunday night and Monday morning. Cpl. Jodi Shelkie said the
suspect was arrested without incident in the Batchelor Heights area
following the fourth robbery — a 9:50 a.m. heist at the Parkcrest
Neighbourhood Store. Police said this suspect matched the description of
a man wanted for robbing three other convenience stores in the past 30
hours. During the robberies, a man entered the stores brandishing a
large knife and demanding money from the clerks on duty. Cash was taken,
but no one was hurt.

Beware of These 5 E-Commerce CNP Fraud Trends
Fraudsters Impersonate Companies and Executives
One of the fastest-growing types of fraud against all kinds of organizations
is
business email compromise (BEC). BEC can target a retailer’s customers
by sending an email impersonating customer service and asking for account
credentials — a common type of phishing that leads to account takeover
fraud. BEC can also do major damage when scammers pose as company executives
and then email “urgent” wire transfer or invoice payment requests to other
people within the company.
Bad Bots Go Mobile
Fraudsters are deploying botnets in many ways to get around fraud
controls. One method is to rent “armies” of infected devices to mask the
origin of their attacks on merchants, banks and other organizations online.
Fraudsters are also increasingly using smartphones for botnet attacks. A
2018 report found that one in 17 mobile devices across half a dozen major
carrier networks was being used for bot traffic. If your store doesn’t
already use channel-specific fraud prevention for mobile and desktop, now is
the time to begin.
More Cross-Border Orders, More Rejections
While there are some additional risks with cross-border orders, such as
higher rates of device and identity spoofing, many of those rejected orders
were probably false declines based on assumptions about the risks from
particular countries.
More Data Breaches, More Fraud
As criminals discover new ways to exploit consumer data for CNP fraud and
other types of fraud, the market for stolen data is growing. With every
breach, of course, criminals have more material to commit CNP fraud, take
over consumer accounts, synthesize new identities for fraud, and impersonate
real people (usually corporate executives) to commit identity-deception
fraud.
Costly GDPR Consequences for Data Loss
The European Union's GDPR may start having an impact on the way companies
obtain data, store it, and disclose breaches when they’re discovered. That’s
not only because the sweeping law, which took effect in 2018, covers all
businesses that have customers in the EU. It’s also because this may be the

Aspen, CO: Former City Councilman and wife
accused of stealing $2M worth of Ski Equipment from Aspen Ski Company
A former Aspen city councilman and mayoral candidate is being accused of
stealing millions of dollars worth of skis, snowboards, and other goods while
working for Aspen Ski Company. The alleged thefts took place over more than a
decade. The Aspen Times reported that 51-year-old Derek Johnson and his wife
Kerry have been charged with felony theft. Police found stolen goods in a
storage unit the couple rented. Johnson was fired last December. Police
executing a search warrant on the storage unit allegedly found a booth inside to
photograph equipment, and obtained from eBay the records of nearly 6,000 sales.
In 2017 alone and that the couple might have earned $1 million to $2 million in
revenue since the alleged side business started, possibly in 2012.

Philadelphia, PA: Thief steals $125K in jewelry
from Northeast Philadelphia Macy's
It happened shortly before 9 p.m. Tuesday night, at the store located at Cottman
Avenue and Roosevelt Boulevard. The store was open for business at the time.
Investigators explained a man walked into the store wearing dark clothing,
including a dark hooded sweatshirt. Officials said the man uttered no threats
and displayed no weapons. Police tell Action News that the man reached over the
counter with what appeared to be a screwdriver and popped the lock of the
display counter. Then, he removed a row of high-end diamond rings and walked out
the front door. Those 10 to 12 rings are worth roughly $125,000.

San Antonio, TX: 27 Cellphones stolen after
thieves use a blow torch to open the safe; gang arrested
A group of suspected thieves allegedly went through a whole lot of
trouble—cutting a hole in the wall of a Leon Valley cell phone store and using a
blow torch to cut a hole in the safe — only to get caught in the end. Sgt. David
Trevino with Leon Valley P. D. says electronic trackers inside those stolen
phones quickly put officers on their trail.

Charleston, SC: Police searching for couple who
shoplifted nearly $2,000 in merchandise from Louis Vuitton
Investigators released pictures of two people in connection to the incident that
happened on between 6:11 p.m. and 6:44 p.m. Police say the suspects stole $1,960
worth of merchandise consisting of a blue/black LV Pocket Organizer, a gold in
color LV Bracelet, a black/brown LV Belt, and a red/brown LV Belt. Since January
2018, the store has been hit at least six times by shoplifters who have stolen
more than $15,000 in merchandise.

Houston, TX: Man beaten to death with stick
inside a food market
Houston police homicide investigators said the suspect was carrying a large
stick or "wooden dao" when he walked into the store around 11:50 p.m. on Liberty
Road. The man walked up to the victim and struck him once in the forehead,
police said. The victim staggered and tried to get away as the suspect struck
him again in the head, police said. The victim fell to the ground, and after
several minutes, the suspect and two other men picked him up and took him
outside. People in the surrounding neighborhood came to the victim's aid,
performing CPR until the ambulance arrived, police said. He was transported to a
hospital, where he died from his injuries.

Chattanooga, TN: Suspect in custody after fatal Gas Station shooting
The suspect in Monday's fatal shooting at the Big K gas station on Dodson Avenue
is now in custody, according to the Chattanooga Police Department. Deontae
Talley turned himself in to police on Tuesday and has been charged with criminal
homicide and unlawful possession of a weapon. He is currently in custody at the
Hamilton County Jail.

A member of Philadelphia’s La Cosa Nostra organized crime family admitted
Tuesday he staged a robbery of a New Jersey pawnshop and check cashing business
nearly five years ago so the owner could collect insurance money. Salvatore
“Sam” Piccolo, 67, of Atlantic City, also admitted he sold nearly a half-pound
of methamphetamine to an undercover FBI agent, the U.S. Attorney’s Office for
New Jersey said in a statement. Piccolo faces up to 10 years in federal prison
on both the wire fraud and drug distribution charges when he is sentenced July
18 in federal court in Camden.

Wilton, CT: Police have arrested a New York woman
in connection with a $17,000 heist at Campus Jewelers in October 2017
On
Wednesday, Wilton police detectives traveled to Bedford Hills Correctional
Center in New York and took custody of Paula Hurtado, 38, of Astoria, N.Y. on an
active arrest warrant. Hurtado was extradited to Connecticut to face felony
larceny in the first-degree charges. It is the third arrest in the case in which
four people conducted a “distraction-type larceny” at the 5 River Road jewelry
store.

International Fall, MN: $700K In Counterfeit Merchandise Seized Along Border
Agents with Customs and Border Protection seized more than $700,000 worth of
counterfeit electronics at the international border in International Falls. CBP
says the merchandise included 50 amplifiers, 662 cartons of earbuds and cables
and 57 cartons of sandwich boards and touch lamina. After examination of the
products revealed counterfeit markings, CBP seized the items. In a similar
operation at the same location, agents intercepted nearly 5,500 fake Barbie
dolls in a rail car worth almost $140,000.

Interesting how the social dynamics of a small industry mirror, somewhat, the
same social dynamics of a family, with the holidays and conferences almost being
one in the same, where we're excited to visit with old friends and colleagues,
yet cautious about the battle lines business and careers at times necessitate or
cause. At the end of the day, it's all about doing what's right for the
industry, adding value, helping people, and continuing to help evolve the
industry. And while each executive has their individual agendas, it's important
