Call To Action: Retail Loss Prevention Industry & Trade Associations Need to Get Involved

Overhauling the Nations Crime Data-Collection System
"Overhaul of Crime Stats Should Include Data Theft, Toxic Spills: Expert Panel"

An expert committee organized by the National Academy of Sciences called Wednesday for centralizing the control of collecting crime statistics as part of an overhaul of the nation’s crime-data collection system.

Such an overhaul, which would fill in gaps on reporting of offenses like data theft and environmental crime, is essential to developing a “more inclusive picture of crime in the United States,” the committee said.

The changes would help managers and policymakers better assess the effectiveness of crime-fighting policies, evaluate the effectiveness of existing policies, and make justice agencies more accountable, it added.

Overall, the panel contended that “modern crime statistics require consideration of completely different ways to measure crime,” including, for example, assessing the “harm imposed by, or the costs associated with, crime.”

The group also cited the “problematic lack of solid information about the relative magnitude of the costs, harms, or importance across crime offense types or specific incidents.”

The call for a centralization of crime statistics would replace a system in place for decades, in which authority has been split between the Federal Bureau of Investigation (FBI), which issues an annual report on crime statistics voluntarily submitted by police departments, and the U.S. Justice Department’s Bureau of Justice Statistics, which publishes a yearly report based on interviews with Americans on whether they have been crime victims in the previous year.

The reports differ greatly because a large number of crimes are not reported to police.

Informal survey of women at Nike led two top executives resigning
Nike President & VP of Global Categories step down

Tired of alleged inappropriate behavior by male executives, a gender imbalance among company leaders and ongoing pay disparity, a group of female Nike employees decided to circulate an informal survey last year to gather insight into other women's experiences with inappropriate behavior and discrimination at the company.

This is not the first time that women have used informal communication to talk about workplace issues, but the Nike employee survey is significant in that it achieved results. The survey was brought to the attention of longtime Nike CEO Mark Parker, who initiated a formal review that resulted in the resignation of two top-ranking executives.

Last week, Parker sent an internal memo to staff announcing that Trevor Edwards, the president of Nike Brand and possibly Parker's eventual successor, would be leaving the company in August. In the memo, obtained by The Wall Street Journal, Parker wrote that Edwards' departure followed reports of "behavior occurring within our organization that do not reflect our core values of inclusivity, respect and empowerment."

More recently, Nike announced that Jayme Martin, vice president of global categories and Edwards' top lieutenant, would also be resigning.

The Wall Street Journal reports that Edwards and Martin are accused of protecting male employees who demeaned women and bullied individuals from foreign countries. cnbc.com

Fred Meyer 1st Major Chain To Stop Selling ALL Guns & Ammo
After Parkland Massacre

Kroger-owned Fred Meyer, a superstore chain based in Portland, Oregon, will no longer sell guns and ammunition at its 132 locations.

“Fred Meyer has made a business decision to exit the firearms category,” the company said in a statement on Monday. “The company is currently working on plans to responsibly phase out sales of firearms and ammunition.”

Fred Meyer, which has stores in Oregon, Washington, Idaho and Alaska, said it decided to drop guns and ammunition “after evaluating changing customer preferences and the fact that there have already been efforts to steadily reduce this category in Fred Meyer stores over the last several years due to softening consumer demand.”

Fred Meyer’s statement did not mention the Parkland massacre. Several major retailers, including Dick’s Sporting Goods and Walmart, have announced tighter gun policies in the wake of the Parkland shooting. huffingtonpost.com

Atlanta, GA: Police Will No Longer Respond to Some Shoplifting Calls in Buckhead
The Atlanta Chief of Police said her officers will no longer respond to shoplifting calls at stores in Buckhead.
Erika Shields said staff shortages, in excess of 300 officers, has forced her to reevaluate how to deploy officers.

In the affluent section north of downtown, Shields said, the APD Zone Two officers frequently get calls from merchants to do a report on a shoplifter who has been caught by store security. After filling out the paperwork, the officer then must arrange a transport to the Atlanta City Jail in downtown. All that can take up to an hour and a half to complete. The chief believes that time can be better spent by having those officers handle serious crimes, from burglaries to carjackings. fox5atlanta.com

Round Rock, TX: Suspect in Austin bombing attacks blows himself up as police approach
The suspect in a spate of bombing attacks that have terrorized Austin over the past month blew himself up with an explosive device as authorities closed in, the police said early Wednesday. Authorities had zeroed in on the suspect in the last 24 to 36 hours and located his vehicle at a hotel on Interstate 35 in the Austin suburb of Round Rock, Austin Police Chief Brian Manley said at a news conference.

They were waiting for ballistic vehicles to arrive to move in for an arrest when his vehicle began to drive away, Manley said. Authorities followed the vehicle, which ran into a ditch on the side of the road, the police chief said. When members of the SWAT team approached, the suspect detonated an explosive device inside the vehicle, the police chief said. The blast knocked back one officer, while a second officer fired his weapon, Manley said. The suspect, who suffered significant injuries from the blast, was killed. Authorities identified him only as a 24-year-old white man and wouldn’t say if he was from Austin. abc13.com

Artillery simulator caused Austin Goodwill blast
Emergency teams rushed Tuesday night to another reported explosion in Austin — this one at a Goodwill store — but police and federal authorities said the blast wasn't related to recent bombings that have killed and injured people and caused panic across Texas' capital for weeks. Police say someone dropped off a box containing an artillery simulator at an Austin Goodwill that detonated, injuring an employee and triggering a bomb scare. Austin assistance police chief Ely Reyes says Tuesday night's blast wasn't related to bombings that have killed two people and severely wounded four others since March 2. He says there's also "no reason to believe" this was a copycat incident. wsmv.com

Beloit, WI: Police determine suspicious package at Shopko was not a threat
Tuesday afternoon, according to the social media post, Beloit Police were getting help from the Winnebago County's Hazardous Devices and Explosives Squad. Homes and buildings in the area were evacuated as a precaution. The post also states that if anyone in the area heard a loud "bang," that it was a controlled maneuver to determine what was in the suspicious package. It reads on to say the package did not contain a threat. nbc15.com

Amazon Is Squeezing Suppliers to Curb Losses in Price Wars
Amazon.com Inc., locked in a margin-crushing price war, is offloading costs onto suppliers and limiting the number of single, low-priced items shoppers can purchase in an effort to offset rising shipping costs.

In a marked shift in strategy, the e-commerce giant is raising transportation fees for suppliers of beverages, diapers and other heavy, bulky products that are expensive to ship, say two people familiar with the matter. Amazon is also preparing to make it harder for shoppers to buy small orders of toothbrushes, soap, lipstick and other inexpensive items that are difficult to sell profitably online unless they’re part of a larger purchase, one person says. Amazon declined to comment.

Amazon has been willing to absorb losses of millions of dollars a year on certain products to make sure it has the items in stock and to fight a price war with Walmart Inc. and other retailers. But those costs are becoming unsustainable as the company sells more household goods.

KB Toys aims to fill the void of Toys 'R' Us with 1,000 pop-up shops
Toys "R" Us is on its way out, but KB Toys is set to pop back up. Strategic Marks, a company that buys and revitalizes defunct brands, owns the KB name and plans to open 1,000 pop-up KB Toys stores for Black Friday and the holiday shopping season.

"My assumption is that there's about half a billion dollars worth of toys that have been produced for Toys "R" Us with no place to go," said Strategic Marks president Ellia Kassoff, in a phone interview with CNNMoney. "That's a big, big void that we're hoping to fill up." cnn.com

Toys ‘R’ Us begins unwinding operations; suppliers oppose liquidation plan

A New York bankruptcy judge overrode objections from a Teamsters pension fund and approved a settlement between bankrupt regional grocery chain Tops Markets LLC and its chief supplier, saying there was no evidence of insider dealing and that the math was in the insolvent company’s favor. The 174-site Tops chain, which traces its history to the 1920s and operates in upstate New York, northern Pennsylvania and Vermont, filed for bankruptcy last month, seeking to restructure $1.2 billion in debt. Today announced the addition of seasoned security professionals to its intelligence team. Tommy McDowell will lead the Retail ISAC as senior director, Harpreet Kalra and Muktar Kelati will join as senior analysts and Ryan Smith will be intelligence support manager.

“Growing the Retail ISAC team is critical to providing valuable, actionable intelligence for our members and the community. This team has extensive experience and will help bring our intelligence analysis and sharing to the next level,” said Suzie Squier, executive director of the Retail ISAC.

Bad actors are continually expanding their resources and increasing their attacks on retail companies, especially as more companies adopt new technologies in the digital age. Ex-Equifax CIO's insider trading indictment a red flag for IT execs
Ying's indictment should serve as further example of the gravity of data breaches and how companies' corporate culture plays a big role in proper breach response, experts said.

"Insider trading is insider trading -- others should remember that if they violate this law, they will be held to account," TCE Strategy CEO and cybersecurity expert Bryce Austin said. "They need to act accordingly -- data breaches have real potential losses to an organization."

As the Equifax CIO of U.S. information solutions at the time of the breach, Ying learned information that helped him determine that Equifax was the victim of the large data breach before the breach was made public, according to the Department of Justice.

"It's definitely something regulators are looking out for -- breaches have become common enough that one of the first activities of outside parties is to view the impact of the breach on the stock," Forrester Research analyst Jeff Pollard said.

Organizations that pride themselves on being transparent with customers have learned that a rapid breach response that focuses on the victims -- customers and employees -- helps mitigate negative fallout when a hack occurs, Pollard added.

"You can learn quite a bit about how a company functions on the inside by how it responds to a breach," Pollard said. "Any culture that promotes an atmosphere of 'we win together but lose as an individual' is not going to do a good job of handling a breach; those cultures want scapegoats."

Austin agreed, noting that while he is happy federal regulators are conducting their due diligence on the Equifax breach, Ying's violations should also be judged as a reflection of Equifax's overall operations.

"I'm more frustrated with the lack of overall accountability of Equifax as an organization," Austin said. "It would not surprise me if more indictments were to come."

Both Austin and Pollard said that while they had never heard of an IT executive being charged with insider trading following a data breach, they are convinced smaller scale incidents like it have occurred in the past.

As a result, the charges against the former Equifax CIO could serve as a precedent -- and a warning -- for other modern, tech-centric companies. techtarget.com

Facebook's CISO Stamos Departing Because They Won't Cooperate - Open Up
Alex Stamos, the chief information security officer at Facebook, plans to leave the company in August amid turmoil and disputes at the top levels of the company over disclosing details in nation-state abuse of the social media platform as well as other issues, according to a report in The New York Times.

In December, Stamos' daily duties were assigned to other Facebook managers, and his security team of 120 is now down to three people. The security team was moved to the product and infrastructure divisions, the report said. Security is undoubtedly a primary focus for any organization, particularly in this digital age where assets extend beyond the physical to include virtual assets such as data. For example, sensors can quickly identify gas leaks, enabling quick resolution. Another example would be IoT-enabled construction equipment, which help avoid collisions or load-related accidents. There is a flip side to this however, as advanced technology also introduces a number of threats into security environments. A proactive approach is best when it comes to protecting customer and corporate data
When it comes to cybersecurity — as in protecting personal identification data and payment card particulars — retailers want consumers to know they have their backs. The challenges come in determining how to this to tell shoppers, and exactly how much to tell them.

Detailing the specific actions a retailer is taking to thwart potential identity thieves could also reveal too much information to the bad guys. “It provides hackers with a road map,” says Cole, chief executive of Secure Anchor Consulting and author of the book Online Danger.

Rather than attempting to market cybersecurity efforts to the public, a better approach would be to implement policies and practices that show customers what is being done to protect them. “What I always say is that cybersecurity is not about doing crazy, complex things,” Cole says. “It is doing simple things in a consistent manner.” nrf.com

Toys "R" Us Could Live On In Canada
Retailers in negotiations to sell Canadian operations & preserve 82 stores

All 740 Toys “R” Us stores in the U.S. are set to close but there is hope for a deal that would preserve Canadian operations. The company has 82 stores across Canada.

“Toys ‘R’ Us Canada’s business is managed in Canada, operates autonomously from U.S. operations, and continues to be a stable and profitable market leader in Canada,” according to a statement from the company, issued on the same day its U.S. parent appeared in court seeking to close all remaining 735 U.S. stores no later than July 31, putting some 30,000 people out of work.

The company is looking at a transaction that would combine up to 200 of the top-performing U.S. stores and Canadian operations, according to documents filed in U.S. Bankruptcy Court on Thursday. As part of the deal, the U.S. parent would sell 100 per cent of its equity interest in Toys “R” Us (Canada) Ltd. Multiple, non-binding offers have already been received and the company is actively negotiating with certain unnamed parties.

Consumer trust in grocers tumbles after bread-price-fixing scheme: study Loblaws hit hardest; Trust falls by 10%
Consumers have less faith in food retailers today than before Loblaw Cos. Ltd. disclosed it had been part of what it called an industrywide conspiracy to fix the price of bread, a study shows.

Consumer trust in Loblaw, the country's largest supermarket retailer, tumbled by 10 per cent while overall trust in grocery chains dropped 6.31 per cent, the study by Dalhousie University's faculty of management says.

Sobeys Inc., the second-largest grocer in Canada, saw consumer trust in it rise a little, by 1.6 per cent, the study found. Sobeys, among grocers targeted in the Competition Bureau inquiry into bread-price fixing, has said it has seen no evidence that it violated competition laws.

'Cryptojacking' trend turns Canadian web surfers into cryptocurrency miners

The cryptojacking process is invisible and web surfers typically don't even realize anything is happening in the background, unless they hear their computer's fan kick in as the machine is forced to work at its full capacity. Once they leave the infected website, the cryptojacking stops.

Computer security researcher Troy Mursch recently identified as many as 50,000 websites that had been compromised by the latest hacking trend and said cryptojacking is in its "gold rush" stage.

The infected sites Mursch identified included thousands using the WordPress platform, which is favoured by bloggers and small businesses looking for an easy way to set up a web presence. Canadian mom-and-pop stores, wedding photographers and personal trainers were among those who had their websites turned into profit generators for hackers.

Halton, ON: Store thief nearly hits several people with car to evade arrest
Halton police are looking a man who is accused of nearly striking several people with a vehicle in an effort to evade arrest. Police say a man stole $800 worth of merchandise from a store on Steeles Ave. East in Milton. Security staff stopped the man and told him he was under arrest for theft. Police say the man ran into a vehicle in the parking lot when he saw officers arriving on scene.

“The male then drove at officers and pedestrians in the parking lot in a dangerous manner. He drove away in a stolen 2017 Chevrolet Malibu,” said Halton police in a news release. He is wanted on several charges including theft under $5,000, resist arrest, escape lawful custody, and dangerous driving.

Nanaimo, BC: Meat cleaver pulled during robbery at liquor store
A Nanaimo woman with a criminal record spanning nearly 10 years is back in custody for allegedly pulling a meat cleaver during a robbery. RCMP said Angelina Emma Beans, 31, was arrested after allegedly stealing alcohol from the Quarterway Liquor Store on Bowen Rd. around 1:30 p.m. on Wednesday, March 14. Police said Beans pulled the meat cleaver when she was confronted by staff about the alleged theft. She then took off with a man, only to be found by Mounties a short time later. Beans was in possession of the stolen booze, the meat cleaver and several pieces of stolen ID when she was arrested, RCMP said.

Wardrobing Goes Legit Online
Retailers Face "Returns Tsunami" as Try-Before-You-Buy Trend Intensifies

A new report released today highlights the hidden dangers to retail stemming from online businesses, such as Amazon's new Prime Wardrobe, Trunk Club, Stitch Fix, Warby Parker, and ASOS, which have introduced Try Before You Buy (TBYB) options for customers. The trend is threatening to overwhelm retailers – many of which are already reaching crisis point – with a huge surge of intentional returns that may undermine profits.

25% of retailers globally will adopt online TBYB by 2019, but the majority are unprepared for surge of returns that could QUADRUPLE return costs for US retailers.

US shoppers offered TBYB would purchase on average five extra items each month (but 87% would return up to seven purchases).

40+% of retailers have seen increased 'intentional returns' in the past year (customers ordering multiple items because returns are free or cheap).

Almost two thirds of US retailers are not deploying technology solutions to process returns.

The TBYB option enables customers to order multiple items before deciding what they'd like to keep. There is no up-front cost; shoppers simply pay for items they keep after a certain number of days – usually 30 days. They return unwanted items and are never charged. It means that customers can order and try items as they would in-store, but crucially, they do not have to wait for returns to be processed to receive reimbursement. prnewswire.com

Online Retailers Set to Bear Brunt of GDPR
On May 25, 2018, the General Data Protection Regulation (GDPR) will go into effect in the European Union and businesses all over the world will need to be ready. The new requirements will hit online retailers especially hard, according to recent research by software giant Sage. One out of every three adults in the EU plans to exercise the right granted by the GDPR to remove personal data from the databases of online retailers and to request that their data stop being used for marketing purposes. Nearly half will make the same request of social media companies.

Consumers must now give companies explicit “opt-in” consent to have their information stored and used for marketing as well as the legal right to ask any business anywhere in the world how, why and where their data is being used. Non-compliance can result in fines up to 20 million euros ($24.6 million) or 4 percent of global turnover. Sage found that more than half of organizations (56 percent) are not clear on these consequences. Only 45 percent of businesses have a plan in place to ensure GDPR compliance, but only two-thirds of those companies are confident in their plan. cardnotpresent.com

Eyewear Website Operator Admits Guilt in Online Fraud, Again
An eyewear website operator who already served several years in prison after making violent threats to unhappy consumers across the U.S. pleaded guilty to new charges on Tuesday, admitting that he committed more online fraud after he was freed.

Vitaly Borker, 41, entered the guilty plea to fraud and conspiracy charges in Manhattan federal court before Judge Paul G. Gardephe.

A sentencing date was set for May, but Gardephe said it was more likely that the date would be used for a hearing to resolve disputes over the extent of Borker's latest fraud through a company called OpticsFast.

In the new case, prosecutors did not allege that Borker made violent threats but they said he continued peddling shoddy glasses as premium ware. usnews.com

Detroit, MI: Store Owner Pleads Guilty To $2M Food Fraud
A Detroit store owner has pleaded guilty to stealing $2 million from a government food program for mothers and children. Haidar Aoun admits that he paid cash to people in exchange for more lucrative swipes of their electronic debit-style cards. He was subsequently paid by the government. Aoun pleaded guilty Tuesday to conspiracy to commit fraud and likely faces 41 months to 51 months in federal prison. His plea agreement says the fraud lasted eight years at Lonyo Market in Detroit. The agreement says Aoun owes the government nearly $2.3 million, which includes restitution for food stamp fraud, Medicaid fraud and Pell grant fraud. cbslocal.com

Update: Salt Lake City, UT: 3 convicted in Utah on charges tied to $500,000 Vegas Victoria’s Secret thefts
Utah court records show three people have pleaded guilty to charges related to the theft of more than $500,000 in underwear and other merchandise from Victoria's Secret stores in Las Vegas. Records show William Orlando Pinzon Galindo and Francisco Ugarte Garcia pleaded guilty to receiving stolen property, while Omaira Reina-Martinez pleaded guilty to that charge and having a fake ID. The Deseret News in Salt Lake City reported Monday that the three were pulled over for speeding on a Utah highway in January. Investigators found a large amount of lingerie and other items in the car with price tags and theft prevention devices attached. kutv.com

Burrell Township, PA: Two men charged in $6,000 Walmart theft
Two Washington County men took just six minutes to steal almost $6,000 worth of merchandise from a Walmart store near Blairsville. PA State Troopers filed felony retail theft charges against Joshua Kefover and Darryl Trinkala. The haul included multiple Night Owl brand home security systems, Netgear brand wireless routers and a number of external hard drives of unspecified brands. indianagazette.com

Two arrested for stealing $5K worth of Health & Beauty products from Walgreens
Folsom Police have arrested two men in connection to a string of thefts where $5,000 worth of Plan B pills and beauty supplies were taken. Vernon Posey, 24, and Travon Adkins, 25, were arrested after officers worked with an alert Walgreens loss prevention employee Monday night. According to police, the men allegedly opened security cases and took medication and beauty products from Walgreens in Folsom before hitting two other stores. Several others stores have reported similar thefts, but it unclear if they are connected at this time. abc10.com

Pierre, SD: Woman admits palming fake bar code to steal $3K from Walmart
Jill Kenzy pleaded guilty last week in state court in Pierre to stealing $1,084 worth of goods, including a TV and two vacuum cleaners, paying only a fraction of the real price by using a tricky move at the self-check-out lane. Kenzy, 35, told Judge Mark Barnett she was able to do a kind of bait-and-switch when ringing up the items by swapping the bar-code sticker indicating a lower-cost item for a more expensive piece of merchandise. Over and over. In her deal with prosecutors, Kenzy pleaded guilty to one count of grand theft, (suspended imposition), and $3,200 in restitution. capjournal.com

Princeton, NJ: Gunman Dead As 5-Hour Standoff At Panera Bread Ends
A gunman is dead after a nearly 5-hour standoff at a Princeton Panera Bread Tuesday, ending an ordeal that led to evacuations at Princeton University and neighboring buildings as well as a shelter-in-place at nearby schools. The state Attorney General's Office confirmed that the unidentified gunman was shot dead by police after hours of negotiations. The gunman has not been identified pending the notification of family members. The Attorney General's Shooting Response Team is investigating the circumstances of the shooting. The gunman initially entered the restaurant at about 10 a.m. Customers and employees were able to flee the building, and police secured the perimeter of the restaurant. mycentraljersey.com

Albuquerque, NM: One dead following shooting outside Smith’s Grocery
It happened Monday night at the Smith's grocery store at Constitution and Carlisle. Police responded to a shots-fired call just before 10 p.m. When they arrived, they found one person unresponsive, with evidence of trauma. Paramedics with the Albuquerque Fire Department arrived on scene and determined the subject was deceased.
