NRF Guidance On Handling Suspicious Packages
In
light of the Austin TX bomb threat the NRF was asked if they had any
specific resources for employee education/tips on handling
suspicious packages.
NRF does not have specific guidelines however; as an Asset
Protection practitioner in the past, I often partnered with the US
Postal Inspectors office for in-person consultation, employee
presentations and they have some brochures and workplace posters
available cost free that are very relevant to identifying
“Suspicious Packages” and safe handling. These are print-ready
resources readily available for Asset Protection teams to use to
educate employees, especially those handling packages at warehouses,
storerooms
and mailrooms etc. Also I am following up with my network at ATF and
FedEx to ascertain if additional resources are available.

Package bound for Austin explodes at Texas FedEx facility,
police say
Police say the bombing campaign in Austin is the work of a skilled bomber or
bombers, and they have expressed concerns that whoever is responsible has
recently shifted tactics — moving from leaving package bombs outside homes to
setting a device rigged with a tripwire — showing even greater sophistication
than investigators first believed.
This latest device detonated early Tuesday morning while traveling on an
automated conveyor belt at a FedEx center in Schertz, Tex., just outside San
Antonio. One employee said it caused ringing in her ears, but no one else was
wounded, police said.
A second package was found at the Schertz facility that officials “believe was
also loaded with an explosive device that they are working on right now,”
William McManus, the San Antonio police chief, said at a news briefing Tuesday.

Jewelers' Security Alliance Releases 2017 Annual Crime Report
Key Takeaways:
1. The total number of crimes* committed against U.S. jewelry firms reported to
JSA increased from 1,245 in 2016 to 1,394 in 2017, an increase of 12.0%.
2. The total dollar losses from crimes committed against U.S. jewelry firms
decreased from $72.4 million in 2016 to $72.1 million in 2017, a decrease of
0.4%.
3. Reports of smash and grab robberies increased from 62 in 2016 to 71 in 2017,
an increase of 14.5%. Over 50% of smash and grab robberies occurred in mall
locations.
4. Grab and run thefts increased from 420 in 2016 to 556 in 2017, an increase of
32.4%.
5. Off-premises crimes, including traveling salesperson losses, fell to 39 in
2017, the lowest total in over 20 years.
6. In 2017 JSA recorded a large dollar increase in cyber-enabled thefts by
deception and impersonation. The average loss from this type of crime was over
$1.2 million.
7. There were five homicides of jewelers in 2017, compared to six homicides in
2016. In the ten-year period from 1996 to 2006, 82 jewelers were killed, while
in the ten-year period from 2007 to 2017, 41 jewelers were killed, which
represented a 50% decline from the previous decade.

UK: Convenience Store Crime up 65% - Costing 279M
U.S. Annually
UK'S ACS Calls for New Ideas & Resolve from Government & Police, as Stores
Report Almost a 1M Shop Thefts
A new report from the Association of Convenience Stores (ACS) in the UK
put the cost of crime against local shops at 193m UK pounds ($279M U.S.)
annually, the equivalent of a 7% crime tax for every transaction that takes
place. With 33,500 local shops in the UK.
The Association of Convenience Stores’
2018 Crime Report has revealed a significant rise in the number of shop
thefts committed against retailers over the last year, with shop theft
increasingly being linked to aggressive behavior towards retailers and their
staff.
Data from the ACS suggests
there were a total of more than 950,000 thefts across the sector in the UK
throughout 2017. That number has risen dramatically since 2016, when just over
575,000 thefts were committed.
The number of incidents of violence faced by staff working in the sector was
13,437, with 3,690 incidents involving a weapon.
The perceived motivations for shop theft identified in the report include
opportunism (36 per cent), alcohol or drug addiction (32 per cent) and
organized crime (22 per cent).
There were 2,800 burglaries reported, costing the sector $27M. There were
9,300 incidents of robbery costing the industry $27M and ram raids -
robberies in which an
ATM is rammed with a vehicle and looted - cost the sector $11M.
Other key findings from the report include new figures on staff theft, which
cost an estimated $32M in 2017. With only 34 per cent of staff theft incidents
are reported to the police.
To help retailers and their staff deal with crime in their stores, ACS has
worked with the Home Office to produce a short animation detailing ways to
prevent and manage abuse from customers, as well as how to react when incidents
occur.

Verizon in the Bay Area Plagued With ORC
Robberies - 5 in One Week
Attempted robbery at Cupertino Verizon store part of Bay Area-wide trend
An attempted robbery at a Cupertino Verizon store last week was part of a series
of similar crimes targeting Bay Area Verizon stores.
On Wednesday night, a group of thieves tried to rob employees at a store on
Stevens Creek Boulevard in Cupertino,” the news report stated. “But the
employees received a warning from Verizon and prevented the suspects from
getting inside.”
The following morning, however, a Verizon store in Hayward was robbed of 70 new
phones by armed thieves, and days before that incident, stores in Brentwood and
Fremont were victimized.
Verizon told KPIX 5 it believes thieves plan to sell the phones overseas.

More Stores For Amazon - Here it Comes
Amazon reportedly interested in some Toys R Us stores
Amazon doesn't want to maintain the Toys R Us brand at the stores, but rather
the e-tailer would use them to showcase its Echo devices and Alexa voice
platform, according to Bloomberg, which noted that "Amazon sees voice as the
next interface for people to access technology ... and the benefits may be
easier to demonstrate in a real-world setting."
The report also noted that more stores — on top of those Amazon acquired with
the Whole Foods buyout — would put more inventory near its shoppers, giving
Amazon logistics benefits.

Madison Square Garden Has Used Face-Scanning
Technology on Customers
Madison Square Garden has quietly used facial-recognition technology to bolster
security and identify those entering the building, according to multiple people
familiar with the arena’s security procedures.
“MSG continues to test and explore the use of new technologies to ensure we’re
employing the most effective security procedures to provide a safe and wonderful
experience for our guests,” the Garden said in a statement.
“In a lot of places we will see facial recognition framed positively as just
an extension of video surveillance,” said Clare Garvie, an associate at the
Center on Privacy and Technology at Georgetown Law Center. “But the reality is
it is a way to require, or in secret, have everyone in a crowd show their
papers, essentially, to compare them to a big enough database.”

Salary History Bans Could Reshape Pay
Negotiations
Many state (5 states) and local (NYC) legislatures are banning employers from
asking job candidates about their past pay—and salary negotiations may never be
the same.
Policymakers have been rethinking the wisdom of this query, given the role it
may play in perpetuating gender and racial disparities in compensation. The
gender pay gap remains stubbornly wide, with women earning around 80 cents to a
man’s dollar. Black and Latina women see the biggest discrepancy, bringing in
around 60 cents and 55 cents, respectively, for every dollar earned by white
men.
Nearly two-thirds of chief human resource officers and other corporate
executives surveyed believe the bans will do little to improve pay equity.

TJ Maxx and Target took top honors in a new retail study from Market
Force, which polled more than 10,000 consumers. The study ranks value fashion
retailers overall, as well in specific areas such as merchandise selection,
customer service and e-commerce.
Nordstrom Rack, named consumers’ favorite premium fashion retailer, was a
close second with 46%. Rounding out the top five overall favorites was
Burlington, Marshall’s and Ross Stores.

Chief Security Officers Role Increasingly

What’s in a title? As the threat landscape grows more severe, job titles and
lines of reporting will continue to change for security professionals. For
example, last year’s CIO 100 found that 70% of CISOs report directly to the CIO,
while IDC predicted that during 2018, 75% of CSOs and CISOs will report directly
to the CEO.

C-suite a cyber attack risk, say security chiefs
More than two-fifths of CISOs, CSOs and CIOs see their C-Suite colleagues as the
most information security averse group, a
survey has revealed.
This paints a concerning picture at the top of businesses given the current
global security landscape, the survey report said.
Added to this, 75% of respondents said managers were the most likely to flout
data security rules. By contrast, just 25% thought day-to-day knowledge workers
were likely the most infosec averse.
From a departmental perspective, those more likely to handle sensitive
information were deemed at greater risk of a data breach. Two in every 10
respondents (23%) cited finance as the most vulnerable department,
followed by sales (17%).
The survey also shows that 42% of respondents said they are most concerned about
a loss of customer/stakeholder trust.
“Our research found that nearly two thirds of CISOs are losing sleep at night
about information security threats, but their direct C-Suite colleagues are
the biggest culprits when it comes to bending the rules.”
“Infosec execs need to be far tougher at conveying the real life repercussions
of poor information security practices, from the board level downwards,” he
said.

Ninth Circuit further entrenches circuit split
over standing in data breach cases
Exposure to Future Use of PI or Fraud Establishes Standing
On March 8, 2018, the Ninth Circuit issued its highly anticipated decision in
In re
Zappos.com, Inc., finding that allegations of future risk of identity theft
from a data breach are sufficient to confer standing. This decision fuels an
ongoing circuit split, pitting the D.C., Sixth, Seventh and now Ninth Circuits
against the Second, Fourth, and Eighth Circuits over whether the mere exposure
of personal information – without actual identity theft or credit/debit card
fraud – establishes Article III standing.
Under Krottner, the Zappos court found that the mere exposure of personal
identifying information poses a “substantial risk” of harm sufficient to survive
a motion to dismiss. The court accepted Plaintiffs’ arguments that the type of
information stolen in the Zappos breach, including full credit card numbers,
“gave hackers the means to commit fraud or identity theft,” even if the hackers
had not done so already. The court further found that the risk of future harm
was “fairly traceable” to the breach and “redressable by relief that could be
obtained through [ ] litigation.” On this basis, the court found that Plaintiffs
had established Article III standing and their case could proceed.
Editor's Note: Earlier the courts were concerned with actual
harm and loss. Ruling if there's no proof of harm or loss then the district
court dismissed the claims. This can change the entire game for retailers and
lengthen the legal process and increase the judgments.

Artificial empathy: Call center employees are
using voice analytics to predict how you feel
The technology can also help identify depression symptoms, and it may soon
empower machines to act more human.
MIT spinoff called Cogito
is using voice analytics to help customer service reps better understand how
customers are feeling. The technology behind Cogito's enterprise product, which
can predict a customer's emotional state by analyzing tone and voice patterns,
has also been used to identify signs of PTSD and depression in veterans.
About five million Americans work in call centers. Cogito created a product
called Cogito Dialog, which analyzes voice signals to determine things like
customer engagement and frustration. The software gives call center employees
real-time feedback during calls, allowing them to adjust their approach.

Signifyd Ecommerce Fraud Index Finds 80% Increase in Account Takeover Fraud
24% Increase in Total Fraud Over Holiday Season
Global data culminated from billions of transactions across thousands of
merchants. The data covers an eight-quarter period from Q1 2016 through Q4 2017
and is organized across eight major ecommerce industries including
alcohol/tobacco/cannabis, apparel, consumer electronics, cosmetics/perfumes,
department stores, furniture/appliances/home improvement,
health/leisure/hobbies, and jewelry/watches/precious metals.
According to the report, total fraud losses increased 7 percent from 3.80% in
2016 to 4.09% in 2017. Losses during the holiday season were higher, with fraud
increasing 24 percent from 3.07% in Q4 2016 to 3.83% in Q4 2017.
The
beauty industry was hit hard, with
fraud increasing 102% for online cosmetics and perfume retailers
from 2.52% in 2016 to 5.10% in 2017. Online department stores also struggled,
with fraud losses increasing 48 percent from 1.47% in 2016 to 2.18% in 2017.
For online department stores, account takeover fraud increased a whopping 285%,
from 0.06% in 2016 to 0.23% in 2017, representing more than 10% of total fraud
losses. For jewelry and luxury watch merchants, account takeover fraud increased
194%, from 0.42% in 2016 to 1.24% in 2017.

An online sales tax battle is brewing on
Capitol Hill
With the U.S. Supreme Court set to hear an online sales tax case next month,
there’s a lot of online sales action bubbling up on Capitol Hill. However,
it isn’t clear whether any legislation will pass and, if it does, what shape
it will take.
One faction of House Republicans is pushing its leadership to add
legislation to a must-pass omnibus spending bill that would enable states to
collect sales tax from online retailers that do not have a physical presence
within their state. The bill,
Remote Transactions Parity Act of 2017, would require most retailers
that sell online to collect and remit sales tax to states, even if they
don’t have a physical presence, or nexus, in a particular state.
Passing the Remote Transactions Parity Act would have dramatic consequences
given that state and local governments could have collected up to $13
billion more in 2017 if governments had been allowed to require sales tax
payments from online merchants and other remote sellers, according to a
report from the Government Accountability Office, Congress’s non-partisan
audit and research agency. Other estimates are even higher. All but five
states impose sales taxes.

Salvatore Ferragamo Awarded $60M in Online
Counterfeit Battle
The Salvatore Ferragamo Group can add a notch in its designer leather belt
as it has scored yet another victory in its fight against counterfeiting.
The New York Southern District Court has awarded the Florence-based luxury
company compensation of $60 million, delivering an injunction against 60
unidentified holders of illegal online profiles that were selling
counterfeit Ferragamo products. The court transferred to Ferragamo around
150 domain names that were infringing upon the brand’s rights. The amount is
identified as exemplary since the defendants are hard to locate and thus the
compensation is unlikely to ever be collected, as in most counterfeit cases
of this type.
In 2017 these measures allowed Ferragamo to have over 35,000 items and
illegal profiles removed from major social networks, as well as the
interception, blocking and deletion of nearly 69,000 counterfeit products from
online auctions.

North Haven Man Pleads Guilty in U.S. Court to
Role in Large-Scale $5.9M Fencing Operation
Using Boosters With Opioid Addictions - Facing 15 Yrs in Fed Prison
PAUL WILLIAM MUZYKA, 48, of North Haven, pleaded guilty in U.S. court to charges
related to his role in a large-scale fencing operation.
According to court documents and statements made in court, MUZYKA helped operate
a licensed secondhand store, Ace Amusements, located at 42 Kimberly Avenue in
New Haven. At Ace Amusements, MUZYKA and others knowingly purchased stolen
property from “boosters,” who typically were shoplifters with opioid addictions.
The boosters stole the goods from retail stores such as Home Depot, Walmart,
Target and Kohl’s, and sold the goods at Ace Amusements for approximately
one-third of their retail prices. MUZYKA and others then resold the stolen goods
at Ace Amusements, and also online at websites such as eBay.
The loss attributed this scheme exceeds $5.9 million.
MUZYKA pleaded guilty to one count of conspiracy to commit the interstate
transport of stolen property, an offense that carries a maximum term of
imprisonment of five years, and one count of interstate transport of stolen
property, an an offense that carries a maximum term of imprisonment of 10
years. A sentencing date is not scheduled. justice.gov
Update: Riverside, CA: Two men sentenced in
multiple Retail Store Burglaries in Riverside County
Two convicted felons who committed multiple burglaries in Riverside County — and
possibly many other places — were each sentenced Monday to jail terms and
probation. Niko Dion Hayes, 28, and Burrell Doumont Roberts, 27, both of Moreno
Valley, pleaded guilty earlier this month to all of the charges filed against
them. Hayes admitted two counts each of burglary and vandalism, while Roberts
admitted three counts each of burglary and vandalism. Superior Court Judge David
Gunn certified their plea agreements and sentenced Hayes to a year in jail and
three years probation, while Roberts was sentenced to three years behind bars
and two years of mandatory supervision. The defendants have unresolved burglary
cases pending in Los Angeles, Orange and San Diego counties, as well as in Las
Vegas.

Update: San Francisco, CA: Arrests made after mob
steals $48K of handbags
Police have arrested six suspects in connection with a snatch and grab robbery
of over $48,000 worth of handbags from a store at San Francisco's Union Square.
Three suspects are still wanted for the robbery that happened on February 6 at a
high-end fashion store located in the 100 block of Geary Street. Within seconds
of entering the store, nine suspects snatched more than 20 handbags and wallets
from the display area. An employee attempted to close the door to stop the
thieves but was unsuccessful. The assailants fled with over $48,000 worth of
merchandise. Utilizing the store's security surveillance system, police were
able to arrest two of the wanted suspects. Arrest warrants were obtained, which
led to the arrests of four additional suspects.

Lincoln County, OK: $250K in stolen property
found at ‘Stash House’
The investigation and search warrant continues in Lincoln County after deputies
raided a burglary stash house near Prague, where authorities discovered about
$250,000 in stolen property — everything from trailers to TVs, guitars, several
Purple Hearts and even a coffin. Deputies believe the theft ring and stash house
had been operational for about six months. The search for a suspicious vehicle
led to the search warrant that was served early Sunday at 100793 S. 3520 Road.
Deputies have been on the scene since Sunday and expect to be working this
search warrant for several days, Lincoln County Sheriff Charlie Dougherty said
Monday.

Albuquerque, NM: Police search for pair of
thieves targeting Bed Bath, Toys R Us and Target
Albuquerque Police are on the hunt for a pair of retail robbers. Two women stole
several thousand dollars worth of merchandise from Bed Bath & Beyond at
Cottonwood Mall. They say one of the women distracted the cashier while the
other wheeled a cart out full of merchandise. Police say they were seen leaving
in a silver four-door sedan with a white out-of-state license plate and a
sticker that read "Brian and Jessica" in the back window. The pair also robbed a
local Toys R Us and Target.

Boardman, OH: Woman leaves purse with stolen IDs
at Home Depot
Monday morning, a loss prevention employee at the store said a customer left the
purse behind at the store after exchanging merchandise for cash. Police said the
purse contained a woman’s license, credit cards and prescription medication. It
also contained the licenses, social security cards and an Ohio Electronic
Benefit Cards belonging to 7 other people. Police said an investigation showed
that the woman made numerous exchanges at other Home Depot stores without a
receipt.

Denison, TX: Texas Flooring Retailer Charged with
$20,000 Felony Theft
Melenie Barajas, former owner of Apex Flooring in Denison, Texas, was arrested
last week on three felony theft charges. Barajas is accused of having scammed
customers out of more than $20,000. Barajas’ victims were asked to pay up front

Grove City, OH: Man fatally shot in fight with
other man inside Walgreens
Police say two men got into a fight inside a Walgreens in Ohio that ended with
one man fatally shot. Grove City police say 46-year-old David A. Wells was
fighting with another man in the store Friday when the other man produced a gun
and allegedly shot Wells. Police say Wells was pronounced dead at a hospital.
Police weren't sure how the fight began. But White says the fight ended when the
men began rolling around on the floor and Wells was shot around noon. The
suspect who had the gun was in custody Friday, but no charges were immediately
filed.

Baxter County, AR: Deputy Kills Suspect Armed
with Crossbow Riding 'Stolen' Tractor
The Arkansas State Police is investigating the death of a man who was shot and
killed by a Baxter County Sheriff’s Office on Monday, March 19. The deputy
involved in the shooting was dispatched to a store around 6:11 pm Monday for a
reported theft. After arriving at the store, the deputy was told a tractor that
matched the description of one reported stolen earlier in the day was traveling
west on Baxter CR 72. The deputy followed the tractor down Baxter CR 72 a short
distance and conducted a traffic stop around 6:49 pm to speak with the driver.
The deputy reported about 2 minutes later that shots had been fired and the
suspect was down. The sheriff’s office says preliminary information in the case
indicates that once the deputy stopped the tractor, the man operating the
tractor confronted the deputy with a crossbow, and a struggle ensued before the
deputy shot the man with his sidearm.

Brooklyn, NY: UPS Security Guard shoots robbery
suspect
The incident happened Monday around 10:30 p.m. at the UPS shipping facility in
Canarsie. Police say the 38-year-old suspected robber walked into the parcel
facility and told employees he had a gun. According to officials, the suspect
simulated having a firearm before a security guard drew his gun and fired at the
suspect. The suspect suffered graze wounds to his ankle, police say. Police also
confirmed the 49-year-old security guard who fired the shots is a retired NYPD
officer who left the force just a few years ago.

Camden, NJ: Walmart employee charged with
Assaulting Customer
An 18-year-old Walmart employee was arrested Sunday afternoon after he allegedly
followed a 62-year-old customer outside and assaulted him after an incident at a
checkout register. Desmond J. Stevens, was working as a cashier when he
allegedly told a 62-year-old customer paying for items that “he gets off work at
3 p.m. and will whip his (expletive) outside,”. The customer reportedly walked
outside through a grocery door exit and “(Mr.) Stevens walked up to him and
began punching him in the face with a closed fist,” police alleged. “(The
customer) had substantial pain as a result of being hit and falling to the
ground.” Police said Walmart Loss Prevention personnel pulled the employee away
from the customer. The customer was transported to the hospital for a medical
evaluation, police said.

Kalihi, HI: 7-Eleven Robbery suspect Fainted
after Police Fired their weapon towards him
A 35 year old robbery suspect fainted after Honolulu police fired their weapons
toward him at the 7-Eleven on King Street in Kalihi Sunday night. The suspect
was not hit. Officers responded to the store around 8:50 p.m. when a female
clerk reported seeing the suspect taking merchandise.
"The officers arrived and saw the suspect in the store, with what appeared to be
a handgun. He pointed the handgun at the officers, each officer fired one round
each. The suspect gave up at that point, actually collapsed," John McCarthy,
Honolulu Police Dep. Chief said. The suspect was arrested for robbery and
attempted murder. The gun turned out to be an air soft pistol, which can fire
pellets or BB's.

Temple, TX: Man charged with Capital Murder in O’Reilly Auto Parts employees
murder
A Harker Heights man was charged with capital murder Monday in connection with a
Temple double homicide last week. Theodore Dwayne Sims, 47, was charged with
Wednesday night’s deaths of Robert Joseph Pellerin III, 35, and Cody Glenn
Cornell, 25, at O’Reilly Auto Parts in Temple.
He also is charged with aggravated assault with a deadly weapon in connection
with an incident earlier Wednesday night at Belton’s NAPA Auto Parts Store. Sims
had worked at both stores. Sims’ bond for the capital murder of multiple persons
charge remained at $500,000.

Creve Coeur, MO: Two jewelers robbed in less than
24 hours
Two break-ins at Creve Coeur jewelry stores happened just over twelve hours
apart. The latest burglary happening early this morning. So far there are no
arrests yet in either of the cases. The two stores that were hit are close to
each other on Olive. Genevoese Jewelers was broken into at 4am Tuesday morning.
A window is broken at the store, suspects made off with merchandise. On Monday
at 2:45pm, nearby Vincent's Jewelers was the victim of an armed robbery.
Surveillance video shows one suspect firing a shot to break a case. Police say
four armed suspects with masks pulled off this robbery. The store was open with
employees inside. Fortunately, nobody was hurt. Employees reported multiple
shots being fired.

speakers at International Falls, MN port of entry
CBP Office of Field Operations officers working at the International Falls Port
of Entry targeted a rail container destined to arrive in Ranier. In February,
CBP officers inspected the rail container and discovered merchandise in
violation of intellectual property rights regulations. The merchandise consisted
of 480 home theater speaker systems. Examination of the speaker systems revealed
counterfeit markings. The counterfeit merchandise has an aggregate
manufacturer’s suggested retail price of $1.38 million.
