The numbers are regretfully up and industry trends continue to plague the
industry.
With the nation's retailers being the silent victim of the opioid crackdown and
epidemic that virtually no one recognizes or appreciates beyond the retailers
themselves, it has had an impact on crime throughout the entire retail industry.
With most of the LP and AP industry along with the Law Enforcement community
knowing full well the extent of the problem.
Ever since this crackdown started around 2014 and 2015 the nation's retailers
have seen an increase in armed robberies, pharmacy robberies, and organized
retail theft. All used to fuel and feed the nation's opioid addiction.
Couple that with the increased mass shootings and workplace violence and you
have a volatile mixture that's increased retail violent deaths significantly
since 2015.
Given this finding and the fact that we're the only team collecting and mining
this publicly reported data our team is continuing to review and audit the
information.

Each Saturday just prior to the January NRF Big Show, retailers, industry
analysts and solutions providers gather in New York City for a unique IT

The Essential Retail Technologies of 2019
According to IHL research, USA retail had a very good year in 2018 with sales up
close to 6%, after an increase of 4.5% in 2017. Counter to all the over-hyped
retail apocalypse, 3600 net new stores opened in 2018.
Retail now has a substantial focus on emerging technologies and adding more
sensors and intelligence inside the store. Note the rise of artificial
intelligence and machine learning. RFID also had a tremendous jump versus the
2018 study (20% versus 1.3% last year).
RFID Finds its Retail Growth Niche
In 2014, approximately four billion retail apparel items were RFID tagged. By
2018, twelve billion apparel were RFID tagged.

Sprint Food Stores Reaps Benefits From Advanced Surveillance Camera System
Sprint Food Stores has achieved significant advances in deterring theft and
fraud while improving store management through its partnership with ERC, a
supplier and integrator of surveillance and point-of-sale (POS) systems, the
retailer said. Network surveillance systems enable operators to monitor store
conditions from any location with an Internet connection.
"With an advanced surveillance camera system, a convenience store chain could
achieve ROI within a year through better prevention of theft, fraud and
unjustified claims, as well as improved operational oversight," said IT
Director Todd Harrison, who oversees loss prevention camera surveillance for
Sprint Food Stores.
Augusta-based Sprint Food Stores operates 20 convenience stores in Georgia and
South Carolina.

Why Risk Management Should Be a Higher Priority
Businesses have more data than ever, but often they don’t have the full range of
capabilities required to analyze that data and turn it into insights on risk
mitigation and probability. Enterprises need someone to take the lead in
breaking the data, and the risk management functions it informs, out of the
siloes they sit in today.
Too Often, Risk Management Is Undervalued
In a
2018 study by North Carolina State University and the American Institute of
Certified Public Accountants, fewer than 20% of organizations said they
successfully integrated their enterprise risk management (ERM) function with
their strategic and business planning.
More worryingly still, 65% of organizations said they had recently experienced
an “operational surprise” arising from unanticipated risk.
In the past, that might have been a tenable, even if less-than-ideal situation.
But in a business environment that’s more complex and faster moving by the day,
it’s no longer sustainable.
Research by IDC, also from 2018, indicated that the volume of data available
to businesses would grow more than five-fold by 2025, and the value of that data
would increase. Simply by existing, this data creates a new risk factor for
businesses. Even holding all other competitive variables constant — were that
possible — enterprises that respond to the ubiquity and volume of data by
developing market-leading analytics capabilities will gain an edge over those
that don’t.

Facial Recognition ID'ing Shoplifters in Plano,
TX
North Texas law enforcement facial recognition use varies widely by agency
More than half a dozen law enforcement agencies in North Texas are using facial
recognition, with little public awareness in some cases,
CBS 11 News reports.
The technology has been used recently by Plano Police to identify a
shoplifting suspect, and by Arlington Police to identify a wanted felon at a
local motel.

IARPA and NIST offer $50,000 for best activity
detection in extended video
Intelligence Advanced Research Projects Activity (IARPA) is holding an
Activities in Extended Video (ActEV) Prize Challenge in collaboration with NIST,
offering $50,000 for the technology that proves the best at identifying what
people are doing.
The challenge opened in December, and the first stage ends February 28, 2019,
with the eventual winner announced in May, and presenting at the Conference on

Amelia, an advanced chatbot that is considered the most human AI, was created by
IPSoft and is used by a variety of institutions. ‘She’ can answer calls and

she knows when to bring in a human to respond to more complicated inquires. In
one study, Martin told NAG attendees, she cut down 80% of the calls that wasted
employee time.
Of Amelia, Forbes magazine wrote, she will inevitably cause “mass disruptions
that will require workforce retraining.” Those are strong words that should have
garnered retail attention.
There’s no doubt that the current technological revolution is a time of great
innovation. But, for many, it may also paint a more worrying picture of the
future where armies of unemployed drift from one menial task to the next. In the
same way that the Industrial Revolution transformed society, so robotic
technology has the potential to change the face of retail.

Sears saved from liquidation:
Judge approves bankruptcy sale to ex-CEO Eddie Lampert
As sales cratered over the last roughly 15 years, Sears has closed more than
3,500 stores and cut about 250,000 jobs. Now they have about 425 stores and
45,000 employees that will be transferred to ESL.
Judge Robert Drain acknowledged that Lampert had been portrayed as a
cross between the American railroad baron Jay Gould and bumbling fictitious
character Barney Fife.
Greg Portell, partner and retail adviser at consultancy A.T. Kearney, said the
company probably has about 200 stores that can be successful.

“With expanded competition for the convenience customer and an active M&A
environment, retailers increasingly need to up the ante on delivering a quick
and exciting shopping experience by investing in their core offer of
convenience. “With one in seven stores getting remodeled every year at a cost of
$400,000, that can put pressure on some stores whether to modernize operations
or exit the business.”
The last five years (2013-2018), the top three states—Texas (+554),
California (+742) and Florida (+66)—have grown the most.
The U.S. store count has risen 28.3% since 2000. This year marks only the fourth
time the U.S. convenience store count has declined during that time.

Background Check Disclosure Forms Must Be Clear,
Standalone
The United States Court of Appeals for the Ninth Circuit made clear that a
prospective employer violates the standalone requirement of the federal Fair
Credit Reporting Act (FCRA) by including extra material, such as state
disclosure requirements, that goes beyond basic and clear authorization
language.
Reiterating its 2017 decision in Syed v. M-I, the Ninth Circuit issued another
decision Jan. 29 in Gilberg v. California Check Cashing Stores finding that
before procuring a consumer report on a job applicant, the employer must provide
a "clear and conspicuous disclosure" that is "in a document that consists solely
of the disclosure."
The Standalone Requirement The FCRA requires employers who obtain a
consumer report on job applicants to disclose that process "in a document that
consists solely of the disclosure."
Litigation results in 2018 showed that companies are still at risk of
significant judgments and/or settlements for violating 1681(b)(2)(A):
Costco paid nearly $2.5 million to end an FCRA class action lawsuit
alleging the company failed to use proper standalone disclosure notices to
obtain background reports about job applicants.
Petco Animal Supplies, Inc., agreed to pay $1.2 million to resolve the
claims of approximately 37,000 individuals, based on allegations that its
web-based application contained an FCRA disclosure containing a broad
authorization for "any person" to provide "any and all information" to the
consumer reporting agency, in addition to information relating to the laws of
seven different states.
Gilberg confirmed that this trend of rulings against employers will continue
into 2019 and potentially beyond. The lesson learned from these rulings and
settlements is to act quickly in updating your FCRA disclosure and authorization
forms. Employers should pay special attention to the Ninth Circuit's disapproval
of the "all-encompassing" disclosure language used by CheckSmart.

Third Party Attack: Demands $2.6M Ransom
Ransomware Attack Via MSP Locks Customers Out of Systems
An attacker this week simultaneously encrypted endpoint systems and servers
belonging to all customers of a US-based managed service provider by exploiting
a
vulnerable plugin for a remote monitoring and management tool used by the
MSP.
The attack resulted in some 1,500 to 2,000 systems belonging to the MSP's
clients getting cryptolocked and the
MSP itself facing a $2.6 million ransom demand.
Discussions this week on an MSP forum on Reddit over what appears to be the same
— or at least similar — incident suggest considerable anxiety within the
community over such attacks, with a few describing them as a nightmare scenario.
"From the MSP's standpoint, the tool they use to manage everything was just used
against them" to inflict damage on customers, says Chris Bisnett, chief
architect at Huntress Labs. "Everyone is looking at the attack and saying, 'This
could have been me.'"
After an initial investigation showed that the MSP's systems itself had not been
compromised, researchers from Huntress did some further digging and eventually
linked the attack to a vulnerable plugin for a remote management tool from
Kaseya.
Many MSPs use Kaseya's VSA RMM tool to remotely monitor and manage client
systems and servers. The vulnerable plugin for Kaseya that was exploited in the
MSP attack itself was from ConnectWise and is used to manage support tickets
raised in Kaseya, Bisnett says.
Kaseya urged customers using the ConnectWise plugin for VSA to upgrade to the
patched version immediately or, alternatively, to remove the plugin altogether.

Retail 4th Largest Sector Targeted By DDOS
Attacks
An
international operation
to target users of Webstresser, a notorious stresser/booter service launched in
2015 that allowed customers to launch
distributed
denial-of-service attacks
on demand,
is underway and has resulted in arrests, according to Europol,
the EU's law enforcement intelligence agency.
The police message: Using darknet cybercrime services doesn't guarantee
anonymity, even if you pay with bitcoin.
Using stresser/booter services is illegal. Nevertheless, Europol said
Webstresser.org boasted 136,000 registered users and had been used to launch
more than 4 million attacks against websites - ranging from banks and government
agencies to police forces and gaming sites
Webstresser offered subscriptions that started at just $14.99 per month,
security experts say.
But the site's dominance as the
world's biggest stresser/booter service came to an end in April 2018,
when six of the site's suspected top administrators were arrested in the United
Kingdom, Croatia, Canada and Serbia. Authorities in the Netherlands, Germany and
the
United States also seized Webstresser's servers,
resulting in a full takedown of the service.
In Australia, Canada, Croatia, Hong Kong, Italy, the Netherlands, Spain and the
U.K., police also have arrested or questioned some of the site's top suspected
users (see:

FBI Shutters Quantum Stresser
In the U.S., the FBI is also working to disrupt stresser/booter services.
In December 2018, the FBI seized 15 DDoS-for-hire websites, including Downthem
and Quantum Stresser.
The U.S. Justice Department said the timing of the seizures was not accidental.
"The action against the DDoS services comes the week before the Christmas
holiday, a period historically plagued by prolific DDoS attacks in the gaming
world," it said (see:

Romanian police have also been investigating two more small-scale DDoS services
and have seized evidence, including customer lists, Europol says.

4 Payment Security Trends for 2019
Visa's Chief Risk Officer Sees Positive Changes in '19
Trend 1: Continued growth in E-Commerce and M-Commerce will drive the
need for secure digital payments.
While chip technology has significantly reduced fraud in stores, we need a
similar security defense for the digital channel. Tokens can be that solution.
With tokenization, merchants no longer have to store sensitive data, like
primary account numbers, greatly reducing risk for people who store their card
information on mobile devices, in mobile apps, or online with e-commerce
merchants.
Trend 2: Password insecurity and consumer frustration will lead to
increased adoption of biometrics.
Cardholder verification methods have evolved, including the optional removal of
signatures in 2018. The use of biometrics for authentication for in-person and
online shopping causes less friction for consumers and offers stronger identity
verification for issuers and merchants. A survey commissioned by Visa showed
that 86% of consumers are
interested in using biometrics to verify identity or to make payment.
Last year, issuers piloted on-card biometrics programs in which a fingerprint
scanner was built directly into a payment card because consumers still prefer
the plastic card form factor to other available options. I expect more pilot
programs to emerge in the year ahead.
Trend 3: Sharing of cyber threat intelligence will Continue to chip away
at attempted fraud.
Although collaboration already exists among partners in the payment industry and
law enforcement, I believe you will see more collaboration in the coming year
because it yields results. Most notably, three senior members of the Fin7
cybercrime group – one of the largest known cybercrime organizations,
responsible for stealing roughly $1 billion over the years from some
well-recognized retail and hospitality companies – were arrested last year
because of a public-private partnership between payment networks (including
Visa), financial institutions, merchants, and law enforcement.
Trend 4: Advanced technology in risk-based decision-making will help
reduce CNP payment fraud.
This year the payment industry will be introducing advanced, risk-based
decision-making for e-commerce to reduce CNP fraud using updated standards from
EMV 3D-Secure. This will enable financial institutions to better assess whether
a transaction is legitimate or fraudulent by examining 10 times more risk
factors than before, including browser type, device type, and location of a
transaction, among other factors to help decide whether step-up authentication
is required. In addition, companies that facilitate digital payments will likely
layer 3D-Secure with other advanced analytics technologies like artificial
intelligence, to help analyze for fraud.
In 1965, Gordon Moore of Intel predicted that the increase in computing power
and the decrease in relative cost would occur at an exponential pace. The pace
of digital innovation over the years has been fast, but so has the evolution of
payment security and risk management. I'm optimistic about the future.

Passwords Becoming Corp.'s Own Worst Enemy
Rising frustrations with passwords have churned up excitement over sophisticated
technologies, like biometrics, to safeguard data. However, in the enterprise
world, implementation of those tools is no easy feat.
The reliance on passwords means those credentials become more of a security
liability than protector, as cyberattackers attempt to infiltrate enterprise
systems.
In one tactic, Pedersen explained, hackers can take the top-500 weakest (i.e.,
most common) passwords and check them against millions of accounts. In another,
phishing scams will fraudulently request an employee login to
Uber or
LinkedIn to steal those
credentials.
“It may not seem so risky to give up a LinkedIn credential,” said Pedersen, “but
people use their password for more than one thing.” Uber password as well.
Considering the
risks: It’s surprising that organizations remain so ill-prepared to mitigate
the threat. Yet, according to Pedersen, most professionals are still not
educated on how to spot a phishing attack. Furthermore, among
OneLogin‘s own customer base, it’s about a 50-50 split between organizations
that use multi-factor authentication — now considered an essential standard of
enterprise security — and those that don’t.
Unfortunately, despite the warnings, Pedersen said corporates thinking about
data security are often like consumers thinking about insurance: they don’t

How eBay and Alibaba Say They’re Making Sure
the Billions of Listings
on Their Sites Aren’t Counterfeit
At a seminar during FN Platform in Las Vegas, executives from eBay Inc.
and Alibaba Holdings Ltd. — the latter of which has faced
particularly high criticism over its perceived lack of vigor in
protecting both sellers and buyers using its platform — said they have
thrown new resources behind protecting the IP rights of sellers and
buyers using their platforms. (The news comes at the same time
competitor
Amazon finally admitted to its own struggles with counterfeit goods on
the website.)
Daniel Dougherty, senior director of global IP enforcement at Alibaba, said
the mega e-tail firm has moved aggressively to launch (and enhance) a
number of IP protection initiatives including a partnership with
Washington, D.C.-based International AntiCounterfeiting Coalition as well as
a program that allows trademark and patent holders to report alleged
counterfeits and have them taken down quickly — often within 24 hours — as a
good-faith measure.
Julien Dudouit, global IP brand manager of legal intellectual property at
eBay, said its efforts to protect sellers and buyers are also motivated by a
greater awareness that the platform’s success hinges on protecting its
reputation.
Dudouit added that eBay has “a lot people [who] work 24/7” to keep its
anticounterfeit measures running smoothly and that the site monitors
transactions and reports suspicious activity to law enforcement. Like
Alibaba, the company has a system, the Verified Rights Owner program,
that allows patent and trademark owners and their representatives to report
potentially infringing eBay listings.

Amazon Using 5-Second Video Using Facial Recog.
to ID Vendors
A vendor was presented with a prompt to record his face when signing up. The
site wants to use five-second snippets of video to record a person's face.
It will use its Rekognition tech to remember and identify them later on. The
software will likely be used to crack down on fake sellers and counterfeit goods
being peddled on the site.

Amazon is trying to regulate itself over facial
recognition software — before Congress does
The company joined Microsoft in calling for regulation on its own
technologies.
Amazon
released a blog post yesterday proposing ethical guidelines around the use
of facial recognition technology and called for national legislation on the
topic.
The note, penned by Amazon VP of Global Public Policy Michael Punke, is in
direct response to privacy concerns.

20 indicted in multimillion-dollar online fraud
scheme
Federal prosecutors have indicted 20 people in a multimillion-dollar
international online fraud scheme. The case announced Thursday stems from a
lengthy investigation out of Kentucky led by U.S. Secret Service agents.
The scheme unfolded on websites like Craigslist and eBay, and the
fraudsters would post false ads for expensive items like cars that didn't exist.
Prosecutors say they'd persuade American buyers to send money to fictitious
profiles, duping them in some cases into thinking the sellers were U.S.
military and about to be deployed. They handed over money, but goods never
showed up. The suspects were based mostly in Alexandria, Romania. Prosecutors
say they laundered the money using cryptocurrency.

Nashville, TN: Man accused of stealing identity,
trying to buy watch worth $640,000
Metro Police worked with a local bank, high-end watch store in California and a
national shipping company to track down a man accused of identity theft. Michael
Simmons, 55, was arrested Thursday and charged with criminal simulation,
identity theft and attempted theft over $250,000. Pinnacle Bank and Police
contacted Westime, a luxury watch store in California, saying a fraudulent check
was written by someone pretending to be a customer to buy a watch valued at
$640,000.
Police say Westime agreed to send an empty box to the imposter customer so they
could find out who it was and arrest them. Thursday afternoon, Metro police say
UPS delivered the box to Simmons and say he gave a fake ID and signed for the
package. Officers were nearby and arrested Simmons. Officers say Pinnacle Bank
would have lost $640,000 if Westime cashed that check. It's unclear if Simmons
knew the victim or how he was able to steal his identity, like police suspect he
did.

Chicago, IL: $100K worth of high-end bikes stolen
Police seek suspects in string of burglaries
Chicago police are investigating a string of thefts of high-end bicycles from
shops across the city. More than $100,000 worth of high-end bikes have been
stolen from at least seven bike shops in Chicago and Evanston since the end of
2018. The most recent burglary was reported Thursday at Big City Bikes at 2425 N
Ashland Ave. Security camera footage showed a pattern in which two to three men

Newark, DE: Officer Finds Stolen Merchandise
Valued At $16,000, Two Arrested
On Tuesday morning, Newark Police Officer Carter McKennon was on patrol
conducting a property check of the Red Roof Inn. McKennon observed a van backing
into a parking spot in the parking lot with a person asleep in the front seat.
When the subject rolled down the window, officer McKennon immediately detected
an odor of marijuana coming from within the vehicle.
Officer McKennon conducted a search of the vehicle and found the back-passenger
area and cargo area of the vehicle were filled with bags of clothing. It was
observed that many of the articles of clothing had price tags, plastic security
tags...several of the tags were wrapped in aluminum foil. Additionally, Officer
McKennon also recovered several Booster Bags. The inventory discovered that the
merchandise totaled approximately 226 items and was estimated to be valued at
approximately $16,000.

Lexington, SC: Man arrested and charged for
purchasing stolen goods from law enforcement agent
Lexington
County deputies have arrested Mohamid A. Khamis, 45, of West Columbia, charged
with purchasing stolen goods from an agent of law enforcement. This
investigation began in October 2018 when detectives of the Lexington Police
Department were working on a series of shoplifting cases that involved
merchandise being stolen from multiple businesses in the Town of Lexington.
Through their investigation they were able to identify a subject who admitted
shoplifting merchandise stolen from businesses and re-selling these items to
support an addiction to cocaine.
As a result of this investigation, detectives were able to identify Mohamid
Khamis as he was known to purchases stolen goods from those who shoplift.
Mohamid Khamis would then re-sell the stolen merchandise at the US #1 Metro Flea
Market in Lexington County, SC and to other buyers around the state. Detectives
and Asset Protection investigators conducted a series of successful controlled
sales of merchandise, valued at approximately $2,500 in total. In December 2018,
a search warrant was executed at the residence of Mohamid Khamis and a storage
unit rented by him where numerous items of stolen merchandise was recovered. The
items recovered were mainly power tools and accessories which had a retail value
of over $3,000.00.

Millican and Abbott were both arrested Wednesday, according to the affidavit.
They were booked on suspicion of two counts of second-degree burglary and one
count of first-degree theft. Both men admitted to committing burglaries so they
could purchase drugs. Millican added he also wanted to buy food, the affidavit
said.

County, CA: Best Buy employee, fired for tackling burglary suspect, to receive
medal from Sheriff
The Placer County Sheriff’s Office will honor a second citizen with a medal next
week, recognizing a man who aided deputies in restraining a suspect in the
parking lot of a Roseville Best Buy store last month. Tyler Metildi, a
26-year-old working in asset protection with the store, was outside assisting a
customer on Jan. 11 when undercover law enforcement agents began to chase
Timothy Trujillo of Reno, a man wanted for multiple burglaries in Nevada and in
Placer County, through the parking lot. Trujillo punched a deputy in the face
and began to run away. That’s when Metildi gave chase, tackling the suspect to
the ground.

Deputies in three counties – Pinellas, Manatee and Hillsborough – are
investigating a series of 7-Eleven robberies and they believe all could be
connected. The spree ended on U.S. Highway 41 in Apollo Beach. A “BOLO” was
issued for a suspect vehicle, and stop sticks were deployed on the highway
following a quick pursuit, deputies said, and four juveniles were arrested.

Two men in custody after a fiery crash following a police pursuit
The crash happened around 3:15 a.m. early Friday morning in Lawrenceville.
Police say the chase spanned multiple jurisdictions before the crash happened.
Firefighters discovered that the vehicle hit an above-ground gas valve and
caused a line to rupture. The driver of the fleeing vehicle sustained minor
injuries. No officers were hurt.
