Steven Kaiser Elected Jewelers’ Security Alliance Chair
Steven Kaiser (pictured), president of Kaiser Time, has been elected the new
chairman of the
Jewelers’
Security
Alliance (JSA). He takes over for Stewart Wicht, the
retiring CEO of Rolex U.S.A., who has completed his three-year term. The
news was announced at the JSA’s annual luncheon, which took place on Jan. 12 at
the New York Yacht Club in New York City.
JSA president John Kennedy began the lunch with a moment of silence for the
group’s longtime employee who
died in October, and a moment of silence for
one jeweler killed in 2018 during a robbery.
'War on Jewelry Crime' Helps Bring Total Industry Dollar Losses to Record
Low
Despite that one tragedy, Kennedy noted that jewelry crime is continuing to
fall. In 1992, he noted, 37 jewelers were killed. In addition, total dollar
losses have hit a record low since the year 2000. He attributes this to a “war
on jewelry crime” involving law enforcement, which the JSA has helped promote,
along with its members and supporters.
New JSA Board Members Elected
Alan Zimmer, CEO of Reeds Jewelers, a 60-store chain, was newly elected to the
JSA board. Reelected were: Patti Geolat of the Geolat Companies; Chris Hackler
of Signet Jewelers; Mark Smelzer, publisher of JCK; and David Tearle of the
Gemological Institute of America.
Law Enforcement Partners Recognized
JSA also presented the Annual James B. White Law Enforcement Awards to three
members of New Jersey’s Paramus Police Department: Deputy Chief Robert M.
Guidetti; Detective Lieutenant Frank Scott, and Detective Nicholas Luciano.

The Federal Aviation Administration halted flights into New York La Guardia
Airport, one of the nation’s busiest transportation hubs, due to a shortage
of air-traffic control staff, escalating the pressure on President Donald
Trump and lawmakers to end the government shutdown.
The Federal Aviation Administration ordered a ground stop at the New York
airport, citing staffing at an air traffic control facility in Washington.
Flights at Washington’s Reagan National, Newark Liberty International and
Philadelphia International airports were also delayed Friday.
A staffing shortage also was reported at a facility overseeing air traffic in
Jacksonville, Florida, according to an FAA website.

As issues related to artificial intelligence, and facial biometrics in
particular are receiving significantly increasing attention from the public and
elected representatives, several presentations at The World Economic Forum’s (WEF’s)
annual meeting for 2019 in Davos, Switzerland have explored the potential

Amazon Is Pushing Facial Technology That a Study
Says Could Be Biased
In new tests, Amazon’s system had more difficulty identifying the gender of
female and darker-skinned faces than similar services from IBM and Microsoft.
Over the last two years, Amazon has aggressively marketed its facial recognition
technology
to police departments and federal agencies as a service to help law
enforcement identify suspects more quickly. It has done so as another tech
giant, Microsoft, has
called on Congress to regulate the technology, arguing that it is too
risky for companies to oversee on their own.
Now a new study from researchers at the M.I.T. Media Lab has found that Amazon’s
system, Rekognition, had much more difficulty in telling the gender of female
faces and of darker-skinned faces in photos than similar services from IBM and
Microsoft. The results raise questions about potential bias that could hamper

The use of computer vision combined with artificial intelligence in retail is
still in its infancy, but the technology is getting a lot of attention, not just
with small mounted cameras, but also with robots that patrol store aisles to
track inventory on store shelves.
Variations on the idea are pitched as a possible boon to retailers in dealing
with staff shortages, high employee turnover, and constant changes to their
product lineups. Several big chain stores are already experimenting with the
technology.
Walmart is testing robots that scan shelves at 50 stores across the country.
Meanwhile, home improvement store Lowe’s has developed robots and shelf cameras
that it is now testing. And finally, Kroger’s has partnered with Microsoft to
create “digital shelves that can show ads and change prices on the fly along
with a network of sensors that keep track of products,” according to Bloomberg.

The majority of News Poll respondents are bullish on 2019 with 85 percent saying
that they see continued growth. In total, 72 percent said they expect “continued
strong growth,” while 14 percent said, “yes, but not as strong as 2018,” and
another 14 percent said they do not expect to see the same growth in 2019.
Interestingly, respondents were split on what their key challenges are heading
into 2019, with 43 percent saying that “finding and keeping new
talent/employees” is the top challenge and another 43 percent choosing
“adapting to new technologies.” The remaining 14 percent chose “having enough
working capital” as the top challenge.
“We find that both ‘finding and keeping new talent/employees’ (retention/keeping
tenured top performers) is tied closely to one of the other key challenges you
offer: ‘adapting to new technologies, trends,’” noted one respondent.

No jail time for 4 ex-Pilot Flying J employees
Judge orders up probation, service for 'good' citizens turned fraudsters
Good deeds, the judge said, “are not get out of jail free cards,” but those good
deeds set four former Pilot Flying J fraudsters free Wednesday.
Senior U.S. District Court Judge Curtis L. Collier on Wednesday turned aside
prison terms for four former Pilot Flying J staffers who engaged in a $56.5
million fraud scheme to trick truckers into doing business with the truck stop
giant with fuel discount offers they never intended to fully pay.
Those four were former sales executives Kevin Clark, Michael Scott
Fenwick and Chris Andrews, and former regional account representative
Katy Bibee. All four struck plea deals, cooperated with authorities and, on
Wednesday, insisted they had been otherwise model citizens who engaged in fraud
to keep their jobs.

The British public is dead-set against the use of drones, with the vast
majority believing that as they continue to represent a national security risk
and that cyber experts must do more to mitigate the threat from above.

It appears as if recent incidents at two London airports has had a major impact
on the public perception of unmanned aerial vehicles (UAVs).

Weekly Retail Sales Slide 1.3%, Showing Snow and Shutdown Impact
Adverse weather — including snowstorms across large portions of the country —
coupled with concerns over the ongoing government shutdown ate away at weekly
retail sales as measured by the Retail Economist-Goldman Sachs Weekly Chain
Store Sales Index.
The report follows the release of several research notes from analysts trying to
figure out how retail and apparel sales will shape up this year. The most recent
from AlixPartners sees ongoing erosion of the middle market of traditional
retailing while “digital native” brands gobble up market share across the board.
In the weekly sales report, for the period ended Jan. 19, the index showed a
decline of 1.3 percent. “On a year-over-year basis, the latest week’s sales pace
advanced by a sluggish 0.7 percent,” said Michael P. Niemira, chief economist of
the Retail Economist LLC.

Walmart ups truck drivers pay, hiring efforts amid industry-wide shortage
The discounter, which runs the third largest private-trucking fleet in the
country, added more than 1,400 new Walmart truck drivers in 2018. Hundreds more
are slated to join the fleet in 2019, the company said. Also, Walmart is raising
driver pay beginning in February.
The initiative comes as retailers and others are being challenged by a national
truck driver shortage. The American Trucking Association estimates that
America will be short 175,000 truckers by 2026.

the need to integrate IT and network solutions into loss prevention more
closely, it becomes increasingly important for LP professionals to stay current

Vector Security has awarded 231 scholarships totaling $233,460 since the program

(LPQ) or Loss Prevention Certified (LPC) certifications.
In 2012, the scholarship program was expanded into Canada and will continue this
year as well. A total of 10 LPQ and 10 LPC scholarships will be awarded to
U.S.-based professionals, while another five LPC scholarships will be awarded to
Canadian-based professionals.
Anyone currently in the loss prevention industry, or has an interest in the
industry, may apply for an LPQ scholarship. Those applying for the LPC

FBI Agents Say Shutdown Is Damaging Cyber Investigations
Funding Holdups for Subpoenas and Confidential Sources Are Interrupting

FBI agents say the government shutdown is impeding their investigations,
including cybersecurity probes, with the lack of funding compromising their
ability to pay confidential informants and leading to legal processing delays.
The FBI Agents Association, composed of current and former FBI agents, on
Tuesday issued a report titled "Voice From The Field." In it, more than four
dozen special agents across the country anonymously describe how the government
shutdown has affected investigations and their personal lives. They also contend
the shutdown is posing a clear and present risk to national security.
Special agents have continued to work without pay because they are deemed
essential. They were last due to be paid on Jan. 11. The FBIAA warned the
prolonged shutdown is affecting agents' financial security, which could then
translate into on-the-job problems.

DHS Issues More Urgent Warning on DNS Hijacking
The U.S. Department of Homeland Security says executive branch agencies are
being targeted by attacks aimed at modifying Domain Name System records, which
are critical for locating websites and services.
The upgraded warning comes after FireEye and Cisco's Talos intelligence unit
noticed an uptick of DNS-related attacks, particularly in the Middle East.

Cisco Study Finds Fewer Data Breaches at GDPR-Ready

Many organizations find that getting their data privacy house in order is paying
off.
It's been less than a year since the General Data Protection Regulation (GDPR)
officially took effect, but a new study already shows that organizations that
invested in data privacy to meet GDPR guidelines suffered fewer data breaches in
the past year.

Data Privacy Benchmark Study, based on data from 3,200 security
professionals worldwide, found that nearly 60% of organizations have met most or
all GDPR requirements, and close to 30% expect to do so within a year.

Targeted Attacks Abusing Google Cloud Platform
Google Cloud Platform (GCP) services have been targeted by a newly discovered
malware campaign delivering malware via PDF file decoys, according to
Netskope Threat Research Labs.
Attackers are reportedly using the Google Cloud App Engine platform to deliver
malware with PDF decoys, identified as PDF_Phish.Gen, and GCP URLs that redirect
victims to malicious payloads. The research conducted by the team verified
evidence of these attacks targeting governments and financial firms worldwide,
with multiple decoys possibly linked to the Cobalt Strike advanced persistent
threat (APT) group.

UK Survey shows cyber crime more likely than physical violence or robbery
The latest crime survey for England and Wales from the Office for National
Statistics (ONS) found that 1.83% of adults experienced a computer misuse crime,
making it more likely than violence (1.75%), theft (0.8%) or robbery (0.3%).
Overall, there was a 33% decrease in computer misuse offences estimated by
survey, which is attributed to a 45% decrease in crimes involving malware.
However, stats contributed by Action Fraud – which include businesses in their
data – found reported compute misuse increased by 12%.

Meet Scout, Amazon's delivery robot that aims to help solve the last-mile
problem
Trial runs began this week in Washington State
Amazon's
latest attempt to solve the puzzle of last-mile delivery is neither a whirring
drone nor a smiling delivery person. It's a blue, neat robot bearing Amazon's
logo that's known as Scout, the
company announced.
Scout, which was developed at the company's Seattle research lab, will soon be
moving down sidewalks at a "walking pace" in Washington's Snohomish County
starting this week.
"We’re starting with six Amazon Scout devices, delivering packages Monday
through Friday, during daylight hours," Amazon announced in a statement. "The
devices will autonomously follow their delivery route but will initially be
accompanied by an Amazon employee."

Walmart Tests New Payments Approach To Up Online
Conversions
Walmart Labs, the technology arm of Walmart, discovered that most declined
purchases on the retail giant’s site were soft declines, which are credit card
rejections due to generic issuer errors such as server timeout or issuer
unavailability. While the site usually sends a customer back to the payment page
to re-enter their credit card information after a soft decline, many customers
ultimately decide to abandon their rejected purchases.
“To save the orders dropped off from Soft Declines, we implemented a feature
that automatically resends the same card/name/address information the customer
had previously entered after the payment receives a Soft Decline,” wrote Ling
Jing, product analytics manager, payments, in a blog post. “The response of the
automatic attempt overwrites the initial Soft Decline status. This version
retries once, and the response on the auto retry is the final status of the
attempt and was tested against the original version using Expo.”

Study: Amazon dominates e-commerce branding
Amazon is as popular with brands as with consumers, according to a new study.
“Brands & Amazon: Insights, Opportunities, and Concerns in the Age of
E-commerce,” a survey of business leaders from major U.S. brands by e-commerce
optimization company Feedvisor, indicates that more than half (54%) of brands
are already selling on Amazon. Nearly three-quarters (72%) will be selling on
Amazon within the next five years.

Rohnert Park, CA: Walmart employee arrested for
theft of $5,700 in merchandise
An 18-year-old Rohnert Park woman was arrested Wednesday on suspicion of
stealing thousands of dollars’ worth of merchandise from the local Walmart while
she was an employee there, according to the Rohnert Park Department of Public
Safety. Walmart management in Rohnert Park reviewed store surveillance video
from November and December and determined Angel Vu had been passing items
through her register without charging for them. She cooperated with
investigators and walked them through the home, pointing out stolen items
including electronics and video games totaling over $5,700, an unknown amount of
other merchandise that was not recovered.

College Station, TX: ‘At Home’ employee arrested
for stealing almost 300 items from store; 3 prior theft arrests on her record
College Station Police say Constance Taylor, 35, and another employee would ring
up items at the cash register, mark them as 'suspended transactions,' and walk
the items out of the front door. The 'suspended transactions' of the stolen
items would disappear from the system in 24 hours. Authorities say the crimes
happened between December 5 and January 12. The value of the 277 items totaled
nearly $4,000. Police say Taylor admitted to being a part of the crime. She was
arrested Wednesday and charged with theft. Taylor has been arrested three other
times for theft since 2013.

Martin County, KY: Woman steals meat from two
stores, tries to sell at Pawn Shop
A woman is facing charges after Martin County deputies say she stole meat from
two stores, then attempted to sell it at a pawn shop. Deputies arrested Karen
Cornette on Wednesday. They say she first stole meat from the Inez Save-A-Lot
that was priced at almost $30. Next, Cornette allegedly went to the Inez IGA
where she stole two beef tenderloins, valued at more than $50. Once she had the
meat, that is when deputies say Cornette went to a pawnshop in Inez where she
attempted to sell it. However, the owner of IGA caught her there.

Two Haiti men tied to Miami Theft Ring facing
Federal charges on ID Theft
Two men now face federal charges after they were accused of using stolen
identities to buy thousands of dollars worth of merchandise from stores across
Central Ohio. Kevin Noralis and Kenny Decius, both 33, were arrested December at
a Dublin motel by Worthington Police after detectives say the two men stole
credit card applications from people's mailboxes to receive fraudulent credit
cards. Inside a storage facility police say they discovered stolen mail, and
expensive merchandise that included electronics, jewelry, shoes, and beer.
Police say the two men are from Haiti and are tied to a theft ring based out of
Miami.

Security Company Owner Charged With Murder
Prosecutors presented evidence Thursday that a married father of two in
Alexandria, Virginia, who owns K-1 Tactical Security Services, shot and killed
his girlfriend because she wanted to break up with him. Daniel Kankam, 44, was
charged with murder in the death of 35-year-old Somaya Hussein Ahmed.

Ashtabula, OH: One killed in Circle K shooting; suspect
turned himself in to Police
One person "turned himself in" late Thursday evening after a fatal shooting at
Circle K on Main Avenue, said Ashtabula Police Chief Robert Stell. Law
enforcement officials blocked all entrances to Circle K late Thursday evening as
they investigated the shooting. Police were still sorting out how the man who
turned himself in was involved in the shooting, Stell said.

Gunman kills 2 at bar and home near Penn State University; Suspect took his own
life
Two people, including an 82-year-old man, were shot dead by a gunman at a bar
and a home near Penn State University Thursday night, police said. The shooter
first killed a man and injured two others at the P.J. Harrigan's bar about two
miles from campus, according to State College Police Chief John Gardner.
The two injured are in critical condition, police said. The suspect then fled
the scene, crashed his car nearby and broke into a home, where he shot and
killed an 82-year-old man as the victim's wife locked herself in the bathroom
and dialed 911, Gardner said. The suspect, identified by the Centre County
Coroner's Office as 21-year-old Jordan Witmer, had shot himself to death by the
time police arrived at the home, police said.

NC: Man accused of dressing up as Apex officer, shooting pawn shop owner
Authorities say they have found the man who was dressed as a police officer when
he shot the owner of a pawn shop. The Pitt County Sheriff's Office says it
apprehended 22-year-old Raekwon Snipes at an apartment complex in Greenville on
Thursday. Authorities had obtained warrants which listed multiple charges
against Snipes, including attempted first degree murder, impersonating a law
enforcement officer and possession of a firearm by a felon. Before his capture,
deputies said that Snipes was wearing an Apex Police Department uniform when the
pawn shop owner was robbed and shot Wednesday. Authorities report the uniform
was stolen from a vehicle.

man outside Kelowna shopping mall
Shoppers outside Orchard Park mall and people waiting at a nearby bus stop were
horrified to hear police fire at least four shots outside the front entrance of
the CIBC branch at Cooper Road and Harvey Avenue. A man was seen running toward
Harvey Avenue before officers brought him down just after 3 p.m. The wounded man
was taken to hospital with what police described as non-life-threatening
injuries. He was wanted for unspecified “incidents” that led to the arrest, RCMP
said.

Naperville, IL: Man points gun at Officers
outside strip mall; shot and wounded by Police
A man who police said was armed with a gun was shot by an officer in Naperville
Wednesday night. Police responded to a report of a suspicious person at about
10:30 p.m. in a strip mall parking lot in the 1200-block of West Ogden Avenue.
Police said they approached the 27-year-old man who was holding a gun. When
police said he pointed the weapon at officers, they fired, wounding the man. The
man was transported to a hospital in serious but stable condition.

Update: Los Angeles, CA: Man Charged With Killing
89-Year-Old Who He Knocked Over During a CVS Robbery
A North Hollywood man has been charged with killing an 89-year-old man who he
knocked over during a robbery in downtown Los Angeles last month, officials
announced Thursday. Ricardo Macias, 24, faces a murder charge in connection with
the Dec. 20 incident. The robbery occurred at a pharmacy in the 200 block of
West 7th Street, according to the Los Angeles District Attorney’s Office. Macias
allegedly stole property, assaulted a security guard who confronted him and
crashed into customer Jack Hernandez as he ran away. Hernandez fell and hit his
head, officials said. He was taken to a hospital, where he died from his
injuries. Macias faces 25 years to life in prison if convicted as charged.
