Retail Crime Rise Tied to "Soft On Criminal" Policies
Over
the past four years there's been a huge increase in retail theft in the
United States, but that's also about when a law enforcement trend
allowing minimum or no punishment for "small," non-violent shoplifters
became popular.
Such radical soft-on-crime policies have led to the closing of
once-familiar retail chains, many of whom just couldn't absorb the
costs of replacing hundreds of dollars in merchandise stolen several
times a week.
"You have to take into account these radical leftist policies where
they were soft on criminals, where many of
those caught shoplifting were not prosecuted. ... That sent a
message to the criminal element that it [law enforcement] was condoning
bad behavior, looting and stealing at high proportional rates."
In its new “Impact
of Retail Theft & Violence 2024” study, the National Retail
Federation highlights the 93% rise in shoplifting and related theft
despite retailers locking up some items in plastic displays and
adding to security details, and despite attempts by a growing cadre of
states toughening laws to prosecute retail crime, such as raising
certain theft categories from misdemeanors to felonies.
One thing that has changed over the past few years is the network of
recipients of stolen merchandise, the study says. Now there are a
number of organized retail crime groups that can and will receive and
pay for such merchandise, then resell it for a profit.
The more lucrative retail theft rings and resulting display of casual
shoplifting is resulting in growing alienation among consumers.

Another State Introduces ORC Bill
Maryland business leaders call for crackdown on organized retail theft
Maryland business leaders and advocates are pushing lawmakers to pass
a bill that would crack down on organized retail theft and hold
offenders accountable. The Organized Retail Theft Act introduced
in the General Assembly defines the crime as a series of thefts from one
or more retailers over 90 days with a retail value of at least $1,500.
Organized retail theft would be a felony under
the proposed bill, with penalties varying based on the value
of the stolen items.
• If the value
of the stolen property is between $1,500 and $25,000, a maximum
sentence of five years could be imposed.
• If the value of the stolen property is between $25,000 and $100,000,
a maximum sentence of 10 years could be imposed.
• If the value of the stolen property is $100,000 or more, a maximum
sentence of 20 years could be imposed.
A person convicted of organized retail theft would also have to
return the stolen property or pay the full value to the retailer.
Under the proposed bill, separate organized crime offenses carried
out by the same person could be prosecuted together in any of the
counties in which the offenses occurred. The bill would also allow a
court to decide if a certain crime should be considered organized retail
theft.
A similar bill was introduced in 2024 but stalled in the Senate.

Cargo Theft Surges to Record Levels in 2024, CargoNet Analysis Reveals
Verisk
CargoNet, a business unit of Verisk, a leading global data analytics and
technology provider, reports record-breaking cargo theft activity
across the United States and Canada reached unprecedented levels in
2024, with 3,625 reported incidents representing a
stark 27 percent increase from 2023, according to CargoNet's
annual analysis. The estimated average value per theft rose to $202,364,
up from $187,895 in 2023.
Each quarter of 2024 surpassed previous records set in 2023, though the
margin of increase narrowed as the year progressed. The most dramatic
spike occurred in Q1 2024, with 317 more incidents than the same
period in 2023, while Q4 2024 showed a more modest increase of 94
incidents, representing an 11.81 percent year-over-year growth.
Geographic trends show California and Texas experiencing the most
significant increases in theft activity. California reported a 33
percent rise in incidents, while Texas saw an even more dramatic 39
percent surge. The five most impacted counties all reported substantial
increases, led by Dallas County, Texas, with a 78 percent spike in
reported incidents. Los Angeles County, California, traditionally a
high-activity area, saw a 50 percent increase while neighboring San
Bernardino County experienced a 47 percent rise.
While theft-by-deception schemes garnered significant media attention
throughout the year, traditional cargo theft methods remained prevalent.
Trailer burglaries and full trailer theft continued at elevated
levels, particularly in major metropolitan areas, including Los
Angeles, Dallas-Fort Worth, Atlanta, and New York City.

Tariffs may add to ‘a toxic brew for consumers’
Retailers and consumers will feel added pressure if proposed
tariffs are implemented, industry analysts and experts told Retail Dive.
As
President-elect Donald Trump’s second administration approaches, the
reality of how he will develop and implement tariff policies will
come into sharper focus.
Retailers and the industry are beginning the new year after facing
varying challenges. They include sustained inflation, consumer reticence
— and sometimes inability — to spend on discretionary merchandise. Other
retailers spent the year trying to execute on turnaround plans. Some,
like Party City and BuyBuy Baby, didn’t survive. Others, like Big
Lots and Joann, are starting the new year on shaky ground.
During his campaign, President-elect Trump said he would impose
across-the-board 20% tariffs on global U.S. imports, 25% on goods from
Canada and Mexico and a 60% tariff on goods from China. Trump
rejected claims from a Washington Post report earlier this month that he
and his leadership would narrow the scope of the proposed tariffs,
according to media reports.
Tariffs will affect every sector of retail
but some segments of the industry will feel it more than others, Neil
Saunders, managing director of GlobalData, said in an email.
“Electronics, for example, is fairly low-margin and relies on components
from across the world — so it would be badly affected by tariffs,”
Saunders said, “Apparel would be hard hit, but due to seasonal
production runs, there is more flexibility to change production location
if needed.”
Egelanian noted that some retailers, including fashion apparel brand
Steve Madden, are cutting sourcing in China and moving it elsewhere
to avoid taking a tariff hit.

The salary of a Chief Security Officer
The 23rd annual Security and
Compliance Compensation report gives industry professionals insight into
what their peers are earning.
Top Global Security Executive (Chief Security
Officer)
When comparing reported data from the 2019 survey to the 2024 survey,
the CSO positions base pay weighted average in the aggregate
increased by 1.1% over the reporting period to $342,750 annually.
Base salary plus bonus increased by 8.1% to $469,354 annually.
Bonuses are pay at risk and tend to vary based on company goals,
profitability, and employee performance and are designed to recognize
company and employee performance for the past year.
Most CSO positions are eligible for a Long-Term Incentive (LTI), usually
paid in company stock over a set number of years, typically a rolling
plan of three to five years. The LTI annual target increased
significantly by 56.5% over the reporting period to $196,729 annually.
In this comparison, companies have awarded a fairly moderate base pay
increase for the CSO and significantly increased pay at risk, or LTI,
focusing the executive on long-term company goals with the possibility
of a significantly greater upside spread across future years.
The CSO’s skillset has increased significantly — cybersecurity,
global operations, threat management, crisis management, and talent
acquisition have all become critical skills required for the top
job.

18K Costco Workers Plan to Strike
Costco workers vote to strike in less than 2 weeks
With a master agreement with the Teamsters set to expire in 10
days, affecting 18,000 of the retailer’s workers, hundreds last week
held practice pickets.
Costco Teamsters voted by an 85% margin to authorize a strike,
the International Brotherhood of Teamsters said on Monday. Costco didn’t
immediately respond to a request for comment.
A master agreement that covers more than 18,000 Costco workers
expires Jan. 31 and workers are prepared to strike the following day,
according to a union press release.
Last week hundreds of Costco Teamsters in California, Washington and
New York held practice pickets to prepare for a potential strike,
the union said.

today released new research revealing that 97% of the
top 100 U.S. retailers experienced a third-party data breach in the past year,
exposing significant vulnerabilities just as consumers prepare for the busiest
shopping season of the year.
With vast amounts of customer data — including sensitive payment details and
personally identifiable information (PII) — retailers are particularly
susceptible to third-party breaches. This highly valuable data is a goldmine for
cybercriminals, who exploit it for identity theft, financial fraud, and other
malicious purposes.

Threat Group Gains Access to Company Data
HPE probes hacker claim involving trove of sensitive company data
The vendor said it has no immediate evidence of operational impacts or
compromised customer data.
Hewlett Packard Enterprise said it is investigating claims a threat group
gained access to a trove of sensitive company data. The threat group,
IntelBroker, posted a claim on BreachForums that it had access to a large trove
of HPE data, according to researchers from Arctic Wolf.
The allegedly stolen data includes private GitHub repositories, Docker
builds, source code and other information, according to the posting. Upon
learning of the claim Thursday, the company immediately activated cyber
response protocols, disabled related credentials and launched an
investigation to determine whether the claims were valid, a spokesperson said
Tuesday via email.
“There is no operational impact to our business at this time, nor evidence that
customer information is involved,” the spokesperson said. IntelBroker first
came to prominence in 2022 and has been linked to a number of high-profile
attacks.

Amazon suspends drone deliveries in two states, citing safety needs
For more than a decade, Amazon has been working to deliver packages straight
to customers’ doorsteps, using drones instead of drivers. However, the
company’s one-hour delivery promise has been delayed again, with drone
operations in Texas and Arizona now suspended.
Amazon’s “Prime Air” service is on hold, following the crash of two newly
built drones during testing. The incidents occurred after light rain at
Amazon’s testing facility in Oregon caused the MK30 drones to malfunction and
crash, and one drone even caught fire.
A spokesperson for Amazon said the drone is “designed to safely respond to
unknown events in a known way,” and noted that “the overall architecture of
the drone has performed as expected.”
The pause follows Amazon’s launch of a new fleet of drones at the end of 2024,
after two years of development. A key part of the testing was ensuring the
drones could operate safely in light rain, the factor that led to the recent
issue.
Amazon insists the pause is voluntary and not solely based on the crashes.
The company says it is working to improve the safety of the drones, similar to a
previous pause after earlier models experienced battery failures and power
issues.
In 2013, Amazon founder Jeff Bezos announced plans to deliver packages to
half a billion customers using drones. Progress has been gradual but steady.
The company began drone deliveries in Texas in 2022, expanded to prescriptions
in 2023, and added Arizona to the service last year.

process, was mentioned by half of consumers, the report found.

Rancho Santa Margarita, CA: 5 Arrested After $170,000 In Merchandise
Stolen From OC Business
Five
people were recently arrested in connection with a burglary in which
nearly $170,000 in merchandise was stolen from an Orange County
business, according to police. Authorities apprehended two people Friday
after the New Year’s Day burglary in Rancho Santa Margarita, police said
Tuesday. Both people were taken to jail, with one caught committing
another crime at the time of the arrest, according to police, who said
three more arrests were also made during the investigation. The business
reported a loss of $168,985 in merchandise, most of which was recovered
and returned, police said.

Princeton, NJ: Shoplifters Make Off with Almost $19,000 in Merchandise
Last week we reported on a Princeton couple who were eyewitnesses to a
“grab and go” shoplifting event at a retail store on Hulfish Street. The
couple asked police what the public should do if a crime unfolds in
front of them. The answer: Be observant, but don’t try to be a hero.
This week the police have more details to report on the incident, which
occurred January 14 shortly before 1 p.m. By the time police arrived on
Hulfish Street, the suspects had fled the area. Officers canvassed the
surrounding area but were unable to locate the suspects. The preliminary
investigation revealed that four individuals entered the store, removed
clothing from display tables, and placed the items into bags. The
suspects then exited the store and fled eastbound on Hulfish Street.
Surveillance video indicated that the suspects entered a gray Jeep and
departed the area.

Kearney, NE: Felony arrest warrants issued in Cabela’s shoplifting case
in Kearney
On Monday, January 6, 2025, at approximately 2:30 p.m., Kearney Police
were dispatched to the East HWY 30 Cabela’s store for a shoplifting
report. Loss prevention staff reported that two unknown male subjects
had stolen numerous high-end electronics. Before the officers arrived,
both suspects departed in a vehicle driven by a third unknown male.
The confirmed monetary loss due to the theft is over $11,000.00. The
reporting Uniform Patrol Officer, B. Luke, utilized the extensive
Automated License Plate Reader Camera system in Kearney and
identified the suspect vehicle, which left Cabela’s east out of Kearney.
Through the use of video and photographs from Cabela’s, Officers
responsibly used technology and the wide network of automated license
plate readers to successfully identify the two suspects who completed
the shoplifting. On January 16, 2025, Officer B. Luke submitted felony
arrest warrant affidavits for 31-year-old Reed Auten of Lincoln,
Nebraska, and 33-year-old Lynden Winfree of Omaha, Nebraska. Both arrest
warrants are for felony theft by shoplifting over $5,000.00.
Investigators believe the same suspects committed similar thefts at
Cabela’s stores in La Vista; Council Bluffs and Altoona, Iowa; and St.
Louis and Kansas City, Missouri, based on information shared through the
nationwide FLOCK Safety ALPR network.

Leesburg, VA: $8K In Stolen Merchandise found in Thieves' Car
Leesburg police say the arrests came after back-to-back incidents on the
night of Wednesday, Jan. 15. Officers were first called around 7:45 p.m.
to the Polo Ralph Lauren store on Fort Evans Road NE for a report of
three suspects stealing merchandise, and while investigating, another
call came in from a nearby Dick’s Sporting Goods, where employees
reported three individuals concealing items in the store. Officers
caught up with the trio at the second store and took them into custody
without further incident. A subsequent search of their vehicle
revealed over $8,000 worth of stolen goods, authorities said. The
suspects—identified as Natesha L. Cheeks, 29, Tanajah S. Harrell, 26,
and Shakira V. Mizzelle, 23, all of Suffolk—had allegedly traveled to
Leesburg with the intent to commit the thefts.

Warrington Township, PA: Update: Man Accused Of Stealing $8,560 Worth of
Sunglasses
A Philadelphia man has been charged with retail theft and receiving
stolen merchandise after admitting to stealing 280 pairs of sunglasses
from a township store. In July, Asset Protection from LensCrafters
contacted the Warrington Police Department regarding an employee theft.
An investigation found that 41-year-old Kenneth Gibson from Philadelphia
was stealing merchandise from the store.

Colorado Springs, CO: 1 man dead after shooting in grocery store parking lot
Colorado
Springs Police said a male was found dead in his car after a shooting on Monday
evening. Around 4:39 p.m. police said they received a call about a shooting in
the parking lot of King Soopers off of Stetson Hills Boulevard. Police said when
they responded, they found a man dead in his car with at least one gunshot wound
near the gas pumps. As of 6 p.m., police said a suspect had not been located or
identified. CSPD said their violent crimes department would continue to
investigate.

Shelby, NC: Man killed, another hurt in convenience store shooting
One person was killed in Shelby following a shooting outside of a convenience
store. Shelby police officers said they responded to the Raceway on East Dixon
Boulevard around 12:03 a.m. Jan. 13 for reports of a shooting. Cleveland County
deputies found a car near Patterson Springs they say was involved in the
shooting. Inside, they found 35-year-old Marcus Burson dead from a gunshot wound
and another man was shot. He remains in critical condition. Shelby police
charged 41-year-old Jemarqus Rasawn Archie with murder, attempted first-degree
murder, discharge weapon into occupied property, and possession of firearm by a
convicted felon.

North Portland, OR: Update: Cannabis shop worker accused of killing 2 would-be
robbers denied bail
The cannabis store manager accused of killing an 18-year-old and a 20-year-old
who attempted to rob the North Portland store at gunpoint will remain in custody
without bail until the case reaches trial, a judge ruled Friday. A Thursday
morning bail hearing provided the most detailed look in the state’s first-degree
murder case against Jason Steiner, who was the lone employee working at the La

Authorities are searching for 18-year-old William Marshall III aka "Junior, a

Holland, OH: Police say shooter at Walmart on Monday was a Store Employee
People are going about their business outside the Walmart on South McCord Road
in Holland Tuesday morning, less than 24 hours after a gunshot echoed from the
home goods section. The first reports of shots fired came in just after 4 p.m.
on Monday. According to Holland police, Lawrence Payne III and Simeon Payne,
both adults, approached a 17-year-old Walmart employee and started a fight. The
teen then pulled out a gun and chased the other two suspects with it inside the
store. While the details of what led up to that moment are still unclear to
police, there's no question about the panic it caused. While no one was shot,
the store had to be evacuated as officers from the Lucas County Sheriff's
Office and Holland Police Department poured in.

involving Lakewood police
A heavy police presence was reported near Casa Bonita as Lakewood police
responded to a shooting involving their own officers early Tuesday evening. Few
details about the shooting were immediately available, with Lakewood police
officials only saying via social media it happened near Colfax Ave. and Pierce
St. The intersection faces Casa Bonita and an Arc Thrift Store location on one

Reno, NV: RPD looking for suspects who shot store clerk during armed robbery
attempt
The Reno Police Department is looking for two suspects they say shot a store
clerk in an armed robbery attempt. At around 8:30 p.m. on Jan. 11, officers with
RPD responded to the El Paso Market and Liquor for reports of an armed robbery.
They say that during the robbery, one of the suspects fired a single gunshot,
hitting the clerk in the chest. Both suspects then fled the store on foot in an
unknown direction before police could arrive. The clerk sustained non-life
threatening injuries and has since been released from the hospital.

Pineville, LA: 5 arrested after armed robbery attempt in Pineville
Five people were arrested in Pineville after an armed robbery attempt that
stemmed from a failed attempt to purchase tobacco on January 21. According to
the Pineville Police Department, they received a call from a business in the
4000 block of Highway 28 East shortly after 11 a.m. concerning the robbery
attempt. PDD learned that several individuals attempted to purchase tobacco but
were unable to provide valid identification. When the employee refused the sale,
the customers became agitated, and one of them revealed a firearm. The
individuals eventually left the store, prompting the employee to lock the doors
and call PPD.
