know me. My name is Jacque Downing, and I am the co-founder and partner
of Downing & Downing, Inc. I had the privilege of being by Gus's side
during his final days, and I am honored to carry forward his directives
and passion for the D&D Daily.
Over
the past two years, Gus stepped back from day-to-day operations due to
health challenges, entrusting our dedicated and experienced team to
uphold the same excellence, precision and care the Daily has offered for
the past 15 years. While there may be other publications, none match the
Daily's unique ability to deliver the most relevant news with such
consistency and clarity. Today, thanks to our team's unwavering
commitment, the D&D Daily proudly stands as the number one retail LP
publication in the country.
Regrettably, there are those who have sought to leverage Gus's
reputation for their own benefit, aligning themselves with his name and
legacy. Despite many attempts over the years, Gus declined offers to
merge or sell the company. While he would be amused by recent events and
promotions held in his honor, none were officially sanctioned by him or
the D&D Daily. Just two weeks after Gus's passing is not the time for
celebrations, parties or promotional gestures. Instead, it is a time to
reaffirm our commitment to you - our loyal readers - and the solution
providers who make our work possible.
Today, I am proud to announce that the D&D Daily will continue under the
leadership of our incredible team, driven by the same dedication and
excellence Gus instilled in all of us. Our mission remains steadfast: to
serve the LP community with the expertise, focus and reliability that
you've come to expect from the leading LP news publication.
On a personal note, I want to extend my heartfelt gratitude to the
hundreds of you who have reached out with flowers, notes and phone calls
to express your condolences. We deeply feel the loss of Gus but we smile
when remembering that trademark laugh that was his alone.
As we look ahead, we wish all of you a prosperous and successful New
Year. Together, let’s continue building on the legacy of Gus, the D&D

Harnessing AI to Curb Shoplifting
As communities struggle with shoplifting, Northern CA business turns to
AI
Last
year, Californians overwhelmingly passed Proposition 36, a package of
laws to help crack down on retail theft. While some communities
continue to struggle with shoplifting, some are
turning to artificial intelligence to help catch criminals.
So, CBS News Sacramento's Dominic Garcia spoke to one store that's using
it and put it to the test. It's called Veesion, and it's something Kaur
has been using at the Winters Market to catch shoplifters, a problem
that costs them around $40,000 a year.
"It basically analyzes a live video stream and it detects for
specific gestures that people make when they're shoplifting," said
Hiren Mowji, the head of business development for Veesion. And when it
does, it sends an alert to store staff with video of the alleged theft.
"We review it a couple of times to make sure it's accurate info and is
they're about to walk out then we would confront them," Kaur said. "Essentially
like your full-time security staff watching the store 24/7,"
Mowji said.
Mowji says demand has been strong, especially for mom-and-pop
places like the Winters Market. "You can't have staff actively watching
the screen monitoring cameras all day long, it's just not
cost-effective," Mowji said. And neither is shoplifting. This helps cut
down on both and it worked when we put it to the test multiple times.
Veesion is a subscription-based service that connects to existing
surveillance systems. They say they don't store people's personal
data and are currently working with big box stores and smaller ones like
Winters Market.

The Gap Between Crime Data &
Perception
US cities largely saw a drop in violent crime in 2024, yet many still
feel unsafe
As U.S. police departments release preliminary or finalized 2024 crime
numbers, many are reporting historic declines in homicides and
drops in other violent crimes compared to 2023. In many parts of the
country, though, those decreases don't match the public perception.
Experts
say most cities are seeing a drop in crime levels that spiked during
the height of the COVID-19 pandemic. But they say misleading
campaign rhetoric in the runup to the November elections and changes in
how people interpret news about crime have led to a perception gap.
Violence interruption and intervention programs have helped
decrease gun violence and homicide numbers in Chicago and elsewhere,
Smith said. But even with fewer crimes, people experiencing it in their
neighborhood lowers their perception of being safe.
Jeff Asher, cofounder of AH Datalytics, tracks crimes across the country
using law enforcement data for the group's Real-Time Crime Index. He
said the data, which lags by about 45 days rather than being
reported quarterly or annually like a lot of crime statistics, allows
communities and experts to evaluate and respond to trends as they are
happening.
Early in 2024, Asher noticed cities were largely seeing historic
declines in homicide numbers, but much more muted declines in other
violent crimes.
New York, Chicago, Los Angeles, Philadelphia, Phoenix, Houston,
Detroit, Baltimore and dozens of other cities have reported drops in
homicides last year compared to 2023. Some saw small decreases,
including New York, which had 14 fewer homicides than the 391 reported
in 2023. But others had large decreases, including Philadelphia, which
had 255 in 2024 compared to 398 in 2023.

Vallejo has gained notoriety as one
of the watchlist cities for small municipalities plagued by rising

As Southern California contends with raging wildfires, Northern
California’s Vallejo, a city of approximately 120,000 residents
located 30 miles northeast of San Francisco, is battling a different
inferno: an alarming surge in violent crime.
Once known as a quiet suburban community, Vallejo has gained notoriety

According to police data, Vallejo experienced 23 murders from January
to November 2024—a shocking figure for a city of its size. This
marks a significant increase compared to previous years, as the

In addition to violent crimes, property crimes
have surged, with 1,101 auto burglary/theft cases reported in 2024.
There were also 200 shootings reported within the year, further
underscoring the gravity of the situation.
Community Outcry and Statewide Attention
Residents of Vallejo have not been silent about the growing dangers in
their community. A petition initially launched in late 2023 has gained
new momentum as residents demand that California Governor Gavin
Newsom deploy state and county law enforcement officers to assist
Vallejo with its spiraling crime problem.

'Locked Up and Losing Out'
How retailers are balancing security measures with customer experience
Walgreens and retailers are dealing with a delicate balancing act
between securing goods from theft while ensuring that security measures
don’t drive customers away. Recent insights from Walgreens and the
National Retail Federation (NRF) illustrate the complexity of this issue
and highlight strategies retailers are employing to address it.
Facing a 52% increase in stolen inventory, Walgreens resorted to
locking up a wide range of products. However, as CEO Tim Wentworth noted
during a January earnings call, this approach backfired. Locked
merchandise deterred potential thieves, but it also alienated customers,
reducing overall sales. The company reported a significant operating
loss of $245 million for the quarter and is now seeking new
solutions to combat theft without shedding customers.
A key challenge lies in tailoring security measures to individual
store environments and product categories. High-theft items like
cosmetics, over-the-counter medications and electronics are often
secured with locks or tags, or are completely removed from sales floors.
Yet, the broader impact of these measures, including longer wait times
for assistance and reduced convenience, can deter customers from making

The End of OSHA's COVID Rules
OSHA Updates: COVID Rulemaking Terminated, Fines Increase
Best way to protect healthcare
workers from COVID-19 and other infectious diseases is to complete
Infectious Diseases rulemaking.
On January 15, OSHA announced that it has
terminated its COVID-19 healthcare rulemaking.
On June 21, 2021, OSHA issued an Emergency Temporary Standard to
protect workers from COVID-19 in healthcare settings, which also
served as a proposed rule on which OSHA requested comments. The agency
received public input on this proposal during multiple comment periods
and public hearings from June 2021 through May 2022. OSHA submitted a
draft final COVID-19 rule to the White House Office of Management and
Budget on Dec. 7, 2022.
On April 10, 2023, President Biden signed into law House Joint
Resolution 7, which terminated the national emergency related to the
COVID-19 pandemic.
With today’s announcement, OSHA is now terminating the rulemaking
because the most effective and efficient use of agency resources to
protect healthcare workers from occupational exposure to COVID-19, as
well as a host of other infectious diseases, is to focus its resources
on the completion of an Infectious Diseases rulemaking for healthcare.

Can AI Tools Beat AI Attackers?
AI vs AI: In the age of AI-driven attacks, only AI can keep up
Cybersecurity is constantly evolving. Attackers are continuously innovating
which means security operations center (SOC) teams must also refine their
tactics. Most recently, the rapid adoption of AI and GenAI-powered tools in
the enterprise are creating new and highly accessible attack surfaces for
threat actors, and legacy tools are struggling to keep pace.
Last year, GenAI was predominately used in consumer-facing applications
but now it’s entered the enterprise, embedding itself in business processes and
software. Companies like Microsoft, Google and Meta have integrated it in
their products and are charging for it like they do any other service or
offering. Some companies are starting to bring the technology in-house to build
their own large language model (LLM) powered tool.
While these tools promise to increase efficiency and productivity for SOC teams,
they also afford attackers the same opportunities
enabling them to carry out more sophisticated attacks at scale and speed.
GenAI will commoditize the sophisticated attack. Techniques that were once only
used by highly skilled hackers will be accessible to all thanks to GenAI.
Attackers were quick to jump on the GenAI bandwagon. They’re manipulating
LLMs to exploit vulnerabilities in enterprise systems and supply chains and
deploying identity attacks that take advantage of GenAI’s ability to create
compelling fakes at scale. To keep pace, SOC teams need to fight AI with AI.

The Chinese Foreign Ministry said Monday that companies can make their own

ministry’s first comment after Trump said Sunday, a day before his inauguration,
that he wanted U.S. and Chinese interests to split control of the app 50-50.
TikTok’s founder, Zhang Yiming, has one connection that could help smooth the
way for dealmaking: Elon Musk.
Zhang, China’s richest person, and Musk, a Trump confidant and the world’s

pass a law to ban TikTok in the U.S., according to people familiar with the

FCC enacts rule requiring telecom operators to secure networks
The agency’s declaratory ruling took effect Thursday, but the future
outlook of that effort and a separate proposed rule remain uncertain under the
incoming administration.
The Federal Communications Commission on Thursday made good on a pledge it made
last month to strengthen rules requiring telecom operators to secure their
networks from attack or intercept.
The declaratory ruling, which took effect immediately, clarifies that
telecom operators are legally obligated to secure networks under Section 105 of
the Communications Assistance for Law Enforcement Act.
The FCC also published a notice of proposed rulemaking, which calls for a wide
range of communications services providers to develop and implement
cybersecurity and supply chain risk management plans.

Drone Deliveries Paused by Amazon
Amazon suspends commercial drone deliveries in Texas, Arizona after two crashes
in rainy weather
Amazon has temporarily suspended its commercial drone delivery operations in
Texas and Arizona after two of its latest MK30 models crashed in rainy
weather at a testing facility. The company announced on Friday that it was
pausing the program to implement software updates to ensure the safety of its
fleet.
The crashes, which occurred in December at Amazon’s Pendleton, Ore. testing
site, were attributed to a software malfunction caused by light rain. One
of the drones caught fire upon impact.
Although an Amazon spokesperson told Bloomberg News that the crashes were not
the “primary reason” for the pause, the company declined to specify other
issues being addressed in the software update.

Santa Clara County, CA: Price tag swapper arrested on grand theft
charges
The
Santa Clara County Sheriff’s Office has arrested a suspected thief they
believe swapped price tags at multiple stores’ self-checkout in the
county, the department announced on Sunday. According to the sheriff’s
office, the suspect accumulated more than $11,000 in stolen merchandise
in a span of a month. The department’s Retail Theft Task Force
investigated the suspect. The suspected thief allegedly used online
marketplaces to sell stolen items, according to authorities. During a
search of the suspect’s property, police found and recovered more than
$2,600 in merchandise. Authorities said the suspect has a history of
fraud, credit card theft and burglary arrests in other states. He was
arrested on grand theft charges, according to the sheriff’s office.

Springfield, IL: Central Illinois pawn shop owners, employees charged in
retail crime operation
Owners
of some central Illinois pawn shops, along with employees have been
charged for allegedly reporting merchandise as stolen and then reselling
those products. A Bloomington family that owns and operates several
Monster Pawn shop stores is being charged, along with people in the
Springfield area. Illinois Attorney General Kwame Raoul said that the
Pierce family and associates ran an organized retail crime operation at
the stores, including the two Monster Pawn shops in Springfield, between
November 2023 and July 2024. The family, along with shop managers and
employees allegedly bought new merchandise and then reported it as
stolen. They allegedly resold the items online, below market value,
according to a news release. Raoul’s office investigated the case along
with the U.S. Department of Homeland Security Investigations; the
Illinois Department of Revenue Criminal Investigations Division; and the
Bloomington, Chatham and Springfield police departments.

Lacey, WA: They stole from one store, then resold those goods at their
own store
A man and woman were arrested last week on suspicion of organized retail
theft after Lacey police say they stole from one store, then planned to
resell those goods at their own store. Lacey police were tipped off by
representatives at Target, saying the couple had entered the store on
Sleater Kinney Road Southeast eight times in November and December,
police announced in a news release. Over that period, the couple had
stolen more than $1,800 in household goods. Target officials were able
to identify the couple because they had previously been arrested in
Multnomah County, Oregon, for the same crime, according to the release.
Then on Jan. 16, Lacey police located the man and woman at their home in
Lewis County, where they operate an antique and home goods resale store.
Several items from Target, which were marked to be resold, were
recovered, according to police.

Rancho Cordova, CA: Northern California police seize $4,000 worth of
baby formula in retail theft operation
Police officers in Northern California recovered thousands of dollars
worth of stolen merchandise, including $4,000 worth of baby formula in a
retail theft operation. Recently, the Rancho Cordova Police Department,
with assistance from Sacramento County Probation officers, conducted a
retail theft operation in the Folsom-Olson-Zinfandel shopping center.
RCPD said the team made 11 felony arrests under the new Proposition 36
law, issued four misdemeanor citations, and recovered $5,732.48 in
stolen merchandise. During the operations, one couple was arrested after
they were found to have $4,000 worth of stolen baby formula in their
vehicle, according to RCPD. Detectives subsequently authored a search
warrant for their residence and said they recovered additional caches of
stolen baby formula.

Antioch, TN: Three females arrested for theft of almost $2,000 in
make-up products from Antioch store
On Wednesday night, Jan. 15, 2025, this trio of sneaky swindlers entered
the Sephora store in the Slatten Ranch shopping center with nefarious
intentions. With empty purses this gaggle of grifters began filling
their bags with almost $2,000 in make-up products and left without
paying. Luckily for us the Contra Costa Sheriff’s Department was flying
their helicopter over our city and watched the suspects enter other
stores. They were unaware that no amount of concealer would save them
from the consequences. All three were quickly located and arrested. All
3 suspects had prior arrest records.

Mt Juliet, TN: Wanted man runs out of Mt. Juliet store with $500+ worth
of stolen items while police waiting outside
While monitoring a stolen car parked outside of a Mt. Juliet store
Sunday, authorities ended up arresting a man with multiple warrants
after he reportedly ran out of the store with stolen merchandise worth
hundreds of dollars. The Mt. Juliet Police Department (MJPD) said its
Guardian Shield license plate recognition system notified officers on
Sunday, Jan. 19 about a Nissan Frontier — which was stolen from
Nashville on Friday, Jan. 10 — as it entered the city via Interstate 40.
Law enforcement found the vehicle parked in a handicapped spot at
Academy Sports and Outdoors. As they watched the car, authorities said a
47-year-old Nashville man rushed out of the store, carrying more than
$500 worth of stolen items, and was quickly taken into custody.

Mississauga, On, Canada: Smash-and-grab jewelry store heists are a thing
— the industry's working to put thieves on ice
These daring crimes became more commonplace following the COVID-19
pandemic and heightened last year, said Scott Hayes, security adviser
with Jewellers Vigilance Canada, a non-profit arm of the Canadian
Jewellers Association. Now, Jewellers Vigilance Canada is preparing to
meet with its members to address the issue amid a rise in
smash-and-grabs in Ontario. The meeting's date hasn't been set yet, but
it'll include presentations from police and insurance companies.

Augusta, GA: New suspect arrested in murder of C-Store worker during robbery
A second suspect has been arrested in connection to the armed robbery and murder
of an employee at Augusta Smoke Shop, we learned on Monday. Burke County
Sheriff’s Office investigators say they had previously identified the second and
third suspects but had not located them. Antwan Herndon, of Waynesboro, came
forward to the Burke County Sheriff’s Office Sunday evening, authorities say.
Richmond County Sheriff’s Office investigators came to Burke County to question
Herndon. Herndon gave investigators sufficient information for them to charge
him in connection to the robbery/murder, according to authorities. Authorities
say Herdon is in custody in Burke County awaiting extradition to Augusta, and
his mugshot is still pending. The third suspect, identified as Terry McClennon,
remains large.

Antioch, TN: Man dead after ‘targeted shooting’ in shopping center parking lot
A man has died after he was shot during an “apparent targeted shooting” in the
parking lot of an Antioch shopping center, according to officials. The Metro
Nashville Police Department (MNPD) said the shooting was reported just before 1
a.m. Monday in the 800 block of Hamilton Crossings outside of Sky Bar Lounge.

Lafayette, IN: Juvenile arrested in connection with Malibu Jack’s shooting
incident
The Lafayette Police Department has arrested a 16-year-old male in connection
with a shooting incident reported at Malibu Jack’s (Indoor Amusement Park) in
the Tippecanoe Mall on January 16, 2025. Authorities responded to a call about a
possible shooting at approximately 5:45 p.m. and confirmed that no injuries
occurred. Following an investigation, the juvenile was charged with Criminal
Recklessness with a Firearm and Dangerous Possession of a Firearm. Police
emphasized their commitment to public safety and stated that such reckless
actions would not be tolerated.

Des Moines, IA: Police say GPS tracking device led them to arrests of suspects
in string of Walgreens Armed Robberies
Des Moines police say a GPS tracking device helped lead them to arrest two
people after three armed robberies were reported over 30 minutes Saturday.
Thirty-six-year-old Clayton Joseph Sanders and 23-year-old Neveah Jeaniya Burks
were charged with three counts of first-degree robbery, conspiracy to commit a
forcible felony and persons ineligible to carry dangerous weapons. Police were
called to three separate Walgreens at 1330 E. University Avenue, 3030 University
Avenue and 3501 Ingersoll Avenue between about 12:10 and 12:40 p.m. At the third
location on Ingersoll, police say the cash Sanders stole had a GPS tracking
device in it, providing officers with updates on the suspect's location.

Mississauga, ON, Canada: Jewelry store robbed again in Mississauga mall, second
robbery this year
On Sunday, several masked people entered a jewelry store in Erin Mills Parkway
and Eglinton Avenue area at approximately 3 p.m., a Peel Regional Police
spokesperson told INsauga.com. A video on social media shows Charm Diamond
Centres being robbed.
