In
Philadelphia, 559 people were murdered in 2021, the most in the city's
history. It's a record everyone saw coming and no one was able to stop. And
it has scraped scars into the psyche of Philadelphians.
The 559 murders are the most since the city began keeping records in the
1960s. It's more murders than during the crack epidemic
of the early 1990s. It's more murders than in far more populous
cities in 2021, including New York and Los Angeles.
And it is an increase from last year's 499 murders, and a large increase from
2019, when Philadelphia recorded 356 homicides. More than 200 children and teens
have been caught in the crossfire amid the rising violence. The controller's
office says 36 minors were killed by gunfire and another 206 wounded in 2021.
"The whole city of Philadelphia, I would say, is likely to be traumatized
from this year -- the pandemic, the gun violence, all of it," DeCarlo said.
The city appropriated $155 million to public safety in its last budget,
including $16 million for neighborhood-based groups fighting violence. However,
Mayor Jim Kenney twice this year
declined to issue an emergency declaration on gun violence, something pushed
by both activists and fellow lawmakers as a way to clear red tape and expedite
resources to combat the problem.
He called for the city to have the ability to set its own gun laws, better
coordination and cooperation among police, elected officials and the office of
Philadelphia District Attorney Larry Krasner, and for improvements to
neighborhoods and schools.

have often said that being a mayor is one of the hardest jobs in the country.
You are on the front lines of our nation’s most complex problems, and the
work you do has immediate impact on people’s lives. Over the past two years,
you have faced unprecedented challenges caused by the COVID-19 pandemic,
large-scale demonstrations for racial justice and a rise in hate crimes and gun
violence.
Public safety is a top priority for the Department of Justice, and we have
dedicated substantial resources to supporting our state and local partners as
they investigate and prosecute violent crime. But, experience and research have
taught us that enforcement alone is not enough to prevent crime. In May, the
Attorney General
announced a comprehensive strategy to reduce violent crime, and the
department has deployed all of its tools — vigorous law enforcement; training
and technical assistance; and financial support to state and local jurisdictions
— to fight violent crime, strengthen communities and build community trust.
Last year, the department awarded approximately $4 billion in grants,
including $1.6 billion awarded just last month, to support a wide range of
programs, and President Biden has requested more than $7 billion for the
department’s grantmaking components in Fiscal Year 2022.
The department’s highest priorities — combatting hate crimes and reducing gun
violence.
The department is also using its rulemaking authority to strengthen our
responses to gun violence. The department has
proposed new rules that will close loopholes on “ghost guns” and the use
of accessories to convert pistols into short-barreled rifles so that we can keep
guns out of the hands of those seeking to evade background checks.
The department is committed to addressing violent crime in all of its forms.
The U.S. Attorneys' Offices across the country have worked with federal, state,
local and community partners to identify and address the most pressing violent
crime issues in their respective districts.
And the department’s grants programs, including the
JAG Program,
the COPS Hiring Program
and the
Smart Policing Initiative, increase state and local enforcement capacity
by helping jurisdictions hire personnel, buy equipment, update technology,
protect schools, reduce youth gang violence and implement innovative and
evidence-based solutions to efficiently tackle chronic crime problems.
The department is developing resources and best practices on addressing mass
demonstrations and civil unrest. Effectively managed protests show the best
of the policing profession, allowing communities to exercise their
constitutional rights and for officers to demonstrate what tactics can build
public trust. We have started convenings with elected officials, community
advocates and police leaders, to understand the practical lessons from those
with significant experiences with these issues, and we plan to issue a best
practices publication that will assist law enforcement agencies with protest
management.

Big Cities 'Rolling Out The Red Carpet for
Thieves'
Organized retail theft a significant problem for merchants, municipalities, law
enforcement
When
cities like Chicago minimize penalties for retail theft, it’s like rolling
out the red carpet for thieves, those in the industry say.
“Most retail theft is not for need, it’s organized,” Illinois Retail Merchants
Association President and CEO Rob Karr told The Center Square.
Karr said lax enforcement leads to lost sales
tax revenue for municipalities. What’s more, it often funds other
far-reaching illegal activities, things like gun crime, illicit drugs and even
human trafficking.
One way it works: “You’ll have one group, they’re going to want a hundred Gucci
bags or a hundred power drills or a hundred fleece sweaters, and that order will
go to a fence who will ship it out to somebody else who will then hire it out to
someone who will go steal it,” Karr said. The term “fence” is slang for someone
who buys and/or resells stolen property. “They’ll then send it back to their
fence, who’ll then monetize it, and that money makes its way back up to the
people who originally placed the order.”
Karr said there’s a need to recognize that larger-scale retail theft is not a
one-off activity and that criminals look for localities where enforcement is
minimized. And retail theft hurts everyone.
“Sales taxes fund state and local governments,” Karr said. “Sales tax is the
largest source of income for many locations in Illinois, and for the state as a
whole, it’s the second largest.”
Organized retail theft has grown over 60% the past five years, according
to the National Retail Federation. Karr said it has accelerated during the
pandemic but stresses it is not merely a pandemic problem.
It’s a mistake to lump organized retail theft in with non-violent crime, Karr
said, a mistake that reflects how policy makers and law enforcement still see
the issue from what he calls “a 20th Century point of view.”

Organized retail theft is flooding the internet with stolen goods
While organized retail theft has been going on for decades, it has now grown
into a $45 billion a year illegal industry. Former FBI agent Ross Rice says that
is because criminals know they’ll likely get away with it.
"We’ve seen stories recently where the same business has been targeted two or
three times in the same month. Well, why are they going back to the same place?
Because they got away the first time," said Rice. "You don’t have armed
security, and most of the stores have told their employees don’t get involved,
don’t intervene, we don’t want anyone hurt."
Rob Karr of the Illinois Retail Merchants Association says organized retail
theft has grown 60 percent over the last five years — particularly in areas
where criminals perceive law enforcement to be lax.
So, where is all that stolen stuff going? While some winds up in pawn shops,
flea markets or peddled out of cars, experts say the biggest marketplace is
as close as your computer or cellphone.
Although online platforms have rules prohibiting the sale of stolen merchandise,
it's hard to verify where items posted on the web actually come from. Illinois
Sen. Dick Durbin recently held a judiciary committee hearing on organized retail
theft.
"When you buy products from third-party sellers in online marketplaces, you’re
really rolling the dice," said Sen. Durbin. "We need urgent action from those
in congress."
Congress is working on a tool to do just that — the INFORM Consumers Act.
The INFORM Consumers Act is a bipartisan bill that would require online
retailers to disclose exactly who is selling what you’re buying.

Manhattan District Attorney Alvin Bragg
has hired a crisis-management team to put out the fires of widespread
outrage over his let-’em-loose approach to law enforcement. Can he really
think the problem is that New Yorkers just don’t understand his order against
prosecuting serious crimes as serious crimes?
They do understand, of course: They know it guarantees more serious crime.
That’s why, just two weeks into his tenure, an
online petition is calling for his removal while even Republicans only
thinking about running for governor are promising to do just that.
Hence the exodus of top-notch talent from the Manhattan DA’s Office, with
at least nine prosecutors resigning since Jan. 1, including the esteemed
Joan Illuzzi-Orbon.
“I know one [ADA] who was with the office over 20 years who left without a job,”
one law-enforcement source said. “They didn’t want to work in this kind of
office. They wanted to continue prosecuting the law.”
Bragg can call in all of the fixers he wants, but even Scandal’s Olivia Pope
couldn’t save him, not unless and until he gets serious about the
ever-increasing crime, in just about every major category, plaguing the city.
Saying you care about crime won’t help when you refuse to fight it.

COVID May Never Go Away But Public Health Emergency Could Be Over This Year
The COVID-19 virus may never end, but strict guidelines and vaccination
requirements could lead to an end of lockdowns and hospitalizations. The
head of emergencies at the World Health Organization (WHO) spoke about it on
Tuesday during a panel discussion hosted by the World Economic Forum.
"We may never end the virus" because such pandemic viruses "end up becoming
part of the ecosystem," Dr. Michael Ryan said. "[But] we have a chance to
end the public health emergency this year if we do the things that we've been
talking about."
Ryan said that the tragedy of the virus would continue if the vaccines and other
tools were not shared fairly. The virus has killed more than 5.5 million
people worldwide. The discussion also centered around vaccines, lockdown
protocols and impact it has had on the economy.
While COVID-19 is highly unlikely to be eliminated, it could kill people at much
lower levels, even if it becomes endemic and after, according to public health
officials, the Associated Press reported.
For 2022, the goal of the
WHO is to have 70 percent of the population in every country of the world

results
As
the Omicron surge drives infection rates to record highs, testing has emerged as
an essential tool for limiting its spread. But over the last month, laboratories
and manufacturers have struggled to keep up with the demand.
In December, neighborhood pharmacies sold out of rapid antigen tests.
Getting an appointment for the more sensitive and definitive PCR test took days,
and results even longer. Once again, the pandemic had exposed a weakness in the
country’s healthcare system.
“I think that unfortunately, we are as unprepared for the type of surge we are
experiencing — from a testing perspective — as we were a year ago,”
Free at-home coronavirus testing kits, now available to households around the
country, promise to ease the bottlenecks, but questions over shortages and
delays threaten to undermine confidence. Answers, however, lie in the numbers.
Lab Results Wave: “Labs have to go from a normal level of testing to three
times or 10 times more in a surge,” he said. “It is a very difficult ask.
Everyone should have access to PCR tests that we can turn around in 24 hours.
That is what a federal response should look like.”

GOP and Democratic governors reinstate Covid emergency orders to combat omicron
surge
As Covid-19 cases surge across the nation, Republican and Democratic governors
alike are issuing new or reinstated emergency health orders in an effort
to slow the spread of the omicron variant and alleviate the strain on hospitals.
Officials from Maryland, Virginia, New Jersey, Kansas and California have
all announced executive measures — some of which are renewals of emergency
orders that are expiring or have been lifted — since the start of the month.
Instead of ordering lockdowns and business closures, which devastated the
economy at the beginning of the pandemic, the fresh round of orders is designed
to free up resources so state and local agencies can prepare for the onslaught
of cases and potentially overwhelmed hospitals.
After months of falling case numbers, Covid infections resurged to unprecedented
levels over the holidays due to the highly contagious omicron variant.
The U.S. has reported an average of more than 743,000 cases per day over the
past week, according to data compiled by Johns Hopkins University. That
marks more than three times the level reported during last winter’s previous
record.

Apple's Vaccine Mandate a Model for the

Op-Ed: Apple's Covid-19 Booster Mandate Is the Best I've Seen Yet
It's a model for every business trying to balance workplace safety and
employee needs.
Earlier
this week, Apple told employees of both its corporate offices and its
retail stores that it will require them to get a
Covid-19 booster shoot. That's according to an internal email reported by
The Verge.
Employees will be required to get the booster shot within four weeks of
their eligibility, or they will be required to undergo frequent testing before
they'll be allowed to enter Apple's retail stores or corporate offices.
Unvaccinated employees will also have to provide negative test results prior to
entering work, starting January 24.
Essentially, Apple is informing employees that "fully-vaccinated" now means
getting a booster shot. Notably, Apple isn't threatening to fire
unvaccinated employees--or bar them from coming into work--both of which are
steps other companies have taken.
Apple's approach is important because of its size and influence. It has the
ability to shape the way other companies respond to the changing conditions
of the pandemic.
Over the past two years, Apple has served as one of the best indicators of
how Covid-19 was affecting different communities. The company was aggressive
in monitoring local conditions and didn't hesitate to close retail stores in
areas when cases surged.

Starbucks drops vaccine-or-test requirement; adds new COVID protocols
Starbucks has changed course on its vaccine mandate for employees following
the decision last week by the Supreme Court to block the Biden
administration’s vaccine-or-test rule for large businesses.
In early January, Starbucks said its U.S. employees had to disclose their
vaccination status by Jan. 10. It said that employees who choose not to be fully
vaccinated by Feb. 9, when enforcement of the federal vaccine mandate for
companies with 100 or more employees was scheduled to begin, would have to
present a negative COVID-19 test and be tested weekly.
In his letter, Culver said Starbucks will still strongly encourage employees
to get vaccinated and to disclose their vaccination status. More than 90% of
workers have already disclosed if they have been vaccinated, and the “vast
majority” have been fully vaccinated, according to Culver. The company will
continue to offer two hours of paid time off for getting the shots.
Starbucks also announced several new Covid-19 safety protocols. Employees
must wear a three-ply medical grade mask, including a N95, KN95 or KF94, at
work. Cloth masks will no longer be allowed.

Arizona Gov. Ducey quietly approves $95M in virus cash to boost pay for
troopers, prison guards and more
Arizona
Gov. Doug Ducey quietly tapped $95 million in federal coronavirus relief money
in November to boost pay for state troopers, prison guards and workers in
several other state departments deemed essential.
The Republican governor’s office did not announce that he was using cash from
President Joe Biden’s American Rescue Plan Act to provide 20% pay boosts to
the state’s corrections officers, 15% increases to state troopers and 10%
increases to workers at the departments of child safety, economic security,
juvenile corrections, transportation and health services.
Using the money to provide premium pay for essential workers is allowed
under terms of the virus relief law signed by the Democratic president last
March. It allows state and local governments to boost pay by up to $13 per hour
for essential workers and allows a maximum per-employee amount of $25,000.
Ducey is seeking similar permanent raises for troopers and at other agencies in
the budget proposal he released on Friday.

Amazon is opening a brick-and-mortar clothing store in Los Angeles later
this year.
Amazon
will be opening a brick-and-mortar clothing store later this year called
"Amazon Style," the company
announced Thursday. The store will be located in Los Angeles and will
feature a range of brands.
Amazon Style will rely heavily on technology for its shopping experience
according to the company's press release. The shop floor will feature "display
items" which will showcase a product in just one size and color. Shoppers will
be able to use the Amazon app to see more options.
Amazon confirmed to Insider that customers who prefer to shop without phones
will be able to ask a store employee for help finding the correct items.
Customers also won't have to carry items to fitting rooms. Instead, they'll scan
a QR code for an item and have it added to a fitting room for them.
Shoppers will also be able to use Amazon's palm-scanning payment system,
Amazon One, at the checkout.
This isn't Amazon's first venture into physical stores. The tech giant
bought supermarket chain Whole Foods in 2017. In 2018, it opened its first
cashierless
Amazon Go convenience store, and it has recently begun
expanding its own-brand supermarket

Supply chain crisis wouldn't be as bad if shoppers didn't have so much choice
Some stores are cutting back on the variety of items they offer, following
the less is more mantra.
With the supply chain now under strain, those retailers that offer fewer
product types are better positioned to withstand the challenge, experts say,
and maintain their commitment to the customers who choose to shop there.
Take the Aldis, Lidls, Dollar Generals, Dollar Trees, and to some extent, the
Costcos of the world. These stores have a limited number of specific items
in their stores and stock a large amount of own-brand goods. This approach means
they can reduce costs and streamline supply chains, Dave Marcotte, longtime
retail and supply chain expert from Kantar Consulting, said in a recent
conversation with Insider.
Buying fewer products in bulk gives these stores greater bargaining power
with suppliers and means they have a smaller assortment of items to worry about
being in stock and, most likely, fewer suppliers to deal with. Lidl's UK and
Ireland CEO
flagged this advantage in a recent interview.

Peloton hires McKinsey to review cost structure; cycle maker may cut jobs, close
stores
Peloton is working with management consulting group McKinsey & Co. to review
its cost structure and potentially eliminate some jobs, CNBC has learned.
The possible job cuts were discussed in a recent call with members of Peloton’s
management team, according to a recording obtained by CNBC. The apparel
division, which has seen particularly weak sales, is one area that could be
targeted. The company doesn’t disclose revenue from its apparel business.
Peloton is also considering asking employees at its brick-and-mortar retail
stores to take customer service calls during less busy times, according to the
call. At one point, a Peloton executive on the call said that 15 stores are
“on the cut line.” Peloton operated 123 showrooms as of June 30, in the
U.S., Canada, the U.K. and Germany.

In response to the rapid growth of buy now-pay later (BNPL) use among
consumers, credit reporting agency Experian announced Wednesday it’s
implementing the Buy Now Pay Later Bureau, which will provide a
platform for BNPL providers, fintechs and point-of-sale lenders to share
payment data tied to these transactions, the company said in a news release
provided to Payments Dive. Will also offer "a comprehensive view of consumer
payments" including outstanding BNPL loans with risk scoring in line with FCRA.

Artificial Intelligence: The Retail Risk
The Opportunity And The Danger Of Artificial Intelligence At Retail
If a crate of products is delivered to a store and left in the back room rather
than unpacked and put on the shelf, an all-too-common problem in retail, the
system records a decline in sales of the product. A reasonable analysis of the
data assumes that demand for the product has declined and the product is either
dropped by the retailer or reorders are reduced.
Now along comes artificial intelligence (AI) and, using data, cameras or both,
realizes that demand didn’t drop, there’s an operational problem that’s causing
sales to decline. If the system is a full suite of AI software, according to
Bill Inzeo, Global Retail Technology Strategist of
Zebra Technologies,
it will create and prioritize a list of tasks that need to be accomplished in
the store and the left-behind crate problem will get addressed.

That’s one small example of how AI works; it finds problems and figures out
how to solve them. It shows management what’s really happening and it
implements solutions. It exposes the reality of a situation so that it can be
improved. It sets up corrective actions automatically to reach its goals without
any human involvement.
A new book coauthored by Eric Schmidt, former CEO of Google, Former Secretary of
State Henry Kissinger and Daniel Huttenlocher, an MIT dean and Chair of the John
D. and Catherine T. MacArthur Foundation, entitled The Age of AI And Our Human
Future raises some concerns about where AI is leading us.
Schmidt/Kissinger/Huttenlocher argue that the software is doing more than
just revealing data. They say it is revealing a new reality, a reality that
people can’t see without the AI. The authors say that the challenge of that is
not unlike the creation of the industrial age; a new reality will be discovered
and not all its outcomes will be good. When a computer takes over the strategy
for a store and develops strategies and puts chores on task lists for humans to
do, there’s no telling where it can lead. Depending on what the computer is told
to maximize, there is harm that can come to customers, employees, safety, and
people’s well-being when the computer gets to choose what people do next.
The risk for laborers, harm to consumers and the environment is potentially
out of control when the software tries to maximize outcomes without regard to
incidental damage. We are in very early days in AI. There’s virtually no
risk right now that we will see outcomes that are perilous to humans based on
AI, that’s only science fiction right now. But as AI develops, that will change
and with the pedigree of these authors their warning is hard to dismiss out of
hand.
Without agreed-upon guidelines, that could be anything. Because it’s early,
now is the time for the industry to talk about the risk in AI and to act as
one for everyone’s long-term benefit.

Three recent events prove the need for an insider risk playbook
Pfizer, Ubiquiti and Code42 all faced real
or potential insider threats that could have been a lot worse if they did not
have a plan to deal with them.
Every company, regardless of size, should have an insider risk management
playbook in place to address the insider threat. The human factor is always
in play, mistakes will happen that inadvertently place the company at risk. The
other side of the human factor are the malevolent individuals who opt to break
trust and willingly push aside their NDAs and in-place IT data handling
processes and procedures to knowingly abscond with sensitive data.
Ubiquiti’s insider risk mitigation plan pays off
Malicious insider
Nikolas Sharp of Ubiquiti stole his company’s data and then attempted to
maneuver the post-investigation efforts away from his own actions and to
extort from his employer $2 million. While the Ubiquiti team did not stop
the exfiltration of the data, once an anomalous activity was discovered, they
executed on their mitigation plan, and eventually brought in the FBI to address
the criminal aspects of their insider incident.
Code42 detects improper downloads early
Prime components of the mitigation playbook, or plan, according to Code42’s vice
president of portfolio strategy and product marketing, Mark Wojtasiak, is
embracing the three T’s of transparency, training and technology. In his
December 2021 piece, “Your
employees are making a run for it, and so is your data,” he emphasized the
need to “Teach them company data ownership policies, set expectations in terms
of ownership and develop guidelines they can follow when in doubt.”
Pfizer threat monitoring identifies data theft
Pfizer had beefed up its insider threat monitoring capability when it
implemented a technology that monitored employee uploads to devices in October
2021. On October 29, they discovered that between October 23 and 26 an employee
transferred over 12,000 files “from her Pfizer laptop to an online Google
Drive.”

Armed Robbery Response for Cannabis Retailers
While any retailer can become a victim of an armed robbery, some businesses are
more at risk. These businesses are often referred to as “high risk” businesses
due to their valuable inventory and large amounts of currency on hand, such as
pawn shops,
cannabis businesses,
and jewelry stores. Proactively preparing for an armed robbery is one of the
best ways to prevent an armed robbery in any business. Should an armed robbery
occur, these preparations can reduce the likelihood of any long-term negative
effects, including closure of the business.
Preventing an Armed Robbery
The first thing business owners must do is
identify the risk of an armed robbery at their business.
Owners must determine the estimated value of inventory products and the average
amount of cash that will be on hand at any time to decide if the business would
be considered “high risk”. The area in which the business is located should also
be considered. If the area is considered “high crime” or has a history of
robberies or thefts, this could increase the business’ risk of incurring an
incident. To accommodate this increased risk,
business owners should increase security measures at their facility, such as
installing more cameras or other security devices,
contracting with a security guard company, or hiring a security expert to
conduct a
risk assessment to determine the specific risks for the business.
Responding to an Armed Robbery
In the event that an armed robbery occurs at the business, thoroughly vetted and
trained employees will know that the business values its employees’ safety over
things that can be replaced, like
products or cash.
Employees will know not to panic, make any sudden moves, or attempt to subdue
the robber. Instead, in the interest of safety,
employees will
comply with the robber’s demands.
Training should emphasis that employees should only cooperate with the robber
and should not offer any additional information, conversation, cash, or
products. The goal of responding to an armed robbery should be to
get the robber out of the business as quickly as possible.
Recovering from an Armed Robbery
Once the robber has left the premises, employees should be trained to
lock all entry ways and call the police to report the armed robbery and any
pertinent details.
If the armed robbery resulted in any injuries, employees should be trained to
alert emergency personnel of this fact and the status of those who have been
injured. Employees should attempt to
preserve the crime scene as much as possible
until police arrive to prevent hindering the investigation.

New Kind of Online Shopping Fraud
How Buy Now, Pay Later is being targeted by fraudsters
Consumers are increasingly utilising Buy Now Pay Later (BNPL) payment options
to make online purchases. Indeed, several e-commerce companies reported huge
uptakes in sales, via BNPL, over the festive period, most notably around 2021’s
Black Friday and Cyber Monday retail peaks.
PayPal reported an increase of nearly 400% of consumers using its new BNPL
payment option, and Klarna reported a 141% increase in US sales over the
period, compared to Black Friday 2020. As a result, BNPL is currently the
fastest growing e-commerce payment solution of recent years, now accounting for
2.6% of global e-commerce sales (excluding China).
BNPL has been labelled the younger generations credit card due to its popularity
amongst millennials and Gen Z shoppers. However, with this increase in activity,
the fraud rate has also increased – current data shows that fraud rose by 66%
in 2021 compared to 2020.
So, while companies offering BNPL are seeing an increase in purchases and
revenue, the payment option is also attracting fraudsters, who are always
on the lookout for loopholes in payment systems and often target new systems to
make a profit at a retailers’ expense.
There is currently no regulated system in BNPL products to carry out credit
checks on a customer’s personal financial circumstances. As a result, fraudsters
are masquerading as genuine customers and setting up fake accounts when they
make their first purchase, paying one instalment, then closing the account
once they have received their goods.
Another more well-known type of fraud that is affecting BNPL is account takeover
fraud (ATO). Fraudsters gain access to genuine customer accounts and use their
cards to make payments, or to test stolen cards. It has been reported that
attempted ATOs nearly tripled over Black Friday and Cyber Monday last year
(2021). New companies and payment platforms are attractive targets because
they have less fraud knowledge and historical data to combat many instances of
ATO, which are unlikely to be picked up by new systems.

Amazon employee angst over low pay reaches crisis levels, driving attrition
higher across senior ranks, insiders say
Some Amazon employees and executives are frustrated with what they
perceive as below-market pay.
A
growing number of Amazon employees, including senior staff, are more
aggressively pushing for better compensation, disenchanted with what they
perceive as below-market pay.
"The pay issue is absolutely a big concern," a senior manager at Amazon
said. "Amazon is a demanding place to work, but tied in with pay, that makes it
a very difficult place to stick around." This person, as well as many others who
talked to Insider, spoke on condition of anonymity to discuss sensitive topics.
The rancor over pay is leading to higher attrition. At least 50 vice
presidents left Amazon last year, a turnover rate of more than 10% at that level,
according to people familiar with the matter and Insider's analysis. That's
rare for a company known for the loyalty and long employment history of
valued senior leaders.
"I've seen more people exit out of there in the last year and a half than I've
ever seen before," one former executive, who said attrition across the company
was typically 6 to 8% a year, said. A senior employee at Amazon Web Services
said a bigger exodus was expected at the cloud unit once staff learned about
their latest compensation packages in February.

Using Boosters They Sold Over $3M of Stolen
Goods on eBay
Former Rochester Pawn Shop Owner Pleads Guilty To Selling Stolen Goods
Devin
Tribunella, 37, of Rochester, NY, pleaded guilty to transportation of stolen
goods in interstate commerce. The charge carries a maximum penalty of 10 years
in prison and a $250,000 fine.
Tribunella owned and operated Royal Crown Pawn & Jewelry on Dewey Avenue in
Rochester. Tribunella and his employee, Wade Shadders, purchased stolen goods
and merchandise from individuals, commonly referred to as “boosters,” who
shoplifted the goods and merchandise from Rochester area retail stores.
Tribunella routinely advised the boosters what type of merchandise to steal from
the retail stores, such as Lowes, Home Depot, Target, and Walmart. Tribunella
listed the stolen goods for sale on eBay, advertising the goods as “New”
or “New-In-Box” and priced below retail value. Between January 2017, and
November 2019, Tribunella sold and shipped (or caused to be shipped)
approximately $3,248,426 worth of those stolen goods to buyers located outside
of New York State.
As part of his plea, Tribunella will forfeit over $200,000 cash, four luxury
vehicles, and will be required to pay a $1,600,000 money judgement. Wade
Shadders was previously convicted and is awaiting sentencing.

California authorities recover over $200k in stolen items from Louis Vuitton and
Lululemon
The
California Highway Patrol has recovered more than $200,000 in stolen items from
"smash-and-grab" robberies across the state. In a tweet posted on Wednesday, the
California Highway Patrol announced that its Organized Retail Crime Task Force
conducted an operation in the Bay Area on Sunday, which led to the arrest of a
"known fencing suspect." According to the law enforcement agency, the operation
resulted in the recovery of an estimated $185,000 in merchandise stolen from
"numerous retailers," including Louis Vuitton in San Francisco.

Encino, CA: 3 charged in cellphone store robbery may be linked to dozens more
such thefts
Three defendants are facing a federal charge stemming from the smash-and-grab
robbery of a T-Mobile store in Encino last weekend, prosecutors announced
Wednesday. Rayford Newsome, 22, Tony Tyron Lee Stewart, 21, and Jerome Gregory
Belser, 20, each face one federal count of obstructing commerce by means of
robbery, according to a criminal complaint filed Tuesday in Los Angeles federal
court. The three could be linked to as many as 50 cellphone store robberies
throughout the Southland between Nov. 11, 2021, and last Saturday, according
to a Los Angeles Police Department detective who wrote the sworn affidavit in
the case.
The defendants were arrested on Saturday hours after the heist at the T-Mobile
on Ventura Blvd. Surveillance and cellphone video of the robbery showed three
suspects carrying distinctive looking hammers walking into the store during
store hours, smashing display cases and taking Apple iPhones and other
merchandise, according to the complaint. Law enforcement received reports of
similar robberies the same day at cellphone stores in Inglewood, Long Beach and
Woodland Hills, the complaint states. Federal prosecutors allege that GPS
location data for phones belonging to Newsome and Stewart, and a blue Kia Optima
they were arrested in, showed that the phones and the car were in the vicinity
of the robberies around the time they occurred.

Los Angeles, CA: Update: 4 arrested in smash-and-grab at Studio City Lululemon,
$72K in items recovered: CHP
Four
people were arrested and about $72,000 in stolen merchandise recovered after a
smash-and-grab at a Lululemon store in Studio City, authorities said Wednesday.
The burglary was reported a day earlier in the 12100 block of Ventura Boulevard,
according to the Los Angeles Police Department. Two men and two women entered
the location and made off with a large amount of merchandise from the athletic
apparel retailer’s store, police said. LAPD tracked their vehicle to the 5
Freeway in the Santa Clarita Valley and chased them until the California Highway
Patrol took over the pursuit, officials said. Officers were following the car
northbound on the 5 when the vehicle crashed in the Fort Tejon area, according
to CHP. Four people identified as the suspects in the Lululemon theft were
subsequently located and arrested, the Highway Patrol tweeted Wednesday.
Officers recovered an estimated $72,000 worth of stolen items, they said.

Biloxi, MS: Police searching for man accused of stealing Saints gear
Police are looking for a man who they suspect of stealing $1,700 in Saints gear
from a store at Edgewater Mall. The man is accused of stealing multiple New
Orleans Saints jerseys and other clothing items valued at more than $1,000 on
October 17. He then returned to the store on December 22 and allegedly took 10
black Saints hoodies, valued at more than $700 and ran from the store without

Canberra Centre Apple Store $60,000 burglary
ACT Policing arrested a teenager on Wednesday evening in connection to an
alleged burglary where $60,000 worth of Apple products was stolen. Police allege
that about 4am on Wednesday, the 16-year-old boy and another man broke into the
Canberra Centre and a short time later gained entry to the Apple Store. Security
staff were alerted to the alleged burglary by an alarm and attended as the
offenders were fleeing with about $60,000 worth of electronic devices. Police
said the offenders dropped a bag of stolen Apple products while fleeing.

Los Angeles, CA: Update: Suspect captured in furniture store slaying, a crime
that 'shocked' LA neighborhood

Kupfer texted a friend that afternoon saying someone in the store was giving her
a "bad vibe." Los Angeles police on Wednesday arrested the man they say killed a
24-year-old woman while she worked alone in a furniture store. The suspect,
believed to be homeless, attacked Brianna Kupfer with a knife just before 2 p.m.
Thursday, the Los Angeles Police Department said. He fled through the store's
back door and Kupfer's body was soon found on the floor by a customer, police
said.
Police on Tuesday identified the suspect as 31-year-old Shawn Laval Smith and
asked for the public's help in finding him. On Wednesday, Smith was spotted by a
citizen who recognized him from the news and responding officers found him at a
bus bench in Pasadena, police said. There is no known motive, police said,
adding that the suspect had randomly walked into the store. Kupfer texted a
friend that afternoon saying someone in the store was giving her a "bad vibe,"
LAPD Lt. John Radke said at a Tuesday news conference. The slaying has "shaken
and shocked our community to its core," Los Angeles City Councilmember Paul
Koretz said at the news conference. While not working at the furniture store,
Kupfer was taking courses in design through UCLA Extension, a continuing
education program.

Houston, TX: Suspect charged with murder after man killed outside Whataburger;
victim was shot and killed during a fight in the parking lot
The suspect was also shot but got away. Houston police say they've arrested a
suspect in connection with the shooting death of a man near a northwest Houston
Whataburger on Tuesday afternoon. Darius Sims, 27, initially got away, according
to HPD, but was later arrested and charged with murder. The victim has been
identified as 19-year-old Daniel Thompson. According to the Houston Police
Department, officers responded to reports of shots fired in the Whataburger
parking lot at 13270 Northwest Freeway. They said Sims and Thompson got into a
fight that escalated when Sims fatally shot Thompson. According to
investigators, Sims also fired shots at one of Thompson's family members, and
the family member returned fire and struck Sims in the leg. A third man was
detained at the scene, and HPD said it believes he is connected to the
disturbance.

Vineland, NJ: Gunman sought in N.J. Wawa killing fired shots inside store
A Vineland man sought on murder charges in a Jan. 13 shooting at a South Jersey
Wawa was captured on surveillance video firing a gun inside the store, according
to court documents. Shaqwil Marlow, 19, allegedly shot Luis J. Rivera Jr., 23,
of Vineland, multiple times as the victim left the Wawa shortly before midnight.
Rivera died at the scene. Marlow shot out the glass in the store’s entrance door
in the incident, according to his criminal complaint. Authorities said last week
that they believed the victim was targeted by the shooter.

Rock Island, IL: No charges to be filed against Vape shop employee who shot
robbers
Charges will not be filed against an employee of a Rock Island tobacco and vape
shop who shot two robbers, killing one, Tuesday night, Rock Island County
Attorney Dora Villarreal said Wednesday night. Rock Island Police were sent to
Blackhawks Tobacco & Vape, 2733 18th Ave., at 10:54 p.m. in response to a report
of an armed robbery and a shooting. According to a news release issued Wednesday
by Rock Island Interim Police Chief Richard Landi, three people wearing masks
entered the store and started threatening employees and demanding merchandise.
One of the suspects had a gun. An employee of the store pulled out a handgun and
fired several shots at the suspects, the release states. The suspects ran from
the store. A short time later, Police received a report of a person with a
gunshot wound in the 1700 block of Lincoln Court. When officers arrived they
learned the wounded person had already left to go to a hospital in Davenport.
Davenport police were called to a Taco Bell in the 1400 block of Locust Street,
where they found the gunshot victim, later identified as one of the suspects
from the robbery. The gunshot victim was then taken to Genesis Medical
Center-East Campus, where he was declared dead.

Chicago, IL: String of businesses burglarized, damaged on Chicago's Northwest
Side and in suburbs
With
a combination of speed, brazenness and brute force, police say a well organized
burglary crew has broken into dozens of businesses over the past month, usually
stealing ATMs and cash registers. They hit four businesses early Wednesday
morning in Elmwood Park, Norridge and Chicago. Surveillance video from the bar
shows one of the thieves ramming the bar’s ATM like a tackling dummy, tearing
the machine’s bolts from the floor. Moments later, all four thieves pushed the
ATM through the front window and loaded it into a Jeep.
Police believe this same crew is responsible for three other burglaries within
an hour’s time this morning, stealing the ATM from a liquor store in Elmwood
Park, a cash register from an Exxon station in Norridge, and breaking into a
liquor store in the 4600 block of North Cumberland in Chicago. There they used
what appears to be a field hockey stick to break in.

detective's leg has been crushed after a stolen car allegedly ploughed into
multiple police cars during a dramatic standoff at a Melbourne shopping centre.
Bystanders watched on in disbelief, filming the moment three police cars were
rammed. Police had been tracking a man and a woman following a crime spree of
ram-raid burglaries across the city's north and west. The dramatic pursuit ended
with the pair's arrests at the carpark of an Airport West shopping centre, where
officers were forced to use batons to smash the windows of the stolen Honda and
drag the two suspects from the car. The pair's arrests come after a stolen
four-wheel drive and a white van were used in ram-raid burglaries in Glenroy and

Joplin, MO: Man draws prison time in Academy Sport armed shoplifting case
A Kansas man who used a gun to ward off employees of the Academy Sports and
Outdoors store in Joplin in a shoplifting incident two years ago has drawn
prison time for the offense. Circuit Judge Gayle Crane sentenced Joshua B.
Mayberry, 29, of Baxter Springs, Kansas, to 10 years on a conviction for
attempted first-degree robbery at his sentencing hearing Tuesday in Jasper
County Circuit Court. The judge ordered that the term be served at the state’s
Institutional Treatment Center, with the court to review the case after 120 days
for possible placement of the defendant on probation. Mayberry pleaded guilty
June 7 to a Class B felony count of attempted robbery in a plea agreement
limiting the sentence he might receive to no more than 10 years. He originally
faced from 10 to 30 years on a Class A felony count of robbery. Mayberry
exited the store a short time later carrying the bag and letting the employee
who was still in the parking lot, as well as other store employees who followed
him out of the business, know that he had a gun and they ought to stay away from
him. Mayberry then got in a car with his female companion, and they left.

Kosciusko County, IN: Man Jailed After Allegedly Stealing $23,000 from Loomis
Armored Car Service

James Doberstein, 30, of Winona Lake, is charged with theft, a Level 6 felony.
According to the probable cause affidavit, on Friday a Kosciusko County
Sheriff’s Office deputy responded to a theft. The deputy arrived at Loomis
Armored Car Service and spoke to a man who said loss prevention had been
conducting an investigation into a theft from the business, which happened
between October and December. The man provided documentation of $23,060 in U.S.
currency that had been stolen.
Loomis had narrowed the investigation to an employee identified as Doberstein,
who provided a statement admitting he stole the money from the business.
Deputies interviewed Doberstein after reading him his Miranda Rights. Doberstein
agreed to speak with law enforcement. During the interview, Doberstein admitted
on multiple occasions he shorted an ATM machine of money while refilling the
machine. He said when he would fill the machine, he would leave a bundle of $20
bills, which contained $2,000. Doberstein would then place the money in his
jogging pants worn under his outer clothing to elude detection by Loomis when
exiting the business. Doberstein said he stole the $2,000 bundles using the same
method an estimated 10 times between October and Dec. 8. He admitted to paying
for past due utility bills, rent, car payments and Christmas gifts with the
stolen money, according to court documents.

to quell train robberies
It’s
been 121 years since the Wild Bunch blew apart a Union Pacific train in Wyoming
and stole $30,000 in the famous Great Train Robbery depicted in countless
movies. Back then, the Union Pacific Police Department was on the job, chasing
down outlaws Jesse James, the Dalton Gang, and the Younger brothers, who all
targeted trains carrying valuable cargo traveling between America’s two coasts.
Now, in 2022, the fabled successors to the Pinkerton Detective Agency are once
again called to tame the Wild West. Six Union Pacific agents have arrived to
stop a new trend that has seen $5 million in goods stolen during the past year
from trains leaving Los Angeles's beleaguered ports. “This is a legendary police
force dating back to the 1800s, and our officers are excited that they’re here
to curtail this huge crime problem along the tracks,” Los Angeles Police
Department Capt. German Hurtado told the Washington Examiner. “In the Old West,
they brought robbers to justice, and I’m sure it will be no different in our
era.
While the theft is happening nationwide, the biggest haul arguably comes from
this depot on the outskirts of downtown Los Angeles where trains are fully
loaded from their port departure. The tracks, lowered in the 1960s to keep the
eyesore away from public view, run alongside a residential area of 100,000
people. “Now, 60 years later, it’s a safe haven and concealment for the thieves
to pick through, providing them cover,” Hurtado said. “Only a security guard was
on staff there, and when he gets a gun pointed at him, he thinks ‘I’m not going
to get killed over this.’” Short-staffed LAPD officers have done the best they
can to patrol the area, but Hurtado’s division only has five units for 15 square
miles. Enter the Union Pacific agents who are now there full time. They were
pulled from Houston and New Orleans and are staying in hotels until more
permanent staff can be added, Hurtado said.
