After a Strong 2018 for Retail Sales, Caution Flags Pop Up
Commerce Department won’t release sales figures due to shutdown;
Analysts note headwinds for 2019
After retail sales wrapped up 2018 strongly, U.S. consumers face headwinds to maintaining last year’s robust level of spending.

The Commerce Department, normally scheduled to publish retail-sales data Wednesday morning, won’t release the figures due to the government shutdown. Still, some private-sector analysts who track the retail sector estimate that Americans stepped up their spending in November and December, crucial months that include Thanksgiving Day, Black Friday and Christmas, but voice caution about 2019.

Some retailers are preparing for consumer spending to weaken, even if there is no sign it will happen soon, said Rod Sides, vice chairman of retail at Deloitte. The firm’s clients are looking to cut costs, he said. “Retailers are going to have to spend 2019 figuring out what they do when the tide goes out.”

Jack Kleinhenz, chief economist at the National Retail Federation, said the U.S. consumer is in a positive position, backed by a solid job market and rising wages. There will be headwinds this year, though, he said.

“Overall the economy is in a good place and the consumer is at this point in a good place, but I do anticipate the general direction of the economy to be slower, but not negative,” Mr. Kleinhenz said.

Rising interest rates could bite into discretionary spending, and a stock-market decline, under way since last fall, could translate into lower spending, the so-called wealth effect. Other factors that could chill spending include a fading stimulus from the tax cut enacted in late 2017 and trade frictions that could worsen.

Further, the government shutdown, especially if it continues, poses a risk to spending. Hundreds of thousands of federal workers missed out on their first payday of the closure late last week.

“Consumer sentiment is at quite a high level,” Janet Yellen, former Fed Chairman, said at a retail conference Monday, but “it has dropped somewhat based on expectations for the future and I think a general sense that the government is not functioning,” amid the shutdown. She also pointed to volatile markets, trade disputes and less synchronized global growth as risks. wsj.com

Sears staves off liquidation, 400 stores to remain open
The company’s chairman and largest shareholder, Eddie Lampert, won a bankruptcy auction for Sears, averting liquidation of the iconic chain, according to a source familiar with the negotiations. J.C. Penney makes changes to executive team; announces open positions
On Tuesday, the retailer named two new executive hires and also announced a list of open positions within the company’s leadership ranks.

Mike Robbins, executive VP of private brands and supply chain at Penney, has been named executive VP, chief stores and supply chain officer, effective Jan. 21. Robbins, who came to Penney in 2015 from Target, will now be responsible for all stores, supply chain and sourcing operations.

Penney, which was hit with a series of management resignations in the wake of CEO Marvin Ellison’s departure for Lowe’s in July, said its search for a CFO is well underway and that it has identified “many compelling candidates.”

In addition, the company said it is seeking to fill key senior management positions and address current business needs as it undergoes a “leadership transition” within the following areas:

● A chief merchant search is well underway to lead the company’s merchandising initiatives across all merchandise categories.

● A chief customer officer is being sought to drive aggressive customer-centric strategies to grow traffic, engagement and retention of its customer.

Mexico’s Fuel Crisis Worsens
In an effort to curb gasoline theft, the Mexican government is causing major distribution delays.

Suspect is caught after selling stolen UPS shipments on eBay

Two Memphis men were taken into custody after police say they were caught selling merchandise that had been stolen from a local UPS facility.

According to police, the burglary happened at the UPS warehouse on Meltech Drive on December 3.

Video surveillance showed three men breaking into the warehouse through a loading dock door and then passing boxes back through to a waiting vehicle. Inside those boxes were 632 Turtle Beach Stealth 700 gaming headsets, a Champion generator and medical equipment valued at $25,280. Read more

An increase in offender deterrence was the theme of this research, with additional sales and shrink data coming in 2019.

The Gen-5 tether rated very high on offender deterrence, performing as well as any technology that LPRC has tested in this initial test of modest sample size.

New ransomware that steals PayPal credentials using phishing discovered
MalwareHunterTeam have discovered a new ransomware that not only encrypts users’ files, but also tries to steal their PayPal credentials with an included phishing page.

The note that accompanies the threat not only tries to steal your money through a normal Bitcoin ransom payment, but also offers a choice to pay via PayPal. If a user chooses to pay using PayPal, they will be brought to a phishing site that will then attempt to steal the victim's PayPal credentials, according to BeepingComputer.

When a user clicks on the PayPal Buy Now button, they will be brought to a phishing page that tries to appear as a legitimate PayPal page. The only difference is that if they submit their information, instead of it being sent to PayPal.com, it is sent to http://ppyc-ve0rf.890m.com/s2[.]php, which then displays another form asking for your address and other personal information. thepaypers.com

Bug Bounties Aren't Silver Bullet for Better Security: Report
Many organizations may find they’re better off hiring pen testers and in-house security researchers directly than running bug bounty programs, according to new MIT research.

The New Solutions for Cybersecurity paper features a surprising analysis of bug bounty programs in the chapter, Fixing a Hole: The Labor Market for Bugs.

It studied 61 HackerOne bounty programs over 23 months — including those run for Twitter, Coinbase, Square and other big names — and one Facebook program over 45 months.

It claimed that, contrary to industry hype, organizations running these programs don’t benefit from a large pool of white hats probing their products. Orgs Slow to Advance IoT Security
Despite the burgeoning IoT market, organizations made limited progress on IoT security in 2018, according to a new report from Gemalto. Though there is evidence of incremental improvements, security measures are being outpaced by the rapid growth of IoT, which is on track to hit 20 billion devices by 2023.

The survey queried 950 IT and business decision-makers with awareness of IoT in their organization in 2018. Of those, only 48% of companies said that they have the ability to detect whether their IoT devices have suffered a breach; however, 90% of respondents believe that security is a major concern for their customers.

NRF study says more online shoppers want free shipping
Consumers increasingly expect free delivery of items they buy online and are also embracing new options like picking up their online purchases at a local store, according to the latest issue of the quarterly Consumer View report released today by the National Retail Federation.

The report found that 75 percent of consumers surveyed expect delivery to be free even on orders under $50, up from 68 percent a year ago.

Baby boomers (born 1946-1964) demand free shipping the most, with 88 percent expecting it. That compares with 77 percent for Generation X (1965-1980), 61 percent for millennials (1981-1994) and 76 percent for Generation Z (1995 and later).

Many consumers now consider shipping costs even before getting to the checkout page, with 65 percent saying they look up free-shipping thresholds before adding items to their online shopping carts. Consumers also want their products fast, with 39 percent expecting two-day shipping to be free, and 29 percent have backed out of a purchase because two-day shipping wasn’t free. nrf.com

San Antonio, TX: Operation 'Dirty Dozen': 12 arrested in ID theft ring, accused of stealing over $500,000
A six-month, multi-agency fraud investigation led to the arrest of 12 suspects in the San Antonio area during operation "Dirty Dozen," according to a news release. The Tri-County Fraud Task Force — consisting of investigators from Bexar, Guadalupe and Comal counties — discovered the ID theft ring when they began investigating reports of stolen mail and checks in the spring of 2018, officials said. The suspects are believed to have caused more than $50,000 in damage to U.S. Postal Service property and amassed more than $500,000 worth of fraud against businesses and residents. Authorities believe suspects used stolen information to create fake driver’s licenses and forged several checks at a number of businesses along the Interstate 35 Corridor, Wagner said. A Worcester man who worked at a city store whose owner was jailed for $3.6 million in food stamp fraud admitted Tuesday to stealing people’s identities. Yaw Okyere, 36, a citizen of Ghana who overstayed a student visa in 2009, pleaded guilty to one count of aggravated identity theft and one count of possessing five or more identification documents.

Mr. Okyere was arrested last year after authorities said they found evidence of identity theft and dozens of boxes of pricey merchandise in his apartment. He had nearly 200 state driver’s licenses in files on his computer, authorities said, and apparently used other people’s identities to order goods through the mail.

Authorities allege in court documents that Mr. Okyere had intermediaries bring the ill-gotten goods to his day job at J&W Aseda Plaza, the same Worcester store where $3.6 million in food stamp fraud was perpetrated several years ago. The charges Mr. Okyere faces carry combined maximum penalties of up to 17 years in prison and a fine of up to $500,000. He also faces possible deportation. telegram.com

Four men from Michigan have been sentenced to between about three and five years in prison for robbing a Richmond Heights jewelry store, the U.S. Attorney's office said Tuesday. The men entered the Jared the Galleria of Jewelry store on Dec. 4, 2017, and used hammers to smash display cases before grabbing loose diamonds and watches worth about $60,000, prosecutors said. They were unable to reach their getaway driver and were quickly caught by police who were in the area on an unrelated incident, prosecutors said. stltoday.com

Osage Beach, MO: Employee Stole More Than $13,000 From Jewelry Stores
A Sunrise Beach woman has reportedly confessed and been charged with stealing from local jewelry stores where she was an employee. According to Osage Beach Police Chief Todd Davis, the Osage Beach Police Department, OBPD, received a call from the Zales Outlet Store Loss Prevention Officer on Thursday, Jan. 10 stating an employee had allegedly stole cash and jewelry in the amount of $13,794.62. “She confessed to everything,” Chief Davis said. Pryor allegedly confessed to stealing $3,785.62 in cash from an in-store purchase by an employee of a diamond ring and also stealing a $9,999 diamond bracelet in December, while working at the Kay Jewelers Store. Pryor also allegedly admitted to adding hours to an employee’s payroll account and collecting and keeping a portion of the overages from that employee. lakeexpo.com

Mt. Juliet, TN: Four armed suspects rob Sprint store; Theft of over $10,000
Three teens and one adult are now facing charges after allegedly robbing a cellphone store in Mt. Juliet overnight. The Mt. Juliet Police Department worked with the Metro Nashville Police Department and an FBI Task Force detective to make the arrests. Investigators said they were able to recover the stolen phones. All four suspects are charged with one count of aggravated robbery, two counts of aggravated kidnapping and one count of theft over $10,000. wsmv.com

Gray, KY: Fleeing customer shot, killed during attempted c-store robbery
Kentucky State Police are looking for the gunman accused of killing a bystander during an attempted armed robbery in Knox County. Investigators said a man entered the A&B Quick Stop on US 25 E in the Gray community around 12:04 Wednesday morning and pointed a gun at the clerk. A bystander in the store tried to leave when the suspect fired several shots at the fleeing man, killing him, according to Trooper Shane Jacobs. The coroner pronounced Gary Medlin, 25, of Barbourville, dead at the scene. Trooper Jacobs said several witnesses were in the store at the time. No one else was hurt. Louisville, KY: Suspect on the loose after shooting, carjacking at grocery store
Louisville Metro Police are still searching for a suspect in an attempted carjacking that sent a man to the hospital after he was shot in the chest. Police believe a man in his 30s left the Pic Pac grocery store around 8 p.m. Saturday and was headed to his car when another man approached in an attempt to steal the car. During a fight, the suspect shot the man in the chest. “I ran over to him while I was calling the cops and he was saying that he got shot in the chest and they were telling me on the phone that I needed to put pressure on the wound,” said Michelle McFall, who works at Domino’s next door. wdrb.com

Peoria, AZ: 17-year-old suspect shot during AutoZone armed robbery
Police said a caller reported that a man with a bandana over his face and armed with a handgun ran into the AutoZone and had two employees at gunpoint. The caller told dispatchers that it appeared they were heading toward the back room. Police said the officer went toward the commotion, turned a corner and saw the suspect with a gun in his hand struggling with an employee. The officer gave verbal commands and fired one round at the suspect, hitting him in the shoulder, police said. The suspect then fell to the ground and complied with the officer's commands, after which the suspect was taken into custody and given medical aid. 12news.com

Police in Wheat Ridge announced Tuesday that an arrest had been made in connection with an attack and robbery of an elderly woman outside a store in broad daylight. Alexander is accused of seriously injuring an 87-year-old woman during a purse robbery outside a Dollar Tree store on Jan. 7. The attack was caught by the store’s surveillance camera and shows the victim, Patricia Scott, being thrown to the ground and dragged as she clings to her purse. The ordeal put Scott in the intensive care unit at Lutheran Hospital. She suffered broken bones and sustained head trauma, according to her family. thedenverchannel.com

Two T-Mobile stores in San Diego were robbed within an hour Tuesday night, police said. A store on University Avenue in the College Area was robbed at 6:45 p.m. Thirty minutes later, a second store on Washington Street in Hillcrest was robbed. Police were searching for the two suspects, who were described as African-American men in their early-to-mid-20s. Officers say the men got away with thousands of dollars worth of display items. Chicopee, MA: Police seek man committing credit fraud at stores throughout Pioneer Valley
Police are seeking the public’s help in identifying a man in connection with the theft and fraudulent use of a credit card at stores throughout the Pioneer Valley. Police issued a brief video of the suspect, shown in the Chicopee Marshall’s department store. They said the same man used a credit card at the store that was later found to have been stolen. The same card was used at Cal’s restaurant in West Springfield, and at Purele Salon in Hadley. masslive.com
