CLEAR/Coalition of Law Enforcement and Retail
2nd Annual Training Conference
Peppermill Resort/Casino
Reno, NV

Police in San Francisco are battling actual sophisticated crime syndicates - ORC - in Union Square with apprehensions up this year by 53%.  Hitting such retailers as The Gap, Macy's, Walgreens, and Nordstrom's, the SFPD is working with the retailers and have actually met with New York City and Sacramento police in order to share strategies on dismantling them.   (Source sfexaminer.com)

A new book just hitting the shelves called "The Steal" authored by Rachel Shteir, who also subtitled the book "A Cultural History of Shoplifting," starts with the 18th-century invention of the loot-concealing pocket to the success of Abbie Hoffman's "Steal This Book" in 1971 and also covering the 1699 British Parliament's Shoplifting Act that imposed the death penalty on anyone caught stealing items worth more than 5 shillings to California's three-strike law that recently gave a burglary ex-con a life sentence for stealing about $150 of videotapes from two Kmart's.  Might be an interesting read.  (Source bloomberg.com)

ORC counterfeit-check ring busted up in Central Florida with the arrest of its ring leader and another member on Friday.  Operating in multiple counties and hitting such retailers as Home Depot, Publix, Walgreens, Wal-Mart and Sam's Club, the investigation continues at Florida Department of Law Enforcement.  The ring would make purchases and return the big ticket items for cash.  (Source orlandosentinel.com)

At last week's congressional hearing called "Hacked Off: Helping Law Enforcement Protect Private Financial Information," found that the big problem we're facing in the fight against financial crimes is that the criminal complaint has almost disappeared. Even when a police report is filed, it is often "so the bank will give you your money back."  "The understandable hesitation of law enforcement to 'work a case' in these areas has led to an unfortunate form of apathy by the consumer as well as the financial institutions. Large banks lose millions of dollars each year to phishing and malware, but they reimburse the cost to customers and structure the losses into the cost of doing business."  Therefore, due to general public apathy and collaboration with the law enforcement community, assures that cybercrimes of all sorts will continue to rise.  (Source csoonline.com)

Big spending by two hackers led authorities to unearth what may be the largest login-stealing botnet yet known.  Flaunting their money with no apparent means to afford it, these two botmasters in Bosnia and Slovenia developed the Metulji botnet that still may be in control of millions of computers in over 172 countries.  (Source csoonline.com)

The PCI Security Standards Council understands the growing demand for guidance on how to safely and securely implement mobile payments according to the requirements of the DSS and PA-DSS and they hope to have it clarified by the end of the year.  However, they did recently provide a document that separates the more-easy-to-certify as PCI DSS from the not-so-easy to certify in several categories.  (Source csoonline.com)

U.S. clothing prices may rise 4% to 6% this fall with cotton driving it worldwide and the era of cheap goods coming from China may be over.  (Source thereporter.com)

Shrinkage On The Rise

Retail shrinkage increased to 1.58% of retail sales in 2010 ($37.1B) -- up from 1.44% in 2009 ($33.5B)
95% of retailers have been a victim of ORC over the last 12 months
43.7% of retail shrinkage in 2010 was employee theft ($16.2B)
18.7% of cases involved collusion between internal and external sources
32.6% of total losses was shoplifting ($12.1B)
12.9% of shrinkage was admin error ($4.8B)
5.4% shrinkage was vendor fraud ($2B)

46% of retailers said their loss prevention budgets were increasing
and 35% said they were staying the same

We've all got great ideas and plans.  The problem lies in putting them together, rolling them out and maximizing speed to market.  Making it happen quickly and efficiently - that's the key to success.  The first obstacle is always fear of risk.  Making an idea a reality requires risk taking and sometimes you've just got to make it happen if your inner self, or the bird on your shoulder, tells you it's the right thing to do.  I was writing this e-newsletter for a year before one morning last year, on March 25, I walked in and just said hey we're doing it.  Yes, I was absolutely fearful of all the critics and naysayers, but I took the risk and made it happen.  There will always be torpedoes in the water and sometimes they hit.  But to make things happen you've got to jump in the water and swim as fast as you can.

Just a thought
